Abstract

The number of narcotics abuse cases in Indonesia is increasing every year, so that it has become a national issue. The victims of narcotics abuse are just not spread in urban areas, yet the village areas are not excluded from the spread. Narcotics circulation also does not regard age, social level, and even gender. It is not seldom that the main target of narcotics circulation is the young generations; this fact indeed becomes a concern for every element in Indonesia, considering young generations are the pole of hope of a nation. The village is a strategic area for the smuggling and circulation of narcotics abuse. To overcome the circulation and abuse of narcotics, therefore anticipation through policy and prevention strategy by legislating a legal rule according to a local government's authority. The lack of knowledge in formulating policy through legislation as a legal rule for preventing narcotics circulation and abuse constitutes this counsel to Dagang Kerawan Village people. By providing legal counselling about narcotics abuse prevention through village regulation legislation, it is hoped to prevent, reduce, and eradicate narcotics abuse and circulation, especially in villages.

Abstract

ABSTRACT Children are a gift from God the Almighty who always has to be kept for, because they have rights as human beings that must be held. Nowadays, there are many problems that threaten children, but commercial sexual exploitation of children is the worst problem for children. In commercial sexual exploitation of children, child is not only used as a sexual object, but also served as a commercial object to obtain reward or benefit. The forms of commercial sexual exploitation of children in Indonesia are children prostitution, child pornography and trafficking of children for sexual purposes. The law governing the crime of commercial sexual exploitation of children in Indonesia is Law 23 of the year 2002 on Child Protection, Law 21 of the year 2007 on The Eradication of The Criminal Act of Trafficking In Person and Law 44 of the year 2008 on Pornography. Criminal liability of commercial sexual exploitation of children offenders be held accountable if the perpetrator has met the elements of criminal liability. In the law enforcement related the crime in the verdict, the Judge consider based on the elements of criminal liability and also apply the law in accordance with the facts revealed in the trial. Abstract

Artikel ini bertujuan untuk menganalisis pertanggungjawaban hukum dalam bedah plastik estetik yang mengubah fitur wajah, mengingat kemajuan teknologi alat kedokteran dan ketidakpuasan seseorang terhadap wajahnya yang diberikan oleh Tuhan Yang Maha Esa. Penelitian dilakukan dengan sudut pandang penerapan Undang-undang Nomor 36 Tahun 2009 tentang Kesehatan. Dokter yang melakukan pembedahan plastik sering kali melakukan kesalahan, baik sengaja maupun lalai hingga menimbulkan korban. Oleh karenanya, dokter tidak akan terlepas dari jeratan hukum maupun sanksi akibat tindakannya. Fokus masalahnya tentang pengaturan bedah plastik estetik di Indonesia dan tanggung jawab hukum dokter dalam melakukan bedah plastik estetik yang mengubah fitur wajah. Kajian ini menggunakan penelitian yuridis normatif dengan metode pendekatan perundang-undangan, teknik pengumpulan data melalui studi kepustakaan yang dianalisis secara kualitatif. Hasil kajian menyimpulkan bahwa hubungan antara dokter dan pasien terjadi karena adanya perjanjian timbal balik yang menimbulkan hak dan kewajiban. Dokter berjanji untuk merubah atau menyempurnakan bagian tertentu dari pasien pada bagian wajah, sedangkan pasien berjanji untuk membayar biaya pengobatan, perawatan, dan pembedahannya. Jika salah satu pihak tidak memenuhi atau melanggar perjanjian tersebut, maka pasien dapat menuntut dokter berdasarkan Pasal 1239 KUHPerdata. Selain itu, masing-masing pihak yang dirugikan dapat menuntut dengan gugatan berdasarkan wanprestasi.

Abstract

 Law Number 2 of 2012 states that the acquisition of land for public interests must be accompanied by adequate and fair compensation, as well as the protection and respect of human rights. However, the construction of the Tebing-Tinggi - Kuala Tanjung Toll Road in Sipare-pare and Pasar Lapan Villages, Air Putih Subdistrict, Batu Bara Regency, Indonesia, exemplifies how compensation is frequently unfair. This study seeks to determine the suitability of implementing land acquisition using current laws and regulations. The primary data is gathered through interviews with landowners and the Regional Office of the National Land Agency of the Province of North Sumatra. While secondary data are gathered via literature and legal research. The results revealed that the provided compensation did not meet the requirements of Law No. 2/2012, prompting the public to file an objection with the Kisaran District Court.

Abstract

Abstrak Pemberdayaan anak-anak panti asuhan melalui metode 4MW (Membaca, Menulis, Berhitung, Mengaji, dan Berwirausaha) di Malaysia menjadi fokus penting untuk meningkatkan pengetahuan, kesejahteraan ekonomi dan sosial. Anak-anak di panti asuhan yang dikelola memiliki potensi yang besar, namun seringkali terkendala oleh masalah keterbatasan akses infrastruktur, permodalan, dan kurangnya pemahaman dalam memanfaatkan teknologi informasi. Program Pengabdian Mandiri Internasional melalui penerapan metode 4MW digadang-gadang sebagai solusi yang dapat meningkatkan pengetahuan, keterampilan membaca, menulis, berhitung, mengaji dan jiwa kewirausahaan anak-anak panti asuhan. Kendala utama yang dihadapi antara lain: kurangnya waktu untuk berlatih membaca dan berhitung, terbatasnya akses dan sumber daya untuk pelatihan, serta mahalnya biaya untuk penggunaan internet. Selain itu, stereotip sosial dan keterbatasan waktu juga menghambat keterlibatan penuh anak-anak panti asuhan dalam dunia pendidikan dan jiwa kewirausahaan. Pusat Studi Gender dan Anak (PSGA) Universitas Sumatera Utara (USI) bersama dengan Pusat Kajian Wanita dan Gender (Kanita) Universiti Sain Malaysia (USM) membuat program Pengabdian Internasional Mandiri bersama Panti Asuhan Rumah Kesayangan di Penang, Malaysia melalui Program 4MW. Program pengabdian masyarakat ini bertujuan untuk memberikan pelatihan dan pendampingan agar anak-anak panti asuhan memahami dan lebih mahir dalam membaca, menulis, berhitung, mengaji dan berwirausaha. Penguasaan konsep 4MW mencapai hasil 90% dimana  tercapai peningkatan pengetahuan 4 MW, upaya pemberdayaan anak-anak panti asuhan di bidang pendidikan dan ekonomi, serta menumbuhkan jiwa kewirausahaan sejak dini bagi anak-anak panti asuhan. Kata kunci: anak panti asuhan; 4MW; USM; USU; pelayanan internasional AbstractEmpowering orphanage children through the 4MW method (Reading, Writing, Counting, Reciting the Koran, and Entrepreneurship) in Malaysia is an important focus to improve knowledge, economic and social welfare. Children in orphanages that are managed have great potential, but are often constrained by problems of limited access to infrastructure, capital, and lack of understanding in utilizing information technology. The Mandiri International Service Program through the application of the 4MW method is predicted to be a solution that can improve the knowledge, skills of reading, writing, counting, reciting the Koran and the entrepreneurial spirit of orphanage children. The main obstacles faced include: lack of time to practice reading and arithmetic, limited access, and resources for training, and high costs for internet use. In addition, social stereotypes and time constraints also hinder the full involvement of orphanage children in the world of education and entrepreneurial spirit. The Center for Gender and Child Studies (PSGA) of the University of North Sumatra (USI) together with the Center for Women and Gender Research (Kanita) of Universiti Sain Malaysia (USM) created an Independent International Service program with the Rumah Kesayangan Orphanage in Penang, Malaysia through the 4MW Program. This community service program aims to provide training and assistance so that the children of the orphanage understand and are more proficient in reading, writing, counting, reciting the Koran and entrepreneurship. Built up of 4MW concept will open up new opportunities in understanding in the field of education. Abstract

This paper aims to analyze the influence of legal culture on criminal law enforcement in Indonesia and the implementation of legal culture on law enforcement for the crime of trafficking in children by conducting comparative studies in Indonesia and Australia. This research is qualitative and descriptive and uses literature studies to obtain secondary data. This research is limited only to how the implementation of legal culture affects enforcing the law on the crime of trafficking in children by conducting comparative studies in Indonesia and Australia. From the research, it was found that the legal culture is very influential on law enforcement in a country. When implemented in law enforcement, the effectiveness of the legal culture can be seen. Law enforcement itself has three concepts, namely the total concept (full enforcement concept), which is full (full enforcement concept). A comparison of the legal culture in enforcing the law on the crime of trafficking in children between Indonesia and Australia can be seen from the first two perspectives, from the cultural point of view of law enforcement officers. Second, it can be seen from the legal culture of Indonesian society that most of them still adhere to a patriarchal culture, while Australia adheres to what is called an egalitarian culture.

Abstract

Denai Sarang Burung Village has an important social issue to consider, namely child protection. One of the challenges faced by the community is cases of bullying that occur among children and adolescents. To anticipate and prevent this, an approach based on local wisdom and cultural arts is needed. The implementation of this community service activity successfully applied a participatory and collaborative approach, which encouraged the active involvement of the community, especially women, children, adolescents, and the village government as the main partners. In the implementation of community service activities, there was an increase in community knowledge, especially related to improving gender and bullying in an effort to strengthen a gender-based inclusive economy through women's empowerment and child protection.  The formation of the Youth Monday Dance Studio under the name "Lentera USU Dance Studio" in Denai Sarang Burung Village was inaugurated attended by the Village Head and his staff, Babinsa, Bhabinkamtibmas and all elements of the Denai Sarang Burung Village Community. The selection of the name Lentera USU Dance Studio is expected that this dance studio will bring light and inspiration to children and adolescents in particular and the community in general about the importance of skills for children and adolescents for their future.

Abstract

One of the national policies issued by the government to provide the fulfillment of children's rights is a Child Friendly City / District (KLA). KLA integrates development resources to fulfill children's rights. The birth of the KLA policy is expected to create families, communities and governments who love children. Children get rights and grow well. The fulfillment of children's rights is described in five clusters. One of the sub-clusters in cluster four is the use of free time. Therefore, each village is expected to form a village children forum, as a forum for children to play a role in development. The Assisted Village Program with the sub-topic Acceleration Towards a Child-Friendly Village through the Formation of Village Children Forum with the Use of Free Time in Telagah Village, Sei Bingai District, Langkat Regency has been implemented on July 2, 2020. The things that have been implemented are the formation of a children's forum and having activities such as playing traditional games and training in traditional dances. Village children already have very positive activities outside of school activities that are able to keep children from doing bad things.

Abstract

The Covid-19 pandemic that occurred shows the increasingly important role of families in caring and educating children. Amount of children spend time at home because studying online, it means that they spend a lot of time outside with friends. This allows children to consume addictive substances. From the initial survey conducted in village of Bandar Labuhan district of Tanjung Morawa regency of Deli Serdang, it was found that children secretly consume addictive substances which are harmful to their own health, such as smoking. The method of implementing community service activities is carried out in three stages, including the stages of preparation, implementation and guidance. Addictive substances are substances that cause addiction or dependence and are harmful. From the results of the dedication, it was found that most of the abuse of addictive substances in children in village of Bandar Labuhan district of Tanjung Morawa was cigarettes, glue and gasoline. Most of the factors that influence addictive substance abuse in children are curiosity. Empowerment of families in protecting children from addictive substance abuse is very necessary for children avoid addictive substances. This is in accordance with the mandate of Law No. 35 of 2014 concerning Amendments to Law No. 23 of 2002 concerning Child Protection and North Sumatra Regional Regulation No. 1 of 2019 concerning Facilitation for the Prevention of Abuse of Narcotics, Psychotropics and Other Addictive Substances.

Abstract

This service activity was carried out in Denai Sarang Burung Village, Pantai Labu District, Deli Serdang Regency, North Sumatra Province, which has the challenge of early marriage as a serious social problem. Early marriage, which occurs when couples have not met the standards and age limits for married life, can have a negative impact on the local community. Therefore, prevention efforts involving families and adolescents are needed. Prevention activities are conducted through activities that aim to build communication between parents and teenagers. This includes training on making flower bouquet, snack bouquet and money bouquet. In addition, knowledge transfer was conducted on marriage law, the dangers of teenage promiscuity, and teenage reproductive health. The outcomes of this community service activity include the publication of scientific articles to be published in national journals, publication through mass media, and the making of videos to be uploaded on the YouTube platform. This activity was carried out in Denai Sarang Burung Village, Deli Serdang Regency, using FGD, counseling, and mentoring methods, involving synergy between local partners and the academic community of the University of North Sumatra.
