Abstract

Penelitian ini bertujuan mendeskripsikan tingkat implementasi Peraturan Daerah Kota Lubuk Linggau Nomor 14 Tahun 2021 tentang Lembaga Adat berdasarkan empat aspek evaluasi. Menggunakan pendekatan kuantitatif deskriptif dengan total sampling sebanyak 48 responden, analisis mencakup mean, standar deviasi, koefisien variasi, modus, dan analisis kesenjangan. Hasil penelitian menunjukkan bahwa implementasi Perda secara keseluruhan berada pada kategori Sedang (Perlu Perbaikan) dengan mean keseluruhan 2,28 (75,9% dari skor ideal 3,00). Aspek partisipasi dan kendala memperoleh nilai terendah (mean=2,19; gap=0,81), sedangkan aspek perbaikan program mencapai nilai tertinggi (mean=2,34; gap=0,66). Sosialisasi Perda yang belum merata dan berkelanjutan, keterbatasan anggaran, ketidakjelasan struktur lembaga adat, serta lemahnya koordinasi antaraktor menjadi hambatan utama yang perlu segera ditangani secara sistemik.

Abstract

Penelitian ini bertujuan mendeskripsikan tingkat implementasi Peraturan Daerah Kota Lubuklinggau Nomor 15 Tahun 2017 tentang Pembinaan AJGP berdasarkan empat aspek evaluasi. Menggunakan pendekatan kuantitatif deskriptif dengan total sampling 100 responden, analisis mencakup mean, standar deviasi, koefisien variasi, modus, dan analisis kesenjangan. Hasil menunjukkan implementasi pada kategori perlu perbaikan dengan mean keseluruhan 2,10 (SD=0,76; CV=36,2%; gap=0,90). Aspek partisipasi dan kendala memperoleh mean terendah (2,05) dan aspek pelaksanaan program tertinggi (2,14). Seluruh item menunjukkan variabilitas sedang-tinggi (CV 33,9%–40,4%). Jumlah AJGP meningkat 41,9% selama 2017–2024.

Abstract

This community service program aims to develop a model for strengthening Generation Z nationalism through integration of intergenerational dialogue with digital media based on local values in Bioa Sengok Village, Lebong Regency, Bengkulu. This village is a remote rural area in Sumatran highlands with mountainous topography and limited infrastructure access. Partner problems include low understanding of national values among Gen-Z, lack of intergenerational dialogue spaces, and suboptimal use of digital media in the context of digital divide due to mountainous topography. Participatory action research methods were applied involving 25 Gen-Z participants through interactive dialogue series, digital content production workshops, and development of "Nusantara Digital" offline learning platform. Evaluation results show significant increase in understanding of national values by 29% (from average 66.3 to 85.5), formation of 10 trained local facilitators, and creation of 35 educational digital contents. Research novelty lies in intergenerational dialogue approach as bridge for transferring local wisdom to internalization of national values, combined with offline digital platform addressing digital divide constraints in remote mountainous regions.

Abstract

The aim of this research is to find out and describe the process of implementing Government Regulation Number 30 of 2019 concerning Performance Assessment of Civil Servants at the Bengkulu City Social Service. To describe clearly and in detail the data obtained from this research, the researcher used a descriptive qualitative research approach. Based on the results of this research, it can be concluded that the implementation of Government Regulation Number 30 of 2019 concerning Performance Assessment of Civil Servants at the Bengkulu City Social Service has been carried out but has not gone well, this is proven by the socialization that has been carried out via social media, namely the WhatsApp application, but has not yet been implemented. effectiveness can be seen from the lack of understanding of civil servants in filling out the SKP. So socialization must be carried out directly to explain again how to fill in and the contents of these regulations. The implementation has not gone well, because many civil servants have problems filling out the SKP so that civil servants have to ask the Head of Civil Service Subdivision even though the person concerned doesn't really understand. This causes many errors to occur when the files are collected which cause the files to be returned for repair. Monitoring has been going well, as evidenced by the discovery of obstacles in filling out the SKP. Evaluation, where there are civil servants who state that no evaluation has been carried out at the Social Service. This proves that the concept of evaluation activities is still unclear, thus making civil servants confused about whether the activities are being evaluated or not.
