Abstract

Despite high expectations for Indonesia’s elections, including the most recent in 2024, widespread violations undermined their integrity. In response, there is a pressing need for grassroots participation in electoral monitoring to complement formal oversight by government bodies. This article investigates community-based participatory election supervision through the establishment of Election Monitoring Villages in Batang Regency, Indonesia. The study aims to assess how these initiatives enhance grassroots democratic literacy and foster meaningful political engagement. Employing a descriptive qualitative approach, data were collected through interviews with 10 informants, field observations, and a review of relevant literature. Four monitoring villages—Sijono, Bandar, Ujung Negoro, and Sidorejo—were established by the local Elections Supervisory Agency (Bawaslu) based on strategic and participatory considerations. The findings reveal that these villages have raised public awareness of electoral processes, strengthened civic responsibility, and encouraged residents to actively report violations. Academically, this study contributes to the discourse on participatory democracy by offering empirical evidence of how structured village-based programs can cultivate political awareness and expand community oversight. The research concludes that monitoring villages function not only as mechanisms for electoral supervision but also as platforms for civic education and democratic consolidation. Meskipun pemilu di Indonesia, termasuk yang paling mutakhir pada tahun 2024, diharapkan menjadi tonggak kedewasaan demokrasi, berbagai pelanggaran yang meluas justru merusak integritasnya. Menyikapi hal tersebut, muncul kebutuhan mendesak akan partisipasi masyarakat dalam pengawasan pemilu di tingkat akar rumput guna melengkapi pengawasan formal yang dilakukan lembaga pemerintah. Artikel ini meneliti pengawasan pemilu partisipatif berbasis komunitas melalui pembentukan desa pengawasan di Kabupaten Batang, Indonesia. Penelitian ini bertujuan untuk menilai bagaimana inisiatif tersebut meningkatkan literasi demokrasi masyarakat dan mendorong keterlibatan politik yang lebih bermakna. Dengan menggunakan pendekatan kualitatif deskriptif, data dikumpulkan melalui wawancara dengan 10 informan, observasi lapangan, serta telaah literatur yang relevan. Empat Desa Pengawasan Pemilu—Sijono, Bandar, Ujung Negoro, dan Sidorejo—dibentuk oleh Badan Pengawas Pemilu (Bawaslu) setempat berdasarkan pertimbangan strategis dan partisipatif. Temuan penelitian menunjukkan bahwa desa-desa ini telah meningkatkan kesadaran publik terhadap proses pemilu, memperkuat tanggung jawab kewargaan, serta mendorong masyarakat untuk secara aktif melaporkan pelanggaran. Secara akademis, penelitian ini memberikan kontribusi pada wacana demokrasi partisipatif dengan menghadirkan bukti empiris mengenai bagaimana program berbasis desa yang terstruktur dapat menumbuhkan kesadaran politik dan memperluas pengawasan masyarakat. Penelitian ini menyimpulkan bahwa desa pengawasan berfungsi tidak hanya sebagai mekanisme pengawasan pemilu, tetapi juga sebagai wadah pendidikan kewargaan dan konsolidasi demokrasi.

Abstract

Extreme poverty remains a persistent challenge in Batang Regency, despite the increased allocation of The Village Fund from the central government since 2015. This challenge is further compounded by cases of corruption in the use of The Village Fund in several villages. Therefore, reforming the Village Fund oversight through an inclusive governance approach is essential to ensure accountability and promote the reduction of extreme poverty. This study employed a qualitative descriptive method with a literature review. Data were collected through searches of relevant secondary sources and analyzed using the Spradley technique, which involved domain analysis, taxonomy, componential analysis, and cultural theme analysis. The findings indicate that the limited human resource capacity of village officials remains a critical barrier to achieving meaningful participation. The disbursement of The Village Fund in Batang Regency was not accompanied by improved capacity of the program administrators, which created challenges to participation from both village human resources and the broader community, which largely remained passive. The Village Fund oversight reforms, which were often dominated by external mechanisms, had a significant impact on governance outcomes. However, reliance on external oversight alone still led to cases of corruption, underscoring the importance of strengthening internal mechanisms through a more inclusive community approach. Therefore, oversight reforms should be developed with a focus on inclusive governance, integrating both internal and external dimensions.

Abstract

Human resources are a problem that Batang Regency is still experiencing. Many policies have been and are being launched by the regional government and do not have enough impact. Therefore, with the situation experienced, the low level of human resources has become a complicated problem for the Batang Integrated Industrial Zone (KITB). The purpose of this article is to educate students at SMK Ma'arif 01 Limpung to be motivated to continue their studies in order to attend the KITB competition. Batang Regency still has people whose awareness of continuing higher education still needs to be higher. Seeing this situation, researchers carried out educational services for students to continue their higher education to face KITB at SMK Ma'arif NU 01 Limpung. This service method uses a participatory educational approach that partners and coordinates with the target school as the object of service. Evaluation of academic activities at Vocational School Ma'arif NU 01 Limpung shows an increase in student interest in continuing higher education. The visible positive attitude changes indicate that this activity was successful in motivating students towards the importance of higher education.

Abstract

This paper aims to discuss optimizing the role of corporate social responsibility (CSR) in stunting interventions in Batang Regency. The government's limited budget for stunting has opened up options for CSR interventions as a solution. CSR programs embedded in the industrial sector have played a crucial role. Besides serving as public communication for companies about their existence, they also serve as a form of strategic partnership with the government. Similarly, the Batang Regency Government has partnered with the private sector in stunting management. Optimizing the role of CSR is crucial to achieving zero stunting as expected. This research method uses a qualitative approach with a literature review approach. Data were collected from secondary data sources and then processed using the Miles and Hubberman qualitative data analysis model. The research findings indicate the need to optimize private sector involvement through more comprehensive CSR initiatives in stunting interventions in Batang Regency. This optimization is crucial to achieve significant and sustainable reductions in stunting. Therefore, the local government needs to engage with all sectors of the private sector through CSR initiatives to significantly impact the reduction of remaining stunting.

Abstract

The purpose of this paper is to describe the waste management outreach conducted in Kranganom Kandeman Village, Batang. Waste management issues in Batang Regency still face serious challenges. This is triggered by low waste management literacy, the unequal distribution of waste management systems, and limited funds allocated for waste management. Therefore, this situation requires all parties to participate in responding to the waste issue, including villages. This community service method was carried out using outreach in Karanganom Village. The results of the outreach show that many public facilities in the village still do not have waste disposal sites. Furthermore, waste management literacy in the community is still quite inadequate. Therefore, this outreach is considered to have an impact on increasing community literacy, especially the village as a stakeholder.

Abstract

The aim of this research is to trace environmental issues in the arena of electoral political battles, namely political parties in 2019. The concern so far in electoral political practice, environmental issues in the series of election activities are rarely discussed. As a result, environmental issues are so close to society, as if they have become elite issues as a result of the failure of political parties to bring this issue into the public sphere. The research method in this research is descriptive qualitative with a library research approach. Validation of this research data uses the triangulation method. Researchers collect data through various documents, media or other sources such as books, journals, news, or aggregate data originating from formal institutions such as election bureaucracy institutions and political parties. The research results show that the production of environmental issues presented by political parties in Indonesia is very weak. Environmental issues that should be public issues seem to be private issues. This can be seen in a series of good campaign processes carried out by political parties. Political party campaigns are still minimal and do not even mention environmental issues in their campaigns. Environmental issues, which should be equal to issues of health, education, employment, transportation, politics and security, are being sharply dichotomized in the public sphere. Therefore, the positioning of environmental issues is important for political parties to be involved in public issues that should be so.

Abstract

This research aims to discuss the concept of collaborative governance in handling the development of cultural acculturation tourism villages in Besani Blado Batang Village. Carrying out tourism programs is the main responsibility of the public sector, private sector, and community sector so that the Javanese-Chinese acculturation tourism village of Besani Village can run optimally. Besani Village has a superior tourist spot, namely De Blado. This research is qualitative research with descriptive methods. Data collection techniques used were interviews, documentation, and observation. This research aims to find out to what extent collaborative governance techniques can build a better Javanese Chinese acculturation tourism village in Besani Village. In this research, results were obtained where the public sector, private sector, and community sector provided good support. The value of collaboration shown by all sectors succeeded in making the Javanese Chinese acculturation tourism village Besani Village become one of the new tourist village destinations which has shot up very quickly since its establishment in 2022. Because of this persistence and strong joint commitment, finally in 2023 after the establishment of Besani Village as a tourist village in 2021, Besani Village has occupied the 75th position in ADWI.

Abstract

Ekonomi perempuan memiliki peranan yang sangat penting didalam membangun kemandirian dan kesejahteraan perempuan. Selama ini perempuan dianggap sebagai kelompok minoritas dan selalu menggantungkan hidupnya pada pendapatan suaminya. Hal ini berdasarkan pada aktivitas domestik yang dilakukan. Sehingga Perempuan diasumsikan hanya bergelut pada aktivitas domestik saja. Stigma yang menempatkan perempuan yang selalu dianggap menggantungkan hidupnya pada laki-laki sudah tidak relevan lagi. Inovasi kampung jamune bu’e ini dibentuk sebelum adanya Pandemi Covid-19 oleh Kelompok Usaha Bersama (KUB) yang beranggotakan sekumpulan ibu-ibu yang berada di Kelurahan Proyonanggan Selatan, dengan tujuan untuk meningkatkan taraf perekonomian bagi ibu-ibu melalui penjualan produk jamu lokal. Inovasi kampung jamune bu’e ini di sisi lain juga berkontribusi pada pembangunan literasi terhadap anak-anak dalam mengedukasi dan mengenalkan ramuan-ramuan tradisional yang dibungkus secara kemasan. Metode penelitian ini yang digunakan ialah FGD dan sosialisasi yang dilakukan di Kampung Jamune Bu’e Proyonanggan Selatan. Hasil yang menunjukan bahwa Inovasi penguatan ekonomi perempuan kampung jamune bu’e yang ada di Kelurahan Proyonanggan Selatan Kabupaten Batang merupakan salah satu bukti bahwa perempuan bisa mandiri di dalam menguatkan perekonomian keluarga

Abstract

This paper aims to describe the results of novelty exploration training in reputable article writing for novice lecturers at Selamat Sri Batang University. This activity was facilitated by the Quality Assurance Institute and the Institute for Research and Community Service of the university. As is known, the issue of improving the quality of writing for lecturers is an absolute requirement in determining the quality of educational personnel. Every lecturer is required to be able to develop and possess good writing skills. This is in line with one of the pillars of the Tridharma of Higher Education, namely the field of research. Therefore, the presence of new lecturers really needs training so that in the future they have writing skills and are able to make real contributions through research work. This service method uses a training program method, where novice lecturers are given training while increasing literacy in developing writing ideas, especially in penetrating reputable national journals. The issue of novelty in writing is the focus of this training so that they have increased capacity in writing scientific papers. Th is activity was attended by 46 novice lecturers with facilitation from the LPM and LPPM Teams. The results show that novice lecturers still do not fully understand how to explore novelty in scientific writing. They consider exploring novelty to be a challenge to date. However, after the training, novice lecturers began to realize the importance of novelty and how to find it in presenting scientific work. Furthermore, most participants considered this activity to be able to foster a spirit of writing, enabling them to publish articles in reputable national journals at a certain level, which is crucial for future functional position advancement.
