Abstract

The purpose of this article is to explain the results of community service carried out by the service team at Diponegoro Banyuputih Vocational School, Batang Regency. This service is carried out by training content creators for vocational school students, especially in facing industry 5.0 competition. As we all know, Batang Regency since 2020 has been designated by President Joko Widodo as a strategic area for national industrial development. Therefore, in developing this industrial area, local communities are required to prepare and adapt in the face of rapid industrial competition. Moreover, currently Batang is an area that is officially designated as the Batang Integrated Industrial Area. This service uses a participatory training approach at Vocational School Diponegoro Banyuputih. The results show that in implementing the service, Diponegoro Vocational School students were very enthusiastic and enthusiastic about participating in content creator training. Lots of questions and answers were created so that students had more and more insight into the world of industry.

Abstract

The quality of human resources has an important role in encouraging development progress. Regions that have advanced development are usually reflected in one indicator of human development. Therefore, each region continues to compete to increase its HDI index in order to show the level of success of its regional development. The purpose of this article is to discuss the promotion and education of higher education through expo campus activities at MAN 01 Batang. This activity was motivated by the lack of HDI in Batang Regency. The interest of the people of Batang Regency in continuing higher education is still low. This can be seen from BPS statistical data that the HDI in Batang Regency in the 2020-2022 period is still 69-nan. This service method uses an educational promotion approach with a queuing system from class to class. The service team uses brochures, lectures, and also uses a projector screen in activities. To oversee the progress of the event, each student carries a control card so they are required to attend this event until the end. The results show that this activity is able to increase students' interest in continuing to higher education. At first they did not think about continuing to college after they finished school. However, after this activity they were motivated to continue their studies. In fact, they are optimistic that by attending college they will indirectly contribute to increasing the HDI in Batang Regency which is still low).

Abstract

Issues of human rights violations, poverty, unemployment, low HDI, low access to education, and poor health are the most important parts of the concept of human security introduced by the UNDP report 1994. These issues have not been adequately addressed in Papua. The purpose of this study was to review the special autonomy arrangements in responding to security issues in Papua. This review was interesting to study because special autonomy has been considered irrelevant to address the human security issues in the province. Human security and special autonomy should be linearly related to each other. As such, the issues of human security should be addressed before the welfare of Papua can be improved. This study used a qualitative approach with a literature study method. The authors collected data through various works of literature in online media, official publications, and others. Meanwhile, the authors followed the Creswell concept to conduct the stages of the study, which consisted of identification of the problem, literature study, determination of study purposes and objectives, collection of data, analysis and interpretation of data, and reporting of the result. The results of the study showed that the implementation of special autonomy and the disbursement of special autonomy funds have been unable to respond to human security issues in Papua. Efforts to improve the welfare of Papua were marred by a conventional security approach. Therefore, these efforts failed to improve the welfare of Papua, triggering ongoing conflicts. Various human security issues in Papua were not addressed properly, such as issues on human rights, public services, health, HDI, economic inequality, and education, which affect its welfare.

Abstract

Batang Regency has high level of domestic violence, with the majority of victims being women. This situation is contrary to the local government’s responsive budget plans that include gender equality points. The reality, the women’s welfare in Batang Regency is still lower than those of men. This study aimed to analyze the effect of local government’s responsive budget allocations to women's welfare in Batang Regency. This study used a qualitative method with a case study approach. The study was conducted for five months (May-September) and used the type of Spradley domain analysis. Results of this study showed that the regional government of Batang Regency had implemented a gender-responsive budget in the Regional Medium Term Development Plan (RPJMD). However, this regional expenditure did not affect the gender development index. The regional expenditure realization program set by the regional government of Batang Regency was also still incomplete. This is due to the operations of the KITB, which provides employment opportunities for all genders, but has not been included in the regional government work programs through the allocated budget.

Abstract

Women have played an important role in welfare development through government spending. There is a tendency for areas with a low level of welfare to be synonymous with development that does not provide space and opportunities for women. Whereas in reality women are part of the welfare element itself. This research uses a qualitative approach with the method of literature study. The author collects data through various relevant literature, either in online media, official media, and other literature. Meanwhile, researchers in carrying out this research stage used the Creswell concept. The stages of this research consisted of problem identification, literature search, research aims and objectives, data collection, data analysis and interpretation, and research reporting. The results of the study show that the low level of welfare in Gunungkidul is in line with the weak condition of women in the development budget. This can be traced with the logical implications of the development indicators that have been implemented in Gunungkidul. For example, if you see a high poverty rate, a weak human development index, a weak gender development index, and a low gender empowerment index, this shows how fragile well-being is from within. This is also relevant to the revenue budget, especially from tax collections which are also weak, reinforcing how welfare issues are still a problem today. Therefore, the main key in advancing welfare development in Gunungkidul is placing women not only as objects but also as subjects in building welfare that is inclusive and fair.

Abstract

The practice of political bondage (ijon) in electoral political events is a threat to democracy, which to this day is still relatively limitedly studied. This creates minimal gaps in how to view the phenomenon of high electoral political financing from the perspective of natural resource politics. So far, natural resources have always been viewed as inanimate objects. However, in the study of natural resource politics, this object is not neutral. The presence of the political bondage system which is a small part of the form of transactional politics in the informal democratic space has actually become the identity and characteristic of electoral politics in Indonesia. In the context of political bondage, the exchange of roles between patron becoming client and, vice versa, client becoming patron will continue to recur. This research uses a qualitative approach with library research methodology. Researchers collect data through secondary data, namely various relevant literature, starting from media, books, journals, news reports, formal institutional data, and other data which is sorted according to research needs. The results show that the practice of political bondage still fulfils and always colors electoral politics in Indonesia. This informal democratic practice leads to high levels of financing of electoral politics. Interestingly, the involvement of corporations in funding general elections outside of political party funds also has an impact on reciprocation for the management of natural resources. The development of transactional political practices in informal spaces will create challenges for the quality of democracy: the birth of corrupt behavior, the weakening of the government structure, dynastic-oligarchic politics, and the increase in electoral political financing. The conclusion is that the practice of political bondage will always grow in the space of informal democracy. The relationship between the public sector, elites and the private sector will always exchange roles as patron and client according to the conditions and electoral political map in the field.

Abstract

Isu tata kelola pembangunan kesehatan menjadi bagian penting dalam mendukung terwujudnya kualitas pembangunan manusia. Tanpa adanya pembenahan dan penguatan sektor kesehatan maka perwujudan kualitas manusia unggul tidak akan terbentuk. Tujuan dari tulisan ini ialah mendiskusikan mengenai tata kelola pembangunan kesehatan masyarakat yang holistik-inklusif di Kabupaten Sleman melalui healthy regency Oleh karena itu penguatan tata kelola pembangunan kesehatan menjadi penting dan prioritas dilakukan. Hal serupa juga dilakukan di Kabupaten Sleman, di mana kabupaten tersebut dinilai layak disebut healthy regency. Capaian itu dikarenakan keberhasilan Sleman dalam pengembangan dan penguatan tata kelola kesehatan yang holistik dan inklusif. Penelitian ini menggunakan metode kualitatif dengan pendekatan literature review. Peneliti mengumpulkan data melalui observasi awal, pengumpulan dokumen dan data dari berbagai sumber literatur yang kredibel dan dapat dipertanggungjaawabkan. Kemudian data terkumpul dianalisis secara mendalam dan diambil kesimpulan. Analisis pendekatan teori yang digunakan dalam tulisan ini menggunakan lima preposisi governance sebagaimana disampaikan oleh Gerry Stoker. Hasil penelitian menunjukkan dari lima preposisi governance dalam penguatan tata kelola pembangunan kesehatan yang holistik dan inklusif semuanya sudah dipenuhi. Artinya kelima komponen yang dikemukakan oleh Stoker mulai dari kolaborasi lintas pihak, sinergitas masing-masing sektor, pembangunan holistik dan inklusif, berorientasi pada kesehjateraan publik, hingga lahirnya inovasi kebijakan dan program tata kelola kesehatan inkusif dan holistik. Namun demikian, masih ada beberapa yang perlu dikuatkan ke depannya dalam terus menguatkan dan meningkatkan Sleman sebagai healthy regency, yakni perwujudan Perda KTR (Kawasan Tanpa Rokok). Sampai saat ini Perda KTR Kabupaten Sleman belum mampu terealisasi sehingga di tahun mendatang bisa disepakati dan disahkan.

Abstract

Penelitian ini bertujuan untuk menganalisis tentang pembangunan kota pendidikan inklusif dengan kajian pemenuhan pendidikan bagi masyarakat disabilitas di Kota Yogyakarta. Penelitian ini menggunakan metode kualitatif, dengan menggunakan pendekatan studi kasus. Data pada penelitian ini dikumpulkand engan studi kepustakaan. Hasil penelitian menunjukkan bahwa meskipun Yogyakarta dikenal sebagai kota pelajar, akses pendidikan bagi anak-anak disabilitas masih menghadapi tantangan signifikan. Data menunjukkan bahwa lebih dari 75% anak disabilitas belum mendapatkan pendidikan, meskipun regulasi sudah ada untuk mendukung hak pendidikan mereka. Perlunya kolaborasi antara sektor akademik, bisnis, komunitas, pemerintah, dan media (pentahelix) untuk mewujudkan kota pendidikan yang inklusif. Dengan langkah-langkah konkret yang telah diambil, seperti pengembangan Kampung Peduli Sehat Jiwa, Yogyakarta berupaya menjadi barometer kota inklusif di Indonesia. Namun, tantangan dalam mengakomodasi semua kelompok disabilitas dalam sistem pendidikan masih perlu ditangani agar tujuan inklusi dapat tercapai secara efektif. Penelitian ini diharapkan dapat memberikan kontribusi terhadap pengembangan kebijakan pendidikan yang lebih responsif dan inklusif bagi masyarakat disabilitas di Yogyakarta.

Abstract

Political decentralization has brought great changes in the form of challenges and opportunities. In the context of the challenges of decentralization, it requires regions to clean up, organize, and fix regional problems. However, it must be used as an instrument to solve economic problems, one of which is inflation in the regions. Kulon Progo Regency is one of the role models that has an economic instrument in mitigating the risk of inflation. This arrangement is stated in the Bela Beli Kulon Progo policy. This policy uses an approach to strengthen the local economy so that it can stimulate the growth of people's per capita income. This study examines these issues using a qualitative approach with library research methods. It uses the theory proposed by the decentralization and inflation approach proposed by Treisman. The results show that strengthening the local economy had the power to mitigate the risk of inflation in regions. The strengthening of the local economy was seen in the increasing level of people's income and regional income which resulted in stronger economic growth. However, inflation is a serious threat to the regional economy if people's incomes are fixed and there is economic instability. Bela Beli Kulon Progo movement improved the local economy of Kulon Progo. Various programs of Bela Beli became the basis for the strong economic support of the district so that inflation could be controlled. On this basis, the movement becomes an instrument as well as a role model in mitigating the risk of regional inflation. This study, therefore, contributes to the study of local movement and inflation in the regional contexts.

Abstract

The rapid development of digital technology has significantly impacted various sectors, including micro, small, and medium enterprises (MSMEs). However, the lack of knowledge and skills in accessing and utilizing digital technology has made MSME entrepreneurs in Kedungsegog Village struggle to compete in an increasingly competitive market. As a result, they often miss opportunities to optimize sales and grow their businesses. Therefore, this community service activity aims to enhance MSME entrepreneurs' understanding of digital technology utilization in marketing strategies and business operations. The activity was conducted through direct (offline) socialization, including material presentations and interactive discussions. The results show an increased understanding among MSME entrepreneurs regarding the importance of digital technology in supporting their businesses, particularly in marketing, operational efficiency, and information access. Additionally, MSME entrepreneurs have shown motivation to optimize customer service and expand their market reach to the regional level. To ensure the sustainability of this initiative's impact, follow-up mentoring programs are needed so that the adoption of digital technology can be consistently and optimally implemented in their business management.
