Abstract

High accessibility is a challenge for Cilegon City, an area with high transportation demands due to increasing migration rates. Increasing the high accessibility of Cilegon City can be focused on integrating transportation nodes in the Merak area, namely the Merak Integrated Terminal, Merak Harbor, and Merak Station, especially pedestrian accessibility as one of the indicators in the TOD area development plan in Merak-Banten. This research focuses on the walking interest of users of transportation nodes at modal shift facilities, knowing the level of interest and performance of capital switching facilities that can support a walking claim. The results of field observations show that several modal shift facilities need to meet the minimum service standards. Based on the results of the crosstab analysis and the chi-square test, it is known that social, economic, and demographic characteristics are related to the respondent's walking interest in capital transfer facilities that comply with minimum service standards. The minimum service standards consider security, safety, and comfort. Based on the results of the analysis using the importance-performance analysis (IPA) method, it is known that there are modal transfer facilities with a high level of importance but a low level of performance, namely the construction of a pedestrian bridge, the slope of the stairs and the direction facilities. Based on these conditions, optimizing the mode transfer facility per minimum service standards is necessary. This effort can be carried out in collaboration between stakeholders, such as the government and operators responsible for the three nodes.

Abstract

Although Jakarta has invested in various mass transport systems, these efforts have not successfully reduced private vehicle use. Due to this, this study aims to analyze the impact of implementing TransJakarta bus rapid transit corridor-based high parking tariffs on travel mode choice, including road- and rail-based public transport, ride-hailing, taxi, car, and motorcycle. Involving 478 private vehicle users and implementing a nested logit model, some variables, including respondents’ income, travel time, egress time, parking costs, parking distance, travel cost, and parking surcharge, are considered to understand to what extent these variables influence the use of proposed travel mode in the future. The nested logit model shows that not all variables significantly influence travel mode use, specifically related to rail-based public transport choice among motorcyclists. Meanwhile,parking distance insignificantly influences the choice of all travel modes except cars among car users. The results also indicate that increasing parking tariffs insignificantly influences the likelihood of both motorcyclists and car users shifting to public transport. Motorcyclists and car users tend to continue using motorcycles but change parking locations with higher tariffs. Additionally, some shifts towards ride-hailing services and TransJakarta Bus Rapid Transit are found, meaning that there is potential for these alternatives to play a significant role in reducing private vehicle use. Based on the model results, additional push-based policies, such as the odd-even license plate rule, are necessary to effectively support the transition from private vehicle use to public transport. Implementing these policies is expected to significantly contribute to reducing traffic congestion and promoting a sustainable and resilient urban environment.

Abstract

The high population density and mobility in the Yogyakarta Urban Area necessitate the improvement of transportation services. The current population density in Yogyakarta is approximately 13,007 people per square kilometer, and the city experiences significant daily commuter traffic. Problems occur because the available modes of transportation have several limitations. While the existence of stations/airports/terminals requires connectivity from other modes of transportation. Ride-hailing services have emerged as a convenient and practical solution for users. However, the integration of ride-hailing services with multimodal systems, particularly for first mile and last mile trips, is still considered inadequate, and there is limited empirical evidence on this matter. Therefore, conducting an in-depth study is crucial to comprehend users' perceptions of ride-hailing for first mile and last mile trips. Primary data collection was conducted by face-to-face and online using Google Form on 416 respondents. The primary data collection technique was carried out using the convenience sampling method. The data collected consists of socio-demographic data, travel characteristics and variables that influence respondents to use ride-hailing for first mile and last mile trips. This research uses descriptive analysis, and exploratory factor analysis, by employing exploratory factor analysis, the results reveal that there are 2 factors that influence respondents to choose to use ride-hailing, namely convenience and practicality and service performance. Convenience and practicality refer to the ease of service, including payment and ordering, and the ability for ride-hailing services to pick up or drop off users at home. Service performance includes short waiting times, certain travel times, comfort, and safety. Improving these aspects could enhance the integration of ride-hailing services with existing transportation systems, addressing current inadequacies.

Abstract

The Special Region of Yogyakarta is served by two airports: Adisutjipto (JOG) and Yogyakarta International Airport (YIA). For flights to Jakarta, air travellers can depart from both airports. This study presents a model of airport choice behaviour by air travellers in the Yogyakarta multi-airport region in order to analyze the factors that influence airport choice and to find out the probability of airport choice. Using a stated preference method, a face-to-face survey was conducted on 420 respondents who had made on the Yogyakarta-Jakarta route air trip within the past year. The SP survey uses a binary choice set, with 24 scenarios. In each scenario, the respondents are faced with a choice between the Adisutjipto (JOG)–Halim Perdanakusuma (HLP) and Yogyakarta International Airport (YIA)–Soekarno Hatta (CGK) flight routes. The variables tested are airfares, flight frequency, access time, egress time, access cost, egress cost, modes of access with rail services, check-in queue time, baggage claim time, and inertia. By using the binomial logit model, the results show that airfare, flight frequency, access time, egress costs, and inertia variables affect the airport choice behaviour. The inertia variable is only used in the utility function of Adisutjipto Airport (JOG). Scenarios 1 give almost the equal probability values, with a YIA probability of 48.9% and a JOG of 51.1%. ABSTRAK Daerah Istimewa Yogyakarta dilayani oleh dua bandara, yaitu Adisutjipto (JOG) dan Yogyakarta International Airport (YIA). Pelaku perjalanan dapat berangkat dari kedua bandara tersebut untuk menuju Jakarta. Penelitian ini menyajikan pemodelan perilaku pemilihan bandara oleh pelaku perjalanan udara di wilayah multi bandara Yogyakarta untuk menganalisis faktor-faktor yang mempengaruhi pemilihan bandara dan mengetahui probabilitas pemilihan bandara. Dengan metode stated preference, survei tatap muka dilakukan terhadap 420 responden yang telah melakukan perjalanan udara rute Yogyakarta–Jakarta dalam satu tahun terakhir. Survei SP menggunakan pilihan biner dengan 24 skenario. Dalam setiap skenario, responden dihadapkan pada pilihan antara rute penerbangan melalui Adisutjipto (JOG)­–Halim Perdanakusuma (HLP) dan Yogyakarta International Airport (YIA)–Soekarno Hatta (CGK). Variabel yang diuji adalah tarif penerbangan, frekuensi penerbangan, waktu akses, waktu egress, biaya akses, biaya egress, moda akses dengan layanan kereta api, waktu antrian check-in, waktu pengambilan bagasi dan inersia. Dengan menggunakan model binomial logit, hasil penelitian menunjukkan bahwa variabel tarif penerbangan, frekuensi penerbangan, waktu akses, biaya egress dan inersia mempengaruhi perilaku pemilihan bandara. Variabel inersia hanya digunakan pada fungsi utilitas Adisutjipto (JOG). Probabilitas yang memiliki nilai hampir seimbang terdapat pada skenario 1 dengan probabilitas YIA sebesar 48,9% dan JOG sebesar 51,1%.

Abstract

East Kalimantan's proposed development as Indonesia's New Capital City must, of course, need a lot of local support. There is no doubt that the effects of Indonesia's New Capital construction vary by region, with those closest to them feeling the effects the most. A single one of them is Balikpapan. The construction of nearby local roads is influenced directly or indirectly by Indonesia's New Capital, both as it is now and as it is planned. This study talks about how Balikpapan is growing to support Indonesia's new capital. The reliability test produced a determinant coefficient (R-Squared) of 0,7569 for the model, which was developed using macro simulation software (PTV Visum). To forecast how the road network will perform once Indonesia's new capital city is operational, modelling is still being done. Twelve recommendations were made as a result, and they will be put into action between 2024 and 2039. The outcome indicated that the vehicle-hour dropped between 2024 and 2039. ABSTRAK Rencana pembangunan Ibu Kota Baru Indonesia di Kalimantan Timur, tentunya membutuhkan dukungan yang cukup besar dari daerah sekitarnya. Dampak pembangunan Ibu Kota Baru Indonesia tentu berbeda di setiap daerah, dan yang merasakan dampak paling besar di daerah terdekat. Salah satunya adalah Kota Balikpapan. Ibukota Baru Indonesia, baik yang sudah ada maupun yang direncanakan, menyebabkan berkembangnya jalan-jalan lokal di sekitarnya secara langsung maupun tidak langsung. Penelitian ini membahas tentang perkembangan kota Balikpapan untuk mendukung Ibu Kota Baru Indonesia. Model dibuat dalam software simulasi makro (PTV Visum) dan uji reliabilitas menghasilkan koefisien determinan (R-Squared) sebesar 0,7569. Tahap pemodelan dilanjutkan untuk memprediksi kinerja jaringan jalan setelah Ibu Kota Baru Indonesia beroperasi. Hasilnya memberikan 12 rekomendasi yang akan dilaksanakan dari tahun 2024 - 2039. Hasil penelitian menunjukkan bahwa vehicle-hour mengalami penurunan dari tahun 2024-2039.

Abstract

Freight transportation has a positive effect on the development, on the other hand, transportation also has negative impacts that need to be considered. Rail as a mode that has the potential to be a solution is still little used compared to trucks. This research aims to investigate the weighting factors and actors in Indonesia to encourage the shift of freight transport modes from trucks to railways, to know the constrain the utilization of railways as a mode of freight transportation and provide policy recommendations by benchmarking from other countries. The research was carried out using qualitative and quantitative methodologies. A qualitative approach was carried out through a literature review covering various countries and sources, and interviews with experts. The analytic hierarchy process is formulated for quantitative analysis and executed with Expert Choice software. Data was collected through a questionnaire, with a purposive sampling method. The results show that Time, Service Quality and Area Coverage are considered as the 3 main factors with the highest weight. Government and Logistics Service Providers are the most influential actors in promoting the shift of freight from trucks to trains. Recommendations for priority policies are policies related to factors and involving actors with the greatest weight, and overcoming the obstacles that exist in Indonesia in using trains as a mode of freight transportation by increasing modal transfer facilities to increase the efficiency of freight transportation via train, with support from the government in the form of incentives as has been done by the Britain Railway.

Abstract

Banyaknya aktifitas ojek online yang tidak terkontrol di kawasan stasiun membuat permasalahan berupa tingkat kepadatan lalu lintas yang tinggi sehingga menimbulkan kemacetan dan gangguan terhadap angkutan lanjutan bus Transjakarta. Penelitian ini bertujuan untuk mengetahui dampak perubahan kinerja ruas jalan dengan melakukan analisis pada kondisi eksisting, kondisi jika terdapatnya fasilitas integrasi dan kondisi dalam mengatasi permasalahan terhadap ojek online. Penelitian ini menggunakan pendekatan berdasarkan MKJI tahun 1997 untuk mengetahui kapasitas ruas jalan di kawasan Stasiun Palmerah dan penentuan kinerja ruas jalan dan level of service berdasarkan Peraturan Menteri Perhubungan Nomor 96 tahun 2015. Analisis selanjutnya  dilakukan dengan menggunakan simulasi perangkat lunak Vissim. Hasil penelitian menunjukkan bahwa dengan adanya fasilitas integrasi dan penanganan ojek online peningkatan kinerja ruas jalan khususnya di jalan terdampak langsung yaitu pada Jalan Tentara Pelajar 2 (arah Pejompongan) memiliki volume dari 2508 smp/jam  menjadi 2519.6 smp/jam dengan kerapatan 308 kend/km menjadi 262 kend/km dan kecepatan 14.57 km/jam menjadi 17.21 km/jam, ruas Jalan Tentara Pelajar 3 (arah Kebayoran Lama) memiliki volume dari 1749.2 smp/jam menjadi 1880.4 smp/jam dengan kerapatan 456 kend/km menjadi 238 kend/km dan kecepatan 7.51 km/jam menjadi 15.44 km/jam, ruas  Jalan Pejompongan Raya memiliki volume dari 1044.7 smp/jam menjadi 1108.8 smp/jam dengan kerapatan 233 kend/km menjadi 153 kend/km dan kecepatan 8.57 km/jam menjadi 13.85 km/jam dan ruas Jalan Palmerah Timur memiliki volume 756.6 smp/jam menjadi 778.3 smp/jam dengan nilai kerapatan 58 kend/km menjadi 49 kend/km dan kecepatan 26.57 km/jam menjadi 31.97 km/jam sehingga membuat peningkatan level of service dari “E” menjadi “D”.

Abstract

State employees of Tanjungpinang consists of 4,303 people whose origins and destinations are spread throughout the city. This is the reason for the high travel demand where private vehicles are still superior to the other modes of choice. This adds to problems in environmental aspects, especially the contributors to air pollution and noise on the road. This study uses a quantitative method with descriptive analysis and spatial analysis. Descriptive analysis is used to identify existing employee travel characteristics. The graphic display presented in the results of the descriptive analysis aims to make it easier to explain the results of the analysis of the formation of zones, the number of trips in each zone, as well as the focus services and existing facilities. Spatial analysis is used to point to the edge of the location of existing facilities, and the ease of origin and destination of employee travel. The results of the study indicate that the current supply of services and facilities has not been able to accommodate the travel demand of state employees. The supply of transport services and facilities is still lacking because they only serve and available in several sub-districts which are the points of origin and destinations travel for employees. This caused low interest of employees by using green transport whose origin and destination areas are not covered and crossed by services. Therefore, it is necessary to request institutional-based travel demand management to encourage employees to travel using green transport in the form of policies, coordination, and cooperation within the internal scope of the Tanjungpinang city government.

Abstract

Manggarai Station serves as a transit hub for both commuter and airport trains, making it the busiest and the most crowded train station in Jakarta. This situation can lead to safety and security issues. This research was conducted to assess the safety and security facilities at Manggarai railway station and determine their compliance with the Minimum Service Standards for Railway Passenger Transport, comparing them with passengers' perceptions of the safety and security facilities. The analytical methods used in this research were crosstab analysis and Importance Performance Analysis (IPA). Crosstab analysis was employed to examine the relationship between respondents' socio-demographic characteristic and travel characteristics, as well as their relationship with safety and security variables at the station. IPA was used to assess the quality of safety and security facility performance at Manggarai Station based on passengers' perceptions. The research findings indicated that several safety and security facilities at Manggarai Station unable to meet the Minimum Service Standards for Railway Passenger Transport. These included wide gaps between platforms and train bodies, uneven platform and train floors, inadequate information and assembly points, and narrow and obstructed pathways within the station. According to passengers' perceptions, there were five attributes of safety and security facility performance that had low ratings: gaps between platforms and train bodies, platform and train floors, escalators, assembly points, and barriers between platforms and trains. safety, security, manggarai station, passenger perseptions, minimum service standards

Abstract

Referring to the vision and mission of the development of the Special Region of Yogyakarta, the local government is committed to advancing tourism as one of the leading sectors. One form of attention to cultural tourism is by revitalizing the Cosmological Axis area. The Cosmological Axis is an area in the form of an imaginary straight line between Tugu-Malioboro-Keraton to Panggung Krapyak which has been rearranged to its original shape. In order to support the Cosmological Axis towards world cultural heritage, the local government launched an educational tourism program called Jogja Heritage Track which is a tourist transportation service with a city tour concept. One year after the initial launch in July 2022, it was deemed necessary to evaluate the performance of the Jogja Heritage Track bus in terms of the service received by passengers. Gap Servqual was chosen as the analytical method in this study to assess how big the value of the gap that occurs between the level of service received by passengers and the expected performance. Data collection was carried out by distributing questionnaires to passengers and in-depth interviews with regulators and operators. Based on passenger perceptions, the quality of Jogja Heritage Track bus services is not completely good and still requires improvement. This is illustrated by the gap value of -0.09 and the service quality value of 0.98. Of the five Servqual dimensions (Physical Evidence, Reliability, Responsiveness, Assurance and Empathy), the Empathy dimension is positive, which means that service performance on the Empathy dimension is in line with passenger expectations.
