Abstract

Abstract This study aims to explore and analyze the political strategy of the Democratic Party in increasing women’s representation in the legislative body of Ciamis Regency for the 2024–2029 period. The background of this research stems from the low level of female representation in the Regional House of Representatives (DPRD) of Ciamis Regency, which only reached 10% or 5 out of 50 members, despite national regulations mandating a 30% gender quota. This study adopts a qualitative approach with descriptive methods, using interviews, observations, and documentation as data collection techniques. The theoretical framework is based on Schroder’s political strategy theory, which divides strategies into offensive and defensive categories. The findings indicate that the Democratic Party's offensive strategies involve electoral mapping, strengthening women's networks, and nominating influential female candidates. Meanwhile, its defensive strategies include voter segmentation, the formulation of gender-based campaign programs, and the protection of core voter bases. However, challenges persist in the form of limited female political resources, lack of internal party training, and weak financial support. Therefore, the Democratic Party needs to strengthen its cadre development, provide logistical support, and carry out sustained affirmative campaigns to achieve gender equality in local politics. This study contributes to the development of more inclusive and gender-responsive party policies. Keywords: Political strategy, Democratic Party, women’s representation, legislative, Ciamis.

Abstract

Abstract This Community Service Program (PKM) aims to improve literacy among the residents of Winduraja Village, Kawali Subdistrict, Ciamis Regency through training in reading aloud for PKK cadres and parents of MIS Winduraja students. A descriptive qualitative method was used, with data collection techniques including observation, interviews, and documentation. The activity was conducted at the Gada Membaca Winduraja Community from July 30 to August 12, 2025, and included presentations on reading aloud techniques, hands-on practice, and interactive discussions. The results of the activity showed that the reading aloud method was effective in increasing reading interest, enriching vocabulary, and strengthening the emotional bond between readers and listeners. PKK cadres and parents acquired skills in vocalization, intonation, and selecting appropriate reading materials, enabling them to become literacy facilitators within families and communities. The long-term implication is the creation of a sustainable family- and community-based literacy ecosystem in Winduraja Village.  Keywords: Literacy, Reading Aloud, PKK Cadres, Parents

Abstract

Gaya Kepemimpinan yang relatif baru dalam studi-studi kepemimpinan adalah Gaya Kepemimpinan Kepala Desa Studi Kasus Kepemimpinan Kepala Desa Mangkubumi Kecamatan Sadananya Kabupaten Ciamis. Jenis penelitian ini adalah penelitian kualitatif yang menghasilkan data deskriptif. Teknik analisa data yang digunakan adalah teknik analisa dilakukan sepanjang penelitian berlangsung sejak pengumpulan data dimulai, analisis data dilangsungkan secara terus menerus hingga pembuatan laporan penelitian. Hasil penelitian yang diperoleh bahwa Gaya Kepemimpinan Kepala Desa belum sepenuhnya menunjukan Gaya Kepemimpinan, Hal itu dilihat dari Gaya Kepemimpinan seorang Kepala Desa yang seharusnya memimpin secara demokratis namun masih belum bisa mengembangkan potensi. Dilihat juga dari segi memotivasi para Perangkat Desa belum bisa terlaksana sepenuhnya, dapat dilihat juga dari SDM (Sumber Daya Manusia) yang ada di Desa dimana belum ada pelatihan khusus untuk para Perangkat Desa dengan memfokuskan terhadap pembangunan non fisik yaitu pengelolaan digitalisasi sehingga Sistem Informasi Desa belum berjalan secara optimal. Gaya Kepemimpinan meliputi (1) pengaruh ideal, (2) motivasi yang menginfirasi, (3) rangsangan intelektual, (4) pertimbangan yang diadaptasi. Berdasarkan hasil penelitian dan pembahasan dapat diketahui bahwa Gaya Kepemimpinan Kepala Desa Dalam Meningkatkan Pembangunan Di Desa Mangkubumi Kecamatan Sadananya Kabupaten Ciamis belum terlaksana secara optimal. Hal tersebut dapat dilihat dari belum optimalnya 1 (satu) dari 4 (empat) dimensi diantaranya pada dimensi Gaya Kepemimpinan sebagai motivasi yang menginsfirasi belum terlaksana secara optimal. Gaya Kepemimpinan sebagai pengaruh ideal sudah terlaksana dengan baik, Gaya Kepemimpinan sebagai rangsangan intelektuan sudah terlaksana dengan baik, Gaya Kepemimpinan sebagai pertimbangan yang diadaptasi sudah terlaksana dengan baik.

Abstract

This research is motivated by the low digital literacy of MSMEs in Kertaharja Village, Cijeungjing District, in the digital era that demands the ability to utilize information technology in marketing and business development. Although digital technology opens up wider market opportunities, most village MSMEs still run their businesses conventionally due to limited access, lack of training, and minimal understanding of the use of online platforms. Of the 152 existing MSMEs, only 25% have utilized digital media. BUMDes as a village economic institution has a strategic role in supporting the digitalization of community businesses, but the digital literacy program implemented is still not optimal. This condition encourages the need for research to analyze the effectiveness of BUMDes in supporting digital literacy of community business products and identifying obstacles and opportunities for digital-based village economic development. This study aims to determine the effectiveness of Village-Owned Enterprises (BUMDes) in supporting digital literacy of community business products in Kertaharja Village, Cijeungjing District, Ciamis Regency. The research method used was a qualitative descriptive method through observation, interviews, and documentation techniques, with six informants consisting of village officials, BUMDes administrators, and business actors who use and do not use digital technology. Data analysis techniques included data reduction, data presentation, and drawing conclusions. The results showed that the effectiveness of BUMDes in supporting digital literacy has not been optimal in five dimensions. In the dimension of goal achievement, the number of training participants and the level of digital skills improvement are still low. From the aspect of operational efficiency, the utilization of digital facilities is not optimal. In the dimension of program relevance, training materials do not fully match the needs of MSMEs. Stakeholder satisfaction is also not high due to the lack of follow up mentoring. As for the dimension of program sustainability, BUMDes still faces budget and human resource limitations. Overall, BUMDes has made efforts to support community digital literacy, but its effectiveness still needs to be improved through ongoing training, strengthening facilities, and programs that are more relevant to the needs of business actors.
