Abstract

The Mbeji Teleng Reservoir in Belang Village, Bungkal District, Ponorogo, was originally built as an irrigation water catchment; however, its management had not been optimized, resulting in the underutilization of its natural, social, and economic potential. This community engagement program aims to transform the reservoir into an educational ecotourism destination while strengthening village branding and community empowerment. The methods employed include (1) enhancing community awareness of the reservoir’s multifunctional role, (2) revitalizing and organizing the reservoir area to support ecotourism infrastructure, and (3) improving community capacity and economic empowerment through training, digital promotion, and MSME facilitation. The interventions resulted in the establishment of an active tourism-awareness group (Pokdarwis), increased community understanding of water conservation, improved physical facilities and public spaces, and the development of ecotourism features such as a fishing pond and photo spots. Additionally, digital promotional media and local trading stalls were produced to support the village economy. This program introduces a novel approach by repositioning the reservoir as a multifunctional public space and integrating ecotourism with community-driven management, offering a sustainable model for rural ecotourism development.

Abstract

Keberadaan pelaku usaha mikro, kecil, dan menengah (UMKM) dalam konteks ekonomi, sosial, dan politik di Indonesia dapat memberikan kontribusi pada perekonomian lokal guna meningkatkan kesejahteraan masyarakat. Sebagian masyarakat desa Pager dalam mendapatkan penghasilan keluarga dengan membuka usaha khususnya dalam bentuk mikro kecil mandiri, yang berdasarkan data di pemerintah desa sejumlah 180 jenis usaha terdiri dari 70 orang yang sudah memiliki ijin usaha dan 110 orang yang belum memiliki ijin usaha. Banyaknya pelaku usaha yang belum memiliki ijin usaha dikarenakan karena minimnya pengetahuan mengenai proses pendaftaran dan ketidaktahuan fungsi memiliki Surat Ijin Usaha. Perizinan bagi UMKM sesuai Peraturan Pemerintah Nomor 7 Tahun 2021 memberikan jaminan untuk legalitas usaha serta mendapatkan dukungan dari pemerintah melalui pendampingan dan pengawasan untuk mewujudkan negara kesejahteraan, di mana UMKM berperan sebagai pilar penting perekonomian untuk menghadapi persaingan global yang semakin ketat. Penggunaan metode yuridis normatif dalam penelitian ini membantu dalam memahami kerangka hukum yang mendasari perlindungan dan pemberdayaan UMKM, sehingga perizinan tidak hanya sekedar formalitas namun juga merupakan bagian integral dari ekosistem usaha yang sehat dan berkelanjutan.

Abstract

This research aims to analyze the implementation of the Village Revenue and Expenditure Budget (APBDes) of Kunti Village for the year 2024 from the perspective of Law No. 6 of 2014 on Villages. The study focuses on two primary aspects: (1) the conformity of village budget planning with statutory regulations, and (2) the conformity of budget implementation in its on-the-ground execution. This study constitutes empirical juridical legal research that integrates a normative approach (statute approach) with a sociological approach to examine the extent to which village financial management regulations are implemented by the Kunti Village Government. Primary data were obtained through interviews with village officials, the Village Consultative Body (BPD), and community members, while secondary data were sourced from statutory documents, APBDes records, and related literature. This study constitutes empirical juridical legal research that integrates a normative approach (statute approach) with a sociological approach to examine the extent to which village financial management regulations are implemented by the Kunti Village Government. Primary data were obtained through interviews with village officials, the Village Consultative Body (BPD), and community members, while secondary data were sourced from statutory documents, APBDes records, and related literature. Based on these findings, this research concludes that the implementation of the APBDes of Kunti Village for 2024 has not fully adhered to the principles of transparency, accountability, participation, and legal compliance as mandated by Law No. 6 of 2014. Recommendations include enhancing the capacity of village apparatus, strengthening the role of the BPD, optimizing village deliberations, and applying public information disclosure through routine publication of the APBDes. This research is expected to serve as a reference for village governments and other stakeholders in improving village financial governance to realize effective, sustainable village development in accordance with the national legal framework.
