Abstract

The health issue currently faced by Indonesia is the high of HIV and AIDS numbers. North Semarang Sub-District is the region that has the highest numbers of HIV case. Counseling service and HIV test have been conducted in North Semarang since 2013 through Bandarharjo and Bulu Lor Puskesmas. However, the numbers of HIV cases are still high. The research aimed to describe and analyze the implementation of counseling service and HIV test in preventing HIV and AIDS in North Semarang Sub-District and describing the factors related to the cases. This research used descriptive qualitative. The result of the research showed that the implementation of counseling service and HIV test in North Semarang had been effective that was seen by the upright of HIV diagnosis. People also obtained HIV treatment service and the knowledge of people about HIV increased. The equity had been achieved. It could be seen that people obtained the benefits of the service, fund distribution and the program had been fit with society’s condition. However, the responsiveness of society had not been achieved. People had followed the counseling routinely. They were comfortable with the program result but the participation was only dominated by pregnant women. Encourage factors in counseling service and HIV test in North Semarang were the support of counselor, the availability of treatment service, mobile counseling and affordable cost. Whereas, the obstacle factors were, the difficulty in obtaining patients’ information, there was side effect of ARV, the lack of people’s participation and archiving the data. The suggestion that can be given are, increasing people’s knowledge, increasing the knowledge of counselor, family support, increasing creativity in socialization and improving archiving the data.

Abstract

Early marriage has developed into a multidimensional policy issue. West Lombok Regency is an area that has a high rate of early marriage in West Nusa Tenggara, but also has a commitment to preventing early marriage by issuing several policies. Regional Regulation Number 9 of 2019 concerning the Age of Marriage (PUP) is one of the policies issued early to reduce the rate of early marriage. This research aims to identify stakeholders and their roles, including factors that influence the implementation of stakeholders' roles in implementing policies to prevent early marriage in West Lombok Regency. This research uses a qualitative descriptive method by collecting data through observation, interviews and documentation. The research results show that the identified stakeholders in preventing early marriage in West Lombok Regency consist of the Regent, DPRD, Population Control, Family Planning, Women's Empowerment and Child Protection (DP2KBP3A), Education and Culture Service, Health Service, District Government, Village Government , Religious Affairs Office, NTB Child Protection Agency, SANTAI NGO (Yayasan Tunas Alam Indonesia) and Village Heads to the Community. Based on their influence and interests, these stakeholders are divided into Crowd, Context Setter, Key Players, and Subject. Meanwhile, the classification of stakeholders based on their roles is divided into Policy Creator, Implementor, Coordinator, Facilitator, and Acceletalor. Factors that influence the implementation of the stakeholder role include communication, resources, disposition and bureaucratic structure. The suggestions for this research are optimizing the role of regional governments, encouraging proportional budget allocations to prevent early marriage, and encouraging regional governments to build synergies with other stakeholders such as academics, the business world, and the media.

Abstract

Brawls are a frequent form of juvenile delinquency in the Pasar Minggu area, necessitating the intervention of the Pasar Minggu Police Sector. According to Indonesian law (Undang-undang Nomor 2 Tahun 2002), the police are tasked with maintaining public order and security, enforcing laws, and providing community services. However, field observations reveal that the performance of Polsek Pasar Minggu in handling juvenile delinquency, specifically brawls, remains suboptimal. This study utilizes Agus Dwiyanto's (2006) organizational performance theories and Ruky's factors of organizational performance, employing qualitative descriptive methods including observation, documentation, and interviews. Findings indicate inefficiencies in efficiency, effectiveness, fairness, and responsiveness, influenced by technology, input quality, physical environment, organizational culture, leadership, and human resource management. Recommendations are provided to improve these dimensions.

Abstract

This study aims to analyze the effect of system quality and information quality on the success of the Gelang Anting System at Puskesmas Losari Pemalang. With the background of high stunting cases in Indonesia and Pemalang Regency, as well as the Losari Health Center's efforts to develop technology-based innovations for stunting prevention. The research method used in this study is a quantitative approach with a sample of 78 respondents, using proportional random sampling technique and Likert scale for data collection. Hypothesis testing is done with Kendall's Tau-b correlation test to determine the effect partially, Kendall's W concordance to determine the effect simultaneously or together, and the coefficient of determination test to determine how strong the influence between variables. The results showed a positive and significant influence between system quality on system success, information quality on system success, and system quality and information quality together on system success with a significance of 0.000 <0.05. Based on the results of the study, it is recommended to improve the indicators of system quality and information quality to support the successful implementation of the Gelang Anting application.

Abstract

This research focuses on the collaboration process in waste management at Teluk Penyu Beach. Waste problems often occur in one of the tourist icons in Cilacap Regency, so collaboration from multiple stakeholders is needed to manage the problem. The purpose of this research is to describe and analyse collaborative governance in waste management at Teluk Penyu Beach, as well as identify and analyse the factors that influence collaborative governance in waste management at Teluk Penyu Beach. The type of research used is descriptive research with a qualitative approach. The data collection techniques used were interviews, observation, and documentation. The theory used in this research is Ansell and Gash's theory which consists of starting conditions, institutional design, facilitative leadership, and collaboration process (face-to-face dialogue, trust building, commitment to the process, shared understanding, and intermediate outcomes). The results of this study show that (1) collaborative governance in waste management at Teluk Penyu Beach has implemented the five dimensions of the collaboration process quite well. (2) Factors that influence the collaboration process in waste management at Teluk Penyu Beach include starting conditions, institutional design, and facilitative leadership, but the institutional design dimension is still not optimal because there is no legal basis that specifically regulates the collaboration process in waste management at Teluk Penyu Beach, Cilacap Regency.

Abstract

Participatory Management in the development of urban heritage tourism objects through the Semarang Old Town Festival Event examines the role of lower management in contributing to organizational performance. Researchers focus on several issues including, information about organizational identity, member training, employment and membership agreements, scope of work and decision making at the lowest level of management. Researchers use qualitative methods supported by the acquisition of data and facts through observation, interviews, and literature studies. This research was conducted from January to March 2024 at the Semarang City Culture and Tourism Office and the Semarang Old Town Festival Organization. Researchers using participatory management thinking framework by (Ardekani & Jahromi, 2011) and analysis of factors inhibiting participatory management by (Neumann, 2018) that, Semarang Old Town Festival Organization has weaknesses in the implementation of participatory management, this is indicated by the training objectives that are not achieved, the absence of black on white physical archives regarding membership validity, and team management almost entirely does not have a young generation. Therefore, it is necessary to affirm the obligations of members in participating in training, making black on white physical archives and conducting regeneration and open recruitment for the younger generation in running the Semarang Old Town Festival Organization.

Abstract

The development of tourist villages is an effective strategy to improve the welfare of local communities through optimizing local potential. Gogik Tourism Village in Semarang Regency is an example of a village whose potential is being developed. This research aims to analyze the role of various stakeholders in the development process of the tourist village. The methodology used is a qualitative approach with data collection through in-depth interviews, observation and documentation. The stakeholders involved include the Semarang Regency Tourism Office, Gogik Village Government, Village-Owned Enterprises (BUMDes), Tourism Awareness Groups (Pokdarwis), and local communities. The research results show that the role of the Semarang Regency Tourism Office is very vital in providing basic infrastructure and regulations that support the development of tourist villages. The Gogik Village Government has a proactive role in educating the community. BUMDes plays a role in preparing superior programs such as improving tourist areas, improving facilities and improving the quality of tourist villages. Pokdarwis contributes to managing facilities and organizing tourism activities as well as marketing tourist villages. Meanwhile, local communities act as supporters and provide significant contributions. This collaboration between stakeholders produces various positive impacts, such as improving the local economy, preserving culture and the environment, and increasing community capacity. However, the challenges faced include limited resources, inadequate coordination between stakeholders, and the gap between community expectations and reality on the ground. This research recommends increasing communication and cooperation between stakeholders, as well as increasing participation by implementing a comprehensive educational program for the sustainable development of the Gogik Tourist Village.

Abstract

The Family Hope Program (PKH) provides cash assistance to underprivileged families to improve human resources quality. Social assistants play a crucial role in PKH activities, from preparation to supervision. However, challenges include a lack of public understanding, low awareness, dependency on assistance, misuse of funds, and data synchronization issues. This study analyzes the role of social assistans and the factors affecting their performance in North Semarang District using a descriptive qualitative approach and purposive sampling. Data were collected through interviews, observations, and documentation, ensuring validity through triangulation. The results of the study indicate that among the four roles of companions (facilitative, educational, representational, and technical), the most influential and needing improvement is the technical role, which requires supervision of the implementation of PKH beneficiary commitments and the use of PKH funds. Thus, there are several sub-aspects of the companion's role that have not been carried out by the PKH social companions in North Semarang District. Competence, socialization, and role behavior drive the companion's role, while role conflict and role distance inhibit it. Future steps may include strengthening the supervision of PKH implementation, particularly the implementation of PKH beneficiary commitments by re-enforcing sanctions against violations committed by PKH beneficiaries.

Abstract

Quality Health Services is something that is important for the entire community to obtain. This study aims to analyze the quality of health services and factors related to the quality of services at the Kebayoran Lama District Health Center with a research focus on UKP (Individual Health Enterprise) services. The research method used was a qualitative method with a descriptive type, data was obtained through observation, interviews and literature study, and used an informant selection technique, namely purposive sampling. To test the validity of the data using triangulation, the research results show that in the quality theory used there are four significant symptoms, namely tangibles, reliability, responsiveness, assurance, and one less significant symptom, namely empathy. Then in the second objective theory, namely factors related to service quality, there are five significant symptoms and 1 less significant symptom. There are findings that can be used as a way to improve and maintain the quality of health services at the Kebayoran Lama District Health Center, South Jakarta, such as the implementation of hospitality which is currently underway.

Abstract

Tourism development is one of the effective strategies to improve the welfare of local communities through optimizing the potential of the region. Dieng Plateau area is one of the priority tourist destinations in Banjarnegara Regency. This research aims to identify stakeholders involved in tourism development in the Dieng Plateau Area of Banjarnegara Regency and analyze the roles of these stakeholders. The methodology used is a qualitative approach with data collection through interviews, observations, and documentation. Stakeholders involved in tourism development include the Dieng Kulon Village community, Pokdarwis Dieng Pandawa, Dieng Kulon Village Government, Banjarnegara Regency Tourism and Culture Office, UPTD Dieng Tourism Area, Ministry of PUPR, Central Java Cultural Heritage Conservation Center (BPCB), Perhutani, Bank Indonesia, Bank BTN, PT Geodipa Energi, Universities and the media. The results of the study indicate that primary stakeholders consisting of local communities and Pokdarwis Dieng Pandawa act as coordinators, facilitators, implementers, and accelerators. Key stakeholders consisting of village government and local government act as policy creators, coordinators, facilitators, implementers, and accelerators, while secondary stakeholders consisting of government, community, companies, academics and media act as facilitators, implementers, and accelerators. However, the role of these stakeholders is said to be not optimal because there are still problems that arise and the implementation of the program is not optimal.
