Abstract

Inovasi pelayanan publik Lukadesi diciptakan agar masyarakat sadar administrasi kependudukan. Hal ini dikarenakan ketika terjadi peristiwa kematian masyarakat enggan melaporkan ke pihak terkait sehingga data kependudukan yang ada di database tidak sesuai dengan jumlah masyarakat di lapangan. Akibatnya data yang dimiliki oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sleman kurang akurat. Selain itu inovasi Lukadesi ditujukan untuk meringankan masyarakat yang mengalami peristiwa kematian, karena surat kutipan akta kematian dapat terbit sebelum jenazah disemayamkan. Tujuan dari penelitian ini untuk menganalisis inovasi lukadesi di Kabupaten Sleman dengan teori atribut inovasi meliputi: keuntungan relatif, kesesuaian, kerumitan, kemungkinan dicoba, dan kemudahan diamati. Metode penelitian ini menggunakan kualitatif deskriptif dengan teknik pengumpulan data dengan cara wawancara dan observasi. Hasil menunjukkan inovasi Lukadesi menjadi layanan unggulan desa yang dibentuk pada pertengahan 2017 dan sampai saat ini sudah 83 desa dari 86 desa yang ada di Kabupaten Sleman menjadi peserta Lukadesi. Inovasi ini mampu menumbuhkan kesadaran administrasi kematian masyarakat di Kabupaten Sleman yang mencapai 80% lebih, sehingga data yang ada pada database kependudukan Dinas Kependudukan dan Pencatatan Sipil lebih akurat dibandingkan sebelum adanya inovasi Lukadesi.

Abstract

The purpose of this study is to discuss the impact of the implementation of special autonomy which has been running for two decades on welfare in Papua through the public service sector. Law Number 21 of 2001 which became the initial basis for the implementation of special autonomy in Papua is an instrument to encourage Papua to catch up with other regions in Indonesia. So far, Papua has been an area that tends to be left behind in various sectors, including its public services. Therefore, the presence of special autonomy, which is then followed by special autonomy funding that significantly increases every year, is expected to be able to improve public services to achieve prosperity. This study uses a qualitative method with a literature study approach. Data were collected from various literature, both from relevant agencies and the relevant media. Meanwhile, researchers in conducting research stages use the Creswell concept. The stages of this research consist of problem identification, literature search, research aims and objectives, data collection, data analysis and interpretation, and research reporting. The results of the study show that two decades of implementing special autonomy in Papua have not provided significant achievements for public services. High poverty rates, low Human Development Index and minimal public service facilities are still the main characteristics of the implementation after the two decades of autonomy. The implication is that there is a negative correlation between the implementation of this special autonomy and the welfare aspect to date. Therefore, the disbursement of funds that enter from the centre to the regions through this regulatory scheme has not had a significant impact on welfare in Papua.

Abstract

The regional head election in Bantul in 2020 is an interesting political contestation event. This is because the previous incumbent regent and deputy regent in Bantul participated in this political contest, which broke up the joint venture. The struggle for power in Bantul is interestingly won by the previous deputy regent, Abdul Halim Muslih. This victory certainly raises a big question as to why Suharsono, who is actually an incumbent regent, is easily defeated. In fact, under the leadership of Suharsono, Bantul has always made various achievements both locally, nationally and internationally. Departing from this problem, it is necessary to examine how the strength of the political modalities between the two was so that in the end Abdul Halim Muslih won. The research conducted by qualitative approach by using descriptive method. The research materials were collected from library research. The author collects data through literature studies, both journals, media, news, KPU documents, or other literature that supports this paper. The researchers argue that the incumbent Abdul Halim Muslih’s victory in the 2020 Bantul Regional Head Election cannot be separated from the strength of social, cultural, and political modalities. The advantage of this modality is able to gain votes in the 2020 Bantul Regional Head Election. Although it must be admitted that Suharsono’s economic modality is better than Abdul Halim Muslih.

Abstract

Dua dekade pelaksanaan otonomi khusus belum memberikan perubahan signifikan bagi pembangunan yang ada di Aceh dan Papua. Ada semacam distorsi kebijakan otonomi khusus yang telah lama dijalankan. Tujuan dari penelitian ini adalah untuk melihat selama dua dekade otonomi khusus ini berjalan, sejauh mana kebijakan asimetris ini bekerja membenahi kesejahteraan yang ada di Aceh dan Papua. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kepustakaan. Penulis mengumpulkan data melalu berbagai literatur relevan baik di media online, media resmi, maupun literatur lainnya. Penelitian ini dilakukan dengan mengumpulkan data dari 1 Juli 2021 sampai 1 November 2021. Tahapan penelitian ini terdiri atas identifikasi masalah, penelusuran kepustakaan, maksud dan tujuan penelitian, pengumpulan data, analisa dan penafsiran data, serta pelaporan penelitian Hasilnya menunjukkan bahwa selama ini pelaksanaan otonomi khusus yang diikuti pengucuran dana otonomi khusus belum mampu merespon isu kesejahteraan yang ada di Aceh dan Papua. Kebijakan otonomi khusus cenderung mengalami distorsi selama dua dekade bagi kesejahteraan di Aceh dan Papua.

Abstract

Poverty is a problem that continues to hit an area that is always sustainable. It seems that the various policies and programs that have been launched by the Central Government have not been sufficiently optimal and have no significance in creating the welfare of its citizens. Therefore, under these conditions, poverty becomes a very complex problem. It is on the basis of this complexity that the government cannot complete the work itself, so cooperation and collaboration between various parties becomes important. Simpar Village, Bandar Subdistrict, Batang Regency is one of the villages based on data from the Batang Regency Government Planning, Research and Development Agency as a village with poor status. Therefore, seeing this situation, the researchers carried out community service by counseling about poverty alleviation strategies with the modality of community strength itself. Through this counseling, the people of Simpar Village will be increasingly aware of how strong the power of local communities can reduce poverty levels in an area. This service method uses a participatory counseling approach that invites related village officials, community leaders, Village Community Institutions, and also members of the village community. The technique is through opening, filling in the material, forming a Forum Group Discussion, and asking questions in accordance with the presentation of the material. The results showed that the people of Simpar Village had a participative attitude in counseling activities, where discussions and questions and answers went well. It is hoped that with this counseling all components of the Simpar Village community will understand and apply how to overcome poverty they face with the strength of the community itself based on this understanding.

Abstract

The development of science and technology, such as social media, has shown extraordinary progress, especially in the economic sector. This is supported by the development of communication technology in selling products, which initially carried out manual marketing through door to door, shifting to the digital marketing era. Digital Marketing as a marketing strategy that is carried out through several digital media such as blogs, websites, Adwords, Instagram, Twitter and Facebook. The method used in this community service uses a participatory real approach in the form of outreach and assistance, in this activity it is carried out through two stages, namely preparation and socialization. The results of this study in general, MSME actors in Simpar Village do not understand scientifically in conducting marketing either via the internet. The use of social media in the utilization of internet marketing is still minimal so that community empowerment activities in digital marketing are urgently needed. This of course raises awareness that the importance of a strategy in marketing such as expanding reach in improving the character, image, impression of a product itself.

Abstract

Lemahnya kualitas sumber daya manusia di Kabupaten Batang masih menjadi focus yang harus segera diselesaikan. Tercatat di tahun 2022 saja IPM di Batang belum mampu mencapai skor 70. Rendahnya IPM di Kabupaten Batang ini secara signifikan dipicu oleh tingkat pendidikan masyarakatnya yang juga relative rendah. Pendidikan tinggi masih dianggap oleh masyarakat bukan sebagai prioritas, namun sebagai kebutuhan opsional. Padahal tahun 2020 Preside Joko Widodo telah menyatakan bahwa Batang akan memiliki proyek industry strategis yang dikenal dengan Kawasan Industri Terpadu Batang (KITB). Kehadiran KITB ini tentu tidak hanya dibanjiri oleh korprasi nasional saja, namun juga korporasi internasional. Oleh karena itu adanya KITB ini juga harus sejalan dengan peningkatan kualitas SDM di Batang sendiri agar masyarakat produkstif usia kerja mampu menempati pos-pos strategis dan tidak menjadi pennton semata. Oleh karena itu motivasi dan penguatan SDM perlu dilakukan salah satunya dengan mendorong masyarakat terpelajar untuk melanjutkan studi ke jenjang pendidikan tinggi. Metode penelitian ini yang digunakan ialah FGD dan sosialisasi yang dilakukan di SMK NU Bandar. Hasil menunjukkan bahwa para siswa SMK ini sebetulnya memiliki minat untuk mengenyam pendidikan tinggi. Hanya saja mereka belum memiliki system yang suppot dan mengarahkannya sehingga mereka bimbang setelah luls jalan pilihan satu satunya ialah bekerja. Pengabdian ini menjadi sangat dibutuhkan agar timbul kesadaran untuk mengenyam pendidikan tinggi bagi mereka dalam menghadapi KITB.

Abstract

Papua’s Special Autonomy has been running for two decades with a budget disbursement of approximately 101.2 trillion rupiah. In line with that, this study aims to analyze the problems that occurred in Papua during the implementation of special autonomy. This research is qualitative research using data from books, journals, and media reports. This research adopts Bardhan and Mookherjee’s theory about the condition of fiscal decentralization which generates welfare. The research results substantially consist of two main things. First, from the point of view of local democracy, previously the special autonomy policy in Papua had not fully involved local (customary) figures in managing the special autonomy fund. Second, special autonomy in Papua has made budget items increase, both from central to regional transfer funds or other balancing funds. However, this fiscal authority is not accompanied by good capacity building for the organizers of the special autonomy for Papua. Therefore, it can be concluded that the implementation of special autonomy for Papua over the last two decades has not been able to function local democracy and produce reliable fiscal authorities so that the road to prosperity is still long.

Abstract

The instrument for regional structuring, particularly regional expansion leading to new autonomous regions, can be seen as a rational and logical implication of decentralization implementation. Decentralization, in turn, played a pivotal role in shaping the grand design of regional planning (Desertada) up until the imposition of a regional expansion moratorium in late 2009. This research employs a qualitative methodology, a case study approach, chosen due to its adaptability and effectiveness in addressing dynamic and unpredictable social contexts. The focal point of this study revolved around the narratives underlying the formation of new autonomous regions (DOB) in Papua, particularly emphasizing the discourse on welfare. The government has actively promoted narratives of welfare motives and national strategic interests. Despite the expansion of the Papua region and the implementation of special autonomy, it is observed that these initiatives have not significantly contributed to development. Notably, the expansion process in Papua, marred by alleged procedural and material deficiencies, took place without indigenous Papuans' meaningful participation and consultation.

Abstract

Data SSGI tahun 2022, dari 58.000 balita di Kabupaten Batang yang diambil sampel, hanya 719 balita atau 1,2% hasilnya meningkat 1%.  Angka ini tentu sangat tinggi melebihi batas toleransi yang diizinkan oleh WHO yakni tidak melebihi batas 20%. Sementara instruksi Presiden Joko Widodo, setiap daerah harus menurunkan stunting dengan batas paling tinggi 14% bahkan bila perlu zero stunting. Masih tingginya angka stunting di Kabupaten Batang sampai saat ini harus membuat Pemerintah Daerah untuk mampu mendayagunakan sumber daya pangan lokal yakni pangan lokal. Selama ini sektor ini cukup diam tidak ada mobilisasi dalam diversifikasi pangan lokal. Padahal ketersediaan pangan lokal di Kabupaten Batang cukup tinggi, mulai dari ubi-ubian, biji-bijain, buah-buahan, hingga ikan laut. Oleh karena itu, ketersediaan pangan lokal yang cukup harusnya dapat dijadikan sebagai sumber daya aktif dalam rangka membangun keamanan manusia demi terciptanya kesehatan pada derajat yang paripurna. Tujuan dari penelitian ini ialah untuk mendiskusikan bagaimana diversifikasi pangan lokal dalam mengintervensi kasus stunting melalui pendekatan politik keamanan manusia. Penelitian ini menggunakan pendekatan studi kepustakaan. Sementara itu, teknik analisis data menggunakan konsep Creswell. Hasil penelitian menunjukkan bahwa tingginya kasus stunting di Kabupaten Batang diakibatkan oleh cara pandang pemerintah setempat yang belum komprehensif akan ketersediaan pangan lokal setempat. Banyaknya sumber pangan lokal belum dioptimalkan pemanfaatannya, salah satunya melalui diversifikasi pangan lokal dalam mengatasi bentuk ketidakamanan manusia ini (stunting). Padahal ketersediaan pangan lokal ini harus dilakukan intervensi dengan cara mengidentifikasi sumber pangan lokal yang kandungannya banyak nutrisi dan gizi, dan selanjutnya digalakkan sebagai gerakan pangan lokal yang beragam di masyarakat.
