Abstract

Democracy in Indonesia should be a place to channel the aspirations of the people according to their preferences. The identity politics is a strategy carried out by interested groups in a contestation, the goal is to gain sympathy and votes in the election. However, the impact of  the the identity politics tends to be negative where people tend to be selfish for one and group’s sake and this is contrary to Pancasila and the 1945 Constitution. Bolaang Mongondow Regency is the locus of this research, where this area is still thick with the phenomenon of identity politics. This research examines the phenomenon of the the identity politics for election participants and also its impact on society as well as data found in the field and also previous studies that have examined matters related to the title of this research and then conducted a focus of group discussions. From the results of the study, it was found that the Identity Political Behavior in the Bolaang Mongondow Regency, especially in the Election of The Regional Heads in 2017 is still within the level of reasonableness and is one of the political strategies of the candidate pairs but is still within reasonable limits and it can be seen that there is no longer a majority force that has a sectoral ego in the interests of power but also the community has matured in choosing their leaders in the elections.

Abstract

Studi ini bertujuan untuk mengetahui kualitas pelayanan program “Kaweng Massal” dalam meningkatkan kepemilikan dokumen kependudukan akta perkawinan di Dinas Kependudukan danPencatatan Sipil Kota Manado. Program “Kaweng Massal” ini bagian dari Capil PDKT yang merupakan program jemput bola dimana Dinas Kependudukan dan Catatan Sipil Kota Manado berinisiatif untuk turun langsung memberikan pelayanan kependudukan kepada masyarakat. Kaweng sendiri dalam Bahasa Manado berarti menikah, sedangkan Massal artinya mengikutsertakan orang dalam jumlah yang banyak. Data diperoleh melalui wawancara dari berbagai latar belakang yakni pegawai dinas Dukcapil Kota Manado, Tokoh Agama dan Masyarakat peserta kawweng massal, yang dipilih dengan teknik purposive sampling. Temuan dari penelitian menunjukkan bahwa Kualitas Pelayanan Program Kaweng Massal di Kota Manado dari aspek daya tanggap atau Responsivitas, responsibilitas atau tanggungjawab dan akuntabilitas dapat dikatakan cukup baik. Pelayanan program nikah massal menunjukkan tingkat daya tanggap yang cukup baik, di mana petugas memberikan informasi dan bantuan secara cepat kepada calon peserta. Secara Lembaga terjadi peningkatan dari tahun 2023 ke 2024 terkait pencatatan perkawinan dan peningkatan jumlah peserta program kaweng massal di Kota Manado Kata kunci: Kualitas Pelayanan, Kaweng Massal, Kota Manado.

Abstract

This study aims to analyze the existence of bureaucratic network governance in optimizing the role of district institutions in Kumelembuai District, South Minahasa Regency. The change in the status of the sub-district as a regional apparatus, following Law Number 23 of 2014, has shifted the sub-district's functions toward greater coordination. However, the district remains an important node in the delivery of government services, public services, and community empowerment. This research uses a qualitative approach, employing case study methods that include observation, interviews, and documentation. The study's results show that limited authority, a lack of human resources, and weak coordination across sectors are the main obstacles to optimizing district institutions. However, there are local initiatives, such as the appointment of district staff as acting village heads, that demonstrate leadership potential and adaptability in the bureaucracy. This research emphasizes the importance of strengthening governance within the bureaucratic network through training, competency adjustments, and broader delegation of authority. These findings are expected to make a significant contribution to formulating policies that strengthen district institutional capacity in the era of regional autonomy.
