Abstract

Tourism is the sector most affected by the outbreak of the Covid-19 pandemic. This condition occurs all over the world in various sizes and dimensions. The existence of Sapta Pesona, seven conditions that must be applied and disseminated in people's daily lives, can increase the attractiveness and competitiveness of tourism. This refers to the support and role of the community as the host in creating an environment and atmosphere that can encourage the growth and development of the tourism industry through the embodiment of these seven elements. Kebaron Village is one of the villages in Sidoarjo with guava garden tourism sites and is very rich in guava products. In the village of Kebaron in Sidoarjo, various varieties of guava are planted in an area of 5.5 hectares, there are about 1,200 guavas. One of the obstacles to picking guava tourism in Kebaron village is the reduced number of visitors after the Covid-19 pandemic which started in early 2020. Therefore, it is necessary to add and renovate the garden area by adding supporting infrastructure. Based on the analysis with partners, there are several issues that need to be addresse dimmediately.

Abstract

The involvement of various actors shows the importance of collaborative governance in dealing with complex and cross-sectoral environmental problems. Collaborative governance is needed as a response to the complexity of public problems that cannot be resolved effectively by a single actor. This approach aims to synergize the roles and contributions of various stakeholders through a participatory process, in order to optimize the program collectively. This multi-stakeholder involvement is directed at building synergy in encouraging collective motivation, increasing active participation, and strengthening the role of each actor in efforts to increase food crop production. Through a collaborative approach, it is hoped that an adaptive and inclusive governance mechanism will be created in facing the challenges of agricultural productivity amidst the threat of climate change. This study uses the Collaborative Governance theory developed by Stephan Balogh (2012) as an analytical framework to measure the effectiveness of collaboration in implementing the pumping and expansion of planting areas program in Tuban Regency. Balogh identified three main indicators in assessing the success of collaborative governance, namely: (1) collaboration dynamics, which include aspects of communication, trust, commitment, and resource availability; (2) collaborative actions, which include facilitation efforts and advancing the collaboration process; and (3) the impact and adaptation of collaboration, which focuses on the results of implementation and adaptive capacity to change. The research method uses a descriptive qualitative type with data sources taken by the author from the results of observations, interviews, and documentation supported by other secondary data. The collaboration process has not run optimally due to ego-sectoral, coordination gaps, and resource limitations. This shows that the prerequisites for effective collaboration have not been met.

Abstract

Implementasi kebijakan pupuk bersubsidi di Kabupaten Nganjuk secara umum telah berjalan baik dalam aspek distribusi fisik dan penyaluran kepada petani sasaran. Namun, studi ini menemukan bahwa tantangan utama  timbul dari sisi teknis, khususnya dalam pemanfaatan sistem digital e-RDKK yang digunakan untuk pendataan dan pengajuan alokasi pupuk. Banyak petani belum memiliki kemampuan atau akses untuk mengoperasikan sistem ini secara mandiri, sehingga sangat bergantung pada petugas dinas pertanian. Ketika sistem mengalami gangguan teknis, seperti error pada website, proses input data dan penyaluran pupuk menjadi terhambat. Menurut teori implementasi kebijakan dari Mazmanian dan Sabatier, keberhasilan implementasi ditentukan oleh (1) Tractability Of The Problem And Clarity Of Abjective, (2) Ability Of Policy Descision To Structure Implementation, (3) Non – Statuory Variables affecting Implementation.
