Abstract

Research aims: This research assessed the struggles of the village-owned enterprise of Raknamo Village in Kupang Regency, East Nusa Tenggara Province, to enhance performance.Design/Methodology/Approach: This research used a qualitative approach consisting of stages, such as data collection, data reduction, data display, and conclusion drawing. It collected data through in-depth interviews, non-participant observation, and document review. It analyzed data on performance indicators: resource provision, task implementation, outputs, and goal attainment that the village-owned enterprise struggles to accomplish.Research findings: This research uncovered that the village-owned enterprise of Raknamo Village faces difficulties even now, thus generally performing low in its efforts to provide resources needed, such as personnel, finances, and facilities, implement tasks, produce outputs/products, and attain goals. Specifically, it performed relatively well in renting tents and chairs, increasing little profit; however, it performed poorly in the savings and loan business and traditional weaving home industry, thus experiencing financial loss. The primary factors affecting such performance were the core managers' low managerial and entrepreneurial skills, financial inability and low cooperative attitude of the village society to repay loans, inability of village society to do profitable business, and low income.Theoretical contribution/Originality: This research evaluated the struggles of the village-owned enterprise of Raknamo Village in Kupang Regency to boost performance, which prior studies have not widely investigated. Theoretically, this research is expected to add specified academic or analytical insight into the village-owned enterprises struggling as small business organizations to improve performance.Practitioner implication: The finding has profound implications that eliminating difficulties that hinder the village-owned enterprise’s performance and building its ability to perform better hereafter are both necessary. To reach this expectation, the government should create a capacity-building program for the village-owned enterprise.

Abstract

Penelitian dilakukan di BPK Perwakilan Provinsi NTT. Tujuan dari penelitian adalah untuk mengetahui pengaruh kepemimpinan, pembinaan pegawai, komunikasi, lingkungan kerja, kepuasan kerja, budaya kerja dan kesejahteraan terhadap semangat kerja pegawai pada BPK Perwakilan Provinsi NTT. Pengambilan sampel dilakukan dengan menggunakan metode Slovin. Dari 197 pegawai (populasi), 134 pegawai yang dijadikan sebagai sampel. Data penelitian diperoleh melalui kuesioner. Kuesioner diukur menggunakan skala Likert. Analisis data menggunakan metode regresi linier berganda dengan perangkat lunak SPSS versi 27. Hasil penelitian menunjukkan bahwa: (1) variabel kepemimpinan, komunikasi dan kesejahteraan pegawai berpengaruh signifikan terhadap semangat kerja; (2) pembinaan pegawai; lingkungan kerja, kepuasan kerja, budaya kerja tidak berpengaruh signifikan terhadap semangat kerja; (3) kepemimpinan, pembinaan pegawai, komunikasi, lingkungan kerja, kepuasan kerja, budaya kerja dan kesejahteraan pegawai secara simultan berpengaruh signifikan terhadap semangat kerja sebesar 59,3%, sedangkan sisanya 40,7% dipengaruhi oleh faktor lain.

Abstract

The Corruption-Free Region (WBK) and the Clean and Serving Bureaucratic Area (WBBM) are predicates from the government given to work units that are completely free from practices of corruption, collusion and nepotism, as well as to clean and healthy work units honest in serving the community. The purpose of this study was to describe and analyze what were the inhibiting factors of the Class IIB Kefamenanu Rutan as a UPT that had not yet received the WBK/WBBM predicate and to describe and analyze the strategy in obtaining the WBK/WBBM predicate in the Class IIB Kefamenanu Rutan using the SOAR approach. This type of research uses descriptive qualitative research methods, where this method can produce research in the form of ten inhibiting factors for Class IIB Rutan not getting the title as WBK/WBBM, namely supporting facilities and infrastructure, job analysis and workload analysis, internalization of WBK and WBBM on employees, employee comfort zones, WBK/WBBM budgets, notification of reasons for failure, the impact of the COVID-19 pandemic, solidity and cohesiveness of the employee work team, apathetic work culture, and leadership changes in the current year. There are four recommended strategies, namely the need to increase internal rotation and mutation, measurable rewards and punishments, the formation of an imitation study team, and the need to involve subordinates in every collaboration between organizations.

Abstract

Perubahan status kelurahan menjadi desa merupakan suatu bentuk penataan yang dilakukan oleh pemerintah yang diatur melalui Undang-undang Nomor 6 Tahun 2014 tentang Desa dan Permendagri Nomor 1 Tahun 2017 Tentang Penataan Desa. Berdasarkan kondisi empirik tentang kelurahan yang berstatus calon desa di kabupaten Alor telah memenuhi ketentuan perundang-undangan,  Selain itu juga telah dilakukan riset mengenai perubahan status desa menjadi desa Adat. Kedua bentuk perubahan tersebut membentuk konfigurasi baru tentang kondisi desa yang ada di kabupaten Alor. Masalahnya kemudian adalah bagaimana menata struktur pemerintahan desa yang ada di desa tersebut. Pengabdian kepada masyarakat yang dilakukan oleh Tim PKM Prodi Magister Ilmu Administrasi Publik Fisip Undana bertujuan memberikan sosialisasi kepada stakeholders tentang penataan struktur pemerintahan desa di kabupaten Alor. Kegiatan PPM ini juga mengharapkan masukan dari stakeholders tentang struktur yang ideal bagi desa-desa yang memiliki ciri desa Adat dan penamaan suku. Hasil kegiatan sosialisasi tentang penataan struktur pemerintahan desa telah berhasil memberikan pemahaman kepada stakeholders tentang struktur pemerintahan desa. Sosialisasi juga berhasil menjaring aspirasi masyarakat tentang perubahan status sebagian wilayah kelurahan menjadi desa, yaitu pada masalah penataan batas wilayah desa dan kelurahan.

Abstract

Penelitian ini bertujuan untuk untuk menganalisis dan mendeskripsikan peran Badan Penanggulangan Bencana Daerah dalam menaggulangi bencana banjir dan untuk menganalisis dan mendeskripsikan faktor apa saja yang menghambat Badan Penanggulangan Bencana Daerah dalam menanggulangi bencana banjir di Kabupaten Malaka. Jenis penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif yang berlokasi di Badan Penanggulangan Bencana Daerah (BPBD) Kabupaten Malaka, Provinsi Nusa Tenggara Timur. Berdasarkan hasil penelitian yang dilakukan penulis dengan menggunakan 3 indikator yang sesuai dengan prinsip, tugas dan fungsi BPBD menurut UU Nomor 24 Tahun 2007 yakni Pra Bencana merupakan kegiatan untuk mengantisipasi bencana melalui penyampaian informasi kepadam masyarakat, disini penulis menganggap penyampaian informasi yang dilakukan oleh BPBD sudah baik namum ada beberapa wilayah yang sulit menerima informasi dikarenakan sulit mengakses informasi tersebut. Saat Bencana merupakan tindakan yang diambil secara cepat menyusul terjadinya bencana, disini penulis menganggap tindakan yang dilakukan oleh BPBD sudah cukup baik namun ada kendala yang dapat menghambat kinerja dikarenakan masih kekuarangan SDM dan kekurangan dana. Pasca Bencana merupakan kegiatan guna membantu korban bencana untuk kembali pada kehidupan normal, disini penulis menganggap kegiatan yang dilakukan oleh BPBD sudah cukup baik namum masih ada kendala ketika saat melakukan evakuasi masyarakat yakni kerusakan pada akses jalan yang menuju wilayah yang terdampak banjir.

Abstract

This study aims to analyze the impact of tourism on community livelihoods in Fatumnasi Village and Eonbesi Village, South Central Timor District, East Nusa Tenggara. Tourism is recognized as an important sector in local economic development, especially in remote areas with distinctive natural and cultural potential. Nonetheless, tourism development also presents challenges related to the balance between economic benefits and environmental and cultural sustainability. The research method used was a qualitative approach with in-depth interviews, participatory observation, and document analysis. The results show that tourism has a positive impact on increasing income and community awareness of cultural preservation, but the economic benefits are not evenly distributed, causing social inequality. In addition, government involvement in supporting infrastructure and community empowerment is still limited. The novelty of this study lies in the identification of specific factors that support or hinder the sustainability of CBT in remote areas, which makes an important contribution to the development of literature related to tourism and sustainable livelihoods in the Asia-Pacific region. The study also provides strategic recommendations for policymakers to optimize the economic benefits of tourism while maintaining the sustainability of the local environment and culture.

Abstract

The results of the study showed that the accuracy of the program's targets was less effective, where there were still people who were included in the prosperous category but were KIS participants. Program socialization was considered less effective because the health center provided information through existing activities without conducting socialization to the community in general. The program's objectives were effective, where they were in accordance with the objectives of the KIS program. Program monitoring was considered less effective because there was no direct monitoring or supervision and evaluation of the KIS user community. Supporting factors for KIS program services at the Manubelon Health Center UPTD were free medical costs, while inhibiting factors were lack of information, lack of accessibility, and lack of supervision and evaluation of the Healthy Indonesia Card program.

Abstract

This study will discuss the factors that influence the intrinsic motivation of lecturers in the process of functional promotion from Lecturer to Associate Lecturer in the State Christian Religious College (PTKKN) under the auspices of the Ministry of Religious Affairs of the Republic of Indonesia, namely the State Christian Institute (IAKN) Kupang. In addition, this study will also analyze the efficiency of the administrative procedures applied in the process, including the obstacles faced and efforts to improve them. The method used is a qualitative research method with a case study research type. The findings and analysis of the intrinsic motivation of lecturers at IAKN Kupang in applying for functional promotion from Lecturer to Associate Lecturer are driven by the need to achieve recognition and self-actualization as described in Maslow's theory. The lecturers' desire to develop academically, gain recognition for scientific performance, and contribute more broadly to the tridharma are the main driving forces. However, this motivation cannot always be implemented optimally due to obstacles in the efficiency of administrative procedures. Irregular flow, minimal mentoring, and lack of clarity of technical information lead to feelings of insecurity, confusion, and psychological exhaustion, which directly reduce the lecturers' intrinsic motivation. Low administrative efficiency not only impacts individual productivity but also has implications for the overall development of the institution. Therefore, the success of the lecturer promotion process is inextricably linked to the integration of the lecturer's intrinsic motivation and an efficient and supportive institutional administration system.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh Pengaruh Lingkunga Kerja Non Fisil dan Kompensasi Financial terhadap Disiplin Kerja dan Kinerja Karyawan . Penelitian ini dilakukan pada Perumda Air Minum Kab. Kupang yang berlokasi di Jalan Anggrek No. 14, Kelurahan Oebufu ,Kecamatan oebobo, Kota Kupang, Nusa Tenggara Timur.  Populasi yang digunakan dalam penelitian ini adalah karyawan PDAM Kabupaten Kupang yang berjumlah 214. Data yang digunakan dalam penelitian ini primer dan sekunder. Data primer dalam penelitian ini diperoleh langsung dari responden dengan menggunakan daftar pertanyaan berupa kuisoner yang telah disiapkan penulis. Penelitian ini data sekundernya diperoleh dari perusahaan yang dilihat dari dokumentasi perusahaan, referensi dan informasi lain yang berhubungan dengan penelitian. Data primer yang didaptkan secara kuisioner dianalisis dengan alat analisis smart PLS 4.0.

Abstract

Purpose: This research aims to analyze the implementation of policies on developing Indonesian migrant workers’ families in the field of economic empowerment in Kupang city. Research methodology: The method used in this research is a qualitative research method with a case study approach. Results: The implementation of the family empowerment program for Indonesian workers is going well. This is supported by the existence of good communication, the availability of information and human resources, the influence of the position, and organizational arrangements to run the program in accordance with the SOP. Limitations: This research only analyzes the implementation of policies on the development of Indonesian migrant workers’ families in the field of economic empowerment in Kupang city. Contribution: This research becomes scientific information for public administration science.
