Abstract

Bayem Village, located in Kasembon Subdistrict, Malang Regency, possesses rich natural and cultural potential that is highly promising for tourism development. However, the promotion and management of these resources remain suboptimal, thus limiting their contribution to the local community’s welfare. This community service program aims to optimise the use of the MATIC platform (Malang Regency Tourism Intelligence Centre) as a digital and data-driven tool for promoting and managing tourism destinations in Bayem Village. The activities are carried out through training sessions for residents and tourism managers, covering skills such as tourism data management, creative promotional content creation, and digital marketing strategies to attract more visitors. Additionally, the program includes the formulation of data-based promotional strategies, updating of tourism information on the MATIC platform, and ongoing technical assistance. Through the utilisation of this information technology, it is expected that there will be an increase in tourist visits, strengthening of community capacity in tourism management, and the realisation of sustainable destination management in Bayem Village.

Abstract

Climate change, distribution disruptions, and global food price volatility have expanded the potential risks of food insecurity at the regional level. Provincial governments can no longer rely on conventional administrative approaches to respond to food system dynamics. Instead, they must develop information systems capable of processing data rapidly, adaptively, and accurately. This study explores how local governments in Indonesia—specifically Central Java and Bangka Belitung—formulate food crisis prediction strategies based on Big Data by integrating agricultural production data, rainfall levels, market prices, and public sentiment analysis. Using a qualitative-descriptive approach through document analysis, this research examines the architecture of data collection systems, the analytical models employed, and the institutional responses generated from data interpretation. The findings show that food insecurity predictions can be carried out more quickly and accurately when governments build a data ecosystem that integrates various information sources into a single, structured processing flow. Strategies such as regional food stock provision, prediction-based logistics distribution, and price interventions in vulnerable areas do not stem from manual reports but from systems that detect early signs of crisis. This study affirms that leveraging Big Data not only modernizes food governance but also shifts the government's orientation from reaction to anticipation, from administration to prediction, and from reporting to evidence-based intervention.

Abstract

Perangkat lunak saat ini menjadi salah satu kunci dalam pelayanan digital pemerintah kepada masyarakat. Namun, kualitas layanan digital tersebut tidak banyak diperhatikan oleh pemerintah. Ditandai dengan banyaknya layanan digital yang belum pernah mengalami analisis kualitas secara berkala. Fenomena tersebut terjadi pula kepada website MATIC milik Dinas Pariwisata dan Kebudayaan Kabupaten Malang yang menjadi bahan penelitian saat ini. Penelitian ini berfokus pada evaluasi kualitas website MATIC dengan menggunakan standar ISO 9126 untuk mengetahui potensi kekurangan dan akhirnya manghasilkan bahan rekomendasi perbaikan agar dapat digunakan oleh pihak terkait, agar kedepannya dapat membuat website MATIC berkualitas lebih baik dan supaya semakin banyak digunakan oleh masyarakat. Metode penelitian yang digunakan adalah metode kualitatif. Teknik pengambilan data dilakukan melalui observasi, wawancara dan dokumentasi. Untuk memperkuat hasil, peneliti juga melakukan pengujian kualitas dengan dimensi ISO 9126 dengan bantuan tool s tambahan. Teknik pengambilan sampel menggunakan teknik purposive sampling. Analisis data dilakukan dengan reduksi data, penyajian data dan penarikan kesimpulan. Penelitian ini menemukan hasil bahwa website MATIC telah menjadi perangkat lunak unggulan DISPARBUD Kabupaten Malang sebagai media promosi pariwisata. Selanjutnya, berdasarkan analisis kualitas berdasarkan standar ISO 9126, website ini menunjukkan performa yang baik dengan terpenuhinya hampir seluruh indikator. Namun, ada beberapa indikator yang harus ditingkatkan, yakni indikator Security, Complience, Understandability, Learnability, Attractiveness, Time and Resource Behaviour, dan Analyzability.

Abstract

Penelitian ini bertujuan untuk menganalisis penerapan cloud computing dalam sektor pemerintahan dan bagaimana teknologi ini dapat meningkatkan efisiensi birokrasi serta kualitas pelayanan publik. Metodologi yang digunakan adalah pendekatan kualitatif dengan studi literatur, yang mengumpulkan dan menganalisis berbagai referensi terkini terkait implementasi cloud computing di sektor pemerintahan, baik di Indonesia maupun negara lain. Data yang dikumpulkan dianalisis untuk mengidentifikasi manfaat, tantangan, serta langkah strategis yang perlu dilakukan dalam mengoptimalkan cloud computing dalam pemerintahan. Hasil penelitian menunjukkan bahwa cloud computing dapat memberikan berbagai keuntungan seperti pengurangan biaya operasional, peningkatan aksesibilitas layanan publik, serta mempercepat pengambilan keputusan melalui integrasi data yang lebih efisien. Namun, tantangan yang dihadapi mencakup kesiapan infrastruktur, keamanan data, serta perlunya pengembangan kebijakan yang mendukung adopsi teknologi ini. Oleh karena itu, penelitian ini merekomendasikan perlunya kebijakan yang adaptif, pelatihan bagi sumber daya manusia, serta pemilihan penyedia layanan cloud yang memenuhi standar keamanan dan regulasi yang berlaku.

Abstract

Artikel ini mengkaji transformasi pola komunikasi organisasi dalam pengembangan pariwisata berkelanjutan di Dinas Pariwisata Kalimantan Tengah. Melalui pendekatan kajian pustaka komprehensif, penelitian ini menganalisis berbagai sumber literatur terkait strategi komunikasi organisasi, pariwisata berkelanjutan, dan implementasinya dalam konteks daerah Kalimantan Tengah. Hasil analisis menunjukkan bahwa pola komunikasi organisasi Dinas Pariwisata Kalimantan Tengah telah mengalami perubahan signifikan dari model komunikasi hierarkis tradisional menjadi pendekatan komunikasi partisipatif dan integratif. Transformasi ini ditandai dengan peningkatan kolaborasi antar pemangku kepentingan, penggunaan teknologi digital dalam promosi pariwisata, dan pelibatan masyarakat lokal dalam pengambilan keputusan. Penelitian ini juga mengidentifikasi beberapa tantangan komunikasi dalam pengembangan pariwisata berkelanjutan, termasuk keterbatasan infrastruktur digital di daerah terpencil, kurangnya koordinasi antar lembaga, dan kesenjangan pemahaman tentang konsep pariwisata berkelanjutan di kalangan stakeholder. Artikel ini memberikan implikasi teoretis dan praktis mengenai peran penting transformasi komunikasi organisasi dalam mendukung pengembangan pariwisata berkelanjutan di Kalimantan Tengah.

Abstract

Abstrak. Pemerintah menyediakan layanan publik berbasis digital yang efektif dan efisien. Berupa website resmi pemerintah daerah yang berfungsi sebagai media informasi. Penelitian ini bertujuan untuk menganalisis pengaruh usability terhadap kemudahan penggunaan website Pemerintah Kota Tomohon (tomohon.go.id) menggunakan lima indikator Jakob Nielsen: learnability, efficiency, memorability, error, dan satisfaction. Melalui pendekatan kuantitatif dengan sampel 100 responden, hasil menunjukkan usability berpengaruh signifikan terhadap kemudahan penggunaan dengan korelasi sangat kuat (73,9%). Seluruh indikator usability berada pada kategori baik, dengan learnability dan memorability memperoleh nilai tertinggi (4,47 dan 4,40 dari skala 5). Namun masih terdapat kekurangan seperti kecepatan akses lambat dan halaman yang tidak dapat diakses. Disarankan agar Diskominfo Kota Tomohon meningkatkan pengelolaan website, memperbaiki desain antarmuka, dan menambah fitur interaktif untuk meningkatkan kepuasan pengguna serta mendukung keterbukaan informasi publik dan pelayanan berbasis elektronik.Abstract. The government provides efficient and effective digital-based public services, including official local government websites that function as information media. This research aims to analyze the influence of usability on ease of use of the Tomohon City Government website (tomohon.go.id) using Jakob Nielsen's five indicators: learnability, efficiency, memorability, error, and satisfaction. Through a quantitative approach with a sample of 100 respondents, results show that usability significantly affects ease of use with a very strong correlation (73.9%). All usability indicators fall into the good category, with learnability and memorability obtaining the highest scores (4.47 and 4.40 on a scale of 5). However, shortcomings remain, such as slow access speeds and inaccessible pages. It is recommended that the Communication and Information Department of Tomohon City improve website management, enhance interface design, and add interactive features to increase user satisfaction and support public information disclosure and electronic-based services.

Abstract

The adoption of artificial intelligence (AI) in the public sector is catalyzing global digital transformation. In Indonesia, despite the policy push for digitization, AI implementation faces unique challenges influenced by the dynamics of institutional pressures. This study aims to uncover the influence of coercive, mimetic, and normative pressures on AI adoption in Jabar Digital Services (JDS) and identify barriers and opportunities that arise in the local context. Using a qualitative approach with a case study design, data were obtained through semi-structured interviews, focus group discussions, and analysis of official documents. Thematic analysis was conducted to identify key patterns that reflect institutional dynamics in AI implementation. The findings of this study reveal that the adoption of artificial intelligence (AI) in Jabar Digital Services (JDS) is driven by a complex synergy between three types of institutional pressures. Coercive pressure, reflected through political pressures and leadership role, is considered to strongly encourage AI adoption. On the other hand, mimetic pressure encourages JDS to adopt best practices from developed countries from the perspective of frameworks, case studies, and international AI maturity models. Meanwhile, normative pressure arising from the expectations of the five pillars of pentahelix stakeholders including academia, private sector, government, community, and media increases the urgency of AI adoption. The synergy between coercive, mimetic, and normative pressures not only drives digital transformation and contextual approaches in JDS. This research extends the understanding of institutional isomorphism theory in developing countries and provides strategic recommendations for policymakers to integrate global practices with contextual customization to achieve effective digital transformation.

Abstract

Digital transformation in government encourages the presence of public services based on digital applications to improve efficiency and accessibility of services. One of them is the Tangerang LIVE Application which is an integrated platform owned by the Tangerang City Government. This study aims to analyze user satisfaction with the application by utilizing Big Data and Data Scraping techniques. Data is taken automatically from user reviews on the Google Play Store and analyzed using the TextBlob-based sentiment analysis method. Based on the results of the analysis of 6,971 reviews, it is known that 91.2% of reviews are neutral, 8.0% are positive, and 0.8% are negative. These findings indicate that most users provide neutral input, questions, or reports, while the technical aspects of the application still need to be improved to maximize user satisfaction. This study provides a real contribution in showing the potential of Big Data as a tool for evaluating digital public services in real-time and massively.

Abstract

Penelitian ini bertujuan untuk menganalisis peranan big data dalam peningkatan pelayanan publik. Big data menjadi elemen penting dalam transformasi digital sektor pemerintahan karena mampu menyederhanakan proses layanan, meningkatkan efisiensi, dan memberikan dasar bagi pengambilan keputusan berbasis bukti. Metode yang digunakan dalam penelitian ini adalah studi pustaka dengan pendekatan deskriptif kualitatif terhadap 28 artikel ilmiah yang relevan dari tahun 2018–2024. Hasil penelitian menunjukkan bahwa pemanfaatan big data mendukung peningkatan efisiensi layanan, transparansi, personalisasi interaksi dengan masyarakat, serta mendorong reformasi pelayanan publik secara menyeluruh. Big data juga membantu dalam identifikasi kebutuhan masyarakat, evaluasi kinerja layanan, serta penyusunan kebijakan yang lebih adaptif. Meskipun demikian, implementasi big data menghadapi berbagai tantangan seperti keterbatasan infrastruktur teknologi, literasi data yang rendah, dan kurangnya integrasi data antar lembaga. Oleh karena itu, diperlukan strategi kebijakan dan penguatan kelembagaan agar pemanfaatan big data dalam pelayanan publik dapat berjalan secara optimal.

Abstract

This study aims to analyze the effect of the implementation of the One-Stop Integrated Service (PTSP) policy on the quality of public services in Nabire Regency. The background of this study is based on the importance of improving the quality of public services as part of bureaucratic reform, where the PTSP policy is expected to simplify the service process and increase public satisfaction. The method used is a quantitative method with a simple linear regression approach. Data were collected through a questionnaire from 200 respondents who had received services through PTSP. The results of the t-test showed that the implementation of the PTSP policy had a significant effect on the quality of public services with a t-value of 8.083 and a significance of 0.000 (p <0.05). The regression coefficient of 0.594 indicates that every increase in the implementation of the PTSP policy is followed by an increase in the quality of public services. Meanwhile, the R Square value of 0.248 indicates that 24.8% of the variation in the quality of public services can be explained by the implementation of the PTSP policy. This study concludes that the implementation of the PTSP policy effectively contributes to improving the quality of public services in Nabire Regency. Regional governments are advised to continue optimizing the implementation of this policy to support faster, more transparent, and more responsive services to community needs.
