Indonesia is one of the country with a high level of corruption. One issue that stands out isBLBI (Bank Indonesia Liquidity Assistance). This problem then developed to complexwhen the suspects fled to neighboring countries, namely Singapore. To overcome this, in2007 Indonesia - Singapore conclude an extradition treaty. But after that Indonesia delaythe extradition treaty, because Singapore input this agreement in DCA (DefenseCooperation Agreement). By using the theory of realism and globalization to see thatthreatened state security and corruption offenses be transnational crime, as well asqualitative methods, this study analyzes why Indonesia postponed the extradition treatybetween Indonesia and Singapore 2007-2014, particularly in cases of corruption. The studyfound that although the delays Indonesia to ratify the extradition treaty, which leads to thedifficulties of law enforcement for criminals who flee to Singapore, Indonesia will remainin his stance by not ratifying the extradition. Aircraft incident has a less probability than other transportation. However, it has greaterimpact when it is occured. Like aircraft incident that happen to Malaysia Airlines flightMH17. That aircraft had been declared missing when flight toward Dnipropetrovskairspace in Ukraina. After the search, the aircraft went completely dispatch and all thepassenger and flight crew had lost their life. Looking through the Annex 13 of Conventionon International Civil Aviation, rights and responsibility of state when the aircraft incidenthappen and the investigation can be held by several different country particularly theaircraft is on international flight. Therefore, role of international organization is needed tointercede and coordinate states that involved. ICAO is an international organizationspecialized on aviation aspect. ICAO necessarily have a role on the case handle of MH17shootdown. This research have a purpoce to seek the role of ICAO on the case handle ofMH17 shootdown. With the perspective of Neoliberalism Institutionalism, will be knownthe role of ICAO on handling the case. Both the roles performed before and after theshootdown occurred as well as after the investigation report was issued. Methodological ofthis research is qualitative and with the descriptive type of the research. Result of theresearch identified the roles of ICAO as instrument, arena, and actor.

Indonesia is very famous as a tourist destination for many countries in the world. Thetourism sector is one of the largest contributors of foreign exchange for Indonesia, but inaddition there is a problem that is caused by the crime of commercial sexual exploitationof children. As long as the government campaigns for the tourism sector as one of themainstay sectors to increase the country’s foreign exchange, the government is consideredless ready to supervise various activities and tourism networks so that the crime of sexualexploitation of children takes place in Indonesia. Considering the phenomenon, ECPAT asan international organization engaged to oppose cases of commercial sexual exploitationcrimes of children take a role in the handling of such cases. This research uses the conceptof Civil Society Organization (CSO) which is explained by Boussard (2003) role ofECPAT as agenda setter, educator, and as counterparts. Through this role can be seen theinvolvement of ECPAT in handling cases of commercial sexual exploitation of children inIndonesia.

A country's foreign policy is the most important thing in the continuity of relations with other countries, but does not leave behind the values that apply in the domestic sphere. Policy makers need to consider domestic interests in order to set the policies. The policy of installing the Terminal High Altitude Area Defense (THAAD) missile system in South Korea was determined in response to a North Korean nuclear test. However, this policy caused various negative reactions from domestic and other countries. Furthermore, negative reactions also comes from other countries such as China for several reasons of their objections. This study aims to determine the factors that cause changes in South Korea's foreign policy in the installation of the Terminal High Altitude Area Defense (THAAD) missile system. This study uses the Upper-left Box Liberalism theory with an actor-centrational rationalist approach. This type of research is qualitative which aims to understand the process of changing a country's foreign policy. The results of the research are domestic interests and international restrains influence a country in establishing its foreign policy. For further research, the authors suggest discussing this case with other views or theories so that they can be seen from various perspectives. Moreover, the discussion of South Korea's policies in the installation of anti-missiles can be seen from the point of view of other countries that the authors are unable to discuss further and more detail.

The World Health Organization formed an international organization Member StateMechanism which aims to tackle counterfeiting drugs in 2012. Indonesia as one of themember, has always been active in the forum. But in fact, until 2016 Indonesia still fail toaddress drugs counterfeiting. The purpose of this research is to find out why the effortsthat have been made by Indonesia still has not managed to tackle drugs counterfeiting, byusing cualitative method, and explanative tipe of research. The concept of internationalcooperation and the international regime are used to explain the results of the cooperationMember State Mechanism and the role of international regimes WHO in assisting theefforts of Indonesia to address drug counterfeiting.The result from this reseach is there aretwo factors that detain Indonesia in addressing drugs counterfeiting. There is externalfactor that comes from international cooperation and internal factor that comes fromdomestic situation.

Indonesia’s marine fisheries become targets of fishery crime because of the abundant fisheriesand marine resources. One of the fishery crimes that occurred is the practice of IllegalUnreported Unregulated (IUU) Fishing which mostly conducted by foreign vessels comingfrom neighboring countries such as Thailand. Indonesia seeks to cooperate with Thailand toaddress the practice of IUU fishing in Indonesian waters because of the losses incurres as aresult of IUU Fishing. One way to do is to establish bilateral agreements in the form of aMemorandum of Understanding on Fisheries Cooperation that took place in 2002-2006. Thecooperation has ended, and both countries are seeking to carry out a new partnership in 2013.But in fact the signing of the agreement has been delayed. The problem that arises is what thefactors that cause delay such cooperation are. This research aims to determine the factors thatled to postponement of the signing agreement. This research found that the Indonesia-Thailand cooperation has been delayed because there are some obstacles in the process ofsigning the agreement document such as factor the counter draft from each party and factor ofThailand political instability.

South Korea and Japan are often involve in dynamics relationship which’s effected by thepast issue that bind both of them. That issue is about the existence of Yasukuni Shrine, theshrine became controversy because South Korea believe that the shrine represent Japan’sbrutality during World War II and colonialism were happened. The existence of theTemple stoked tensions and a critcism response from South Korea. Through this issue,South Korea want all of the problem that involve Japan in the past such as ComfortWomen, history text books, and the ownership of Dokdo / Takeshima to be settled. Thepurpose of this study are to compare the foreign policy of Lee Myung Bak and the ParkGeun Hye as the President of South Korea towards the issue of Yasukuni Shrine as asymbol of war crimes. Writer uses neo realism perspective for the theory. For the methodof research writer uses descriptive analytic and qualitative data analysis. The result of theresearch explain the similarity of foreign policy by President Lee Myung Bak andPresident Park Geun Hye and also the difference of foreign policy towards YasukuniShrine Issue as the symbolistic of war crime.

This research discusses the refusal of humanitarian assistance conducted by Venezuelan president Nicolas Maduro of humanitarian aid from donor countries, especially the United States. Although, the refusal of aid was considered inappropriate in the midst of the ongoing humanitarian crisis. Whereas from Maduro's perspective the decision is the right way to protect Venezuela from the influence and interests of the United States. The decission making process of a leader has to do with psychological factors. In the process of decision making, the leader has many characteristics that are considered to shape the decision. Idiosyncratic. Therefore, the formulation of the problem in this study is how is the idiosyncratic influence on the refusal of Venezuelan humanitarian assistance to America? This research has a focus on individual analysis and idiosyncratic theoretical framework that explains the type of leader in making decisions. The results through indicators and analysis of news media interview data, Maduro included in one type of leader whose decisions are much influenced by the characteristics of that type.

This research aims to explain why Indonesian Government keep assigning Indonesian workers into Taiwan fisheries ship. Qualitative research with the explanative method is used to explain the correlation between variables. Range of this research is between 2013 and 2016. Interview and literature review used as data collection technique. This research use public policy theory, human rights concept, foreign policy concept, and rational choice theory as analytical tool. The result obtained from this research is there are a reason that benefit the state and society based on domestic and external factors, as well as the social, political, defense and security impacts. So as rationally based on consideration of profit and loss The Government of Indonesia has a reason to keep the Indonesian Workers Placement Policy at Taiwan Fisheries Ship Crew.

Ukraine is a former Soviet country located in the Eastern Europe with strategicgeographical and geopolitical advantage as the country directly borders Asia and Europe.During 1990, due to poverty and law employment, many Ukrainian women migrated andthus created a market for human trafficking. Ukraine is placed the 2nd tier watch by the USbecause the Ukrainian government does not follow the minimum standard for reducinghuman trafficking although significant effort has been made to adhere to the minimumstandard stated. IOM is an NGO that has become Ukrainian’s biggest partner in combatinghuman trafficking. Since 2000, the IOM office in Ukraine has been the center to give helpto the victims of human trafficking. This research aim to take a closer look at the humantrafficking cases in Ukraine. Case studies and interviews have been a method used tounderstand the role of IOM in overcoming such cases from 2010 to 2014. The study foundthat IOM has played a big part I helping Ukrainian government combatting humantrafficking, in that organization has helped reducing victims and increasing regulation from2010 to 2014.
