Abstract

Penelitian ini dilakukan untuk mengetahui Penerapan Prinsip Responsiveness Good Governance dalam Pelayanan Publik di Kantor Kelurahan Jawa dan mengetahui apa faktor pendukung dan penghambatnya. Jenis penelitian ini bersifat deskriptif kualitatif dimana dalam pengumpulan data dilakukan dengan penelitian kepustakaan dan penelitian lapangan serta menggunakan analisis data model interaktif. Hasil penelitian menunjukkan bahwa penerapan prinsip responsiveness good governance dalam pelayanan publik di kantor Kelurahan Jawa sudah diterapkan oleh petugas pelayanan namun belum maksimal karena dari enam indikator yang digunakan dalam penelitian, terdapat indikator yang belum terimplementasi dengan baik yaitu kecepatan dan ketepatan waktu dalam memberikan pelayanan. Hal ini dikarenakan fasilitas kerja kantor yang kurang memadai dan minimnya informasi yang sampai kepada masyarakat.

Abstract

This study was conducted to determine the application of the principle of responsiveness of good governance in public services at the Jawa district Office and to find out what the supporting and inhibiting factors are. This type of research is descriptive qualitative where data collection is carried out by library research and field research and using interactive model data analysis. The results showed that the application of the principle of responsiveness of good governance in public services at the Jawa Kelurahan office had been implemented by service officers but was not maximized because of the six indicators used in the study, there were indicators that had not been implemented properly, namely speed and timeliness in providing services. This is due to inadequate office work facilities and the lack of information reaching the public.

Abstract

Berdasarkan informasi yang diperoleh dari masyarakat Apokayan, tingkat kemauan siswa untuk melanjutkan pendidikan masih kurang, mulai dari tingkat SD, SMP, dan SMA, sampai ke tingkat perguruan tinggi. Hal tersebut dikarenakan faktor ekonomi, dan kurangnya dorongan dari orang tua. Kegiatan sosialisasi ini dilakukan pada tanggal 18-29 Februari 2020. Sasaran dalam pengabdian ini adalah siswa yang saat ini berada di tingkat SD, SMP, dan SMA di daerah Apokayan. Tujuan Pengabdian kepada Masyarakat (PkM) ini adalah untuk mensosialisasikan pentingnya pendidikan khususnya bagi masyarakat yang memiliki anak yang masih usia sekolah. Selain itu,  disosialisasikan pentingnya pendidikan bagi mereka yang sudah lulus SMA agar dapat melanjutkan pendidikan di perguruan tinggi. Kami melakukan sosialisasi dengan cara kunjungan langsung dengan menjelaskan akan pentingnya melanjutkan pendidikan, baik ke rumah warga maupun ke sekolah. Hasil dari kegiatan ini selalu kami pantau dari tahun ke tahun, hubungan kami dengan tokoh masyarakat, guru, kepala sekolah, orang tua siswa, dan mahasiswa dari Apokayan tetap kami jalin dengan baik, sehingga informasi mengenai pendidikan di Apokayan selalu terpantau oleh tim PkM. Melalui sosialisasi ini  terlihat adanya anak yang tidak mau lanjut sekolah/kuliah akhirnya berkeinginan untuk tetap sekolah/kuliah.Based on information obtained from the Apokayan community, the level of willingness of students to continue their education is still low, starting from the elementary, junior high and high school levels down to the tertiary level. This is due to economic factors and a lack of encouragement from parents. This socialization activity was carried out on 18-29 February 2020. The targets for this service were students currently at the elementary, middle and high school levels in the Apokayan area. The purpose of this Community Service (PkM) is to socialize the importance of education, especially for people who have children who are still of school age. In addition, the importance of education was socialized for those who had graduated from high school so they could continue their education in tertiary institutions. We conducted socialization through direct visits explaining the importance of continuing education, both to residents' homes and schools. We always monitor the results of these activities from year to year; we maintain good relations with community leaders, teachers, principals, parents, and students from Apokayan, so the PkM team always monitors that information about education in Apokayan. Through this socialization, it can be seen that there are children who do not want to go to school/college and finally want to stay in school/college.

Abstract

Lack of recognising conflict management in the family environment in the division of inheritance property so as to cause quarrels and hostilities between families This study aims to provide a description of the case of the division of inheritance property. The type of research used is descriptive qualitative with a case study method. The results showed that some subjects had not fully implemented the appropriate conflict management process.

Abstract

Research on Community Participation of RT 027 Residents in Waste Management in the Puspita Bengkuring Housing Environment, Samarinda City, along with the level of community participation in managing waste The research method used is a qualitative descriptive approach, using interactive model data analysis from Miles, Huberman, and Saldana (2014). The results of the research show that residents of Rukun Tetangga 027 actively participate directly in thoughts, labor, goods and money. The level of community participation in terms of waste management is still not optimal, so it is necessary to increase participation, especially in terms of participation in separating waste based on its type, participating in waste management fees so that waste management can be properly organized, increasing community participation in community service implementation, and realizing the program as soon as possible, so that a high level of participation can be achieved.

Abstract

Good government performance greatly influences public satisfaction, timeliness of service is one indicator that determines the good and bad performance of the State Civil Apparatus (ASN). This research aims to determine the role of the Head of Village communication in improving the performance of the State Civil Apparatus, as well as what factors influence the role of the Head of the Village in improving the performance of the State Civil Apparatus. The theory used is Effendy's communication theory, a type of qualitative descriptive research. The results of the research show that the role of village head communication in improving the performance of state civil servants at the Gunung Kelua sub-district office, Samarinda Ulu sub-district, Samarinda City is quite good.

Abstract

This study aims to understand the implementation of Samarinda Mayor Regulation No. 4 of 2022, which amends Mayor Regulation No. 11 of 2022 regarding Guidelines for the Implementation of Community Development and Empowerment Programs (Pro-Bebaya) in Tenun Village, Samarinda Seberang District, Samarinda City. Additionally, the study analyzes the supporting and inhibiting factors related to this implementation. A qualitative descriptive research method was employed, focusing on Edward III's policy implementation model, which includes communication, resources, disposition, and bureaucratic structure. Primary data were obtained through interviews with the Head of Tenun Village as the key informant, along with other informants such as the Village Secretary, the Head of Welfare and Community Empowerment, the Chairman of the Community Group (POKMAS), and local residents. Data collection techniques included observation, interviews, and documentation, with data analysis conducted using the interactive model of Miles and Huberman. The study's findings reveal that communication in the Pro-Bebaya implementation was carried out through community meetings and socialization efforts, while human resources and supporting facilities were adequately available. However, there was a weakness in disposition, specifically the lack of involvement of the Village Community Empowerment Institution (LPM) in the selection of POKMAS members. The bureaucratic structure adhered to the established regulations. Supporting factors for the implementation included high community participation, whereas inhibiting factors were the limited time for program management and insufficient budget allocation compared to community demands. These findings highlight the need for more effective time and budget management in the implementation of the Pro-Bebaya program.

Abstract

General Background: Standardized passenger service administration is a vital component in airport management to ensure safety, comfort, and user satisfaction; however, its implementation often faces challenges related to resources, infrastructure, and service management. Specific Background: At Juwata International Airport Tarakan, departure, arrival, comfort, value-added services, and terminal capacity management have been aligned with national regulations but still encounter operational constraints. Knowledge Gap: In-depth empirical studies on the supporting and inhibiting factors of passenger service administration at regional airports, particularly in North Kalimantan, remain scarce. Aims: This study analyzes the implementation of passenger service administration and identifies factors influencing service smoothness. Results: Using a descriptive qualitative approach, the findings indicate that regulatory compliance and adequate human resources serve as key enablers, while limited check-in counters, underdeveloped self-check-in facilities, and insufficient supporting amenities are the main obstacles. Novelty: This study provides a comprehensive empirical overview of service dynamics at a regional airport and highlights the urgency of facility innovation. Implications: The findings emphasize the need for optimizing infrastructure, information technology, and human resource management to improve the effectiveness and competitiveness of public services in the air transportation sector. Abstract

General Background: The management of Village-Owned Enterprises (BUMDes) is an important strategy in driving the rural economy in Indonesia, but its sustainability often faces managerial and institutional challenges. Specific Background: In Benua Baru Village, the BUMDes “Maju Bersama” manages business units such as a night market, cassava chips, and livestock feed corn, which contribute to increasing village income but are hindered by communication and coordination problems following a change in management. Knowledge Gap: Empirical research that thoroughly examines BUMDes management based on management function theory, particularly the supporting and inhibiting factors at the village level, remains limited. Aims: This study analyzes the management of BUMDes “Maju Bersama” using Luther Gulick’s framework (POSDCoRB) and identifies factors influencing business sustainability. Results: The findings show that business management has aligned with the village’s potential and provided a positive impact on the local economy (2018–2022), but has experienced stagnation since 2023 due to weak communication and planning. Novelty: This study presents a village-level analysis integrating management theory with local leadership dynamics. Implications: The results highlight the importance of continuous coordination, communication, and managerial capacity to ensure the sustainability of BUMDes as a driver of the rural economy. Highlights: The sustainability of BUMDes greatly depends on communication and coordination after a change in leadership. The application of Luther Gulick’s management function theory is effective in revealing supporting and inhibiting factors. Abstract

General Background: Waste management remains a critical environmental and public health issue in Indonesia, affecting both urban and rural communities. Specific Background: In Kelinjau Ulu Village, East Kutai Regency, rising household waste generation is exacerbated by insufficient infrastructure, limited processing facilities, and suboptimal local policy enforcement. Knowledge Gap: While regional waste strategies are mandated, little empirical evidence exists on how these are operationalized at the village level and the local factors influencing success or failure. Aims: This study analyzes the direction and implementation of household waste management policy in Kelinjau Ulu Village, focusing on waste separation, collection, transportation, and disposal, as well as identifying enabling and constraining factors. Results: Employing a qualitative descriptive approach through observation, interviews, documentation, and literature review, findings reveal that although policy frameworks are comprehensive, implementation is hindered by inadequate facilities and infrastructure, while community awareness and government support serve as enabling factors. Novelty: This research offers a detailed, village-scale assessment of household waste policy implementation challenges, bridging the gap between regional strategies and local realities. Implications: Strengthening infrastructure, enhancing community engagement, and enforcing regulations are crucial for improving rural waste management policy effectiveness in Indonesia. Highlights: Infrastructure limitations significantly hinder effective household waste management in rural areas. Community awareness and local government support are key enabling factors for policy success.
