Abstract

Tujuan penelitian ini adalah untuk mengkaji tentang bagaimana kebijakan yang dilakukan oleh pemerintah dalam menanggulangi terjadinya prostitusi liar di berbagai daerah di Kota Medan. Jenis penelitian ini adalah penelitian kualitatif yaitu menggabarkan suatu fenomena yang terjadi dan berkembang di masyarakat (fenomenologi). Untuk mendapatkan  data-data penelitian dilakukan tehnik pengumpulan data melalui wawancara, dokumentasi, studi literatur dan observasi, dengan harapan mendapatkan data yang akurat. Adapun alat yang digunakan adalah pedoman wawancara. Tehnik analisis data yang didapatkan dari lapangan kemudian diolah melalui tahapn reduksi data, verifikasi data dan mengambil kesimpulan. Hasil penelitian ini menemukan bahwa prostitusi di Kota Medan oleh pelaku Pekerja Seks Komersial (PSK) adalah perbuatan melakukan hubungan seksual dengan cara berganti-ganti pasangan yang bukan istri atau suaminya dan dilakukan ditempat-tempat tertentu atau disebut lokalisasi seperti di hotel, tempat rekreasi, perkampungan dan lain-lain. Para PSK secara finansial mendapatkan keuntungan dari kegiatan yang mereka lakukan, sehingga menjadi sebuah ketergantungan untuk bekerja seperti itu. Keuntungan yang didapatkan menurut mereka sangat praktis, sehingga membuat ketagihan. Dalam praktiknya pemerintah kota Medan menerapkan kebijakan berupa penertiban para PSK melalui Dinas Sosial Kota Medan dengan melibatkan Satuan Polisi Pamong Praja (Satpol-PP), pihak Kepolisian dari Polrestabes Medan. Pada prinsipnya setiap PSK yang sudah terjaring razia Pemerintah Kota Medan hanya melakukan pendataan dan pembinaan melalui siraman rohani, lalu dilepas kembali sehingga tidak memberikan efek jera. Data-data PSK yang tersebar di Kota Medan bukan hanya berasal dari wilayah Kota Medan, akan tetapi dari wilayah lain seperti Deli Serdang. Hambatan penanggulangan praktik prostitusi terutama disebabkan cakupan wilayah cukup luas terdiri dari 11 Kecamatan dan 144 Kelurahan, sehingga dalam penerapan kebijakannya belum efektif dikarenakan kegiatan razia dilaksanakan hanya bersifat insidentil dan para PSK merasa leluasa menjalankan aksinya. Ditambah lagi adanya informasi yang bocor ketika hendak dilakukan razia, sehingga para PSK bisa kabur terlebih dahulu.

Abstract

This study aims to evaluate the performance of Habinsaran Sub-District Employees in improving the quality of public services. The method used is qualitative descriptive with data collection techniques through observation, interviews, and documentation. Data is obtained from official documents and archives. The indicators used refer to the theory of Productivity, Responsiveness, and Accountability by Lohman Mahsun. The results showed that the performance of Habinsaran sub-district employees had been carried out quickly and precisely and was responsive to the aspirations of the community. Supporting factors include cooperation with village officials, communication with Social Services, and WhatsApp groups. However, obstacles such as large village distances, weak cellphone signals, and poor road quality affect performance. One of the problems found is the lack of employee time discipline, such as leaving before work hours are over and leaving the room during working hours.

Abstract

The Leadership Administration Bureau is a government organization located in the North Sumatra Governor's office which has the main task of serving the leadership, starting from preparing leadership materials, preparing leadership activity materials and reporting. However, in its implementation there are still employees who have not fully carried out their duties properly due to a fairly large workload imposed on them so that in carrying out their duties they lack discipline and lack of work motivation and also lack of competence and trainings made. This study aims to determine the implementation of North Sumatra Governor Regulation No. 29 of 2020 in order to improve the implementation of employee duties in the Leadership Administration Bureau and what are the inhibiting factors in its implementation. The theory used in this study is theory of Edwards III, particulary Communication, Resources, Disposition, and Bureaucratic Structure. The use of this studies approach is a qualitative method the usage of remark statistics series techniques, in-depth interviews, and documentation. This investigation revealed that the was not yet fully implemented due to the still obstacles, one of which is that some of the human resources are not competent, and also the lack of training and socialization about work in the Leadership Administration Bureau makes them lacking in obtaining training while for communication, disposition, and bureaucratic structure have been implemented quite well and small problems they are able to overcome.

Abstract

The role of the Sub-District Secretary in Assisting the Sub-District Head Tasks in the Personnel Sector in the District of East Medan, where the Sub-District Secretary has the role of continuing tasks and programs and overcoming problems to facilitate the implementation of activities in the Personnel Sector. The purpose of this study was to determine the role of the Sub-District Secretary in Assisting the Sub-District Head Tasks in the Personnel Field, and the obstacles faced by the Sub-District Secretary in Assisting the Sub-District Head Tasks in the Personnel Sector in the District of East Medan. As for the problems, namely regarding delays in coordinating tasks with employees, lack of employee initiative, dominant decisions taken by the Sub-District Head, and lack of direct inspections of employees. To approach the problem, aspects of Sondang P. Siagian (2012) are used, including interpersonal, informational, decision-making, and supervisory roles. Data was collected based on data collection techniques with observation, interviews, and documentation, and analyzed qualitatively with a descriptive nature. The results showed that the role of the Sub-District Secretary in Assisting the Sub-District Head Tasks in the Personnel Sector could be said to be good in terms of the interpersonal role where there was direction and motivation given to employees, then the informational role by using two-way communication both in conveying and receiving suggestions. decisions made by way of deliberation, as well as the role of supervision, carried out directly through attendance and supervision, or indirectly through online attendance and e-performance

Abstract

This research aims tois to analyze public satisfaction community through with seven regional work organizations (OPD). Types of this research  is quantitative descriptive with a questionnaire instrument. The number of respondents was 270 respondents and the key informant was 7 respondents. The data processing technique applied questionnaires and interviews; while data analysis used qualitative analysis. The average achievement of the Public Satisfaction Index on the 7 OPDs selected in the Batu Bara district in 2023 was 80,446 with the category GOOD. This was characterized by the provision of public goods and services to meet the community's requirements for public services. The Public Satisfaction Index of 7 (seven) Regional Work Organizations (OPDs) of the highest public service component was the Service Procedure, which is 3,329.

Abstract

The background of the problem in this thesis is the prablem of oversight of incoming and outgoing mail at the financial and Asset Management Agency of Deli Serdang Regency. To find out the factors how the managementof incoming and outgoing letters at the financial and Asset Management Agency of Deli Serdang Regency. This study uses qualitative methods as data analysis. Sources of data in this study were the Head of the General Subdivision collection techniques, namely observation, interviws and documentation. Manegement of incoming and outgoing mail at the Deli Serdang Regency Financial and Asset Management Agency is prioritized to be more thorough in checking about letters, date of letters, scheduling letters, and where the leters are sent. The Management of incoming and outgoing mail at the Financial and Asset Management Agency of Deli Serdang Regency is an increasing workload in carrying out tasks by each agency secretary and Civil service civi Affairs.

Abstract

Electronic Identity Card (e-KTP) and Family Card (KK) services are mandatory for every resident who has met the requirements and their existence is a prerequisite for accessing various services and other affairs.The purpose of this study was to determine the accountability of employee performance and the obstacles to the process of implementing employee performance accountability in e-KTP and KK services at the Medan Labuhan Sub-District Office. This study used qualitative research methods. For data collection, researchers conducted observations, interviews, and documentation.From the results of research conducted, the accountability of employee performance in the service of electronic identity cards and Family Cards at the Medan Labuhan Sub-district Office has not been fully successful due to lack of friendliness when performing services, indiscipline of employees in starting services, lack of employee skills in data input, and completion of card making. electronic identity cards and family cards are often not timely.The inhibiting factors for implementing employee performance accountability are network disturbances and the insufficient number of blanks.

Abstract

In general, this study aims to analyze the responsiveness of health services in RSUD Dr. R.M Djoelham, Binjai City. The problem is focused on one of the Regional General Hospital Dr. R.M Djoelham Binjai City in providing services for BPJS patients at RSUD Dr. R.M Djoelham has not been optimal. In order to approach this problem, it can be measured using Zeithaml's theory which consists of: the ability to respond, speed of service, accuracy of service, accuracy of service, timeliness of service. This research use desciptive qualitative approach. The data collection used was observation, interviews and documentation which was carried out for about one month. The results showed that in general the level of Responsiveness of BPJS Patient Public Services in the ability to respond, speed of service, accuracy of service, accuracy of service, timeliness of service was good, but in indicators of ability to respond to complaints there were several things that needed attention from the RSUD Dr. R.M Djoelham such as patient comfort and hospital facilities.

Abstract

Education in Ononamolo Talafu Village has sufficient facilities, but the quality still needs attention. The main obstacles include limited internet access, lack of educators, and inadequate learning facilities. This study aims to identify the form of community participation in supporting children's education through learning homes and the obstacles faced in its implementation. This study uses the theory of Engkosworo and Komariah (2010:297), which categorizes community participation in education into two forms: financial contribution and contribution of thought and energy. The method used is qualitative with observation, interview, and documentation techniques. The results of the study show that the contribution of community financing supports the existence of a Learning House in Ononamolo Talafu Village in the form of providing cash, and goods needed for learning. This is followed by the contribution of the community's thoughts in the form of ideas in building children's learning enthusiasm by making children's handicrafts and displaying them on the walls of the learning house. Then the contribution of manpower can be seen that the community helps the process of building a learning house.

Abstract

This study aims to analyze the implementation of the Family Empowerment and Welfare Program (PKK) in improving women's education and skills in Naga Timbul Village, Tanjung Morawa District. Implementation is an important stage in the policy process because it concerns the realization of the program to achieve the set goals. This study uses a descriptive qualitative approach and refers to Edward III's theory, which includes four indicators of policy success: communication, resources, disposition, and bureaucratic structure. The results of the study show that the implementation of the PKK program has not been optimal. Communication is considered quite good, and resources and disposition are adequate, but the bureaucratic structure is not well organized. In addition, many women in the village still have not shown improvement in education and skills. The main inhibiting factors come from low awareness, understanding, and community participation in participating in training, as well as the lack of maximum socialization from PKK management. Therefore, it is necessary to strengthen the role of cadres and increase community involvement to make the PKK program more effective.
