Abstract

ABSTRACT Mengwi Village Government established a Village-Owned Business Entity (BUMDes) as a driving force to improve village economy and community empowerment based on village potential. Results of this study is the performance of Mengwi BUMDes has not gone well in terms of output, results, business links with achievement and explanatory information during the 4 years of the estblishment BUMDes. The performance of BUMDes in community empowerment also has not been maximally seen from the indicators of enabling, empowering, and protecting. The obstacles in realizing community empowerment through BUMDes are lack of guidance from local government and less competent human resources. Suggestions that can be give for guidance and guidance from the local government, there needs to be a refresher for the management to realize community empowerment through BUMDes in Mengwi Village. Abstract

ABSTRACTo The problem that occurred in Saba Village as a location in this study was the lack of competency and professionalism of existing human resources in managing village funds. This study aims to analyze the accountability of planning, implementation and accountability of Village Funds in Saba Village. This study uses qualitative methods with descriptive methods. The results of this study indicate that village fund management planning has implemented accountable, transparent and participatory principles that are open to the community. Implementation has implemented the principles of transparency, accountability and participation by involving the public in supervision and providing criticism and suggestions. Accountability in reporting and accountability of village funds is carried out in accordance with the mechanism based on the provisions even though there are still negligence from village government officials and the activity management team (TPK). Abstract

ABSTRACT namely the Cheap Sale and Cheap Buy Program (BIMAJUARA). The government through the agricultural service cooperates with the KUD to buy more expensive grain from the market. In this study the researcher used the measurement of the effectiveness of Richard M Steers in Sutrisno with 3 indicators, namely goal optimization, system perspective and human behavior pressure.The data analysis technique used in this study is a descriptive qualitative analysis technique. The results of this study indicate that in the implementation of the BIMAJUARA program it has not run properly. Absorption of grain that is still very minimal is also one of the causes so that the implementation of the BIMAJUARA Program carried out by the Agriculture Service becomes less effective. Penyerapan gabah yang masih sangat minim juga menjadi salah satu penyebab sehingga penerapan Program BIMAJUARA yang dilakukan oleh Dinas Pertanian menjadi kurang oefektiv. This research measures how the Strategy of the Office of Cooperatives, Smallpand MediumpEnterprisesin Increasing the Competitiveness of Smallpand MediumpEnterprises(UKM) in Silver Crafts in Gianyar Regency by measuring product competitiveness according to Todarjo (2000).The study uses SWOT analysis according to Rangkuti (2015). The results of this study indicate that the strategy of the Office of Cooperatives, Small and Medium Enterprises in Increasing the Competitiveness of Smallpand MediumpEnterprises(UKM) in Silver Crafts in Gianyar Regency is not maximal. Abstract

ABSTRACT The problems of policy implementation of human resource competence certification Human Resources (HR) Tourism in the era of the ASEAN Economic Community (AEC) in the realizing of the program has not been implemented, that problem must beovercome. In practice, the implementation of policy is a dynamic process so that in the end will get a result in accordance with the goals or target of the policy itself. The regional Government policy for tourism to support the ASEAN Economic Community (AEC) is to increase knowledge and skills (competencies) for perpetrators of tourism for the fulfillment of the standardization of services and tourist management through competency test.This research uses a qualitative method with descriptive approach. The data obtained by the authors by making observation to be able to see directly the phenomena that occurred in the field and conduct in-depth interviews with informants related to the implementation of HR competency certification policy in the era of the MEA. The conclusion of this research is, first the implementation of HR certification policy era of tourism in the MEA is not optimal in the implementation. Second, the benefits of the certification of tourism human resources competence in the era of MEA has not been felt. Abstract

ABSTRACT The purpose of this research was to identify the extent of the implementation of the strategy undertaken as well as efforts to design the strategy on the next program. The unit of analysis of this research was Tourism Office of Gianyar Regency and this research used descriptive qualitative method. The results of this study indicate that in the implementation of the strategy applied by the Tourism Office of Gianyar Regency in increasing recreation and sports retribution still experienced some obstacles, both in strategic planning and implementation in the field. This research produces alternative strategy of SO (Strengths-Opportunities) that is, develop tourist attraction owned, improve the utilization of IT as a means of providing tourist information, develop new tourism innovation, the development of local community industry in the path of tourism, environmental arrangement along the access of tourism, developing new marketing innovations, as well as improving the facilities and infrastructure of tourism objects. Abstract

ABSTRACT Fire disaster is a disaster that can happen anytime. Many factors cause the fire in the community . In order to reduce fire hazard, the optimal performance of an agency in handling fire problems is needed. Organizational performance is an overall organizational effectiveness for the defined needs of each group and improves the organization's ability to continually achieve its needs effectively. As well as the Fire Department of Badung Regency which tries to deal with the issue of fire with efforts to improve the better performance in the field of disaster prevention and handling. However, in the implementation there are still problems in the organization that resulted in less optimal achievement of the vision of the organization. The purpose of this research is to know the performance of Fire Department of Badung Regency in the effort of prevention and handling fire hazard. This research is descriptive qualitative research. The theory used in this research is performance theory which has six performance measurement indicators: input, process, output, outcome, benefit, impact. Based on the results of the research, the performance of the Fire Department of Badung Regency in the prevention and prevention of fire are still not running optimal. This is because there are still problems faced by Badung Fire Department which is still lack of human resources, lack of firefighting post. Abstract

ABSTRACT Marga District has good potential for the agricultural sector, however, there was aonversion of 190 ha of rice fields in 2016. It causes a discrepancy in irrigated agricultural designation stipulated in the Tabanan District Regulation No. 11 of 2012 with the current area of ??agricultural land in the District of Marga. This study will discuss the performance of Tabanan District Regulation No. 11 of 2012 in controlling the conversion of rice fields in Marga District by using qualitative exploratory methods and using Policy Implementation Theory from Van Meter and Van Horn including standards and objectives, resource, communication between organizations, characteristics of implementing organizations, economic, social and political conditions and the attitude of the implementers. Result showed that the performance of Tabanan Regency Regional Spatial Planning policy in controlling the conversion of rice fields in Marga Subdistrictince the RDTR of Marga District has not been completed. It was caused by the lack of employees who understand the spatial layout in Tabanan District Government. Besides, rapid economic and population development in Marga Subdistrict also has an impact on the decrease of rice fields area. Keywords: Implementation, Spatial, Tabanan

Abstract

ABSTRACT Tourism in Bali can be the center of tourism in Indonesia, this is due to the many tourism potentials that are owned, such as the potential of nature, culture and customs which are increasingly developing to attract tourists. Tourism Village is one of the efforts tourism development that was managed by the local government, in this case the Buleleng Regency The purpose of this study is determine the role of government in managing local wisdom-based on tourism villages in Sudaji Tourism Village, Sawan District, Buleleng Regency. The unit of analysis of this study is the Tourism Office of the Buleleng Regency and this study used descriptive qualitative methods. The results of this study indicated that in the management of the Tourism Village Sudaji the role of the government is quite good and is still experiencing some obstacles, both in its management and implementation in the field.
