Abstract

This study focuses on explaining how the policy for determining the Sale Value of Land and Building Tax Objects for Rural and Urban Land and Building Tax (NJOP PBB-P2) is an effort to increase the regional revenue (PAD) of Medan City. The explanation of this study is built based on a qualitative method with a descriptive approach. The results of this study indicate that, the determination of NJOP PBB-P2 in Medan City has a variable NJOP PBB-P2 classification, also with a fluctuating value. Because the value is based on sectors and zones. The strategic location of the tax object will be of much greater value than in distant areas and is considered uneconomical. In the process of determining the PBB-P2 NJOP, the stages are, first, the process of collecting data on the NJOP PBB P-2 for Medan City. Second, the PBB P2 Assessment Process for Medan City. Third, the process of determining the NJOP PBB P-2 for Medan City. Fourth, the process of collecting PBB P2. In practice, the most dominant problem is the refusal of residents to pay taxes, arrears, differences in NJOP values between regions and even market values that do not match the selling price are problems that are always faced. This argument is caused by the negative image attached to the Medan City Government and the Agency in charge of collecting taxes which causes public distrust. So this study provides basic recommendations through a policy model in determining the NJOP PBB-P2 which is more just, accountable, transparent and democratic. This just, democratic policy model is seen from the dimensions of administrative modernization and the dimensions of citizen involvement. The orientation is to create a balance and healthy social relations between citizens and the government.

Abstract

Ahead of the 2019 general election which is divided into two stages, namely the Legislative election and the Presidential election. This event is the right moment to find out the political participation of the people at the grass-roots level while at the same time seeing the interaction between the people in the grass-roots and political parties. The interaction that wants to be seen is what forms of political behavior and community participation at the grassroots, as well as how political parties behave in interacting with this community. Then the important point that is also seen is how political parties behave in involving and seeking to raise support from the community. In the end, through this research, it will be known the quality of political participation from the public and electoral political parties in 2019.

Abstract

This research was conducted with the aim of knowing the factors causing and handling school dropouts in the Medan Belawan Fisherman Village. Where in this village about 80% of children drop out of school. So with the large number of children dropping out of school, the level of human resources is getting weaker. In this study using a qualitative approach using interviews, observation and documentation. The results of this study indicate that the factors that cause children to drop out of school in the Fisherman Village of Medan Belawan are due to two factors, namely external factors (inadequate economy where their income is still low, the social environment of children in Fisherman Village who participate in promiscuity, distance places to live and schools are far away, and educational facilities are not yet complete) and internal (this condition includes inadequate nutrition or health factors for the children of Kampung Nelayan due to an unsanitary environment, lack of motivation for schooling, and lack of encouragement from the family environment and the environment in which he is located which makes him mentally not to go to school. As for the efforts to handle these school dropouts through the establishment of Learning Houses, Floating Libraries, and equality programs, namely the package A, package B and C programs.

Abstract

Village development planning is very important, because from this development plan the direction of village development is determined. The aspirations of the community in the village development planning process are very much needed, so that it has become an obligation of the village government to accommodate community aspirations in the development planning process in the village. The aspirations of the community can be accommodated by involving the Village Consultative Body (BPD), because basically the Village Consultative Body (BPD) is a means for village communities to channel their aspirations to assist village government in the development planning process in the village. The research method used in this study is qualitative research methods, in which the process of data collection is done through observation, interviews, and documentation studies on informants who are considered to have the potential to provide information about the role of Village Consultative Bodies (BPD) in the development planning process in Bandar Village Klippa. From the results of the research that has been done, the Village Consultative Body (BPD) in Bandar Klippa Village has carried out its functions and duties well as a working partner of the Village Head and also to accommodate and channel community aspirations so that the development planning desired by the community is created. However, the Village Consultative Body (BPD) in Bandar Klippa Village was less active in coming directly to absorb and gather aspirations from the community.

Abstract

Role is a set of expectations imposed on an individual who occupies a certain social position. This  study  aims  to  determine  the  role  of  village  government  in  improving  the  quality  of administrative services to the community in the Office of Village Head Aek Korsik. The method of research  used  is  a  descriptive qualitative  method approach  that  focuses  on  the  role  of  village  government in improving the quality of administrative services to the community at the Head Office of Aek Korsik Village Aek Kuo Sub-district, North Labuhanbatu Regency. The results  showed  that  the quality of administrative services in the Head Office of Aek Korsik Village Aek Kuo Sub-district, North Labuhanbatu  Regency  has  applied  Tangible,  Reliability,  Responsiveness,  Assurance,  and Emphaty dimensions and their indicators. However, there are still some indicators that have not run in accordance with the expectations of the community, including the inconvenience of service places including facilities and infrastructure that have not been complete, the employee has not effectively used SOP (Standard Operating Procedure) in the service process, and there are still employees who are not friendly in the service process.

Abstract

The handling of Covid-19 is directed at the government to take quick action to make policies that are in accordance with the needs of accelerating the spread of Covid-19, especially in the financial sector. This researcher is in the form of a descriptive qualitative approach, namely describing the data obtained from the field and explaining it in words. This study aims to analyze the implementation of regional financial policies in handling Covid-19 in North Sumatra Province. Based on the data that has been collected, it can be seen from several indicators from George C. Edward III's theory, namely communication, resources, disposition and bureaucratic structure that have been used to see how the implementation of regional financial policies in North Sumatra Province, in the implementation of these policies there are several obstacles in terms of communication and poor resources caused by the Covid-19 virus. So that the implementation of regional financial policies in dealing with Covid-19 in North Sumatra Province cannot be realized properly.

Abstract

This study aims to find out how BPPRD currently implements Medan City Regulation Number 3 of 2011 concerning Land and Building Tax. The researcher uses George C. Edward III's implementation theory in his research (communication, resources, disposition and bureaucratic structure). This type of research consists of qualitative research using observation, interviews and recording methods to obtain materials. This study reminds land and tax staff as well as taxpayers. The findings show that the Medan City Regional Regulation Number 3 of 2011 concerning the Land and Building Tax Subdivision of the Medan City BPPRD is strictly enforced and implemented by the competent authorities. Despite public awareness of the need to pay taxes, there are substantial barriers to implementation, including poor collection and communication by tax authorities..

Abstract

Bunga Bondar Village has a unique culture called Marjambar. Marjambar is held   by distributing pastries typical of the local community during religious holidays, which are ahead of Eid al-Fitr for Muslims and one day before New Year for Christians. This study aims to analyze the multiculturalism model that exists in marjambar. This study  uses Mead's symbolic interaction theory. The research method of this study is  a qualitative descriptive approach, while data collection technique is conducted through  observation, interviews and documentation.  A total of eight research informants were interviewed, comprising two Islamic religious leaders, two Christian religious leaders, one traditional leader, one youth leader, two village apparatuses. This research found that in realizing the values of multiculturalism there is a philosophy of life "thick water is thicker, brotherly relations and we are one blood (alkot aek alkotan dope mudar dan hita dongan samudar). The implementation of marjambar local wisdom reflects the value of cosmopolitan multiculturalism in  which  each individual is  free with his cultural life, without intimidation and domination, thus creating an attitude of concern between people of  different faiths and  ethnic groups. In conclusion, intercultural life which exists side by side shows equality between people. The researcher suggests that local governments through schools provide formal and informal education to educators who stay at the forefront of the effort to disseminate local wisdom among students. It is necessary to provide bailout funds to preserve marjambar local wisdom, for example, for  monthly meetings between religious leaders, community leaders, traditional leaders and the community.

Abstract

The village head acts as a leader and must have an attitude of initiative, provide solutions that can improve performance, provide direction and input that can support in carrying out the activities or tasks given. As for the problem formulation, what is the leadership role of the Village Head in Improving Performance at the Sukamaju Village Office, Sunggal Subdistrict, Deli Serdang Regency and what factors are hindering the performance of the Village Head in the Sukamaju Village Office, Sunggal District, Deli Serdang Regency. The research method used was a qualitative approach and data collection techniques used were library observation, interviews and documentation. Based on the results of the research, the leadership role of the Village Head in Improving Performance at the Sukamaju Village Office, Sunggal Subdistrict, Deli Serdang Regency by providing guidance, supervision, exemplary and motivation has generally been running quite well, but improvements must continue. The factors hindering the performance of the Village Head at the Sukamaju Village Office, Sunggal Subdistrict, Deli Serdang Regency are still lacking in leadership such as lack of objective in providing assessments of the work and assignment given, Lack of leadership skills or spirit and lack of leadership knowledge.

Abstract

The study aims to determine the ferformance of the Village Apparatus in service to the Silumajang Village comudity District NA. IX-X Labuhanbatu Utara. Regency and what are the obstacles and constraintseksprienced by the Village Apparatus in providing services to the Silumajang Village community. The method in this research is a qualitative method, with data collection techniques through interviews, observation and documentation. Data infinity by triangulating sources, techniques and time. The analysis was carried out with an interactive model of data reduction, data presentation and conclusion drawing. The results of this study indicate that the ferformance of the Village Apparatus in Silumajang Village is well measured in the six indicators according to Van Metter and Van Horn in the service policy model, namely for indicators can be said to be good covering standards and objectives, the characteristic of the implementing organization, attitudes and communitation. There are still two indicators that are not optimal, namely resources and the social, economic and political environment. As for the inhibiting factors and the obstacles include people who do not realize the importance of the Family Card especially those in neighborhoods far from the Village office, there are still Village Officials who are not yet professionals in carrying out the tasks assigned to them and there is no certainty when the Family Card will be completed.
