Abstract

Congestion is the main traffic problem that occurs in DKI Jakarta Province. The DKI Jakarta Provincial Government together with the Department of Transportation (DISHUB) then implemented a traffic restriction policy using an odd-even system as an effort to deal with congestion problems in DKI Jakarta. This policy is a restriction on the use of four-wheeled vehicles according to vehicle plate numbers with the aim of reducing vehicle volume to overcome traffic jams. The aim of this research is to find out how the traffic restriction policy with an odd-even system is implemented in DKI Jakarta Province and to find out the supporting and inhibiting factors in policy implementation. The research method used is descriptive qualitative with data collection through observation, interviews, documentation, and literature study. The theory used is Merilee S. Grindle's Implementation Theory that consists of Content of Policy and Context of Implementation. The results of the research show that the implementers have carried out their duties well but still encounter obstacles such as an increase in vehicle volume and congestion on road sections where the odd-even policy is implemented. Supporting factors for policy implementation are good coordination between stakeholders, policy socialization, and good understanding from implementing officials, while inhibiting factors are lack of public awareness and resources in carrying out implementation.

Abstract

Penelitian ini menganalisis Implementasi Program Pengembangan Pemasaran Pariwisata di Mandalika, Nusa Tenggara Barat. Penelitian ini dilandasi dengan belum terangkatnya Destinasi Super Prioritas di Mandalika, Key Strategy yang dibuat Kemenparekraf belum semuanya berjalan baik, Daya tarik wisata masih sangat kurang, kurangnya kepekaan masyarakat Indonesia terhadap pariwisata di Mandalika Nusa Tenggara Barat. Tujuan penelitian ini memiliki dua aspek utama bagaimana implementasinya dan faktor-faktor yang mempengaruhi pelaksanaannya. Metode penelitian menggunakan pendekatan kualitatif dengan pengumpulan data melalui wawancara mendalam dan observasi. Hasil penelitian menunjukkan bahwa program pengembangan pemasaran pariwisata di Mandalika telah berjalan dengan sesuai rencana strategis meskipun masih ada beberapa area yang memerlukan perbaikan. Saran untuk perbaikan permasalahan yang dihadapi kelompok sasaran yang belum baik, kemampuan penerima manfaat untuk mengelola keluaran program serta ketersediaan sumber anggaran dalam pelaksanaan program yaitu dengan peningkatan pelatihan dan pendampingan bagi penerima manfaat, peningkatan kerja sama antar pemangku kepentingan, dan peningkatan pemanfaatan teknologi informasi dalam pemasaran pariwisata.

Abstract

This research focuses on the problems of local tax services through the Pakde Semar Hebat! mobile application. These problems include several features in the application that cannot be fully accessed on iOS-based mobile phones, the slow service process, the low number of application users, people who still often come to the service office rather than doing services through the application, and a workload exceeding the number of employees at the Regional Revenue Agency of Semarang City. The purpose of this study to analyze the service quality of Pakde Semar Hebat! mobile application at Semarang City Regional Revenue Agency, and to identify factors related to the service quality of Pakde Semar Hebat! mobile application at Semarang City Regional Revenue Agency. This research uses a qualitative method with a descriptive type with an informant selection technique, namely purposive sampling and to test the validity of the data using source triangulation and technical triangulation. The data collection techniques used were interviews, observation, and documentation. The theory used in this research is the five-dimensional theory according to Parasuraman which includes tangibles, reliability, responsiveness, assurance, and empathy and the theory of factors related to service quality according to Moenir which includes awareness factors, regulatory factors, organizational factors, ability and skill factors. The results showed that the service quality of Pakde Semar Hebat! mobile application at Semarang City Regional Revenue Agency is quite optimal, but some aspects still need to be improved.

Abstract

This research examines how the implementation of e-government policies carried out by the Semarang City Education Office. This research was conducted using a qualitative descriptive method, by collecting data through interviews and direct observation both at the Semarang City Education Office and on social media used by officers to disseminate public information. The results obtained are the factors related to policy implementation, namely Communication Factors, Resources, Disposition and Bureaucratic Structure, only there are obstacles in the resource factor, namely the lack of PPID staff who are implementers of the policy, apart from that the supporting facilities have not been fulfilled . Even though the number of staff is inadequate, implementers have expertise in implementing these policies, namely being able to operate websites and social media as a means of disseminating public information. This is one of the supports for the successful implementation of the policies carried out.

Abstract

Semarang city is one of the cities that has great potential in the tourism sector. Various types of tourism are offered, one of which is cultural and historical tourism. Semarang Old City Museum is one of the historical tourist destinations in Semarang City. The development of the Semarang Old City Museum is still said to have not gone well allegedly because the collaboration between the government, the private sector, and the community has not been optimal. This research aims to describe the stages of the collaborative governance process and the factors that influence the collaborative governance process in the development of the Semarang Old City Museum attraction. In this study, researchers used qualitative research methods with data collection techniques through interviews, observations, and documentations. The results of this study indicate that the collaborative governance process in the development of the Semarang Old City Museum can be said to be sufficient because the five stages of the collaborative process still have aspects that need to be improved and there are three factors that have not gone well, namely membership, communication, and resource factors. The researcher provides suggestions to improve the collaborative process and improve communication and collaboration resources so that the development of the Semarang Old City Museum can run optimally.

Abstract

Effective and efficient traffic law enforcement is the main focus in improving public services in urban areas. One of the efforts taken is the implementation of Electronic Traffic Law Enforcement (E-TLE) by the Central Java Regional Police Traffic Directorate (Ditlantas Polda) in Semarang City. This study aims to analyze the optimization of public services through the implementation of E-TLE in traffic law enforcement in the region and identify success factors in this optimization. Study findings show that the implementation of E-TLE has increased the efficiency of law enforcement, accelerated action against violations, and reduced traffic accidents. Apart from that, public services also benefit from this system because the law enforcement process is faster and more transparent, increasing public trust in the police. The results of this research contribute to the understanding of the importance of technology in improving public services and the effectiveness of traffic law enforcement in metropolitan cities. Next steps could include expanding the E-TLE network and increasing public awareness of the importance of complying with traffic rules to create a safer and more orderly environment for all road users.

Abstract

Tujuan penelitian ini adalah menganalisis kinerja dalam pembuatan sertifikasi pertanahan di Kantor ATR/BPN Kota Bekasi dan menganalisis faktor pendukung dan penghambat dalam pelayanan pembuatan sertifikasi pertanahan di Kantor ATR / BPN Kota Bekasi. Pembuatan sertifikasi pertanahan masih belum mencapai yang ditentukan, maka hasil penerbitan kepada masyarakat jadi sedikit terhambat. Permasalahan dalam penelitian ini adalah kinerja dalam pembuatan sertifikasi pertanahan dan faktor-faktor yang menyebabkan belum tercapainya target pembuatan sertifikasi pertanahan. Metode penelitian yang digunakan dalam penulisan ini adalah metode penelitian kualitatif dengan pendekatan deskriftif. Berdasarkan hasil penelitian menunjukan bahwa terjadinya penurunan capaian penerbitan sertifikasi pertanahan disebabkan kekurangan sumber daya manusia yang memiliki kemampuan yang memumpuni, dan waktu penerbitan belum bisa sesuai dengan SOP yang ada dikarenakan harus ada pengecekan keabsahan data yang diperlukan ketelitian dalam mengverifikasi data yang diajukan pemohon, serta masih banyak data-data dari pemohon yang masih belum memenuhi syarat menjadi hambatan dalam penyelesaian pembuatan sertifikasi pertanahan. Penyelesaian kinerja dalam pembuatan sertifikasi pertanahan yang ada di Kantor BPN Kota Bekasi sudah cukup baik. Pelayanan yang diberikan belum baik masih ada hal yang perlu di evaluasi kembali agar lebih baik dengan penambahan pegawai yang memiliki kemampuan yang baik, serta mengevaluasi kembali waktu penerbitan sertifikasi pertanahan untuk meningkatkan produktivitas capaian yang ditentukan

Abstract

Peraturan Daerah Provinsi Jawa Tengah Nomor 2 Tahun 2019 menyatakan desa wisata mempunyai peranan penting untuk memajukan kesejahteraan masyarakat. Terwujudnya pengembangan yang baik bagi Desa Wisata Lerep Ungaran tentunya memerlukan partisipasi masyarakat yang mendukung. Desa Wisata Lerep merupakan desa wisata yang lebih dikenal di Kabupaten Semarang dibandingkan desa wisata lainnya, sehingga untuk menjalankan keberlanjutan pengembangan yang baik, dibutuhkan partisipasi masyarakat mulai dari tahap perencanaan hingga evaluasi. Penelitian ini bertujuan untuk mendiskripsikan partisipasi masyarakat dalam pengembangan desa wisata lerep dan mengidentifikasi faktor-faktor yang memengaruhi partisipasi masyarakat dalam pengembangan desa wisata lerep. Teknik pengumpulan data dengan melalui observasi, wawancara, dan dokumentasi. Data yang didapat tersebut dianalisis menggunakan teknik triangulasi sumber. Hasil penelitian menunjukkan bahwa partisipasi masyarakat dalam pengembangan desa wisata lerep yang dilihat dari tahap pelaksanaan dan pengambilan manfaat sudah telah aktif, namun masih belum efektif secara keseluruhan. Berbeda pada tahap pengambilan keputusan dan evaluasi yang masih pasif. Adapun yang mempengaruhi partisipasi masyarakat ditinjau dari faktor internal, yaitu pengetahuan dan keahlian, keinginan dalam diri masyarakat, mata pencaharian, dan pendidikan, sementara itu faktor internal yang tidak memengaruhi adalah jenis kelamin. Terdapat faktor eksternal yang memengaruhi partisipasi masyarakat, yaitu stakeholder dan media massa. Diharapkan pihak desa lerep kedepannya dapat melakukan upayaupaya agar lebih meningkatkan antusiasme dan partisipasi masyarakat dalam memberikan kontribusinya untuk pengembangan desa wisata lerep agar menciptakan pembangunan dan program-program yang lebih baik.

Abstract

Tujuan penelitian ini yaitu menganalisis hubungan antara kualitas pelayanan dan kinerja pegawai terhadap kepuasan Masyarakat di Kantor Kelurahan Babatan Kota Surabaya. Metode yang digunakan dalam penelitian ini yaitu kuantitatif. Populasi penelitian ini adalah masyarakat yang melakukan pelayanan di Kantor Kelurahan Babatan Kota Surabaya dengan menggunakan teknik purposive sampling sebanyak 100 responden.Hasil penelitian ini menunjukkan bahwa terdapat hubungan yang signifikan antara kualitas pelayanan dan kepuasan masyarakat, serta antara kinerja pegawai dan kepuasan masyarakat. Secara spesifik kepuasan masyarakat akan meningkat apabila kualitas pelayanan dan kinerja pegawai meningkat begitu juga sebaliknya. Namun masih terdapat faktor lain yang diindikasi dapat menjadi pengaruh kepuasan Masyarakat.

Abstract

The Motor Vehicle KIR Test Service is a series of activities to test and/or inspect motor vehicle parts or components organized by the Transportation Service, one of which includes the Semarang City Transportation Service. Motor Vehicle KIR Test Services need to be implemented to ensure technical safety, protect the environment from possible pollution, ensure that motorized vehicles in operation meet technical and roadworthiness requirements, thereby creating safe, comfortable, smooth and orderly land transportation. However, in practice, the Motor Vehicle KIR Test Service has not been implemented optimally. The aim of this research is to analyze the quality of Motor Vehicle KIR Test services at the Semarang City Transportation Department and related factors. This research uses descriptive qualitative methods with data collection techniques in the form of interviews, observation and documentation. The results of the research show that the Motor Vehicle KIR Test service at the Semarang City Transportation Department has been running well although deficiencies are still found in its implementation. Factors that influence the quality of Motor Vehicle KIR Testing services at the Semarang City Transportation Department are the regulatory system, organization and income.
