Abstract

Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan faktor-faktor yang memengaruhi efektivitas hubungan kerja Komisioner dengan Sekretariat Komite Pemilihan Umum (KPU) Provinsi Nusa Tenggara Timur (NTT) dalam pelaksanaan tugas organisasi. Penelitian ini menggunakan metode kualitatif dengan jenis penelitian studi kasus instrumental dan prosedur pengumpulan data menggunakan wawancara mendalam dan studi dokumen. Validasi data dengan teknik triangulasi sumber. Hasil penelitian menunjukkan bahwa efektivitas hubungan kerja sekretariat dan komisioner dalam penyelenggaan kegiatan baik pada tahapan penyelenggaraan pemilu maupun kegiatan-kegiatan pascapemilu belum sepenuhnya mempedomani hubungan kerja sebagaimana diatur dalam regulasi. Penyebabnya beragam, di antaranya kualitas sumber daya manusia Sekretariat yang masih membutuhkan peningkatan melalui pendidikan dan pelatihan yang intens. Selain itu, sarana hubungan kerja seperti kebijakan yang merupakan kewenangan KPU dan implementasinya yang menjadi kewenangan sekretariat belum sepenuhnya berjalan sesuai dengan mekanisme hubungan kerja yang diatur dalam tata kerja. Prosedur dan tata kerja belum optimal dilaku- kan, ketiadaan Standar Operasional Prosedur (SOP) pun menjadikan orientasi pelaksanaan tugas cendrung mengutamakan hasil daripada proses.

Abstract

Strategi kebijakan adalah apa yang ingin diubah oleh pemerintah baik berupa agendanya, dan cara-cara di mana lembaga akan bergerak untuk membantu mencapai agenda ini. Tujuan penelitian ini adalah untuk mengetahui bagaimana strategi kebijakan perlindungan pekerja migran Indonesia, kendala-kendala dalam pelaksanaannya dan bagaimana proyeksi yang harus dilakukan. Penelitian ini menggunakan teori kebijakan publik dengan jenis penelitian kualitatif dan teknik pengumpulan data menggunakan observasi, wawancara dan studi dokumentasi. Lokasi Penelitian secara umum di NTT lebih khususnya BP3TKI Kupang. Analisis data menggunakan model Miles dan Huberman. Hasil penelitian ini adalah ketidakoptimalnya kebijakan perlindungan PMI Berdasarkan UU Nomor 18 Tahun 2017,  yaitu: belum adanya peraturan pemerintah daerah terkait jaminan dan perlindungan PMI sebagai turunan dari UU Nomor 18 Tahun 2017, aksesibilitas atau jalan menuju daerah pedalaman yang tidak mendukung untuk melakukan sosialisasi terkait dengan perlindungan CPMI/PMI, Alur-alur penempatan CPMI/PMI dan pemberdayaan masyarakat , SDM CPMI dan PMI tidak berkompten yang juga tidak didukung dengan bekal tingkat pendidikan yang memadai, banyaknya perusahaan penyalur yang ilegal sehingga memberangkatkan CPMI tanpa dokumen lengkap dan tidak mendapatkan pendidikan dan pelatihan dan Keberadaan PMI saat bekerja yang sangat dibatasi interaksinya dengan lingkungan sekitar. Dari hasil penelitian yang dilakukan maka direkomendasikan agar Pemerintah dalam hal ini BP3PMI dapat lebih mengoptimalkan implementasi UU Nomor 18 Tahun 2017 agar perlindungan terhadap PMI dapat tercapai.

Abstract

The aim of this research is to analysis the influence of determinant (input) and process factors toward the performance (output) quality of Land Agency in Rote Ndao Regency. Variables used in this study are six independent variables and one dependent variable. The six independent variables are human resources supply, budget supply, facilities supply, infrastructure supply, bureaucracy efficiency and work dicipline, whereas the dependent variable is performance quality. The population of this study consists of 30 employees Land Agency in Rote Ndao Regency. Sampling techniques is sampling saturated. Data analysis used in this research is Spearman’s correlation analysis. Data analysis result shows that the six independet variables have significant influnce toward the dependent variable partially and simultaneously.

Abstract

The aim of this research is to analyzes determinant factors (input) and determinant factor (process) to employee working quality (output) in Land Agency in Rote Ndao regency. Abstract

Purpose: The purpose of this study is to analyze saving and loan business management strategy in Satu Hati Village-Owned Enterprises (BUMDes) In Naimana Village, Central Malaka Sub-District, Malaka District. Research methodology: This research used a descriptive research method with a qualitative approach. This research used purposive sampling technique. Results: The results of this study found that communication and cooperation are not good enough, there are no binding rules, and recording and bookkeeping are not in accordance with the borrower's deposit. Limitations: This research only analyzes Management Strategies for Savings and Loans at Satu Hati Village-Owned Enterprises (BUMDes) in Naimana Village, Central Malaka Sub-District, Malaka Regency. Abstract

Purpose: The purpose of this research was to describe and analyse society participation in the Village Fund for Development Program in Kletek Village, Central Malaka District, Malaka Regency. Research Methodology: This research is qualitative in nature. The informants who were selected purposively were 21 people. Results: The findings in this study are that society does not participate because the village apparatus is less open in capturing society’s aspirations, and there is no publication to the society so that it appears that government officials tend to be closed off about the use of funds. Limitations: The limitation of this research is that the research only focuses on the Kletek Village society’s participation in the Village Fund Program. Abstract

Purpose: This study aimed to determine the influence of individual competence, workload, and incentives on the interest of State Civil Servants for the positions of Commitment-Making Officials in Malaka Regency. Research methodology: The type of method in this research is quantitative research method. The sampling techniques used are Non-probability Sampling method and Saturated Sampling technique. The data analysis techniques are simple linear regression and multiple linear analyses. Results: The results of this study are that partially, individual competence, workload, and incentives have a positive but not significant effect on the interest of civil servants in the Commitment-Making Official Positions in Malaka Regency. Individual competence, workload, and incentives simultaneously have a positive and significant effect on the interest of civil servants in commitment-making positions in Malaka Regency. Limitations: Research variables are complex and research results may change in the future. Contribution: The findings of this study can be used as the basis for evaluating the Malaka local government bureaucracy and can be scientific information for students of the public administration program.

Abstract

Purpose: This study aimed to analyze the implementation of the Building Construction Permit policy and to analyze the inhibiting factors for implementing the Building Construction Permit policy based on the Regional Regulation of South Timor Tengah regency Number 7 of 2015 in So'e city, South Timor Tengah regency. Research methodology: This research was qualitative research using a descriptive approach. The data were collected through interviews, observation and documentation. Results: The inhibiting factor for the implementation of the Building Construction Permit policy in So’e city, South Timor Tengah regency is the limited resources in the form of human resources, financial resources, operational resources, buildings that are not in accordance with spatial planning and many buildings that violate the boundary lines as well as public understanding of building permit regulations. Limitations: This study only analyzed the implementation of the Building Construction Permit policy based on the Regional Regulation of South Timor Tengah regency Number 7 of 2015 in So’e city, South Timor Tengah regency. Abstract

Purpose: This study aimed to determine the role of indigenous institutions in implementing the Oetulu village Empowerment Policy of Musi district of North Central Timor regency. Research methodology: The research method in this study was a descriptive research method with a qualitative approach. This study used policy implementation theory models from Donald Van Meter and Carl E. Van Horn (1975)). Results: Six variables affect the implementation, namely: First, policy standards in the form of rules related to indigenous institutions in Oetulu village have been flawed at the formulation stage. Second, the human resources of Oetulu village indigenous institutions are not utilized by the Village Government. Third, communication between organizations and strengthening activities is still not effective. Fourth, the implementing agent has an open level of communication both vertically and horizontally, but this communication is constrained at the vertical level. Fifth, economic conditions in the jurisdiction or implementing organization are not enough to support the implementation of the policy and. Sixth, the disposition of the implementer. Limitations: This research only discusses the role of indigenous institutions in implementing the community empowerment policy of Oetulu village, Musi district of North Central Timor regency. Contribution: This research becomes scientific information for public administration science.
