Traffic problems in Surabaya, particularly on Jagir Wonokromo Road, are exacerbated by a level crossing located near a signalized intersection. This study aims to analyze traffic performance and propose alternative solutions to improve traffic flow. This study uses the Pedoman Kapasitas Jalan Indonesia (PKJI, 2023) to analyze the traffic performance of road segments and signalized intersections. Primary data was collected through a four-day field survey covering traffic volume, crossing closure time, travel time, road geometry, recovery time, and lateral obstructions. The parameters analyzed include the degree of saturation, queue length, delay, and recovery time. Based on the results of an analysis using Pedoman Kapasitas Jalan Indonesia (PKJI, 2023), the at-grade crossing on the east side of Jagir Wonokromo Road was found to fail to meet feasibility criteria, thereby reducing traffic performance. Under normal conditions, the road section’s degree of saturation is 0.507 and increases to 0.820 when a train passes, with an average recovery time of 220.832 seconds. At the signalized intersection, the degree of saturation reaches 1.881 with a service level of F and a delay of 372.40 sec/veh. Weekday conditions also show poorer performance compared to weekends. As a corrective measure, traffic engineering is recommended in the form of a ban on right turns directly from the southern approach, which is diverted via a U-turn on Ngagel Road. Simulation results show a reduction in the degree of saturation of up to 83.24% and a 91% reduction in queue length, thereby increasing the level of service to level C under normal conditions. The recommendations provided include the need to evaluate the suitability of the U-turn location in relation to on-site conditions, as well as the provision of supporting facilities to reduce lateral obstructions.
