Abstract

Law No. 6/2023, which ratifies Government Regulation in Lieu of Law No. 2/2022 on Job Creation, defines outsourcing as the delegation of part of work implementation to other companies through a written outsourcing agreement. This study aims to analyze the narrative structure of Indonesia’s outsourcing policy using the Narrative Policy Framework (NPF), focusing on key elements such as characters (heroes, villains, and victims), setting, plot, and moral of the story. A total of 132 news articles were randomly selected using the keyword “outsourcing” from online sources between November 2, 2020, and December 31, 2023. The data were analyzed using the Discourse Network Analysis (DNA) application. The resulting narrative portrays both workers and outsourcing companies as victims, while the government, outsourcing companies, and service user companies appear both as villains and heroes. The setting includes various regions in Indonesia and covers aspects of job creation and enhancement, workers’ income and welfare, internal company policies, and human resource management. The narrative plot highlights employment policies, associated challenges, and governance of labor regulations. The moral of the story emphasizes the need for effective labor regulations, strict enforcement of employment policies and laws, ongoing policy evaluation, and robust worker protection mechanisms. To foster synergy among stakeholders in shaping effective policies, the government must ensure clear communication of fair and accountable outsourcing principles and design a robust enforcement strategy to address systemic outsourcing issues.

Abstract

Program pemberdayaan masyarakat kelompok tani dan ternak di Desa Gunung Aji, Kecamatan Kikim Timur, Kabupaten Lahat ini bertujuan untuk meningkatkan mutu hasil perkebunan dan peternakan melalui inovasi produk serta penguatan skala penjualan berbasis digital marketing. Kegiatan ini dilaksanakan untuk menjawab tantangan rendahnya produktivitas dan nilai jual hasil pertanian dan peternakan masyarakat yang selama ini masih dikelola secara tradisional. Melalui program ini, diharapkan kelompok tani dan ternak dapat meningkatkan kualitas hasil produksi, memperluas jangkauan pemasaran, serta meningkatkan pendapatan masyarakat secara berkelanjutan. Rangkaian kegiatan pemberdayaan meliputi penyuluhan, pelatihan, pendampingan teknis, serta penerapan strategi pemasaran digital. Kegiatan penyuluhan berfokus pada peningkatan pengetahuan tentang teknik budidaya pertanian dan peternakan yang baik, manajemen pakan dan kesehatan ternak, serta pengolahan hasil perkebunan menjadi produk inovatif bernilai tambah. Dalam pelatihan digital marketing, peserta diberikan keterampilan memanfaatkan media sosial seperti Instagram, Facebook, dan Instagram sebagai sarana promosi dan penjualan produk. Selain itu, dilakukan pendampingan dalam pembuatan produk turunan seperti olahan hasil kebun dan peternakan yang memiliki daya saing di pasar. Program ini juga melibatkan kerja sama dengan pemerintah daerah, penyuluh pertanian, dan lembaga pendukung kewirausahaan untuk memastikan keberlanjutan kegiatan dan kemandirian kelompok tani dan ternak di masa depan.

Abstract

Background: Civil servant (ASN) neutrality is often viewed merely as a matter of administrative and legal compliance; however, in practice, it involves complex narrative dynamics among various policy actors in the public sphere. Objective: This study aims to map the policy discourse structure of ASN neutrality in the 2024 Palembang local election and identify key actors and their underlying patterns of interest. Methods: Using a mixed-methods approach through Discourse Network Analysis (DNA) and social network visualization via Gephi software, this study analyzed 56 statements from 40 relevant policy actors. Results: The results reveal a fragmented discourse network (96 nodes; density = 0.05; modularity ≈ 0.87), with consensus concentrated around law enforcement and disciplinary sanctions. Bawaslu RI emerged as the actor with the highest degree centrality (degree ≈ 15 connections), dominating the oversight narrative alongside regulatory agencies, whereas civil society groups and ASNs exhibited lower centrality scores and remained peripheral in the policy debate. Conclusion: The study concludes that strengthening bureaucratic ethical education and fostering more inclusive cross-sectoral collaboration are essential to safeguarding bureaucratic integrity from practical political intervention.

Abstract

Study This aim for study dynamics institutional in empowerment village at a time compile strengthening institutional based development in the Regency Banyuasin. Research use approach qualitative with design studies case study to understand interaction inter-factors, social values and norms, and practice developing institutions​ in the empowerment process village. Data obtained through interview in-depth, observation field, and study documentation to actors strategic at the level village and government area.Results study show that implementation empowerment village Still tend oriented administrative and not yet fully push participation substantive society. Conditions the influenced by limitations capacity source Power human, low involvement society, as well as not yet optimally internalization values public in governance​ village. However Thus, the study also found that existence opportunity strengthening institutional through utilization potential local, support source power and development collaboration multi- actor research This produce draft strengthening institutions that emphasize integration between structure institutional, values public, role actors, and participatory processes in creating public value in the form of improvement welfare society, quality service public, and trust public to government village.
