Abstract

This research aims to find out how effective the application of fingerprint attendance is in improving employee work discipline at the Gorontalo City Regional Secretariat Office.  Judging from several indicators such as (1) Target Achievement (2) Adaptability (3) Job Satisfaction (4) Responsibility. The type of research used is the qualitative research method, which is a form of research that aims to provide a general overview in the form of data collected from the field for the purpose of descriptive research. The data collection techniques used were interviews, observation and documentation directly in the field. The results of this research show that achieving targets when implementing finger print attendance can be said to be effective, this can be seen in employees from the increased level of attendance compared to still using manual attendance, and it also makes it easier for employees to carry out the attendance process. In addition to the adaptability of Gorontalo City regional secretariat office employees, employees already understand the procedures and use of attendance fingerprints and are able to adapt from manual attendance to fingerprint attendance. Then job satisfaction for Gorontalo City regional secretariat employees has provided comfort in terms of usefulness and increased employee motivation with additional incentives for employees.  Meanwhile, it can be said that the responsibilities of the Gorontalo City regional secretariat employees are still not optimal because there are still some employees who only take attendance but after that are not in the room without leaving clear information. Penelitian ini bertujuan untuk mengetahui bagaimana Efektivitas Penerapan Absensi Finger Print Dalam Meningkatkkan Disiplin Kerja Pegawai Pada Kantor Sekretariat Daerah Kota Gorontalo.  Dilihat dari beberapa indikator seperti (1) Pencapaian Target (2) Kemampuan Adaptasi (3) Kepuasan Kerja (4) Tanggung Jawab. Jenis penelitian yang digunakan yaitu metode penelitian kualitatif yaitu suatu bentuk penelitian yang bertujuan untuk memberikan gambaran umum berupa data yang dikumpulkan dari lapangan secara objektif dengan jenis penelitian deskriptif. Teknik pengumpulan data yang digunakan yaitu wawancara, observasi dan dokumentasi secara langsung dilapangan. Hasil penelitian ini menunjukan bahwa untuk pencapaian target pada saat penerapan absensi finger print ini sudah bisa dikatakan efektif, hal ini dapat dilihat pada pegawai dari tingkat kehadirannya yang meningkat dibandingkan masih menggunakan absensi manual selain itu juga memudahkan pegawai dalam melakukan proses absensi. Selanjutnya kemampuan adaptasi pegawai kantor sekretariat daerah kota gorontalo, pegawai sudah mengerti tata cara dan penggunaan absensi finger print serta mampu menyesuaikan diri dari absensi manual ke absensi finger print. Kemudian kepuasan kerja bagi pegawai sekretariat daerah kota gorontalo sudah memberikan kenyamanan dalam hal penggunaannya dan meningkatnya motivasi pegawai dengan adanya penambahan insentif kepada pegawai. Sedangkan tanggung jawab dari para pegawai sekretariat daerah kota gorontalo bisa dikatakan belum maksimal karena masih ada beberapa pegawai yang hanya melakukan absensi tetapi setelah itu tidak berada di dalam ruangan tanpa meninggalkan keterangan yang jelas.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh profesionalisme birokrasi terhadap kinerja aparatur pada Badan Perencanaan Penelitian Pengembangan Daerah Kota Gorontalo. Dalam konteks pemerintahan, profesionalisme birokrasi dapat diartikan sebagai kemampuan, kompetensi, dan sikap positif yang dimiliki oleh pegawai negeri dalam menjalankan tugas dan fungsi mereka. Hal ini sangat penting untuk memastikan bahwa pelayanan publik berjalan dengan baik dan efisien. Dalam penelitian ini, pendekatan yang digunakan adalah pendekatan kuantitatif dengan metode ex-post facto. Metode ini dipilih karena peneliti ingin melihat hubungan antara variabel yang sudah ada tanpa melakukan manipulasi pada variabel tersebut. Pengumpulan data dilakukan melalui kuesioner yang dirancang untuk mengukur tingkat profesionalisme birokrasi serta kinerja aparatur. Dengan jumlah sampel sebanyak 59 orang yang diperoleh dari teknik total sampling, penelitian ini berusaha memberikan gambaran yang representatif tentang kondisi yang ada. Analisis data dalam penelitian ini menggunakan regresi linear sederhana. Metode ini memungkinkan peneliti untuk mengevaluasi sejauh mana variabel profesionalisme birokrasi dapat mempengaruhi kinerja aparatur. Hasil penelitian menunjukkan bahwa profesionalisme birokrasi berpengaruh positif dan signifikan terhadap kinerja aparat Badan Perencanaan Penelitian Pengembangan Daerah Kota Gorontalo sebesar 43%. Ini berarti bahwa peningkatan dalam profesionalisme birokrasi dapat berkontribusi pada peningkatan kinerja aparatur. Sebagai contoh, jika seorang pegawai negeri memiliki pengetahuan yang baik tentang prosedur dan regulasi yang berlaku, serta mampu berkomunikasi dengan baik, maka ia akan lebih mampu menyelesaikan tugasnya dengan efektif. Selain itu, kinerja yang baik juga dapat mendorong pegawai lain untuk meningkatkan profesionalisme mereka, menciptakan lingkungan kerja yang lebih produktif. In the context of government, bureaucratic professionalism can be interpreted as the ability, competence, and positive attitude possessed by civil servants in carrying out their duties and functions. This is very important to ensure that public services run well and efficiently. In this study, the approach used is a quantitative approach with the ex-post facto method. This method was chosen because the researcher wanted to see the relationship between existing variables without manipulating the variables. Data collection was carried out through a questionnaire designed to measure the level of bureaucratic professionalism and apparatus performance. With a sample size of 59 people obtained from the total sampling technique, this study attempts to provide a representative picture of the existing conditions. Data analysis in this study used simple linear regression. This method allows researchers to evaluate the extent to which the variable of bureaucratic professionalism can affect the performance of the apparatus. The results of the study indicate that bureaucratic professionalism has a positive and significant effect on the performance of the apparatus of the Gorontalo City Regional Development Research Planning Agency by 43%. This means that an increase in bureaucratic professionalism can contribute to improving the performance of the apparatus. For example, if a civil servant has good knowledge of applicable procedures and regulations, and is able to communicate well, then he will be better able to complete his duties effectively. In addition, good performance can also encourage other employees to improve their professionalism, creating a more productive work environment.

Abstract

This study aims to find out. the effect of job satisfaction on the effectiveness of employee work at the Department of Cooperatives, SMEs, Industry and Trade of Gorontalo Province. The approach in this study is quantitative with ex-post facto methods. Data collection in this study was carried out by questionnaire. The number of samples was 82 people obtained by the saturated sampling process. Data analysis in this study is a simple linear regression inferential quantitative analysis. The results showed that job satisfaction had a positive and significant effect on the effectiveness of employee work at the Gorontalo Provincial Industry and Trade SME Cooperative Office by 38.10%. The influence of other variables on employee work effectiveness amounted to 61.90%, namely employee competence variables, career management, employee capacity development, leadership, work climate, work experience, and supervision at work. Positive results show that employees at the Department of Cooperatives, SMEs, Industry and Trade of Gorontalo Province, the more satisfied they are with the work they are responsible for, the higher the achievement of the effectiveness of the employee's work.

Abstract

The purpose of this research is to describe the Regent Regulation No. 77 of 2021 Implementation of the Stunting ReductionProgram Policy in Ayula Tilango Village, Bone Bolango Regency. Based on the following indicators; (a) Policy Standards and Targets, (b) Resources, (c) Inter - Agency Communication, (d) Implementer Characteristics, (e) Economic, Social, and Political Environment, and (f) Implementer Attitudes. This study utilized a qualitative research method with a case study approach. Data was collected through in - depth interviews with various stakeholders, observation, and analysis of policy documents related to stunting program, The research results indicated that the implementation of the stunting program in Ayula Tilango Village faces several challenges, such as budget misalignment and difficulties in creating land for a clean water source. Despite these challenges, the program has achieved some positive impacts, including increased awareness of importance of balanced nutrition, improved acces to healthcare services, and healthier eating habits. However. These impacts still need further enchancement to address stunting issue in Ayula Tilango Village effectively. In conclusion, this research finds that the implementation of the stunting program in Ayula Tilango Village has encountered various obstacles affecting its effectiveness, therefore, greater efforts are needed to improve human resources and allocate budget moe effectively

Abstract

This study aims to determine and analyze the Policy Implementation of the Village-Owned Enterprise Program in Lamu Village, Tilamuta District, Boalemo Regency, in terms of Communication, Resources, Disposition and Bureaucratic Structure. This research method uses a qualitative approach with a type of Qualitative Descriptive research, while the data collection techniques used are observation and documentation. Based on the results of research analyzed in the field that (1) the Policy Implementation Process of Village-Owned Enterprises Program in Lamu, Tilamuta District, Boalemo Regency includes aspects Communication carried out  by managers  with the community, it  is sufficient to be applied by BUMDes managers because the information  obtained is clear in terms of information, transparency of the BUMDes ProgramHowever, there are still people who do not know the programs implemented because the community does not attend meetings held by the Village Government and BUMDes Management. Resources, which exist  in the management of BUMDes are quite good, in this case Human resources can beseen from the managers of BUMDes have  greatly supported the success of existing BUMDes activities  , but in terms of facilities that support BUMDes program policies have not been fulfilled properly.    Disposition, the executors of Village-Owned Enterprises behave in accordance with the existing rules  in  BUMDes, but have not been optimal and professional in carrying out their duties and functions because managers still need to learn and need guidance, in addition to the attitude of the management that is not open, and  the Bureaucratic Structure, regarding the BUMDes Program do well based on AD / ART regulations and SOPs so that the programs carried out are not neglected / failed.

Abstract

This study aims to describe the effectiveness of E-KTP services at thePopulation and Civil Registration Office of Gorontalo Regency and identify thefactors that influence it. The study uses a descriptive qualitative approach withdata collection techniques through observation, interviews, and documentation.The effectiveness of the service is analyzed based on indicators of goalachievement, integration, and adaptation. The results of the study indicate thatalthough the E-KTP service has shown an increase in terms of the number ofrecordings and printing each year, there are still obstacles in terms of timelinessof service, data errors, and employee attitudes towards the community. Factorsthat influence service effectiveness include employee ability, expertise,knowledge, attitude, motivation, and work stress. This study concludes that theE-KTP service in Gorontalo Regency is not yet fully effective and requiresimprovements in aspects of human resources and service systems.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas penerapan e-government melalui aplikasi SiCantik di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Gorontalo. Penelitian ini menggunakan 5 indikator efektivitas menurut Gibson, yaitu produksi, efisiensi, kepuasan, keadaptasian, dan pengembangan. Metode yang digunakan adalah pendekatan deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa penerapan aplikasi SiCantik tergolong efektif. Aplikasi ini mampu meningkatkan jumlah dan jangkauan pelayanan, menghemat waktu dan biaya, serta meningkatkan kepuasan masyarakat terhadap pelayanan publik. DPMPTSP juga menunjukkan kemampuan beradaptasi terhadap perkembangan teknologi melalui pelatihan pegawai dan pengembangan sistem yang berkelanjutan. Meskipun masih terdapat kendala, seperti keterbatasan akses internet dan literasi digital, secara keseluruhan transformasi layanan berjalan dengan baik. Penerapan e-government melalui aplikasi SiCantik terbukti mendukung pelayanan yang cepat, akuntabel, dan responsif, serta mencerminkan komitmen instansi dalam meningkatkan kualitas pelayanan publik.

Abstract

This study aims to evaluate the effectiveness of the community-based drinking water supply and sanitation program (PAMSIMAS) in Telaga Biru District, Gorontalo Regency, focusing on three villages: Modelidu, Ulapato A, and Ulapato B. The research method used is descriptive qualitative with data collection techniques through interviews, observation, and documentation. The results show that the effectiveness of the program varies in each village, namely Modelidu and Ulapato A villages, the program has not been fully effective due to weak institutional management, low community participation, and limited infrastructure maintenance. Meanwhile, Ulapato B village shows successful program implementation with routine maintenance, good water quality, and active community participation. These findings indicate that the sustainability of the program is highly dependent on community participation, strengthening village institutions, and ongoing technical and policy support. This study recommends revitalizing management institutions and increasing community capacity as keys to the effectiveness of the community-based drinking water supply and sanitation program (PAMSIMAS) in rural areas.

Abstract

Coordination and supervision of private universities under LLDIKTI Region XVI still face various challenges in achieving effective governance. This study aims to evaluate and optimize the effectiveness of private university governance under LLDIKTI Region XVI. The research method used is qualitative. Data collection techniques are carried out through observation, interviews, and documentation. The subjects of the study were private university managers in a province. Data analysis was carried out using an inductive approach based on research data. The study results indicate that the effectiveness of private university governance has not reached an optimal level. Four leading indicators contribute to this organization's ineffectiveness: engagement, adaptation, mission, and consistency. Improvements in these four aspects can significantly improve organizational effectiveness. Among the four, engagement significantly influences organizational effectiveness, followed by consistency and adaptation. This study identified three sub-indicators in the consistency aspect. The first sub-indicator is Core values, which include the vision, mission, goals, objectives, and strategies of university governance. The second sub-indicator is agreement, which reflects the unity of the academic community's views on various aspects of university governance. The third sub-indicator is coordination and integration, which measures the extent to which governance runs effectively within the university to drive all organizational units to achieve the established vision. It is concluded that the effectiveness of the governance of provincial private universities under LLDIKTI Region XVI is not yet optimal.

Abstract

Tujuan dari penelitian ini adalah untuk mengidentifikasi dan menjelaskan faktor-faktor yang memengaruhi pelaksanaan kebijakan retribusi jasa usaha di objek wisata Lombongo di Kabupaten Bone Bolango. Penelitian ini dilakukan dengan pendekatan kualitatif dan bersifat deskriptif. Untuk mengumpulkan data, observasi, wawancara, dan dokumentasi digunakan. Analisis data menggunakan model Huberman. Fokus dalam penelitian ini adalah faktor yang menentukan implementasi kebijakan retribusi jasa usaha pada objek wisata Lombongo Kabupaten Bone Bolango dilihat dari aspek komunikasi, aspek sumber daya, aspek disposisi/sikap pelaksana, serta aspek struktur birokrasi. Hasil penelitian menunjukkan bahwa Faktor Yang Menentukan Implementasi Kebijakan Retribusi Jasa Usaha Pada Objek Wisata Lombongo Kabupaten Bone Bolango belum berjalan dengan baik dilihat dari aspek komunikasi antara implementor dan kelompok sasaran sudah terjalin dengan baik secara vertikal, namun terdapat kesenjangan antara informasi yang didapatkan dengan hasil observasi di lapangan, sehingga masih perlu dioptimalkan kembali, aspek sumber daya meliputi sumber daya manusia, fasilitas, dan anggaran yang masih perlu ditingkatkan agar pengembangan objek Wisata Lombongo dapat lebih ditingkatkan, aspek disposisi/sikap pelaksana, dinilai belum berjalan secara optimal dikarenakan masih adanya pengunjung yang belum memiliki kesadaran dalam membayar retribusi serta kurang tegasnya petugas pemungut retribusi dalam melaksanakan tugasnya, dan aspek struktur birokrasi sudah berjalan dengan baik dilihat dari adanya tupoksi kewenangan yang sudah jelas serta adanya SOP terkait pemungutan retribusi objek wisata di Kabupaten Bone Bolango
