Abstract

Background: Effective policy implementation is essential for achieving developmental goals, particularly in rural areas. Specific Background: This study examines the implementation of the Government Work Plan (RKP) in Kedungrejo, Jabon District, Sidoarjo. Knowledge Gap: There is limited research on the operational challenges of RKP implementation in rural Indonesia. Aims: The research analyzes RKP implementation, focusing on communication, resources, disposition, and bureaucratic structure per Edward III’s framework. Results: Findings reveal that village officials engage in monitoring infrastructure projects but lack Standard Operating Procedures (SOPs) and dedicated oversight teams. Novelty: This study offers empirical insights into the practical challenges faced in RKP implementation. Implications: Establishing SOPs and dedicated teams is recommended to improve coordination and accountability, enhancing governance and community participation in rural development efforts. Highlights : Lack of SOPs: Absence of Standard Operating Procedures hinders effective project oversight. Community Engagement: Village officials emphasize the importance of involving the community in development efforts. Abstract

Background: The rise of digital technology has revolutionized local governance by enhancing efficiency and transparency. Specific Background: In this context, the E-Buddy application facilitates the digital management of official correspondence, yet its effectiveness has not been thoroughly examined. Knowledge Gap: Current literature lacks a detailed analysis of the communication dynamics and bureaucratic structures affecting the success of such digital systems. Aims: This study investigates the implementation of the E-Buddy application, emphasizing communication, resource allocation, executor disposition, and bureaucratic structure. Results: Findings reveal that the application's effectiveness is undermined by limited feature utilization and insufficient adherence to standard operating procedures (SOPs), resulting in miscommunication and inefficiencies. Novelty: The research underscores the importance of effective communication and structured SOPs in optimizing digital systems in governance. Implications: The study recommends enhancing training and establishing clear SOPs to improve implementation outcomes and contribute to more effective governance. Abstract

General Background: Poverty and hunger are complex issues targeted by the Sustainable Development Goals (SDGs). Specific Background: Sumorame Village, Candi District, Sidoarjo Regency, implements programs aimed at poverty and hunger alleviation, focusing on collaboration and resource management. Knowledge Gap: Prior studies have not deeply explored implementation aspects at the village level within the SDGs framework. Aims: This study analyzes the implementation of poverty alleviation programs in Sumorame Village, focusing on communication, resources, disposition, and bureaucratic structure. Results: The findings indicate that effective communication and competent human resources are crucial for success. Financial resources are appropriately allocated, though infrastructure remains inadequate. Positive attitudes and strong commitment enhance program effectiveness, while the bureaucratic structure follows proper procedures. Novelty: This study provides an in-depth examination of poverty alleviation in the village context, highlighting the role of communication and resource management. Implications: Regular evaluations of physical resources and infrastructure maintenance are necessary for sustainable poverty reduction. This research offers insights for policymakers and local governments in similar settings. Abstract

General Background in this context, the Village Consultative Body (BPD) serves as a key institution supporting the development planning process. Specific Background however, understanding the specific role of the BPD in development remains limited. Knowledge Gap this research aims to analyze and describe the role of the BPD in village development planning. Aims data collection methods used include observation, interviews, and documentation, with data analysis through collection, reduction, presentation, and verification. Results findings show that the BPD plays a crucial role in formulating and agreeing on village regulations and as a channel for community aspirations. An adaptive organizational structure of the BPD and the involvement of community elements make this process more efficient. Success the assessment of the BPD’s role in village development received positive responses from the community. Implications however, challenges remain regarding the passivity of BPD members, which can affect the optimization of village regulation formulation. This study highlights the importance of strengthening the BPD's capacity to be more responsive to community needs. Highlights: The BPD is essential for channeling community aspirations into development plans. Positive community feedback indicates effective BPD involvement in village governance. Challenges include passive member engagement, hindering optimal regulation processing. Abstract

Background: The economic recovery of Sidoarjo Regency post-pandemic hinges on effective assistance programs for Micro, Small, and Medium Enterprises (MSMEs), particularly women's business groups. Specific Background: This study investigates the efficacy of the Sidoarjo Regency Government’s assistance program for independent women’s business groups, with a focus on its impact on resilience and independence within this demographic. Knowledge Gap: Despite existing literature on government assistance programs, there is a lack of detailed evaluations regarding their effectiveness, specifically in the context of women's entrepreneurship in Sidoarjo. Aims: This research aims to assess the effectiveness of the assistance program through qualitative methods, including interviews, observations, and documentation. Results: Findings reveal that the program has been effective, particularly for the Teman Setia Kitchen business, measured against Sutrisno's (2010) indicators: program understanding, target accuracy, timeliness, goal achievement, and real change. While some discrepancies with Standard Operating Procedures (SOP) exist, the overall impact on groups like Dapur Teman Setia, Mawar Boga, and Agung Tersena has been positive. Novelty: This study contributes to the body of knowledge by highlighting specific indicators of program effectiveness and providing actionable insights for improving governmental support for women entrepreneurs. Implications: The research underscores the importance of effective government intervention in fostering women’s entrepreneurship and calls for improved targeting and timeliness in aid disbursement, which are essential for the sustainable development of MSMEs in Sidoarjo. Background: Effective management of microfinance institutions is essential for rural economic development. Specific Background: This study examines BUMDesa Bersama “Gempol Sejahtera,” focusing on its application of microfinance principles in financial management. Knowledge Gap: There is limited research on how structured bureaucracies affect the success of microfinance programs in community organizations. Aims: The research evaluates the impact of organizational structure on microfinance initiatives and resource management. Results: Findings show that a clear bureaucratic structure enhances efficiency and role clarity, facilitating successful program implementation. Abstract

This study evaluates the quality of population administration services in Bangsal District, focusing on public satisfaction and aspects such as physical facilities, reliability, responsiveness, assurance, and empathy. Using a qualitative approach with interviews, observations, and documentation, the findings reveal that, despite inadequate physical facilities and reliability issues, public satisfaction is relatively high due to effective communication and improved security measures. However, staff responsiveness and empathy need improvement, with key challenges including limited staff and infrastructure. The study suggests enhancements in physical infrastructure and staff training to further improve service quality, offering insights for policy changes and resource allocation. Abstract

This research investigates the effectiveness of managing Village-Owned Enterprises (BUMDes) in improving community welfare in Kemiri Village, Sidoarjo. Using a qualitative method with a descriptive approach, data were collected through interviews and direct observations. The study evaluates BUMDes management using three indicators: goal achievement, integration, and adaptation. Results show that while income for food court stand owners has increased, it still depends on event frequency. Integration efforts are hampered by irregular socialization activities due to new management. However, communication is effective through accessible contacts and social media. Adaptation efforts are supported by the community, benefiting from affordable food and essential goods. The study highlights the need for structured socialization schedules and improved funding to optimize BUMDes' impact on community welfare. Highlight: Income rise tied to event frequency.
