Abstract

Indonesia terus melakukan upaya dalam meningkatkan kualitas pelayanan publik, termasuk pelayanan kesehatan untuk mencapai tujuan menuju World Class Public Services 2025. Upaya peningkatan pelayanan publik tertuang dalam Peraturan Presiden Republik Indonesia Nomor 81 Tahun 2010 tentang Grand Design Reformasi Birokrasi 2010-2025. Penulisan penelitian ini bertujuan untuk menganalisa tantangan pelayanan publik, khususnya dalam pelayanan kesehatan di Indonesia menuju World Class Public Services 2025. Penelitian ini menggunakan pendekatan kualitatif deskriptif yang diperoleh dari sumber sekunder scopus dan google scholar, juga dibantu dengan aplikasi Nvivo 14 yang digunakan untuk mengolah data yang bersumber dari berita. Dalam pengolahan data peneliti menggunakan parameter penilaian berupa tangibility, responsiveness, realibility. Hasil dari penelitian menunjukan bahwa pelayanan kesehatan di Indonesia belum cukup baik, serta tantangan-tantangan yang dihadapi oleh pelayanan kesehatan adalah tantangan mengenai pengadaan fasilitas fisik (pegawai) dan fasilitas kelengkapan. Dari hasil penelitian ini diharapkan tantangan-tantangan pada sektor pelayanan kesehatan dapat diatasi sehingga cita-cita menuju World Class Public Service 2025 dapat tercapai.

Abstract

The intersection of faith organization and international humanitarian efforts remains a relatively underexplored domain within the broader discourse of non-governmental organizational studies. This research delves into the operational dynamics of Muhammadiyah, a prominent Indonesian Faith-Based Organization (FBO), as it engages in global humanitarian endeavors—a practice herein referred to as ‘humanitarian diplomacy’. The primary objective of this study is to elucidate the contributions of Muhammadiyah in humanitarian diplomacy, thereby filling a gap in the literature that predominantly focuses on International Non-Governmental Organizations (INGOs) and state actors, with scant attention to national or FBO. This study parses the organization’s activities into four core dimensions, as stated by Minear and Smith (2007): the orchestration of presence, the negotiation of access, the mobilization of advocacy, and the oversight of programmatic assistance. A narrative of Muhammadiyah’s operational strategies and diplomatic engagements was reconstructed through a qualitative methodological approach, including interviews with Muhammadiyah affiliates and a comprehensive review of secondary data sources such as academic theses, research articles, and news reports. The findings revealed that Muhammadiyah’s humanitarian work has been closely aligned with the theoretical tenets proposed by Minear and Smith. The organization’s effective arrangement of its presence in various regions, strategic negotiation for access in complex environments, active engagement in advocacy to amplify the needs and rights of affected populations, and diligent monitoring of assistance programs have collectively demonstrated a sophisticated model of humanitarian diplomacy at work. This study not only contributes to a more nuanced understanding of FBOs in humanitarian diplomacy but also provides a template for other national and local NGOs seeking to navigate the challenges of international humanitarian work.

Abstract

Very heterogeneous community conditions where urban environmental conditions cause areas to become congested and result in environmental conditions that tend to be slums. City environmental conditions, housing, factories and so on must have good access, in order to avoid hazards that will occur such as the danger of residential fires. The development paradigm that exists in Banjarmasin City, the government's role as a provider of public facilities has changed slightly with the community's efforts to participate in assisting the city government in the community-based fire disaster mitigation process. The purpose of this study was to find out how the form of community participation in mitigating fires in the Malay Village, Central Banjarmasin District, Banjarmasin City. This type of research is a qualitative descriptive research. Data collection techniques in this study, researchers used documentation study techniques, guided interviews and direct observation from the field. The data analysis technique that will be used is descriptive qualitative method. The results of the study show that the presence of the self-help Fire Brigade (BPK) has become the identity of the city both at the national and international levels, as a city of a thousand rivers and a city of a thousand firefighters. Community participation is quite diverse and very innovative in reducing the risk of residential fire disasters in Malay sub-districts. Interestingly, the presence of the self-help Fire Brigade (BPK) is unpaid, the members on duty do not get a salary in carrying out this humanitarian task, their participation is sincere and voluntary.

Abstract

Penelitian ini mendeskripsikan tentang efektivitas kinerja Badan Penanggulangan BencanaDaerah (BPBD) Kota Semarang dalam penanggulangan bencana banjir berbasis Early WarningSystem (EWS). Metode penelitian secara kualitatif dengan pendekatan deskriptif yang akan dikajidengan indikator efektivitas yaitu pencapaian tujuan, integrasi dan adaptasi. Temuan penelitianmenunjukan bahwa dalam melaksanakan pencapaian tujuan, BPBD Kota Semarang telahmengacu pada renstra yang sesuai dengan Visi dan Misi RPJMD Kota Semarang 2016-2021.Pelaksanaan proses sosialisasi sudah berjalan dengan baik, BPBD Kota Semarang melakukanrapat pertemuan dengan KSB (Kelurahan Siaga Bencana) secara langsung maupun melaluiwhatsapp, kemudian terdapat komunikasi dengan OPD lainnya apabila terdapat permasalahanpada EWS. Adaptasi BPBD Kota Semarang dalam penanggulangan bencana banjir menggunakanteknologi EWS sebagai pencegahan dan kesiapsiagaan bencana sudah optimal, melalui kegiatanpelatihan peningkatan kemampuan pegawai dalam mengoperasikan teknologi EWS.

Abstract

Wabah Covid-19 telah menyebar ke berbagai daerah di Indonesia, termasuk Kota Yogyakarta. Bencana non alam ini telah membuat kegiatan masyarakat di lokasi sentral menjadi terhenti. Berdasarkan tren kasus Covid-19, terdapat lima kemantren di Kota Yogyakarta dengan kasus harian >200 dan kemantren dengan jumlah kasus tertinggi adalah Kemantren Umbulharjo dengan total 435 kasus. Penelitian ini mengggunakan metode penelitian kuantitatif yang kemudian pembahasannya menggunakan statistik deskriptif menggunakan SPPSS 16. Kuesioner yang digunakan dalam penelitian ini menggunakan teknik slovin dengan responden yang berasal dari masyarakat Kemantren Umbulharjo sebagai pelaksana program pencegahan Covid-19. Hasil dari penelitian menunjukan bahwa dari ketiga indikator, yaitu Aspek Kognitif, Aspek Afeksi dan Aspek Konatif, dapat disimpulkan jika kebijakan pemerintah dalam hal mengedukasi masyarakat belum efektif, karena disinformasi dan bias informasi di media sosial yang sangat tinggi mempengaruhi persepsi masyarakat. Sementara terkait kebijakan membatasi aktivitas di luar rumah, tidak semua masyarakat dapat mematuhi karena faktor pekerjaan mereka. Meskipun begitu, masyarakat di Kemantren Umbulharjo tetap bekerjasama dan gotong royong dalam membangun jaringan ketahanan di tengah Pandemi Covid-19. Kebijakan pembatasan sosial sejatinya menguji ketahanan pemerintah menghadapi krisis kesehatan, tetapi jika dalam penangannya tidak memperhatikan kondisi sosial kebijakan tersebut tidak akan berjalan efektif.

Abstract

This study aims to compare the efforts of the Governments of Indonesia and Denmark in realizing a smart environment SDG's agenda. This urgency is motivated by the poor environmental conditions in Indonesia while the government is targeting a reduction in emission production by 2030. This research uses a qualitative method. The results of this study indicate that the Government of Indonesia in pursuing a smart environment has not been optimal. This can be seen from the several indicators used in this study: (1) the Attraction of Natural Conditions indicator, the Indonesian Government has not enforced regulations or programs aimed at maintaining the balance of green open spaces. Meanwhile, the Danish Government has launched a city greening program through construction of green buildings. (2) Air Pollution Integrated Index indicator, the Indonesian government has not been able to minimize the number of vehicles through the use of electromobility-based vehicles as has been done by the Danish government. (3) Indicators of Sustainable resource management, the Indonesian Government has not been able to optimize the development of technology for processing waste and waste into residues that can be reused. While in Denmark, which is able to turn waste into residue that can be reused.

Abstract

Forest fire–induced haze remains a recurring ecological crisis in Indonesia, yet limited attention has been given to how online media frame local government responses and shape public understanding of such disasters. This study aims to analyze the portrayal of the Jambi local government in online media coverage of the haze crisis, with a particular focus on crisis management narratives and the representation of key actors involved. Using a qualitative descriptive approach, this research employs NVivo 12 Plus to conduct a discourse-oriented analysis of news articles published by four major Indonesian online media outlets—Detiknews.com, Kompas.com, CNNIndonesia.com, and Liputan6.com. The findings reveal that the haze disaster in Jambi was predominantly framed through five key sectors: education, transportation, economy, environment, and health. Liputan6.com emphasized environmental and economic impacts, Kompas.com focused primarily on health-related issues, Detiknews.com highlighted educational disruptions, and CNNIndonesia.com concentrated on public health concerns. Across all platforms, the haze crisis was consistently framed as a provincial emergency caused by forest and land fires, with frequent emphasis on deteriorating air quality and the involvement of cross-sector actors in disaster response policies. This study contributes to media discourse analysis by demonstrating how sector-specific framing creates fragmented narratives that may influence public perception and policy prioritization in local disaster governance.

Abstract

Flores Island is vulnerable towards natural disasters. Therefore, it requires an effective disaster warning ma-nagement. In this context, schools play an important role in disaster warning system. However, not all schools implement Disaster Risk Reduction (DRR) procedures effectively. Therefore, efforts are needed to improve disaster warning system among schools by integrating the three pillar principles, which include safe facilities, effective disaster management, and resilience education. This study aims to understand the state of school readiness in the Flores region and assess the extent to which these schools apply the three pillar criteria for school disaster warning system. The research method used is a qualitative descriptive ap-proach, with data collection through an open questionnaire distributed using Google Forms. The result showed that the locations of the respondent's schools are spread across the most disaster-prone areas of Flo-res, especially along the coastal areas. In addition, there are still many schools in the region that have diffe-rent levels of understanding and awareness regarding to disaster warning system. Based on that issue, the program for activating the disaster warning system in school area is very important to apply and can increase public awareness of disaster warning system. To achieve that idea, a collaboration between school commit-tees, external parties, and the Flores community is essential to strengthen the school infrastructure and to build an effective response towards potential disaster risks and threats.
