High number of poverty from year to year is alleged as the prominent factor of the increasing quantity of beggars and homelesses (PGOT). This kind of problem is typically take place in rapid population. Government need to put a serious concern on that condition, otherwise it will be a time bomb which can explode anytime. This situation is common and become phenomenon in big cities. It is become worse since there is no legal basis exist that give a clear rule to manage such problem.The objective of this study is to investigate the obstacles faced by Social, Youth and Sport Local Service in Semarang City (Dinas). Data is obtained by formulating the strategies of PGOT reduction that is implemented by Dinas.To identify the problems of this study, I use qualitative method particularly strategic management theory. Data analysis is carried out using SWOT matrix and Litmus Test.The result of this study prove that empowering strategy done by Dinas is ineffective and far from target. Litmus Test pointed out that strategic issue in empowering PGOT is improvement role of all stakeholders (Dinas, Public Figure, Rehabilitation Office, and Academician) to create Semarang free from PGOT. In this context, the recommendation is optimalizing Dinas’ budget to improve the quantity and quality of human resources as well as drafting regulation that regulate beggars and homelesses in the terms of social welfare improvement.

According to Law No 32 of 2004 (Local Government) and Law No 25 of 2004 (National Development Planning System), regional development planning must be done in a participatory and starting from the bottom (bottom-up planning) that begins from the village. Similarly with The Planning of Development Nongkosawit Tourism Village, which apply the development plans through a bottom-up planning to be a Tourism Village. The research was conducted in the Village/Urban Village the District of Nongkosawit in Gunungpati of Semarang City. The method used is disqualitative-descriptive method. This research aims to: (1) describe the implementation of development planning (bottom-up planning) Nongkosawit Tourism Village, (2) describe the planning phase of the Nongkosawit Tourism Village, (3) determine the supporting and inhibiting factor on the successful implementation of development planning in Nongkosawit Tourism Village.The results showed that: (1) implementation of development planning (bottom-up planning) Nongkosawit Tourism Village produces 7 priority proposal of tourism village in Musrenbang on the Nongkosawit urban village level, and 3 priority proposal of tourism village in Musrenbang on the Gunungpati district level. (2) Some of the implementation phase of development planning of Nongkosawit Tourism Village has not been done which is determined the structure and manpower requirements, assessed feasibility of projects, developed the input project, feasibility studies, and monitoring and evaluation, the rest of the implementation development has been done well. (3) There are 4 factors that determine the successfull of the implementation of development planning in Nongkosawit Tourism Village. Because every factor has elements that support and inhibit the successful of the implementation of development planning Nongkosawit Tourism Village, so every factor is rated as supporting and inhibiting factors.It can be concluded that the implementation of development planning in Nongkosawit Tourism Village running smoothly either in regulatory or technical implementation. However, to get an maximum results the author gives some recommendations, there are: (1) Nongkosawit must have the high commitment and optimism for being a tourism village (2) The role of village government should be maximized (3) Planners should immediately follow up several stages of the implementation of the plan which has not been implemented (4) People need to be given the regular socialization about tourism village.

Training Center is a government agencies that is implementing vocational training programs, trial training program, competency test and empowerment training institution in the field of industry. The training that held is Competency Based Training by opening some areas of competencies that required in the field of industry. The effectiveness of the training program is on resources allocation activity are appropriately targeted and programmed by the government as a public servant as a form of investment that is in the form of skilled labor, competitive labor and competent labor by upgrading their capability programmatically through training agencies or Hall. The indicator to rate effectiveness of training program according to Gomes (2003), which is based on the reaction, learning progress, behavior change, results, and cost effectiveness. This research is done by descriptive analysis method with quantitative approach. To analyse the data is using frequency distribution with mean, median, and mode and also including a chart. The conclusion of this research, level of the effectiveness of training programs in UPTD Training Center Department of Manpower, Transmigration and Social of Blora regency overall based on the analysis and data processing has been quite effective. However, there some aspects that are considered low and need improvement in the level of satisfaction will be training on aspects of participants reaction. To improve the effectiveness of the training program, its necessary to improve the quality of service at the center, and the placement of labor due to the amount of placement of labor after training is still low, and then the cooperation with the stakeholders is still limited.

Public transportation safety is the latest issue that being attention because of the large number on traffic accident in DKI Jakarta who got involving public transportation in there. Traffic accident give disadvantage effect to the victims, a few causes of the traffic accident itself is the drivers of public transportation who drive under control, unworthy transportation public and facilities and infrastructure from public transportation that less on quality and quantity. This research method use qualitative and using the interview result from the seven informant in Dinas Perhubungan DKI Jakarta and Perhubungan Ministry. The interview results related to vision and mission, internal analysis, external analysis and SWOT analysis. After that, formulated the improving strategic based on the interview results and do litmust test to know the main priority from the improving strategic itself. The results showed the support and the blocked factors in the existing strategic of Dinas Perhubungan DKI Jakarta. The writer suggests to give the strategic improvement with improving the socialization and workshop program with invite the community related, optimalization the socialization and workshop program for individual owner of transportation public, additional in infrastructure and facility to give the people awareness about orderly traffic, budget optimalization to train the drivers safety of public transportation and the last is due and function optimalization in Dinas Perhubungan DKI Jakarta to train the drivers safety of public transportation.

Performance appraisal is an activity carried out management / supervisors to assess and measure also evaluate the performance of employees for the work they do. Performance appraisal could be used to determine the weaknesses and strengths of employees. The weaknesses and strengths used as foundation to improve the weaknesses and strengthen the advantages in order to improve productivity and employee development. Performance appraisal is intended to determine the level of employee performance. This study was to describe how the level of employee performance at Balai Teknik Penyehatan Lingkungan Permukiman Surabaya and What the indicators which are the weak levels of employee performance appraisal at Balai Teknik Penyehatan Lingkungan Permukiman Surabaya with quantitative descriptive. The data analyze is used an average or mean, mode, median and frequency distribution and graphs. Informants in this study are civil servants of Balai Teknik Penyehatan Lingkungan Permukiman Surabaya and data collected through questionnaires, observation, and documentation to provide information about employee performance. The results of this study explains that the level of employee performance Balai Teknik Penyehatan Lingkungan Permukiman Surabaya are good and indicators that are weak and need to increase with the lowest average is an indicator of time, teamwork and some sub indicators are indicators of quantity and discipline. Based on these results, the performance level civil servants at Balai Teknik Penyehatan Lingkungan Permukiman Surabaya are good. There are some suggestions that can be done such as socialization of time management to all employees and also employee need more focus and concentration to their work, more understand the importance of teamwork with superiors, subordinates, colleagues and other organization, so that the work can be done properly and according to expectations of organization.

Organization need resources to achieve their purpose. Human resources is one of important component in organization. How the human resources work will determine how the organization can achieve their purpose and how the organization's activities are carried out. The problem in this research is how the influence of motivation and organizational culture on employee performance in Badan Penanaman Modal dan Pelayanan Perizinan Terpadu Kabupaten Jepara. The purpose of this study is to determine how much influence the motivation and organizational culture on employee performance.This research is a quantitative research and the respondents are employees of Badan Penanaman Modal dan Pelayanan Perizinan Terpadu Kabupaten Jepara. Data collection methods use questionnaires. Data analysis techniques that used to answer the research objectives is Kendall Tau.Based on this research, it is known that employee performance and organizational culture in category “baikâ€. While the motivation in the category “cukup baikâ€. Correlation test showed that motivation does not have a relationship and does not affect employee performance, organizational culture has a relationship and affect employee performance, while simultaneously motivation and organizational culture have a positive and significant relationship and effect on employee performance.

Lack of motivation and discipline in the Dinas Kebudayaan dan Pariwisata Kota Semarang has prompted the author to undertake the study, entitled Study of Motivation and Discipline Employees at the Dinas Kebudayaan dan Pariwisata Kota Semarang.This study aims to describe and analyze the motivation and discipline in the Dinas Kebudayaan dan Pariwisata Kota Semarang. The data was collected through the distribution of questionnaires to a sample population of 64 people and a number of 32 employees in the Dinas Kebudayaan dan Pariwisata Kota Semarang. Type of research is descriptive research. The method of data analysis in this study using qualitative data analysis methods using frequency distribution table to find out the average results.The analysis showed that motivation and discipline in the Dinas Kebudayaan dan Pariwisata Kota Semarang quite good, with a summary score of 2.88 and the motivation variable summary score variable discipline of 3.09.Recommendations from this study were (i) giving compliments to employees who successfully perform the job well, (ii) in accordance with tupoksi staffing, educational background, and experience of employees, (iii) enhance the relationship between subordinates with leadership, (iv ) the need for supervision and sanctions attached to a firm such as payroll deductions for employees who arrive late, (v) conducted similar research outside variables motivation and discipline.

The Department of Population and Civil Registration of Salatiga City is a government institution that carries out population administration services for the people of Salatiga City. One of its service products is electronic identity card. The electronic identity card service consists of data recording to the printing stages of electronic identity card. The measure used in measuring the quality of service according to Zeithaml (Hardiyansyah, 2011: 42) Quality of service can be measured from 5 dimensions, namely: Tangible, Reliability, Responsivinces, Assurance and Empathy. Factors that affect the quality of service authors use the behavior of officials and communications. There is correlation between apparatus behavior with service quality and communication with service quality. For data analysis use frequency distribution with mean and also included graph. Calculate the correlation of kendall tau using SPSS 17.0 application for apparatus behavior with service quality and communication with service quality. Describe the obstacles experienced during the electronic identity card service process. The conclusion of this study, the quality of electronic identity card service in the Department of Population and Civil Registration of the City of Salatiga as a whole based on the analysis and data processing is good. The correlation of 0,553 means the relationship between apparatus behavior and service quality. The correlation of 0.477 means the relationship between communication and service quality. There are some obstacles in the ministry that is the exhaustion of the blank form of ktp-el. Causing the electronic identity card service is considered low by the community and needs improvement in the level of timeliness of electronic identity card service. The need for information and certainty regarding the electronic identity card service.

PT. PLN (Persero) Regional Central Java and Yogyakarta Network Services Unit South of Semarang is an institution which runs services in the field of electrical energy. This study aimed to analyze the performance of services and satisfaction user service provided by PT. PLN (Persero) based on community satisfaction index. This research was conducted on the basis of KEP. MENPAN No.25/2014 on the concept of excellent service or the quality of public services. In which there are fourteen indicator services performance of community satisfaction which assesses the performance of services.. This study uses a quantitative descriptive analytical approach as the unit of analysis, while the data collection techniques obtained through questionnaires, documentation, and observation. These results of public satisfaction index value performance of services carried out by PT. PLN (Persero) Regional Central Java and Yogyakarta UPJ South Semarang by 72, including the Good category. PT.PLN service user satisfaction (Persero) degree of conformity between performance and expectations reached 89.84% belong to the category is not satisfied because the performance is lower than the expectations of customers The conclusion that can be derived that the performance of services by PT. PLN (Persero) Regional Central Java and Yogyakarta UPJ South Semarang categorized as good with community satisfaction index score of 72. However, there needs to be improvement in four indicators in quadrant A is based on Cartesian diagram, include: Procedures of service, discipline of service personnel, service requirements, and speed services.

Policy e-goverment reference to presidential instruction no 3 / 2003 which requires the whole range of minister for government and regional governments moreover, there were blueprint e-government program as improve the quality ofpublic services, melelui technology it the emergence of kepemerintahan clean, transparent and able to answer charges change by effective and repairs organization, a system of management and the process of workingkepemerintahan.One of them by making website of the local government.In fact in the county of wonosobo this website, not in use to the utmost proven links with a lot of empty so that the information in give not optimal.In seeing the implementation of e-government district wonosobo is seen from first shared purpose output and impact and the second was process.The implementation of e-government in achieving its goal not regardless of factorsaffecting this policy.Based on theories van meters and van horn inferred factors impeding of resources, communication disposition, external environment. The research used by the researchers is the kind of qualitative descriptive study. By selecting informants considered the most know (non probability sampling), then use the snowball sampling. Later this research attempts to describe the existing problems and analysing a conclusion which is absolute.On the implementation of e-Government in Wonosobo Regency, procurement website has been held since in 2009, but the number of empty links make an impact/benefits generated insufficient. This is caused by a lack of human resources, implementor, disposition and the external environment.Based on the results of the implementation of the e-government policy in Wonosobo Regency views his purpose and process of this policy is insufficient and will still need revamping. The authors provide recommendations in the form of: (1) the addition of the appropriate number of staff (2) socialization in order for the community to know about this policy (3) additions to the budget allocation for the e-government policy (4) enhance the commitment of the implementor (5) create other accounts on social media in order to increase public participation.
