Abstract

The implementation of the Digital Population Identity (IKD) program by the Ministry of Home Affairs targets 30% coverage of the eligible population; however, as of July 2025, realization in Tanah Datar Regency has reached only 17,530 individuals, or approximately 6.12%. This study aims to evaluate the extent to which the IKD program has been implemented as an innovation in population administration services and to identify its supporting and inhibiting factors. A qualitative method with a descriptive approach was employed, using interviews and document analysis as data collection techniques. The findings reveal that the implementation of IKD by the Civil Registration Office (Disdukcapil) in Tanah Datar has not fully met the innovation attributes outlined in Rogers’ theory. IKD presents a relative advantage through easier access, service efficiency, and improved security systems. In terms of compatibility, the innovation aligns with the needs of younger generations and civil servants but lacks inclusivity for the broader community. Ease of use (complexity) remains a barrier for elderly users and those with limited digital literacy. Trialability has been introduced gradually, though its utilization remains suboptimal, and observability is still low, as the benefits of IKD are not yet widely perceived. Supporting factors include relatively easy digital access, budget efficiency, and human resource competence. Conversely, major barriers include the digital divide, limited technological infrastructure, weak inter-agency integration, and low public adoption of digital population administration technologies. The study concludes that an acceleration strategy is needed, based on digital literacy enhancement, infrastructure expansion, and system integration, to improve the effectiveness of IKD implementation.

Abstract

This study is grounded in the importance of ensuring that the implementation of the Village Fund policy truly creates public value through tangible benefits, transparency, and community participation in nagari development. The research aims to analyze the implementation of Ministerial Regulation of the Ministry of Villages (Permendesa) No. 7 of 2023 on the priority use of Village Funds in Nagari Taeh Baruah and to assess the extent to which the policy generates public value for the community. A descriptive qualitative method was used, with data collected through interviews and documentation. The study focused on four policy priorities: extreme poverty alleviation, food security strengthening, stunting prevention, and the development of Village-Owned Enterprises (BUMNag). The findings indicate that the Village Fund has delivered tangible benefits through the construction of agricultural infrastructure such as roads and irrigation systems, stunting prevention programs, direct cash assistance for low-income families, and community economic empowerment through BUMNag. Policy implementation has been participatory, facilitated through rembuk jorong forums and musyawarah nagari, accompanied by transparent financial reporting. However, several challenges remain, including unequal distribution of aid, inconsistency in health programs, delays in fund disbursement, and limited capacity among local officials. The study concludes that the implementation of the Village Fund policy in Nagari Taeh Baruah has contributed to public value creation by improving welfare, fostering citizen participation, and promoting government transparency, although its effectiveness must be further enhanced to reach all community segments more equitably and sustainably.

Abstract

The high number of HIV cases in Padang City, despite the implementation of various policies and intervention programs, serves as the background for this study. The aim is to analyze the implementation of strategies by the Padang City Health Office in addressing the rise in HIV cases, based on Mayor Regulation No. 23 of 2018 on HIV and AIDS Control. This research employs a descriptive qualitative method, with data collected through in-depth interviews, documentation, and literature review. Informants include officials from the Health Office, community health center staff, and representatives from relevant NGOs. Data were analyzed using Miles and Huberman’s interactive model, which includes data reduction, data display, and conclusion drawing, with source triangulation to enhance validity. The findings indicate that the Health Office has implemented strategies through health promotion programs, Prevention of Sexual Transmission (PMTS), Voluntary Counseling and Testing (VCT) services, and adolescent education initiatives. However, the implementation of these policies has not been optimal due to limitations in human resources and funding, uneven communication, and bureaucratic complexity. Based on the policy implementation theory by Amir and George C. Edward III, it is found that successful implementation is influenced by communication, resources, implementers’ disposition, and bureaucratic structure. Therefore, strengthening strategies is essential through participatory communication, capacity building for health workers, bureaucratic streamlining, and the utilization of digital media and community-based approaches to enhance the effectiveness and sustainability of HIV/AIDS control programs in Padang City.

Abstract

This study is motivated by the low political participation of Generation Z in the lead-up to the 2024 regional elections (Pilkada), despite political education being one of the core functions of political parties aimed at fostering public engagement in democratic processes. The research seeks to explore the effectiveness of political education programs—such as outreach activities and workshops—in raising political awareness and addressing challenges such as distrust in political institutions and limited access to digital information. A qualitative descriptive method was employed, utilizing interviews, observation, and documentation. Informants included members of the Padang City Branch Leadership Council (DPC) of the Gerindra Party, representatives from the National and Political Unity Agency (Kesbangpol), and individuals from Generation Z who were the target of political education efforts. The findings indicate that political education initiatives by the Gerindra Party remain limited and have not yet yielded optimal results. Over the past year, activities have included only two main agendas: internal cadre meetings and social events such as Independence Day celebrations and screenings of the film G30S/PKI. These activities primarily focused on internal development and lacked strategic outreach to the broader public, particularly Generation Z, who represent a key segment of first-time voters. These findings underscore the need for innovative and expanded political education strategies that are more inclusive, structured, and adaptive to the characteristics of the digital generation, in order to enhance youth political participation in regional elections.

Abstract

The implementation of guidance and supervision in the management of parking services in Padang City has not yet operated optimally, as evidenced by the ongoing issues within the current parking system. This study aims to analyze the forms and effectiveness of the guidance and oversight conducted by the Padang City Department of Transportation in parking management. A qualitative method with a descriptive approach was employed. Data were collected through interviews, observation, and documentation. The findings reveal that the implementation of guidance remains largely formalistic and has yet to address educational aspects or significantly enhance the overall professionalism of parking attendants. Meanwhile, supervision is limited to specific times and locations, failing to reflect comprehensive and continuous monitoring. The study concludes that to establish an orderly, transparent parking system that contributes to Local Own-Source Revenue (PAD), it is essential to strengthen human resource capacity, improve supervision mechanisms, and foster closer collaboration between the government and the community. Abstract

This study is motivated by the limited research on collaborative organic waste management through black soldier fly (maggot) cultivation in Padang City, despite its significant potential to reduce organic waste generated by households and similar sources. The aim of this research is to analyze the forms of collaboration among stakeholders in an organic waste management program based on black soldier fly cultivation. A descriptive qualitative method was employed, using purposive sampling to identify key informants. Data were collected through interviews and documentation, then analyzed thematically. The findings reveal that communication serves as the primary mechanism reinforcing coordination among the Environmental Agency, CSR division of PT Semen Padang, and maggot cultivation groups. Although community outreach remains limited, the frequency of both formal and informal interactions has led to effective communication. Trust has developed through PT Semen Padang’s tangible support in the form of infrastructure, technical training, and mentorship, contributing to improved productivity and cultivation quality. Collaborative commitment is evident in the active roles of the Environmental Agency as regulator and facilitator, PT Semen Padang as a resource provider, and maggot groups as technical managers. Maggot cultivation has proven to be an innovative and economically valuable solution for organic waste reduction, aligning with the principles of sustainable environmental development.
