Abstract

Kegiatan penelitian ini secara strategis diproyeksikan sebagai instrumen solutif atas persoalan krusial terkait kesejahteraan masyarakat desa, khususnya masyarakat desa Raknamo Kecamatan Amabi Oefeto Kabupaten Kupang. Dengan menggunakan referensi terutama dari penelitian-penelitian sejenis yang terdahulu, penelitan ini diharapkan menghasilkan diferensiasi dan nilai-nilai kebaruan pembangunan dalam pengembangan teoritikal dan aplikasi khasanah keilmuan dalam bidang pemberdayaan masyarakat. Adapun yang menjadi tujuan penelitian ini adalah memberi gambaran realitas kondisi sosial ekonomi, aksesibilitas pada desa Raknamo Kecamatan Oefeto Amabi Kabupaten Kupang Provinsi Nusa Tenggara Timur (NTT), serta merumuskan strategi implementasi kebijakan pemberdayaan masyarakat Kabupaten Kupang, Provinsi NTT. Sedangkan tujuan jangka panjangnya, secara khusus adalah memberikan usulan perbaikan kebijakan pemerintah daerah dalam penanganan program pemberdayaan masyarakat di Kabupaten Kupang Provinsi NTT. Untuk mewujudkan tujuan tersebut, tim peneliti melakukan telaah teori dan konsep implementasi kebijakan pemberdayaan masyarakat dengan menggunakan perspektif kebijakan publik. Tujuannya agar perspektif tersebut bisa mengarahkan fokus penelitian pada kerangka penelitian dan analisis secara tepat, relevan, aplikatif, terukur dengan metodologi yang bisa dipertanggungjawabkan secara ilmiah. Secaraumumhasil penelitian menunjukan implementasi kebijakan pemberdayaan masyarakat DesaRaknamotelah berjalan dengan baik.Namun secara makro di Desa Raknamo Kecamatan Amabi Oefeto Kabupaten Kupang masih terdapat kendala.Rekomendasi yang disampaikan perlu pembenahan aspek sumber daya dan peningkatan komitmen berbagai unsur untuk keberhasilan kebijakan ini. Hasil penelitian tersebut kemudian akan diderivasi sebagai konsep-konsep baru implementasi kebijakan pemberdayaan masyarakat berdasarkan konteks sosial lokal sehingga pada akhirnya mampu memberi kontribusi konkret bagi capaian strategi program pemberdayaan masyarakat.

Abstract

This research was conducted to determine the strategy for increasing local taxes implemented by the Regional Revenue Agency of Timor Tengah Utara Regency. The results of this research show that the regional taxes of North Central Timor Regency have not been running optimally because of the 9 (nine) types of taxes not all of them have contributed to the Regional Original Income. A strategy for increasing local taxes through intensification and extensification is needed. Intensification includes 1) aspects of institutional arrangement, 2) aspects of management which include processing regional tax data, determining regional tax data as well as collecting and collecting local taxes. 3) personnel aspects. while the extensification aspect is related to data collection and verification as well as socialization of local taxes. Furthermore, the ratio of the contribution of local taxes to the regional revenue of North Central Timor Regency is still insufficient, the local taxes that contribute the most to local revenue are street lighting taxes while the least contributed taxes are groundwater taxes. In the implementation of regional taxes, there are several supporting factors in the form of the availability of adequate facilities and infrastructure, adequate budget and cooperation with State-Owned Enterprises (BUMN) and Regional-Owned Enterprises (BUMD), while the inhibiting factor is the low awareness of taxpayers, unscrupulous officials. dishonest and not yet integrated local tax information system with regional income.

Abstract

ABSTRACTThis research is intended to analyze and describe the Socio-Economic Impact of the Ikat Weaving Women's Group Empowerment Program in Letmaffo Village, Insana Tengah District, North Central Timor Regency. To answer this problem, it is supported by various theories that have relevance to the research phenomenon. This research is a qualitative study using the Milles and Huberman data analysis technique. The results of the study explain that the socio-economic impact on the weaving empowerment group also faces many obstacles, namely related to indicators of increasing household economy, this has not been going well because the economic income of group members has even decreased due to low productivity results and low prices woven fabrics in the market, another obstacle is the indicator of the development of the group's economic structure on this indicator, the goal is that this group of weaving ties must have a market place or place to market productivity results but this has not been achieved so that the village of Letmaffo weaving group still uses the long time in sales even productivity. The factors that support and hinder the socio-economic impact on the empowerment of the Letmaffo village weaving group are lack of capital, limited human resources, weak business networks, use of traditional production tools and limited market access.Key words: socio-economic impact, empowerment of the weaving group.

Abstract

Indonesia mempunyai potensi kopi yang cukup besar dan merupakan produsen kopi terbesar kedua di dunia setelah Brazil. Menurut Asosiasi Kopi Spesial Indonesia (SCAI)(Limpo, 2023), kedai kopi di Indonesia akan tumbuh hingga 20% pada tahun 2020. Fenomena ini pula yang menginspirasi pemerintah untuk mendorong produsen kopi menciptakan produk kopi yang berkualitas dan berdaya saing tinggi. Penyediaan wisata kopi sebagai salah satu travel pattern di Indonesia menjadi perhatian pemerintah untuk diintervensi. . Provinsi NTT merupakan provinsi dengan perkebunan kopi pada beberapa Kabupaten termasuk Kabupaten Manggarai Timur. Salah satu program di Kabupaten Manggarai Timur sebagai daerah penghasil kopi perlu diintervensi sebagai agrowisata sehingga memiliki daya tarik Kampung Kopi sekaligus menjadi sentra Agrowisata menarik para wisatawan lokal maupun mancanegara. Intervensi yang dilakukan untuk mensolusi salah satu masalah publik yaitu kerawanan pangan. Permasalahan yang menjadi prioritas dalam kegiatan pengabdian mayarakat kali ini adalah soal pemahaman tentang Pengembangan Agrowisata Kopi di desa. Perlu ada pemahaman tentang bagaimana kebijakan yang disiapkan oleh Pemerintah secara bersinergi. Pada level pemerintahan desa untuk mensosialisasikan kepada masyarakat sebagai petani kopi dengan mengacu pada pengembangan Kawasan kopi sebagai agrowisata untuk meningkatkan kesejahteraan masyarakat. Kombinasi inilah yang akan membuat kopi sebagai komoditas unggulan semakin dikenal dalam rangka mendukung program Pemerintah Daerah Kabupaten Manggarai Timur yang akan mengembangkan konsep Agrowisata Kampung Kopi dipusatkan pada desa Colol Kecamatan Lamba Leda Timur.

Abstract

Hasil penelitian ilmiah sangat bermanfaat bagi perluasan dan peningkatan ilmu pengetahuan dan pemecahan masalah, namun manfaat tersebut akan sulit dicapai jika hasil penelitian ilmiah tidak didiseminasikan. Saat ini, jumlah hasil penelitian ilmiah tentang Ilmu Administrasi Publik pada FISIP Undana sangat banyak, namun diseminasinya lebih sering dilakukan di lingkungan kampus. Karena itu, diseminasi hasil penelitian Administrasi Publik dari FISIP Undana penting untuk dilakukan juga pada khalayak sasaran yang lebih luas, terutama pemerintah daerah. Hasil penelitian administrasi publik dari FISIP Undana yang relevan untuk didiseminasikan melalui kegiatan pengabdian ini adalah riset tentang kebijakan cendana, desa Adat dan Badan Usaha Milik Desa (BUMDes). Khalayak sasaran dari kegiatan diseminasi hasil penelitian ini adalah Organisasi Perangkat Daerah (OPD), pemerintah Kecamatan dan desa, sedangkan metode yang digunakan adalah ceramah, diskusi dan dialog. Kegiatan ini telah dilaksanakan di Balitbangda Kabupaten TTS pada 18 Juni 2023 dan telah berhasil sesuai harapan yaitu peningkatan pengetahuan, motivasi dan komitmen peserta untuk mengaplikasikan materi tersebut secara profesional dalam penyelenggaraan pemerintahan daerah dan pelayanan publik. Diseminasi hasil penelitian Administrasi Publik yang bertujuan untuk memperluas dan meningkatkan ilmu pengetahuan dan praktek pemerintahan daerah dan pelayanan publik kepada perangkat pemerintah daerah perlu dilakukan secara kontinyu.

Abstract

Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan faktor-faktor yang memengaruhi efektivitas hubungan kerja Komisioner dengan Sekretariat Komite Pemilihan Umum (KPU) Provinsi Nusa Tenggara Timur (NTT) dalam pelaksanaan tugas organisasi. Penelitian ini menggunakan metode kualitatif dengan jenis penelitian studi kasus instrumental dan prosedur pengumpulan data menggunakan wawancara mendalam dan studi dokumen. Validasi data dengan teknik triangulasi sumber. Hasil penelitian menunjukkan bahwa efektivitas hubungan kerja sekretariat dan komisioner dalam penyelenggaan kegiatan baik pada tahapan penyelenggaraan pemilu maupun kegiatan-kegiatan pascapemilu belum sepenuhnya mempedomani hubungan kerja sebagaimana diatur dalam regulasi. Penyebabnya beragam, di antaranya kualitas sumber daya manusia Sekretariat yang masih membutuhkan peningkatan melalui pendidikan dan pelatihan yang intens. Selain itu, sarana hubungan kerja seperti kebijakan yang merupakan kewenangan KPU dan implementasinya yang menjadi kewenangan sekretariat belum sepenuhnya berjalan sesuai dengan mekanisme hubungan kerja yang diatur dalam tata kerja. Prosedur dan tata kerja belum optimal dilaku- kan, ketiadaan Standar Operasional Prosedur (SOP) pun menjadikan orientasi pelaksanaan tugas cendrung mengutamakan hasil daripada proses.

Abstract

The aim of this research is to determine the role of local government in preserving historical sites in order to optimize local revenue and what factors hinder the preservation of Taman Renungan Bung Karno as a historical site in Ende Regency. This type of research is descriptive with a qualitative approach. The results of the research show that the role of local government in preserving historical sites at Taman Renungan Bung Karno in the aspects of motivator, facilitator and dynamist has not been carried out effectively. The government must be more active in carrying out innovations in promoting tourism and disseminating information regarding the Bung Karno Reflection Park through outreach activities and seminars. The government also needs to provide supporting infrastructure such as bathrooms/toilets which are vital tourist needs, repair damaged park facilities, including tightening supervision in the park.

Abstract

The Kupang State Politani Strategic Plan (Renstra) for 2015-2019 is the primary reference in preparing the Work Plan (Renja) and Budget Work Plan (RKA). Therefore each work unit is required to propose and align activities in the Strategic Plan so that it will be more focused and planned in achieving the targets that have been set. However, in its implementation, many obstacles were found in the program and budget preparation process, where some of the processes needed to meet the activity performance indicators previously set in the strategic plan. This research is qualitative, with primary and secondary data collected through interviews, documentation and observation. Then the data collected is analyzed using data analysis techniques from Miles & Huberman consisting of three streams of activities that coincide, namely: data reduction, data presentation, and conclusion/verification. The results of the study found that the accountability of program planning activities and budgets to improve performance at the Kupang State Polytechnic was analyzed using the Process accountability model, namely; (a) fast service to activity program planning and budgeting, (b) responsive to activity program planning and budgeting and (c) low cost to activity program planning and budget has not been fulfilled while for inhibiting factors the accountability of activity program planning and budgeting to improve performance at the Kupang State Politany are; (a) human resource performance, (b) incidental or emergency priority needs that must be used at that time and, (c) leadership changes that can change program planningactivities and budgets at the Kupang State Politani.

Abstract

This study analyzed performance-based budget management at STAKN in 2018-2020. This study examines STAKN's 2018-2020 performance-based budgeting. This type of research is a case study with a qualitative descriptive method. The type of data used is primary data in the form of interviews with key informants and secondary data originating from the financial reports of STAKN Kupang and other supporting data for three years, namely 2018-2020. The study shows that the implementation of performance-based budgeting at STAKN Kupang in terms of input, output, and outcome indicators is in line with the theory. The study shows that the implementation of performance-based budgeting at STAKN Kupang in terms of input, output, and outcome indicators is in line with the theory. At the planning stage, it is not optimal because specific points in the Strategic Plan are irrelevant in the work program; budget proposals from units and study programs are not all absorbed in the DIPA; and planning has not been maximized, causing several revisions in the current budget year. All input and output indicators have been met at the budget's implementation stage. It is just that the outcome indicators at this stage cannot be appropriately measured. Furthermore, all indicators have been fulfilled at the budget evaluation stage and are following the performance-based budgeting theory and the budget reporting stage. At the reporting stage, STAKN Kupang has implemented it on time and can be accounted for following applicable regulations.

Abstract

This research aims to determine the model of the Village Head's working relationship with the Village Consultative Body (BPD) in administering village government and the factors inhibiting the Village Head's working relationship with the BPD in administering the Golo Lero Village government. So, the research method used in this research is descriptive qualitative. Data collection uses observation, interview and documentation techniques. Data analysis uses interactive data analysis, according to Miles and Huberman. The results of this research show that the working relationship model between the Village Head and the BPD in administering Village Government is the Dominative Model and the Conflictual Model because in discussing and agreeing on village regulations, the village head is very dominant in making or determining village regulations as well as the opinions and decisions made by the Village head is absolute and becomes a final decision. As a village legislative institution, the BPD has a vital role in formulating village regulations but is often absent in the formulation or enactment of village regulations. It was also found that several inhibiting factors were in implementing the Village Head's working relationship with the BPD, namely conflicts of interest, Village Election Resentment, low quality of Human Resources, and low BPD allowances.
