Abstract

Penelitian ini dilakukan untuk mengetahui lebih jelas bagaimana perkembangan sukuk negara dalam mendukung pembangunan infrastruktur di Indonesia dan peluang pembiayaan pembangunan infrastruktur di Indonesia melalui sukuk negara serta sejauh mana kontribusi sukuk negara terhadap pembangunan infrastruktur di Aceh. Penelitian ini menggunakan data sekunder yang berasal dari laporan Badan Pusat Statistik, khususnya mengenai pertumbuhan ekonomi baik nasional maupun di Aceh pada tahun 2008 hingga tahun 2016 dan laporan Otoritas Jasa Keuangan mengenai perkembangan sukuk negara pada tahun 2008 hingga tahun 2016, serta data laporan Kementrian Keuangan mengenai perkembangan sukuk di Indonesia, data alokasi APBN untuk infrastruktur, serta data alokasi dan realisasi proyek yang dibiayai oleh Surat Berharga Syariah Negara baik nasional maupun di Aceh pada tahun 2013 hingga tahun 2018. Hal ini dapat dilihat dari berbagai jenis Surat Berharga Syariah Negara (SBSN) atau Sukuk Negara, namun hanya SBSN seri Project Based Sukuk (PBS) yang berkontribusi untuk pembiayaan pembangunan infrastruktur. SBSN seri PBS ini diterbitkan guna mendukung dan membantu pemerintah dalam menutupi defisit Anggaran Pendapatan dan Belanja Negara (APBN), sehingga mampu membantu pemerintah dalam menutupi kekurangan dana khususnya untuk pembangunan infrastruktur dalam APBN.

Abstract

Alat pembayaran atau uang terus mengalami inovasi dan berevolusi mulai dari bentuk tunai menjadi bentuk non tunai atau disebut juga uang elektronik. Kemunculan bitcoin sebagai salah satu dari virtual currency menimbulkan pro dan kontra di berbagai kalangan. Ada yang membolehkan ada pula yang mengharamkannya. Penelitian ini bertujuan untuk menjelaskan konsep mata uang dalam perspektif ekonomi Islam dengan menganalisis bitcoin sebagai salah satu dari virtual currency. Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif. Sumber data diperoleh dari hasil wawancara dengan beberapa akademisi dari bidang ekonomi dan pihak regulator yaitu Bank Indonesia dan Otoritas Jasa Keuangan (OJK). Data dianalisis dengan mendeskripsikan konsep bitcoin sebagai mata uang virtual dalam perspektif ekonomi Islam. Hasil penelitian ini menjelaskan bahwa dalam ekonomi Islam mata uang harus memiliki underlying asset dan dijamin oleh pemerintah. Sedangkan bitcoin tidak memiliki underlying asset, tidak jelas siapa penerbitnya dan tidak ada yang bertanggung jawab. Banyak unsur ketidakjelasan yang dimiliki oleh bitcoin. Bahkan di Indonesia belum ada regulasi secara resmi dan masih dalam tahap pengkajian oleh para ulama. Oleh sebab itu, Bank Indonesia menghimbau kepada masyarakat untuk bertransaksi dengan rupiah karena sesuai dengan Undang-Undang No 7tahun 2011 tentang Mata Uang.

Abstract

Penelitian ini meneliti tentang pengetahuan dan persepsi pada Bank Aceh Cabang Aceh Barat Daya. Penelitian ini menggunakan tiga variabel yaitu pengetahuan, persepsi, dan keputusan menjadi nasabah. Penelitian ini bertujuan untuk mengetahui pengaruh pengetahuan dan persepsi terhadap keputusan menjadi nasabah pada Bank Aceh Cabang Aceh Barat Daya. Metode penelitian ini adalah kuantitatif dan metode analisis data yang digunakan analisis regresi linier berganda. Hasil penelitian ini menunjukkan bahwa : (1) Ha ditolak dan H0 diterima dengan demikian pengetahuan (X1) tidak berpengaruh terhadap keputusan menjadi nasabah. (2) Ha diterima dan H0 ditolak dengan demikian perssepi (X2) berpengaruh terhadap keputuan menjadi nasabah. (3) Pengetahuan dan Persepsi bersama-sama berpengaruh terhadap keputusan menjadi nasabah.

Abstract

Economics as a system of thought and body of knowledge is constructed based on certain philosophical foundations derived from a particular worldview. The term worldview, which originated from the German Weltanschauung (composed of Welt, ‘world’, and Anschauung, ‘view’ or ‘outlook’) refers to a world perception, or the concept and framework of ideas through which human interprets the human life and world. The term worldview, in general, refers to belief, doctrine, perspective and values in the sense that it supplies views, assumptions and images of how to perceive things. The worldview which is the perspective in understanding the existence and realities decorates the scientifc atmosphere, its direction as well as objectives. The worldview is also fundamental in supporting the development of a science and its progress. Mainstream economics is developed from the foundation of Secular Worldview which is characterized as materialist (excluding the metaphysics), reductionist (reducing the epistemological basis on positivism with atomistic perspective) and individualist (isolating individual from society). Islamic economics, on the other hand, is developed on the basis of Islamic worldview. The Islamic worldview is claimed to be more comprehensive, integrative and holistic in nature. This would make Islamic economics having a potential to answer the shortcoming found in conventional economics. The paper would explore the nature of worldview in Secular and Islamic tradition and its implications in developing discipline of economics and Islamic economics. The paper also seeks to develop some foundations for Islamic economics to be a distinct discipline.

Abstract

Islamic economics is currently moving from a mere discourse on economics in Islamic perspective towards becoming a distinct science of Islamic economics. There is a systematic effort from Islamic economic scientific community to develop a discipline of Islamic economics marked by a complete body of knowledge, clear subject matter, methodology/methodologies to appraise theories and continuous growth and accumulation of knowledge. This could be done if the scientific community put strong effort in explicating all the necessary foundations of science and achieve consensus on certain important aspect of discipline. In this paper we attempt to historically survey the development of Islamic economics towards becoming a distinct discipline, evaluate the current practices a adopted by the Islamic economics’ scientific community in settling up problems, and outlining forward agenda in order to achieve this discipline status.

Abstract

Islamic Financial industry is moving towards the global integration. There is a considerable acceptance of Islamic financial practices across the globe. Islamic finance is viewed positively as an attractive financial system that could be adopted in modern context. One of the reasons for this acceptance could be due to its ethical  promises. Islamic finance is perceived as an ethical based finance that is operating with a set of good ethics in financial dealings. With that ethical back up as the underlying principles in financial activities, there is wide expectation that it could offer a different perspective and approach in finance and a coherent perspective for understanding real economic problems faced by human being and hence could elegantly solve the crisis as regularly faced in the conventional financial system. Islamic finance is developed with the aim of capturing the moral high ground of banking and financial practices in an increasingly volatile world by offering a financial philosophy based on the triumph of ethics and dealing with customers in a more humanistic approach for the betterment of society. In this regard, the moral mastery is not only expected to be the hallmark of Islamic financial professionalism, but it is also desired to be naturally integrated in the system and its practitioners. Islamic finance aims to achieve a fair wealth circulation in society, fair and transparent financial dealings and justice in micro and macro dimension. The paper attempts to discuss the concept of ethics in Islamic finance, its basis, principles and objectives in the contemporary world.

Abstract

ABSTRAKAceh adalah wilayah Muslim terbesar di Indonesia dan sering disebut “Serambi Mekah”. Praktik ajaran Islam sangat penting diberlakukan seperti zakat dan bukan hanya sekedar sedekah biasa melainkan ajaran dalam Islam untuk menyelesaikan masalah ekonomi umat. Hal ini menunjukkan potensi zakat yang besar dilihat dari persentase dan jumlah masyarakat muslim yang besar di Aceh. Penelitian ini bertujuan untuk mengidentifikasi potensi zakat di Aceh dan menganalisis distribusinya di berbagai sektor di berbagai kabupaten dan kota yang berbeda, yang dapat memberikan wawasan berharga bagi pemerintah Aceh untuk meningkatkan pengumpulan zakat dan memastikan penggunaannya yang efektif. Potensi zakat yang dimiliki Provinsi Aceh baik dari sektor pertanian, perkebunan, peternakan, perusahaan, uang dan penghasilan. Penelitian ini menggunakan metode Indikator Pemetaan Potensi Zakat (IPPZ) yang diterbitkan oleh Badan Zakat Nasional (Baznas). Data diperoleh dari Badan Pusat Statistik (BPS) dan dianalisis dengan metode IPPZ dialanjutkan dengan pemetaan sehingga terlihat persebaran wilayah potensi zakat. Hasil analisis menunjukkan Provinsi Aceh memiliki potensi zakat sebesar Rp 3,79 Triliyun pertahunnya dengan Rp 422,53 Milyar pada sektor pertanian, Rp 277,33 Milyar pada sektor perkebunan, Rp 353,84 Milar pada sektor Peternakan, Rp 271,14 Milyar pada sektor Uang, Rp 2,35 Milyar pada sektor Perusahaan dan Rp 2,46 Triliyun pada sektor penghasilan. Daerah Kabupaten/Kota yang memiliki Potensi Zakat yang terbesar di Aceh yaitu Banda Aceh, Aceh Utara dan Bireuen.

Abstract

The transformation of Murabahah trade agreements into Murabahah financing agreements in banking institutions since the 1970s signifies a significant shift in the Islamic financial landscape. Intended to promote an economy that is just and blessed by Allah SWT, the murabahah financing agreement is a crucial instrument in realizing this goal. However, the evolution of this agreement from a straightforward trading pattern to a credit-based model in Islamic banking has deviated from the original Islamic financing characteristics, rendering it similar to conventional banking practices. This study argues that murabahah financing in Indonesian Islamic banking necessitates three key improvements. Firstly, a unified concept of the murabahah financing agreement should be formulated, consolidating the perspectives of the National Sharia Council of the Indonesian Ulama Council, the Financial Services Authority, Bank Indonesia, and the Indonesian Islamic banking sector. Secondly, the seven Islamic economic principles (tawhid, khalifah, 'adalah, amanah, shura', ta'awun, and ta'aruf) should be actualized in the terms and conditions of murabahah financing agreements between banks and customers. Lastly, the implementation of murabahah financing agreements should be centered on enhancing and developing customers' assets, aligning with the fundamental principles of Islamic finance

Abstract

Islamic banks whose operations are based on sharia principles offer financing products that not only attract Muslims but also attract non-Muslims. One of the financing products available at BSI is the People's Business Credit (KUR). The purpose of this research is to see how the implementation, the role of financing, and the views of non-Muslims towards KUR financing. This research is a qualitative research. The results of the study found (1) the implementation of financing at BSI KCP Peunayong 3 using a murabaha contract, the concept of murabaha contract is used through a murabaha bil wakalah contract. The customer selection procedure uses the 5 C principle (Character, Capital, Capacity, Collateral, and Condition). (2) The role of business financing applied by Bank Syariah Indonesia KCP Peunayong 3 brings benefits to the community, especially to non-Muslim entrepreneurs who take financing at the BSI. It can be seen from the growth of non-Muslim businesses that have increased turnover from 10% - 30% after taking KUR financing, customer growth has increased by 20% -50% and labor has increased insignificantly. (3) Opinions of non-Muslim entrepreneurs on KUR financing at BSI KCP Peunayong 3, namely: The principle of speed of process, the principle of justice, the principle of convenience.
