Abstract

Penanganan sampah merupakan salah satu upaya yang dilakukan Pemerintah Kota Semarang untuk mengelola sampah di Kota Semarang. Implementor kebijakan ini adalah Dinas Kebersihan dan Pertamanan Kota Semarang. Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis bagaimana Pemerintah Daerah Kota Semarang mengimplementasikan penanganan sampah di TPA Jatibarang berdasarkan Perda Nomor 6 Tahun 2012. Penelitian ini menggunakan pendekatan kualitatif dengan tipe penelitian deskriptif. Teknik analisis untuk mendapatkan data melalui observasi, wawancara dan dokumentasi. Penelitian ini melihat lima fenomena dalam implementasi, yaitu pewadahan dan pemilahan sampah, pengumpulan sampah, pengangkutan sampah, pengolahan sampah, dan pemrosesan akhir sampah. Pewadahan dan pemilahan sampah menjadi tanggung jawab rumah tangga untuk sadar dan peduli terhadap sampah organik dan anorganik. Pengumpulan sampah dikelola masyarakat di lingkup Rukun Warga. Pengangkutan sampah hingga pemrosesan Akhir menjadi tanggung jawab Dinas Kebersihan dan Pertamanan berdasarkan prosedur dan kelengkapan sarana prasarana pengangkutan sampah ke TPA Jatibarang dengan truk sampah hingga pemrosesan sampah menjadi gas metan dan pupuk organik. Berdasarkan teori George C. Edwards III faktor pendorong implementasi ini yaitu komunikasi, disposisi dan struktur birokrasi, sedangkan faktor penghambat adalah sumber daya. Pemerintah Daerah Kota Semarang telah melaksanakan penanganan sampah berdasarkan Perda Nomor 6 Tahun 2012, namun implementasi belum maksimal karena dukungan sumber daya sarana prasarana dan anggaran masih terbatas. Oleh karena itu, diperlukan pemberdayaan sumber daya manusia, pengelolaan anggaran untuk sarana prasarana penanganan sampah, serta dukungan dan kerjasama dari Pemerintah, swasta, dan masyarakat.

Abstract

This research reviews about Implementation of the Goods and Service Supply of Goverment on Based Electronic (e-Procurement) in Trenggalek Regency. This policy are formulated because many problems of the convensional goods and service supply of goverment and the rapidly of development of Information Technology. Beside that, e-procurement is one of the innovation from Public Service Government to realized Good Governance. Goals of this researched is to analyze policy implementation of e-procurement and to identify the factors supporting and inhibiting to realized Good Governance in Trenggalek Regency. Researcher analyze the supply process by applying of Good Governance principles, they are tranparency, participation, accountability, efectiveness and efficiency, responsiveness, strategic vision and equity. The factors supporting and inhibiting policy implementation based on Rondinelli and Shabbir Cheema’s teory, those are: (1) Environmental Conditions; (2) Inter-organizationship; (3) Resources for Program Implementation; and (4) Characteristic of Implementing Agencies. This reseach use qualitative descriptive design through observation, deep interview and library research. Informants from this research are employees from ULP, LPSE and supply partners. Based on the results of this study we can conclud that the policy of e-procurement policiy were implemented in Trenggalek Regency to realizing good governance have not maximied yet. Some of the factors that influence are the limited financial support, the quantity and quality of human resources and the infrastructure supporting for the implementation of e-procurement policy. Recommendations given by the researcher are need to increase the capacity of human resources in terms of both quantity and quality through education and training for employees of LPSE and application users of SPSE both committes and suppliyers,enhacement of infrastructure 2 supporting for e-procurement, financial support from the local government and enhancement of interaction or cooperation among agencies e-procurement implementing in Trenggalek Regency.

Abstract

In accordance with Law No. 22 Year 2009 regarding Traffic and Road Transportation Article 158 Paragraph (1) "The government guarantees the availability of Transport Bulk-based way to meet the needs of the transport of public transport in urban areas." So rather than the intent and purpose of the Act, the Government Semarang City develop BRT (Bus Rapid Transit) Trans Semarang as a mass-based public transport modes. BLU UPTD Terminal Mangkang a manager of BRT Trans Semarang, based on the Decree of the Mayor of Semarang Number: 551.2 / 147 Year 2010 regarding Stipulation UPTD Terminal Mangkang Semarang as business BRT Trans Semarang and the Decree of the Mayor of Semarang Number: 551.2 / 238 of 2010 on the establishment of UPTD Terminal Mangkang Semarang as the Public Service Board. The purpose of this study is to describe and analyze the role of and to describe the barriers related to the role that occur in the administration of the Public Transport especially BRT Trans Semarang in Semarang conducted by BLU UPTD Mangkang Terminal. This study uses a descriptive qualitative research design with an informant of the Head of BLU UPTD Terminal Mangkang, Head of subsection Planning and Evaluation Dishubkominfo Semarang, Divison Head of Infrastructure Planning Bappeda Semarang, PT. Trans Semarang and informant BRT Trans Semarang service users. The analysis process is done by identifying the related role of constraints and discussed through theoretical study and the sources of the data found. Based on the research results obtained BLU UPTD Terminal Mangkang has been cartying out a role in accordance with the duties and functions as the manager of BRT Trans Semarang, and can be explored on barriers roles occurs. Advice given over to repair shortcomings related to the role and improving the quality and quantity of services BRT Trans Semarang.

Abstract

The Village Infrastructure Development Program (PPIP) is a basic program of society empowerment, with purpose to increase the society welfare. Wiru Village, Bringin district, Semarang Regency is one of village that’s received the support from PPIP. This research goal is to describe and analyze how the local government of Semarang Regency is implementing The Village Infrastructure Development Program (PPIP) at Wiru Village, by using the qualitative approached with descriptive type. The analysis techniques to acquire data through interview, observation, and support of documents. This research is using the theory by Merilee S. Grindle who said that the driving factors of implementation program consist of three main factors, there are the content of policy and the scope of policy, and the result of implementation can be seen by effects and changes that happened on society. The result has shown that implementation of The Villages Infrastructure Development Program (PPIP) Implementation at Wiru Villages, Bringin District, Semarang Regency received a positive responses from villagers, and a change after access repair of villagers access welfare has simplify and make the mobility of villagers easier. Even thought, the strengthening of villagers institutions that handle the PPIP is still unfulfilled yet because the limit time of program. So of that, the villagers need a soft skills training to make sure that even The Village Infrastructure Development Program (PPIP) has done, the villagers still can utilize that soft skills of PPIP effects.

Abstract

The Semarang City Government has set a priority location for Semarang slum handling based on the Mayor of Semarang Decree No 050/801/2014 concerning the Determination of the Location of Slum Housing and Settlement Locations in the City of Semarang which establishes 62 urban-village from 15 Subdistricts. With the largest area of slum area occupied by North Semarang Subdistrict which reached an area of 147.4 Ha of the total area of 1097 Ha or has a percentage of slum area which is equal to 13.4 percent. The distribution of slum areas in North Semarang District consists of Tanjungmas urban-village, Bandarharjo urbanvillage, Panggungkidul urban-village, Kuningan urban-village, and Dadapsari urban-village. In order to deal with the problem of slum settlements activities are carried out to improve the quality of slums through a pattern of handling the restoration of slums. This study uses a qualitative descriptive method to achieve the research objectives, namely to determine the implementation of the restoration of slum areas in North Semarang District, and to identify the factors that influence the implementation of these policies through the implementation model of G. Shabbir Cheema and Dennis A. Rondinelli. From the results of the study it was found that the implementation of the restoration of slum areas in North Semarang Subdistrict was not optimal because the lack of involvement of recipients of policy, coordination and integration among sectors, especially regarding uninhabitable housing had not yet been integrated, and there were still a few unresolved points. In addition, it was found that factors that have a negative effect are non-conducive environmental conditions, ineffective relationships between organizations, and insufficient resources.

Abstract

The policy of protecting women and children from acts of violence is one of the steps taken by the Semarang City government to prevent, facilitate, assist and deal with victims of violence especially women in order to get services related to the violence they experience. The services provided by the Government of Semarang City is the handling of complaints, medical services, psychological services and rehabilitation, legal aid and social reintegration. This policy is determined by the government of Semarang City which then appoints the Office of Women Empowerment and Child Protection which is assisted by several agencies and technical implementing units to decrease the number of violence against women which is increasing every year, so it is necessary to take the preventive action and handling the case so as not to more increasing. This research is a descriptive qualitative research that aims to know and analyze the process of policy implementation and the factors that inhibit. The theory used in this study is Merille S. Grindle, which states that in the implementation of a policy consists of two aspects namely view of the contents of policy and policy environment. The result of the research indicates that the existence of service and technical implementation unit, cases of violence against women can be known by the number of incoming complaints, but in the implementation of the policy is still hampered by some things such as lack of commitment and communication among members, lack of human resources, work and lack of organization of socialization to the community so that most people are not aware of the policy. It can be concluded that the implementation of the protection policy of women and children from acts of violence in the facilitation of women protection from acts of violence has not had a significant impact for the people of Semarang City since the violence is still high and increasing every year.

Abstract

The process of development planning based on participatory it’s very important for the sustainability and success of a development. Tembalang Subdistrict as one of the Subdistricts which has very large area with a geographical location on the border and very large population which has an average level of low education becomes a problem. The main purpose of this research to describe or visual in detail and depth about the stages of development planning and to know what its the factors has influence the community participation in development planning in Tembalang Subdistrict, Semarang City based on Abe Alexander's 6 planning stages and 4 characteristics of participatory planning according to Wicaksono & Sigiarto . The method used in this research is a qualitative descriptive with data collection techniques used semi-structured interviews and non-participant observation and data analysis technique uses an interactive model analysis from Miles and Huberman which includes the stages of reduction, presentation and data verification. The results of this research show that in the process of development planning stages have not been implemented optimally, community participation in following the development planning process was still relatively low, there are problems related to the preparation of development planning deliberations that have not involved elements of society in general; lack of understanding of the community in determining the priority scale; distrust and openness from elites of the District and Urban Village to community proposals; and lack of time for organizing musrenbang. The recommendations generated from this research are; The Government should more active in disseminating development planning; Increase trust in community proposals; the holding of the discussion of carrying capacity in the form of potential and the addition of time to organize development planning deliberations

Abstract

The development of minimarkets in Semarang by the end of year have increased. In 2014, Badan Pelayanan Perijinan Terpadu (BPPT) Semarang has delivered 119 Ijin Usaha Toko Modern (IUTM) which the most trade license of minimarket is in Banyumanik. Increasingly the minimarket investment on Peraturan Daerah Kota Semarang Nomor 1 Tahun 2014 tentang Penataan Toko Modern and Peraturan Walikota Semarang Nomor 5 Tahun 2013 tentang Penataan Toko Modern Minimarket Kota Semarang. The purpose of policy is to keep the growth balance between minimarket and the figure of micro trade. While commit, there still have any obstacles such as the regulation of minimarket in Semarang which has to built >500m from tradisional market exactly around of Rasamala market has built some minimarkets less than 200m from traditional market. Besides, the government limits the establishment quota based on the trade license which has been delivered. Minimarket quota restrictions only with IUTM and in fact there are many minimarkets operating without a business license pocketed. Therefore, the government should also coordinate with the sub-district to conduct surveillance to monitoring of the development minimarket

Abstract

Special Region of Yogyakarta is one of provinces with high prevalence of active smokers. Cigarettes is one of the addictive substances containing approximately 4,000 chemicals in which 200 are toxic and very harmful to human health, especially passive smokers. Air pollution caused by cigarette smoke affects the quality of polluted clean air. The Provincial Government shall take steps by issuing the Regulation of Governor of Special Region of Yogyakarta Number 42 Year 2009 about No Smoking Area. Yogyakarta Railway Station is one of the no smoking areas listed in this rule. This study aims to measure the extent to which the implementation of established rules and see the inhibiting and supporting factors. This research uses descriptive qualitative method. This research uses the approach of policy accuracy, the accuracy of the implementation, the accuracy of the target, the accuracy of the environment, the accuracy of the process. This research uses the Theory of Implementation George C Edwards III. The results show that this regulation has been implemented in Yogyakarta Great Station. Obstacles are found that in terms of coordination between implementing agencies are still lacking, and the absence of clear legal sanctions. The authors recommend that the Provincial Government make a Regional Regulation governing the area of smoking prohibited with clear implementation standards and contains strict legal sanctions. The authority of Yogyakarta Railway Station needs to increase supervision in the station area. Society must also be aware and always obey this rule.

Abstract

Community-based drinking water supply and sanitation (PAMSIMAS) is government program which move in the field of drinking water and sanitation the community. PAMSIMAS aims to improve access to drinking water and decent sanitation to rural communities and peri-urban, as well as increase healthy living behavior. PAMSIMAS program to run properly it would require the participation of the community. The lack of community participation in the Kebongulo Village Musuk District Boyolali Regency, resulting in the maintenance and management of facilities are not managed by the community. Accordingly, required evaluation that looked at the impact of the program implementation PAMSIMAS on changes in patterns community of clean and healthy living behavior (PHBS) and environmental conditions which happened after PAMSIMAS program running. This research using methods descriptive qualitative research. Data in this research obtained from interviews with informants, observation and documents. The results of this study indicate that the evaluation of PAMSIMAS program in the Kebongulo Village Musuk District of Boyolali Regency, there are changes of PHBS in society, although PAMSIMAS program still has a minimal role. PAMSIMAS role in improving PHBS only until socialization stage. While the changes in environmental conditions, still has shortcomings in terms of community participation, local institutions and government commitments affecting PAMSIMAS programs in Kebongulo village.
