Abstract

General Background: Farmer empowerment is a key strategy for enhancing rural economic welfare, with village governments serving as primary facilitators of development based on local potential. Specific Background: Loa Pari Village, Kutai Kartanegara Regency, possesses significant agricultural potential; however, farmers’ productivity remains hindered by limited facilities, low participation, and restricted access to information. Knowledge Gap: Research on the role of the Loa Pari Village Government in farmer empowerment is limited, particularly regarding mechanisms, effectiveness, and the challenges encountered. Aims: This study aims to analyze the role of the village government in implementing farmer empowerment programs and to identify supporting and inhibiting factors. Results: Findings indicate that the village government plays an important role in providing facilities, forming farmer groups, and collaborating with external institutions, but implementation remains unstructured due to the absence of standard operating procedures (SOPs), budget limitations, and low farmer participation. Novelty: This study highlights the need for measurable and sustainable support systems for village-based farmer empowerment, emphasizing the importance of SOPs, institutional strengthening, and youth engagement. Implications: The results can serve as a reference for village governments and policymakers to design systematic, participatory, and locally adaptive empowerment models. Highlights: Lack of SOPs hampers structured program implementation. Limited budget and low farmer participation remain key barriers. Abstract

General Background: The absorption of community aspirations is a key indicator in establishing participatory and responsive village governance. Specific Background: In Bukit Raya Village, the Village Consultative Body (BPD) plays a central role as a liaison between the community and the village government, yet faces obstacles such as limited resources and low public participation. Knowledge Gap: While numerous studies have examined the general role of BPD, empirical research that specifically details the stages of aspiration absorption and the supporting or inhibiting factors at the village level remains scarce. Aims: This study analyzes the process of aspiration absorption by the BPD in Bukit Raya Village through four stages—identifying, accommodating, managing, and channeling aspirations—and identifies factors influencing its effectiveness. Results: Using a qualitative method and Miles and Huberman’s interactive analysis, the findings reveal that although cross-stakeholder synergy is relatively effective, the BPD lacks a formal method for collecting aspirations and faces challenges in participation, public understanding, and human resource capacity. Novelty: This research offers a detailed mapping of the stages and determining factors for successful aspiration absorption at the village level. Implications: The findings underscore the urgency of strengthening human resource capacity, participation mechanisms, and cross-sector collaboration to optimize the BPD’s role in achieving inclusive and sustainable village development. Abstract

General Background: The Non-Cash Food Assistance Program (BPNT) is a strategic government instrument aimed at improving the welfare of underprivileged communities through non-cash food assistance. Specific Background: In Jahab Subdistrict, BPNT implementation benefits from strong community participation and strategically located e-Warong outlets; however, it still faces challenges such as limited human resources, insufficient guidance for Beneficiary Families (KPM), and uncertainty in disbursement schedules. Knowledge Gap: Previous studies rarely evaluate the alignment between BPNT’s objectives and its outcomes at the subdistrict level, nor do they provide a detailed identification of supporting and inhibiting factors. Aims: This study aims to evaluate BPNT implementation in Jahab, assess the alignment between program objectives and results, and identify supporting and inhibiting factors to improve implementation. Results: Findings reveal that program success is supported by community participation, strategic e-Warong locations, and adequate accessibility, but hindered by limited human resources, minimal guidance, inaccurate targeting, and inconsistent disbursement schedules. Novelty: This study offers an in-depth identification of supporting and inhibiting factors at the subdistrict level and provides evidence-based recommendations for program optimization. Implications: Enhancing staff competence, regularly updating beneficiary data, improving communication, and ensuring consistent disbursement schedules are crucial for BPNT’s effectiveness in meeting the needs of underprivileged communities. Highlights: Community participation and strategic e-Warong locations support the success of BPNT. The main obstacles include limited human resources, minimal assistance, and inconsistent disbursement schedules. Abstract

General Background: Optimal community participation is a key determinant of success in community-based development programs, such as the Probebaya Program in Samarinda City, which integrates infrastructure development and economic empowerment at the village level. Specific Background: In Sempaja Barat Subdistrict, community participation remains low, influenced by dependence on incentives, limited awareness, and minimal involvement of Community Groups (POKMAS) in all program stages. Knowledge Gap: Previous studies rarely examine in detail the specific roles of POKMAS, along with supporting and inhibiting factors, in the context of Probebaya at the village level. Aims: This study analyzes the role of POKMAS in enhancing community participation and identifies the factors influencing its effectiveness. Results: Using a descriptive qualitative method, the research found that POKMAS plays a strategic role in coordinating community deliberations, implementing activities, and evaluating programs, with support from community leaders and the government as enabling factors, and limited budget, miscommunication, and low awareness as major constraints. Novelty: This study provides a detailed mapping of POKMAS’ roles and the factors influencing community participation in Probebaya at the local level. Implications: The findings highlight the need to strengthen POKMAS capacity, raise public awareness, and foster synergy among stakeholders to ensure program sustainability and effectiveness. Abstract

Penelitian ini bertujuan untuk menganalisis strategi yang diterapkan oleh Dinas Perpustakaan dan Kearsipan Daerah Provinsi Kalimantan Timur dalam meningkatkan budaya literasi masyarakat serta mengidentifikasi faktor pendukung dan penghambat pelaksanaannya. Rendahnya minat baca dan belum optimalnya pemanfaatan layanan perpustakaan menjadi latar belakang penelitian ini, meskipun fasilitas dan layanan yang tersedia tergolong cukup memadai. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan dokumentasi. Analisis data dilakukan menggunakan model interaktif yang meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa strategi peningkatan budaya literasi masyarakat dilakukan melalui strategi organisasi, strategi program, strategi pendukung sumber daya, dan strategi kelembagaan. Berbagai inovasi layanan, baik konvensional maupun digital, seperti pojok baca, pelatihan literasi digital, aplikasi iKaltim, Buncu Baca Kaltim, serta web Pustaka Borneo, mampu meningkatkan partisipasi masyarakat. Faktor pendukung meliputi komitmen kelembagaan, ketersediaan sumber daya manusia, dan fasilitas yang memadai, sedangkan faktor penghambat meliputi keterbatasan anggaran, koleksi bahan bacaan, promosi kegiatan, serta fleksibilitas aturan layanan. Secara keseluruhan, strategi yang diterapkan telah berjalan cukup efektif, namun masih memerlukan penguatan agar budaya literasi dapat menjangkau masyarakat secara lebih luas dan merata.
