Abstract

Food security, crucial for ensuring access to sufficient, nutritious food, is a key government focus. This study examines the food security program in Watutulis Village, Prambon District, aimed at achieving economic independence. Using a descriptive qualitative method, data were collected through interviews, observations, and documentation, with purposive sampling of knowledgeable informants. Results show successful efforts in food production and access, notably through fish farming, but limited utilization of these resources beyond household consumption. The study suggests enhancing collaborations with local businesses to create value-added food products, driving economic growth and independence for the village. Abstract

This study examines the role of the Sidoarjo Regency Manpower Office in determining the Regency/City Minimum Wage (UMK). Using a qualitative approach, data were collected through interviews, observations, and documentation with key informants such as workers' unions, employers, and government officials. The findings reveal that the Manpower Office effectively facilitates wage determination by providing necessary infrastructure, forming wage councils, and aligning with central government regulations. However, improvements in infrastructure efficiency and the development of clearer, faster regulatory methods are needed. This research highlights the office's strengths and areas for enhancement in setting fair minimum wages. Abstract

This study analyzes the performance of village officials in Glagaharum Village's administrative services using a descriptive qualitative approach. Data were collected through interviews, observations, and documentation, and analyzed using Miles and Huberman's techniques. Evaluated through T. R. Mitchell's indicators—Work Quality, Communication, Timeliness, Ability, and Initiative—the findings reveal that while technical guidance improves service quality, communication and technological challenges persist. Many officials lack technological skills, affecting service timeliness and initiative. The study highlights the need for targeted training to enhance officials' technological proficiency and improve overall service delivery. Abstract

This study analyzes the role of posyandu cadres in preventing stunting in Cangkring Village, Malang, Beji District, Pasuruan Regency, using a descriptive qualitative approach. Data were gathered through interviews, observation, and documentation from village heads, posyandu cadres, midwives, and mothers of toddlers. Utilizing Lawrence Green's framework, the findings reveal that stunting prevention is hindered by limited parental knowledge (Predisposing Factors), inadequate health facilities (Enabling Factors), and low community awareness (Reinforcing Factors). The research highlights the need for better education, improved facilities, and stronger community and governmental support to enhance posyandu effectiveness in stunting prevention. Highlights: 1. Abstract

Background: Effective policy implementation is essential for achieving developmental goals, particularly in rural areas. Specific Background: This study examines the implementation of the Government Work Plan (RKP) in Kedungrejo, Jabon District, Sidoarjo. Knowledge Gap: There is limited research on the operational challenges of RKP implementation in rural Indonesia. Aims: The research analyzes RKP implementation, focusing on communication, resources, disposition, and bureaucratic structure per Edward III’s framework. Results: Findings reveal that village officials engage in monitoring infrastructure projects but lack Standard Operating Procedures (SOPs) and dedicated oversight teams. Novelty: This study offers empirical insights into the practical challenges faced in RKP implementation. Implications: Establishing SOPs and dedicated teams is recommended to improve coordination and accountability, enhancing governance and community participation in rural development efforts. Background: The rise of digital technology has revolutionized local governance by enhancing efficiency and transparency. Specific Background: In this context, the E-Buddy application facilitates the digital management of official correspondence, yet its effectiveness has not been thoroughly examined. Knowledge Gap: Current literature lacks a detailed analysis of the communication dynamics and bureaucratic structures affecting the success of such digital systems. Aims: This study investigates the implementation of the E-Buddy application, emphasizing communication, resource allocation, executor disposition, and bureaucratic structure. Results: Findings reveal that the application's effectiveness is undermined by limited feature utilization and insufficient adherence to standard operating procedures (SOPs), resulting in miscommunication and inefficiencies. Abstract

General Background: Poverty and hunger are complex issues targeted by the Sustainable Development Goals (SDGs). Specific Background: Sumorame Village, Candi District, Sidoarjo Regency, implements programs aimed at poverty and hunger alleviation, focusing on collaboration and resource management. Knowledge Gap: Prior studies have not deeply explored implementation aspects at the village level within the SDGs framework. Aims: This study analyzes the implementation of poverty alleviation programs in Sumorame Village, focusing on communication, resources, disposition, and bureaucratic structure. Results: The findings indicate that effective communication and competent human resources are crucial for success. Financial resources are appropriately allocated, though infrastructure remains inadequate. Positive attitudes and strong commitment enhance program effectiveness, while the bureaucratic structure follows proper procedures. Novelty: This study provides an in-depth examination of poverty alleviation in the village context, highlighting the role of communication and resource management. Implications: Regular evaluations of physical resources and infrastructure maintenance are necessary for sustainable poverty reduction. Abstract

General Background in this context, the Village Consultative Body (BPD) serves as a key institution supporting the development planning process. Specific Background however, understanding the specific role of the BPD in development remains limited. Knowledge Gap this research aims to analyze and describe the role of the BPD in village development planning. Aims data collection methods used include observation, interviews, and documentation, with data analysis through collection, reduction, presentation, and verification. Results findings show that the BPD plays a crucial role in formulating and agreeing on village regulations and as a channel for community aspirations. An adaptive organizational structure of the BPD and the involvement of community elements make this process more efficient. Success the assessment of the BPD’s role in village development received positive responses from the community. Implications however, challenges remain regarding the passivity of BPD members, which can affect the optimization of village regulation formulation. This study highlights the importance of strengthening the BPD's capacity to be more responsive to community needs. Highlights: The BPD is essential for channeling community aspirations into development plans. Positive community feedback indicates effective BPD involvement in village governance. Challenges include passive member engagement, hindering optimal regulation processing. Abstract

Background: The economic recovery of Sidoarjo Regency post-pandemic hinges on effective assistance programs for Micro, Small, and Medium Enterprises (MSMEs), particularly women's business groups. Specific Background: This study investigates the efficacy of the Sidoarjo Regency Government’s assistance program for independent women’s business groups, with a focus on its impact on resilience and independence within this demographic. Knowledge Gap: Despite existing literature on government assistance programs, there is a lack of detailed evaluations regarding their effectiveness, specifically in the context of women's entrepreneurship in Sidoarjo. Aims: This research aims to assess the effectiveness of the assistance program through qualitative methods, including interviews, observations, and documentation. Results: Findings reveal that the program has been effective, particularly for the Teman Setia Kitchen business, measured against Sutrisno's (2010) indicators: program understanding, target accuracy, timeliness, goal achievement, and real change. While some discrepancies with Standard Operating Procedures (SOP) exist, the overall impact on groups like Dapur Teman Setia, Mawar Boga, and Agung Tersena has been positive. Novelty: This study contributes to the body of knowledge by highlighting specific indicators of program effectiveness and providing actionable insights for improving governmental support for women entrepreneurs. Implications: The research underscores the importance of effective government intervention in fostering women’s entrepreneurship and calls for improved targeting and timeliness in aid disbursement, which are essential for the sustainable development of MSMEs in Sidoarjo.
