Abstract

Implementation of e-government projects in developing countries is mostly failed. Current studies found that most of these failures were caused by failure in managing changes. Meanwhile, government as an object of e-government projects in a country, especially Indonesia will provide its own uniqueness, While the current model of change management was still general. Therefore, it was necessary to develop a specific change management model for e-government projects in Indonesia. Model was develop based on methodology, that are: identify the common components; analyze the characteristics of e-government projects in Indonesia; and formulate the change management methodology. The result of the research was a specific change management model for e-government projects in Indonesia that consists of seven main components, which were set the change goal, form a change management teams, doing gap analysis, establish a desire to change, design new environments, implementing the change, and sustain the change. Regulation and leadership are the main driver of e-government project initiative in Indonesia. The components were mapped to SDLC phases and states of change

Abstract

Nowadays, E-government plays a very crucial role in the country. E-government is expected to have an impact in changing work culture to be more efficient so that it is free from non-transparency and behaviour of corruption, collusion, and nepotism. One application that is used in the scope of E-government is called E-Performance. E-Performance is implemented with the aim to enhance civil servants’ performance and to accommodate the reward and punishment system. The implementation of E-Performance in Indonesia has become a phenomenon. It can be seen from the amount of organization that has started implementing the application. Previous research conducted on E-Performance emphasized on the technical and matters relating to users and the resulting impact. The impact and benefits felt by users and organizations in the implementation of an application must be aligned with the initial objectives made by the policy makers. The results of the study are a proven model. Furthermore, it revealed some new facts related to the alignment of the objectives of E-Performance implementation with the benefits perceived by the users and also the empirical impact on government organizations. The results of this study can be used to help the government in planning, implementing, and improving the implementation of E-Performance.

Abstract

Information technology growth provides a lot of opportunity for business and industries. Information technology provide chances to business and industries to improve their ability effectiveness and efficiency. Information technology provide more effective data which can be use to analyze the business process. But many business and industry specially home industry which cannot take the advantage of information technology growth and effect to loss opportunity to built time to market correctly and can predicted market behaviors. There are several factors that affected in decisions making related to the use of information technology are factor cognitive, affective factors, physical factors and external factors that can be analyzed to determine the effect the relationship between the four factors in decision making.
