Abstract

Penelitian ini mengkaji persepsi, pemahaman, dan pengalaman lapangan para pelaksana program desa terkait adopsi sistem penyaluran Dana Desa secara non-tunai di Desa Dlisenkulon, Kabupaten Purworejo. Dengan menggunakan desain studi kasus kualitatif, data dikumpulkan melalui wawancara semi-terstruktur, observasi partisipatif, dan analisis dokumen. Temuan penelitian menunjukkan bahwa kebijakan non-tunau dana desa telah mendorong disiplin administratif dan transparansi keuangan. Namun demikian, pelaksana menghadapi berbagai tantangan, seperti keterlambatan dalam pemrosesan dokumen, rendahnya literasi digital, dan infrastruktur perbankan yang belum optimal. Studi ini menyimpulkan bahwa implementasi yang efektif tidak hanya membutuhkan kesiapan teknis, tetapi juga ekosistem digital yang inklusif serta koordinasi lintas lembaga yang berkelanjutan di tingkat akar rumput.

Abstract

Pariwisata merupakan salahsatu aktifitas perekonomian yang mampu menjadi daya ungkit bagi kesejahteraan masyarakat. Pariwisata memegang peranan penting dalam upaya mewujudkan kesejahteraan masyarakat. Melalui aktifitas kepariwisataan, beragam potensi dapat ditumbuhkembangkan mulai dari penyerapan tenaga kerja, pemasaran produk kuliner dan souvenir hingga pada upaya pelestarian alam dan lingkungan. Pengabdian ini bertujuan untuk melakukan pendampingan Kalurahan Banjarsari dalam mewujudkan Desa Wisata yang ramah lingkungan berdasarkan potensi lokal. Metode yang digunakan dalam pengabdian yaitu dengan melakukan observasi partisipatoris guna mengidentifikasi potensi local desa yang menunjang terwujudnya Desa Wisata. Data dikumpulkan dengan melakukan penulusuran dokumen serta wawancara dengan berbagai pihak yang terkait langsung dengan rencana pembentukan Desa Wisata mulai dari Lurah beserta perangkatnya, Kelompok Sadar Wisata Mustika Banjar serta tokoh-tokoh masyarakat. Adapun tahapan Pengabdian dimulai dari identifikasi potensi, sosialisasi terhadap siteplan sebagai bagian dari Masterplan Desa Wisata dan Evaluasi Perencanaan. Hasil Pengabdian menemukan bahwa ada keinginan kuat dari Lurah beserta perangkatnya serta masyarakat atas terwujudnya Desa Wisata. Hal ini didukung dengan adanya kegiatan masyarakat dengan swadaya membangun dan mematangkan Puncak Sigong sebagai salahsatu objek Wisata desa. Disamping itu Tim Pengabdi juga menemukan bahwa Pokdarwis belum maksimal menjalankan tugas dan fungsinya karena kurangnya rasa percaya diri dalam mengelola potensi yang ada.

Abstract

Education is a fundamental right of every child and the key to individual and societal development. However, in Magelang Regency, around 1,200 school-aged children were not enrolled in formal schools in 2023. Many factors such as social stigma, limited access, and poverty contribute to this issue. Children from low-income families tend not to continue their education due to costs and the distance to school. This research applies a subjective approach with a case study to understand the reality of school dropouts in Magelang Regency. Five informants were randomly selected: two teachers, two parents, one student, and one representative from an educational institution. The data was obtained through semi-structured interviews and analyzed thematically. This research also involves a Systematic Literature Review of ten articles to support the findings. The results of interviews with five informants—teachers, parents, students, and representatives from the Education Office—show that some of the main reasons why children in Magelang Regency do not attend school are family financial issues, lack of desire to learn, and limited access to schools. Although scholarships and alternative learning programs have been used to help children return to school, there are still issues, particularly related to parental social support. The research conclusion shows that the issue of children are out of school (ATS) in Magelang Regency is influenced by limited access to education and a lack of motivation. The difficult economic conditions of the family force children to work, hindering their education. Although there are efforts from the Education Office to provide assistance and alternative programs, synergy between the government, schools, and the society community is essential for improving the access and awareness of education. ABSTRAKPendidikan adalah hak dasar setiap anak dan kunci perkembangan individu serta masyarakat. Namun, di Kabupaten Magelang, sekitar 7.897 anak usia sekolah tidak terdaftar di sekolah formal pada 2023. Faktor-faktor seperti stigma sosial, akses terbatas, dan kemiskinan berkontribusi pada masalah ini. Anak-anak dari keluarga kurang mampu cenderung tidak melanjutkan pendidikan akibat biaya dan jarak sekolah yang jauh. Penelitian ini menerapkan pendekatan subjektif dengan model telaah kasus untuk memahami realita anak putus sekolah di Kabupaten Magelang. Lima informan dipilih secara acak: dua guru, dua wali murid, satu murid, dan satu perwakilan lembaga pendidikan. Data diperoleh melalui tanya jawab semi-terstruktur dan dikaji secara tematis. Riset ini juga melibatkan Systematic Literature Review dari sepuluh artikel untuk mendukung temuan. Hasil wawancara dengan lima informan; guru, wali murid, siswa, dan perwakilan dari Dinas Pendidikan dan Kebudayaan menunjukkan bahwa beberapa alasan utama mengapa anak-anak di Kabupaten Magelang tidak sekolah adalah masalah keuangan keluarga, kurangnya keinginan untuk belajar, dan akses terbatas ke sekolah. Meskipun beasiswa dan program pembelajaran alternatif telah digunakan untuk membantu anak-anak kembali bersekolah, masih ada masalah, terutama terkait dukungan sosial dari orang tua. Kesimpulan penelitian menunjukkan bahwa masalah anak tidak sekolah (ATS) di Kabupaten Magelang dipengaruhi oleh akses terbatas ke pendidikan dan kurangnya motivasi. Kondisi ekonomi keluarga yang sulit memaksa anak-anak untuk bekerja, menghambat pendidikan mereka. Meskipun ada upaya dari Dinas Pendidikan dan Kebudayaan untuk memberikan bantuan dan program alternatif, kolaborasi antara pemerintah, sekolah, dan masyarakat sangat diperlukan untuk meningkatkan akses dan kesadaran pendidikan.

Abstract

SIMPEG is organized to manage personnel data quickly, precisely and accurately to support personnel administration management policies. The Bantul Regency Government has built and developed a web-based SIMPEG with the name SAPA ASN (State Civil Apparatus Integrated Service Application System) since 2017. In practice there are still various problems, including that there are still different main sets for this policy, as well as implementation which is still ongoing. There is a group of ASN who still do not understand the benefits of the policy, and also the changes in data and its dynamics are still not in sync with ASN data in the national civil service section. The research method used is qualitative descriptive, namely wanting to describe the phenomenon being studied in depth. The object of the research is the implementation of the SIMPEG SAPA ASN policy in Bantul Regency. The research subjects were BKPSDM leaders, SIMPEG operators and ASN as system users. Data collection techniques using observation, interviews and documentation. Technical data analysis starts from data identification, data reduction, data interpretation, research conclusions, and to determine the validity of the data, data triangulation is also carried out from observations, interviews and documentation data. The research results show that the implementation of the SIMPEG SAPA ASN policy at BKPSDM in Bantul Regency has gone quite well, this cannot be separated from the capacity of the implementers which is sufficient to support the implementation of the policy. Judging from the perception and consistency of policy implementers and policy makers, it is also relevant so that there is no gap between the two. Success is also due to the support of adequate supporting infrastructure and the availability of budget to maintain and repair system supporting hardware. The implementation of SIMPEG helps all ASN in Bantul, especially in storing data, making data changes and other personnel information.

Abstract

The success of development programs does not only rely on the role of government, but also involves the role of the community. Currently, society is placed as a subject in development. The government's role as a regulator and facilitator means that the government is obliged to prepare a set of rules as guidelines for implementing the program. The community is given the opportunity to be involved in planning, implementation and accountability. This research aims to determine the role of government and community participation in development in Magelang Municipality, especially in the implementation of the Rodanya Mas Bagia program. The research method used is descriptive qualitative using a case study approach. Data collection techniques used were interviews, observation and documentation. Secondary data is obtained from documentation, statutory regulations, books, journals or other publications. Data analysis is carried out through the process of data collection, data condensation, data presentation and drawing conclusions. The research results show that: 1) the planning stage, the community provides input, suggestions, ideas in the process of preparing the RT profile and preparing the community activity plan (RKM); 2) implementation stage, the community is involved to become members of the Pokmas. The spirit of mutual cooperation and community self-help grows in this program; and 3) at the results utilization stage, the benefits of procurement of goods such as procurement of CCTV, street lighting, construction of study halls, RW halls and RT facilities can be felt. The suggestions given by the researchers are that procurement of goods in the future will be directed at productive activities that are sustainable with community empowerment and the proposed activities can be based on regional communities in one RW, the capacity and competence of Pokmas still need to be increased so that they are not dependent on assistant staff, and there is a need to form Regional Regulations to further strengthen community empowerment policies.

Abstract

Pemilihan Kepala Daerah (Pilkada) merupakan momen penting dalam demokrasi lokal yang menuntut partisipasi aktif masyarakat sebagai pemilih. Komisi Pemilihan Umum (KPU) sebagai penyelenggara pemilu memiliki tanggung jawab untuk menjangkau pemilih secara efektif, salah satunya melalui strategi komunikasi publik. Penelitian ini bertujuan untuk menganalisis strategi komunikasi publik KPU Kabupaten Gunungkidul dalam menjangkau pemilih melalui debat publik Pilkada 2024. Pendekatan yang digunakan adalah kualitatif deskriptif, dengan metode pengumpulan data melalui wawancara dengan anggota KPU dan observasi terhadap komentar pemirsa dalam tayangan ulang debat di media sosial. Hasil penelitian menunjukkan bahwa strategi komunikasi publik KPU meliputi tahapan fact finding, perencanaan, pelaksanaan, dan evaluasi. Namun, ditemukan bahwa pendekatan terhadap pemilih pemula belum dilakukan secara spesifik, baik dalam undangan debat langsung di studio maupun dalam segmentasi pesan di media sosial. Meskipun demikian, respons positif publik terhadap debat menunjukkan bahwa strategi komunikasi publik secara umum cukup berhasil menjangkau pemilih. Penelitian ini merekomendasikan agar KPU lebih memperhatikan segmentasi khalayak, termasuk pemilih pemula, dalam perencanaan strategi komunikasi publik ke depan.

Abstract

Gerakan Indonesia Sadar Administrasi Kependudukan (GISA) merupakan strategi pemerintah dalam meningkatkan kesadaran dan partisipasi masyarakat terhadap administrasi kependudukan. Salah satu kebijakan strategis Pemerintah Kota Yogyakarta melalui Dinas Kependudukan dan Pencatatan Sipil Kota Yogyakarta untuk menyukseskan GISA yaitu melalui keterlibatan dan partisipasi masyarakat dengan membentuk kader-kader di setiap kelurahan yang disebut Kader Masyarakat Tertib (Dermatib) GISA. Penelitian ini bertujuan untuk mengkaji implementasi kebijakan GISA melalui peran Dermatib di Kemantren Wirobrajan. Metode penelitian menggunakan pendekatan kualitatif deskriptif. Teknik analisis data yang digunakan adalah analisa data Tematik yang dilakukan dengan cara mengidentifikasi kata-kata kunci, merumuskan kategori data hingga muncul tema-tema dalam suatu fenomena. Hasil menunjukkan bahwa implementasi kebijakan GISA berjalan dengan baik dan Dermatib GISA berperan sesuai tugas dan fungsinya. Namun demikian, pelaksanaan tugas masih menghadapi berbagai kendala. Hambatan utama yang ditemukan meliputi ketidaklengkapan data pemohon, keterbatasan fasilitas operasional, minimnya pelatihan teknis, keterbatasan kemampuan teknologi, rendahnya insentif, serta perangkapan jabatan. Berdasarkan teori implementasi kebijakan Edward III, kelemahan paling mencolok terdapat pada aspek sumber daya dan disposisi pelaksana.

Abstract

Educational tourism (eduwisata) is a combination of tourism and education, eduwisata is a positive tourism concept that combines the two fields with learning and tourism. Eduwisata is a non-formal learning activity that is not rigid in its learning activities. Kediri Regency Regional Regulation Number 2 of 2020 concerning the Master Plan for Tourism Development in Kediri Regency for 2019-2034 which is stated in Attachment II of Kediri Regency Regional Regulation Number 2 of 2020 has been stipulated on September 2, 2020 concerning the regional map for the development of Regency Tourism Destinations as a geographical area in Kediri Regency. This study will examine the implementation of the Tulungrejo village government policy in developing eduwisata in Kampung Inggris, Pare, Kediri, East Java based on the seven sapta pesona: safe, orderly, clean, cool, beautiful, friendly, and memorable. This study uses qualitative methods by conducting interviews and Focus Group Discussions (FGD). The results of this study indicate that the policy implementation between the Tulungrejo village government and the Kampung Bahasa Forum, which comprises community members, is not yet effective and requires optimization. The Kampung Inggris (English Village Forum) should prioritize and prioritize the interests of Kampung Inggris residents in developing educational tourism.

Abstract

The Regional Government of the Special Region of Yogyakarta (DIY), through the Social Service Office, implements the Social Security Program for the Elderly as part of the Governor’s policy to address poverty, with a specific focus on reducing extreme poverty. The policy on Social Assistance for the Elderly is regulated under Regional Regulation No. 30 of 2024, which amends Regional Regulation No. 22 of 2021 concerning the Procedures for Grants and Social Assistance. The implementation of this policy involves several regional agencies, including Bapperida DIY, BPKA DIY, the Legal Bureau of the Regional Secretariat, the DIY Inspectorate, and the Social Service Office, each playing roles according to their respective duties and functions. The Social Service Office is directly responsible for poverty alleviation, making it the primary institution in distributing social assistance. This study aims to examine how the Social Assistance Program for the Elderly is distributed by the Social Service Office of DIY. A participatory descriptive qualitative research method was employed, allowing the researcher to gain in-depth understanding of the implementation of the policy. The findings show that the Social Service Office has made maximum efforts in terms of accountability, transparency, compliance with regulations, and accuracy of beneficiary data. In 2024, the distribution showed increased absorption, indicating effective policy implementation. Furthermore, the use of the VA Dashboard System to monitor social assistance distribution demonstrates the success of the Social Service Office in fostering cross-agency communication, optimizing resources with clear roles, and strengthening inter-bureaucratic commitment, policy coordination, and oversight

Abstract

This study aims to analyze the implementation of good governance principles in the Mobile Driving License (SIM) service at the Traffic Unit (Satlantas) of Bantul Police. The research uses a descriptive qualitative method with data collected through observation, interviews, and documentation. The results show that the issuance and renewal services of driving licenses at Satlantas Bantul have been carried out properly and in accordance with the Standard Operating Procedures (SOP). The effectiveness and efficiency aspects of the service are considered optimal, although improvements are still needed in time accuracy and clarity of information delivery to the public. The simplicity of service procedures helps applicants understand the stages of SIM processing, while information transparency is supported through the official social media of Satlantas Bantul. Supporting factors for good service performance include a positive work culture, effective communication, daily motivational briefings, and reward systems for high-performing officers. Meanwhile, inhibiting factors come from limited human resources that are not yet fully professional and a lack of technical training. Overall, the implementation of good governance principles in the Mobile SIM service at Bantul Police has been well executed through improved transparency, accountability, and public service quality.
