Abstract

Micro, Small, and Medium Enterprises (MSMEs) are critical to driving economic growth, particularly by creating jobs, increasing household incomes, and reducing poverty. In Nusa Tenggara Barat (NTB), 786 registered MSMEs operate across various sectors such as trade, agriculture, and industry. However, many MSMEs face challenges due to a lack of legal business status, which limits their access to financing, market opportunities, and consumer trust. To address this issue, the Sahabat UMKM NTB Community, in collaboration with the government, organized a workshop focused on establishing Individual Limited Companies (PT Perseorangan). This initiative aimed to raise awareness about the importance of business legality, provide technical guidance on registration procedures, and offer hands-on assistance in obtaining legal business status. The program utilized socialization sessions, practical training, and continuous mentorship to support MSME actors in navigating the registration process via the DJAHU system. As a result, several MSMEs successfully obtained legal status, improving their credibility, access to financing, and market reach. This program underscores the significance of collaborative efforts between government, local communities, and technology in empowering MSMEs, enabling them to contribute more effectively to regional and national economic development.

Abstract

The resolution of administrative disputes related to environmental issues has increasingly demonstrated responsiveness towards ensuring ecological justice. Efforts to fulfill ecological justice within the State Administrative Court (PTUN) have started to be reflected in the judges' considerations, which weigh the interests of sustainability and the balance between human and environmental interests, both in the present and in the future. This paper will explore two main issues: (1) whether the practice of resolving state administrative disputes related to environmental issues in Indonesia reflects substantive justice, and (2) how the concept of state administrative dispute resolution related to environmental issues can guarantee the achievement of substantive justice in the future. The findings of this study indicate that (1) several PTUN rulings have taken environmental justice into account as the core of their reasoning, by considering three key principles of environmental justice, such as intergenerational equity, sustainable environment, and the polluter pays principle; (2) there is a need for the internalization of environmental protection principles in state administrative disputes, similar to the position of the principles of AUPB (Administrative Principles of Good Governance) as a benchmark for assessing government actions. The internalization of environmental principles can be implemented through several steps: first, reformulating positive law by revising the PTUN Law to explicitly grant judges the authority to examine the ecological substance of cases; second, enhancing judges' capacity through environmental education; and third, shifting the legal enforcement paradigm to recognize the environment as a legal subject with rights to be protected

Abstract

Perkembangan Artificial Intelligence (AI) di Indonesia menunjukkan percepatan signifikan, namun menghadirkan tantangan kompleks pada aspek etika dan hukum siber. Penelitian ini bertujuan untuk menganalisis isu etika dan aspek hukum siber dalam implementasi AI di Indonesia dengan fokus pada perlindungan hak individu dan kepastian hukum. Masalah utama yang dikaji adalah adanya ambiguitas penalaran hukum terkait status AI sebagai subjek hukum serta pertanggungjawaban pidana maupun perdata atas keputusan otomatis yang dihasilkan algoritma. Metode penelitian menggunakan pendekatan yuridis-normatif melalui penelaahan Undang-Undang Informasi dan Transaksi Elektronik (UU ITE), Undang-Undang Perlindungan Data Pribadi (UU PDP), serta komparasi terhadap instrumen hukum internasional. Hasil penelitian menunjukkan bahwa meskipun Indonesia memiliki instrumen hukum dasar, terdapat kekosongan norma (legal gap) dalam mengatur akuntabilitas spesifik pengembang sistem AI otonom. Oleh karena itu, diperlukan rekonstruksi kebijakan serta penguatan kerangka hukum siber yang adaptif melalui regulasi lex specialis. Penerapan prinsip etika seperti transparansi dan keadilan algoritmik menjadi fundamental untuk memastikan kepastian hukum bagi PSE dan pengguna. Kajian ini memberikan rekomendasi konkret bagi pembuat kebijakan dalam merumuskan regulasi nasional AI yang komprehensif di Indonesia
