Abstract

Banyak para tokoh Muslim terdahulu menyiapkan waktu dalam lembaran karyanya membahas tentang kedudukan akal pada diri manusia. Justru akallah yang membuat manusia berbeda dengan makhluk lainnya, dengan akal ini pula, sebagai salah satu sebab Allah mengamanahkan manusia sebagai khalifah dipermukaan bumi. Dari sekian banyak tokoh yang berbicara masalah akal, termasuk Buya Hamka di dalam bukunya Falsafah Hidup. Tujuan dari penelitian ini tidak lain adalah untuk mengetahui kedudukan akal menurut Buya Hamka dalam Falsafah Hidupnya. Penelitian ini menggunakan metode kualitatif deskriptif. Temuan dari penelitian ini menjelaskan, bahwa penggunaan akal dalam Islam menurut Buya Hamka harus mengikuti sebagaimana yang telah ditentukan oleh wahyu, di samping itu dia juga berpendapat bahwa antara akal dan agama saling membutuhkan, bahkan kesempurnaan kebahagian juga ditentukan oleh kesempurnaan akal.

Abstract

The implementation of the murur scheme in Muzdalifah emerged as a strategic response of the Indonesian Ministry of Religious Affairs to the extreme crowding observed during the 2023 Hajj season. The scheme allows eligible pilgrims to pass through Muzdalifah without staying overnight after completing wukuf in Arafah, proceeding directly to Mina. Priority is given to elderly pilgrims, individuals with high medical risk, persons with disabilities, those with obesity, wheelchair users, and officially assigned companions. This study aims to examine the operational management of the murur scheme, analyze its policy implementation using the Van Meter and Van Horn framework, and evaluate the effectiveness of its execution. A qualitative research design was employed, utilizing observation, interviews, and document analysis. The findings indicate that the operational management of the murur scheme was sufficiently effective during its inaugural implementation. The Decree of the Director General of Hajj and Umrah Affairs No. 137/2025 further outlines detailed procedures for the 2025 Hajj cycle, covering the Arafah, Muzdalifah, and Mina phases. The study contributes to strengthening operational efficiency, enhancing pilgrim safety, and supporting continuous policy refinement within large-scale Hajj management systems.  Keywords: Murur Scheme; Operational Management; Hajj Performance; Policy Implementation; Van Meter–Van Horn Model

Abstract

Fenomena kekerasan yang mengatasnamakan agama dan ideologi di kawasan Asia Tenggara menunjukkan bahwa modernisasi belum sepenuhnya diiringi oleh revolusi moral dan kebudayaan. Dalam konteks ini, penelitian ini bertujuan untuk menafsirkan dan menganalisis konsep revolusi kebudayaan tanpa kekerasan dalam pemikiran Musa Asy’arie, serta relevansinya bagi pengembangan filsafat Islam dan kebudayaan damai di Asia Tenggara. Penelitian ini menggunakan pendekatan kualitatif-filosofis dengan metode hermeneutik dan analisis interkonektif, dengan sumber utama karya-karya Musa Asy’arie seperti Menggagas Revolusi Kebudayaan Tanpa Kekerasan dan Filsafat Islam tentang Kebudayaan. Hasil penelitian menunjukkan bahwa etika anti-kekerasan Musa Asy’arie berakar pada tiga dimensi utama: (1) kesadaran moral sebagai dasar kebudayaan; (2) transformasi nilai sebagai bentuk revolusi tanpa kekerasan; dan (3) spiritualisasi kemanusiaan sebagai visi peradaban damai. Melalui kerangka ini, Asy’arie menegaskan bahwa perubahan sosial sejati hanya dapat terjadi melalui revolusi nilai, bukan melalui dominasi kekuasaan. Pemikirannya menempatkan Islam sebagai kekuatan moral dan kultural yang mampu membangun masyarakat damai di tengah keragaman agama dan etnis Asia Tenggara. Penelitian ini menegaskan kontribusi Musa Asy’arie dalam memperluas cakrawala filsafat Islam menuju paradigma etika kebudayaan yang humanistik, kontekstual, dan lintas batas geografis.

Abstract

This research is motivated by the importance of risk management for BAZNAS West Pasaman Regency which must be implemented in order to achieve the goals of BAZNAS to determine the risk management of the distribution of zakat funds is appropriate andk reaches the target or not. This type of research is field research with a qualitative approach. The data source is primary data with interview and documentation collection techniques. The result of the research is that the risk management applied by BAZNAS still adheres to the holy QurÔÇÖan leeter At-Taubah verse (60), the ap[licable zakat law, the BAZNAS program and SOP, always evaluates and is audited by an externalpublic accountant. Basically, the commonly known risk are pure risk and speculative risk, here the distribution of zakat funds is categorized as pure risk because if the distribution of zakat funds is not on target, the risk that is likely to occur is that the mustahik who receives zakat is not right. Risks that are classified according to levels in the form of moderate risk of a decrease between raising muzakki and beneficiaries and the realization of mustahik/beneficiaries based on programs (people), health, low risk with word of diatribe, lack of gratitude both to BAZNAS and to the distribution of zakat funds, moderate risk with delays in the distribution of zakat funds at BAZNAS West Pasaman Regency.

Abstract

Background:Stunting is a chronic nutritional problem that has long-term impacts on the quality of human resources. Basic Health Research (Riskesdas) data shows that the prevalence of stunting in Indonesia remains high, including in Blora Regency, Central Java, particularly in Kediren Village, which recorded a figure of 22.1%. This situation requires active community involvement in supporting Community Health Center (Puskesmas) nutrition programs as a mitigation effort. Aims:This study aims to describe the form of community participation in the Kutukan Community Health Center nutrition program and identify the factors that influence this participation. Methods:The study employed a descriptive qualitative approach, with data collection techniques including interviews, observation, and documentation. Informants were selected purposively, including health workers, integrated health post (Posyandu) cadres, village officials, pregnant women, and members of the community with stunted toddlers. Data analysis was conducted interactively using the Miles and Huberman model, supported by triangulation of sources, techniques, and time to ensure data validity. Result:The research results show that community participation manifests itself in the form of ideas, energy, skills, materials, and social aspects. The stages of participation include planning, implementation, utilization of results, and evaluation. Supporting factors for participation include government intervention, free programs, and public awareness, while inhibiting factors include low nutritional knowledge, time constraints due to work, suboptimal communication, and lack of program follow-up. Conclusion:This study concludes that community participation plays a vital role in the success of the stunting reduction program in Kediren Village. To increase the program's effectiveness and sustainability, strategies are needed to strengthen the capacity of cadres, intensify outreach, and strengthen collaboration between health workers, the village government, and the community.
