Abstract

The COVID-19 pandemic ushered in a new era of technology, pushing everything online and necessitating human adaptation to computers. Industry 4.0 proved invaluable during this pandemic, with Artificial Intelligence (AI) emerging as a key player, particularly in the beloved South Korean music industry, which enjoys international acclaim. The pandemic played a significant role in the increased use of AI within the K-POP industry, with the emergence of the Aespa Girl Group being a pivotal moment in shaping a futuristic concept. This research aims to investigate the recent surge in AI usage as a futuristic K-Pop concept through a qualitative literature study method. This paper contends that AI has the potential to profoundly impact Korean cultural diplomacy, serving as a game-changing element in the realm of digital diplomacy. While AI has traditionally been applied in high-context scenarios, such as search engines or high-tech automotive control systems, its application in cultural contexts could propel South Korea's cultural diplomacy to unprecedented heights, rendering the concept difficult for other nations to replicate.

Abstract

Diplomasi digital dimanfaatkan Kementerian luar negeri Indonesia untuk memperluas agenda diplomasi publiknya salah satunya menjalin kerjasama dengan negara lain dikarenakan lumpuhnya komunikasi saat pandemi Covid-19. Dalam melaksanakan diplomasi digital, Kementerian luar negeri Indonesia mengusung dua isu penting yaitu human security dan state security. Penelitian ini bertujuan untuk mendeskripsikan “Bagaimana Kementerian Luar Negeri Indonesia memproyeksikan isu keamanan dalam diplomasi digitalnya?” dengan menggunakan metode kualitatif deskriptif dan pengolahan data menggunakan aplikasi NVIVO 12 Pro. Hasil yang ditemukan dari penelitian ini adalah diplomasi digital Kementerian Luar Negeri Indonesia saat ini lebih berfokus pada isu human security dengan instrumen yang paling banyak digunakan adalah portal berita. Penelitian ini perlu untuk dilakukan karena diplomasi digital telah menjadi instrumen baru yang digunakan seluruh negara di dunia dalam penyampaian diplomasi publiknya serta adanya pergeseran perspektif isu keamanan secara global.

Abstract

Abstrac: Management of the Religious Courts in Indonesia turn to changes in the Reformation era. Before the Reformation era, management of the Religious Courts was carried out by two institutions;, namely the Ministry of Religion and the Supreme Court, while in the Reformation era its management was only carried out by the Supreme Court. This paper looks at the phenomenon of formation change processes and its influence on the Religious Court, especially related to the reasons for changes and the factors that influence these changes. This phenomenon is influenced by internal factors and external factors. Its internal factor is efficiency in judicial management and the opening of opportunities for the Religious Courts officials to compete with other judicial officers below the Supreme Court. Its external factor is the enactment of several laws and regulations as mandated by judicial reform in Indonesia. These changes have caused significant results as can be seen in several aspects, such as the revitalization of positions, roles, functions and institutions, organizational structure, institutional processes (litigation and non-litigation processes), human resources, and public services that are fast, transparent and easy. However, the change in management still has unresolved problems, such as budgetary aspects and employee recruitment. Also, the independence of the religious courts during the reform era is not fully independent in totality because it still influenced by the power outside the religious courts or the supreme court; executive and legislative power.Abstrak: Pada era reformasi, telah terjadi perubahan pembinaan terhadap Peradilan Agama (PA). Jika sebelum era Reformasi pembinaan PA menganut sistem peradilan dua atap, dalam arti bahwa pembinaan peradilan PA dilakukan oleh dua lembaga, yaitu Kementerian Agama dan Mahkamah Agung, maka pada era Reformasi pembinaan PA menganut sistem peradilan satu atap, yakni bahwa pembinaan hanya dilakukan oleh Mahkamah Agung. Tulisan ini melihat fenomena proses perubahan pembinaan dan pengaruhnya terhadap PA, terutama terkait dengan alasan perubahan dan faktor-faktor yang mempengaruhi perubahan tersebut. Perubahan pembinanan yang terjadi pada PA dipengaruhi oleh faktor internal dan faktor eksternal. Faktor internal yang mempengaruhi perubahan tersebut adalah keinginan dari aparat PA untuk melakukan pengelolaan pengadilan secara lebih efisien dan memudahkan komunikasi di antara aparat PA dan juga harapan agar aparat PA mampu bersaing dengan aparat peradilan lainnya di bawah MA. Sementara faktor eksternalnya adalah diberlakukannya beberapa peraturan perundangan sebagai amanat reformasi peradilan di Indonesia. Perubahan tersebut telah menyebabkan perubahan yang cukup signifikan sebagaimana dapat dilihat pada beberapa aspek, seperti revitalisasi kedudukan, peran, fungsi dan lembaga, struktur organisasi, proses kelembagaan (proses berperkara dan nonperkara), sumber daya manusia, dan pelayanan publik yang cepat, transparan dan mudah. Namun perubahan pembinaan tersebut juga masih menyisakan problem yang belum terselesaikan, yaitu aspek anggaran dan rekruitmen pegawai sehingga kemandirian yang terjadi di lingkungan PA pada masa reformasi belum sepenuhnya mandiri secara totalitas karena terkait kekuasaan di luar PA ataupun MA, yaitu kekuasan eksekutif dan legislatif.

Abstract

The Covid-19 pandemic has hampered the economic growth of countries in the world. Many industries were unable to survive the crisis that occurred as a result of the pandemic. However, this does not apply to the South Korean cosmetic industry or K-Beauty. During the pandemic, sales of K-Beauty in the world actually increased. This study aims to determine and analyze South Korea's strategy in increasing exports of beauty products (K-Beauty) to Indonesia during the Covid-19 pandemic (2019-2021 years). This research is descriptive research. The data collection method used was library research. The results showed that during the Covid-19 pandemic, South Korea continued to use the Korean Wave/Hallyu as a strategy in increasing exports of beauty products (K-Beauty) to Indonesia (2019-2021) as evidenced by the many policies and support from the South Korean Government to continue developing Korean Wave/Hallyu in Indonesia. In addition, the push to accelerate IK-CEPA is also used as a strategy to increase exports of beauty products (K-Beauty) to Indonesia.

Abstract

This study examines the localization of gender equality norms within the governance framework of Parepare City, Indonesia, as part of international cooperation under the Maju Perempuan Indonesia untuk Penanggulangan Kemiskinan (MAMPU) program initiated in 2015. It aims to explain how global gender equality principles are translated, negotiated, and institutionalized within local policy and administrative systems. Employing a descriptive qualitative approach, the research draws on an extensive literature review and secondary data analysis, including government documents, local regulations, and program reports. The findings reveal that the Parepare City Government has made substantial progress in embedding gender equality norms through three interrelated dimensions: (1) policy reform, marked by the issuance of key local regulations such as Regional Regulation No. 5 of 2015 on Gender Mainstreaming in Regional Development and Regional Regulation No. 12 of 2015 on the Protection of Women and Children; (2) institutional expansion, through the strengthening of gender-responsive agencies, participatory planning forums (Musrenbang Perempuan and Musrenbang Anak), and cross-sectoral coordination; and (3) social transformation, reflected in growing public participation and increased reporting of gender-based violence cases. The study concludes that Parepare’s success in institutionalizing gender equality stems from its ability to align global frameworks with national mandates and local priorities, strengthened by credible intermediaries and sustained political commitment. The originality of this research lies in its focus on Parepare as an empirical model of localized gender governance, demonstrating how transnational gender norms can be integrated into local institutions, sustained beyond donor cycles, and advanced through rights-based and participatory governance at the subnational level in Indonesia.

Abstract

This paper explores the innovative educational efforts undertaken by ‘Aisyiyah, the women’s wing of Muhammadiyah, to empower elderly women through special educational programs. ‘Aisiyah use traditional leather puppet shows (Wayang Kulit) and Hadrah Music as an innovative and culturally relevant medium to educate elderly women. By integrating local wisdom and interactive performance art, the project aims to enhance lifelong learning, health awareness, and social inclusion among older women. The findings affirm that education, even later in life, can be a powerful tool for dignity, empowerment, and intergenerational solidarity. The optimization of Wayang Kulit and Hadrah in this context not only preserves intangible cultural heritage but also serves as a powerful tool for participatory education, promoting active aging and community engagement.

Abstract

This journal aims to analyze the role of national identities in international relations through research on the Polewali Mandar International Folk & Art Festival (PIFAF), which is held in Barat Island. The current study makes use of a qualitative methodology and focuses on three principles of diplomacy in the realm of business, namely, mutual understanding dialogue, culture of exchange, and cross-border collaboration. This study clarifies how PIFAF functions as a crucial platform for enhancing regional identity and tying it in with international connections. This festival creates a space for the discussion of religious ideas, helps to reduce negative bias, and promotes religious understanding among international participants by showcasing festival essentials such as local cuisine, music, dance, and traditional rituals to foreign visitors. Such a plan creates new opportunities for positive public diplomacy. The four-point collaboration principle is explained in the PIFAF context. Through collaboration, this festival gives local educators and senior citizens a chance to interact with international partners and foster knowledge and creativity that can increase worldwide awareness of global development issues. All of the analysis indicates that PIFAF plays a significant role in developing strong local identities and, occasionally, creating new standards for international joint work. The principles of diplomacy in religion that are presented at this festival provide a starting point for understanding religious texts that are more widely accepted among many religious groups, have the potential to strengthen international relations, and encourage more intense global cooperation.

Abstract

Paradiplomacy, the international activities of sub-national governments, has become increasingly relevant in environmental governance and sustainable tourism, particularly within decentralized political systems. Indonesia's regional autonomy has enabled provinces such as East Kalimantan to build cross-border partnerships, environmental cooperation frameworks, and tourism promotion networks that transcend national diplomatic channels. Derawan Island, one of Indonesia's most renowned marine tourism destinations, is facing increasing pressures from mass tourism, coral degradation, inadequate waste management, and socio-economic transformation. This article examines how East Kalimantan Province employs paradiplomacy as a strategy to promote sustainable tourism development on Derawan Island. Drawing on a qualitative analysis of regional policies, provincial cooperation initiatives, institutional arrangements, and global environmental partnerships, this paper argues that paradiplomacy has emerged as a tool for capacity building, green tourism innovation, and adaptive environmental governance. Yet, structural challenges, including fragmented authorities, limited local capacity, asymmetrical relations with foreign partners, and weak ecological enforcement, continue to undermine progress. This research contributes to the discourse on subnational diplomacy in maritime Southeast Asia and provides recommendations for enhancing East Kalimantan's international engagement to support sustainable island tourism.

Abstract

Despite extensive research on social media influence, a significant gap exists in understanding how audiences interpret and engage with Chinese propaganda on short-form video platforms, particularly regarding territorial disputes. This study examines the temporal evolution of strategic narratives in Chinese TikTok propaganda related to the South China Sea conflict, integrating Walton's propaganda framework with Strategic Narrative Theory. A quantitative survey approach employed 100 university students from Universitas Muhammadiyah Yogyakarta who evaluated five Chinese state-controlled TikTok videos using surveys based on Walton's ten propaganda characteristics, with temporal pattern analysis examining strategic narrative evolution across the video sequence. Statistical analysis revealed three distinct strategic narrative types: (1) core narratives maintaining consistency across videos (PC4, PC6, PC8), (2) adaptive narratives demonstrating systematic learning and optimization (PC10), and (3) experimental narratives testing alternative approaches (PC1, PC7). The findings demonstrate that Chinese propaganda operates through sophisticated portfolio management strategies combining narrative stability with dynamic optimization mechanisms, indicating a mature understanding of digital audience psychology and cross-cultural influence effectiveness. This research advances strategic communication theory by providing empirical evidence that contemporary digital propaganda functions as evolving strategic narrative systems rather than static content, requiring analytical frameworks capable of capturing dynamic communication processes in competitive information environments.
