Abstract

The digital economic transformation and the implementation of Industry 4.0 have become a primary urgency in accelerating regional development, particularly in enhancing digital connectivity, local economic development, and the quality of human resources (HR) in the digital era. This study aims to analyze the role of technology and Industry 4.0 in driving digital-based economic progress in Gorontalo City and to evaluate its effectiveness in three main aspects: digital connectivity, local economy, and HR strengthening. Using a mixed-method approach with an explanatory design, data were collected through questionnaires, observations, documentation, and focus group discussions (FGD) from 20 respondents consisting of local government agencies (OPD), the public, and relevant stakeholders. The analysis was conducted using the Importance-Performance Analysis (IPA) method and the qualitative technique of the Miles & Huberman model. The results show that the impact of technology on the local economy and digital connectivity was deemed quite effective, although improvements are still needed, particularly in infrastructure and access equity. Meanwhile, the strengthening of HR and digital skills-based employment is still categorized as less effective and remains a top priority for improvement. Therefore, it is recommended that the government expand digital training, strengthen cross-sector partnerships, and promote inclusive policies to ensure that digital transformation progresses equitably and sustainably.

Abstract

The objectives of this study are: (1) to analyze the trend of government performance on the Food Security Index (FSI), and (2) to analyze the influence of fiscal policy in the agricultural economy (general allocation fund (GAF)s, special allocation funds (SAF), and deconcentration funds in the agricultural sector (DF)) on government performance related to the Food Security Index. This study employs a quantitative approach using secondary data from 17 regencies/cities over 5-year period (2020–2024). Data were analyzed using descriptive trend analysis and multiple panel data regression. The findings reveal that (1) the government’s performance on the Food Security Index is relatively good, although the index dynamics vary among provinces in the Tomini Bay region. Central Sulawesi recorded an average FSI growth of -1.21%, North Sulawesi showed an average growth of 0.34%, while Gorontalo Province achieved the highest and relatively stable average growth of 0.43%. (2) The general allocation fund, special allocation fund, and deconcentration fund in the agricultural sector jointly have a significant effect on the Food Security Index of regencies/cities in the Tomini Bay region, with a coefficient of determination (R²) of 22.2373%, while the remaining 77.7627% is explained by other variables. Partially, the general allocation fund has a positive but insignificant effect on the Food Security Index, while both the special allocation fund and deconcentration fund in the agricultural sector have a positive and significant effect on the index.

Abstract

Community empowerment through training in food agribusiness product processing techniques is a crucial strategy for increasing the added value of agricultural commodities while promoting economic self-sufficiency in rural areas. This activity was conducted in Bontula Village, Asparaga Subdistrict, Gorontalo Regency, with the aim of improving the knowledge, skills, and attitudes of the community in processing corn is the village's dominant crop into value-added products such as corn chips. The methods used in this program included theoretical sessions on food agribusiness, hands-on processing training, and competency evaluations through pre-tests and post-tests. The results showed an increase in the average community competency score from 54.80% (categorized as fair) to 76.60% (categorized as good). Knowledge increased from 60.83% to 81.33%, skills from 51.56% to 64.89%, and attitudes and commitment to adopting information from 50.00% to 82.00%. The paired sample t-test indicated a statistically significant result (p 0.05), confirming a notable difference before and after the training. This program demonstrates the effectiveness of locally based food processing training in enhancing community capacity and supporting agribusiness development in rural areas.Keywords: Empowerment; Food Agribusiness; Corn; Training; Bontula Village
