Abstract

The purpose of this study was to determine the involvement of participatory governance in the Development Planning Deliberation (Musrembang) in Sanrobone district, Takalar Regency. This study  qualitative research,  that  provided a general picture as a kind of data collected objectively from the field with a type of phenomenology. Data collection techniques  were observation, interviews with a number of informants. Data analysis used qualitative data. The results of this study showed that participatory governance in development planning deliberations in the district of Sanrobone Takalar Regency. Some had been realized optimally in accordance with their objectives, this was seen from the indicator (1) the involvement of direct community participation had been directly involved in musrenbang activities (2) musrenbang activities were still some communities that did not directly involve in development activities due to several constraints / obstacle (3) the community was very auntusian in attending Musrenbang activities (4) many people gave ideas or advices for the smoothness of musrenbang (5) people hoped to be responsible and participate in the implementation of musrenbang activities.Keywords: Participation Involvement, Participation Rate

Abstract

The purpose of the study was to find out how the implementation of mutation based on the merit system, seniority system, spoil system in the district police. Gowa. This type of research uses a qualitative descriptive type of research.. Data collection technique using interview, observation and documentation methods. Data analysis technique by using data reduction steps, data presentation and the final stage. The results of the study indicate that 1) Meryt Systemcan be interpreted as a mutation process that is very well executed, but has not in accordance with the theory because in the implementation of mutations there are still some employees who don't know the reason for their transfer besides that, there are employees who mutation is not in accordance with the educational background possessed if compared to their position, as well as the presence of employees who have not beenoccupied his position but was transferred to another position, 2) seniority system can be interpreted as a mutation because it affects the level of seniority or because his work experience in the field has been in accordance with what was done because of the mutation of the Gowa Police Police Personnel, it was seen that an employee who wastransfer based on the employee's experience or tenure but usually based on achievements and class rank and it's quite effective, 3) Spoil System In carrying out the mutation of the Gowa Police Police Personnel, it can be said that there is no can be separated from there are still based on kinship considerations. Abstract

ABSTRACTThe purpose of this study was to find out how the Online-Based Hotel and Entertainment Tax Service Innovation at the Makassar City Regional Revenue Agency. This study used qualitative description research methods and data collection techniques used  interviews, observation and documentation. The results of the study showed that online-based hotel and entertainment tax service innovations at the Makassar City Regional Revenue Agency were part of eleven types of taxes that  incorporated in the "SIMPAKDU" integrated tax information system. It provided a data recording device that directly supervised by Korsupgah KPK RI so that it could provide many benefits and made it easier for taxpayers because they no longer needed to come to the office for reporting, calculating and paying taxes. However, there were still types of taxes and taxpayers who still used the manual system and not all of them could  be reached to be online because of the high cost of the tools and the lacked of fulfillment of the tools caused by the lacked of budget. Keywords: Service innovation, Hotel and Entertainment Tax, Online Based

Abstract

This study is to find out how to apply and describe and analyze Learning Organizations at the Center for Training and Development of Government Management Studies Makassar State Administration. This type of research is a qualitative descriptive research that is sourced from primary and secondary data. The result of the research shows that the learning organization at Puslatbang KMP LAN RI Makassar is 1) learning organization that supports the implementation of the organization, namely learning culture, namely learning culture that prioritizes sharing. process, namely employees are given the opportunity to become facilitators in a training tools and techniques, namely the facilities can be said to be good and learning methods and learning methods such as interactive learning,  skills and motivation namely employees are forced to catch up so that they can improve the individual abilities of employees.

Abstract

E-government is considered a crucial instrument for service transformation as it is believed to assist in achieving the government’s objectives by functioning as a flexible digital service platform for development. Nevertheless, our understanding of its potential impact on governance remains limited, particularly regarding the advancements made in digital-based services for the public sector inside government and the resulting level of public satisfaction. This study examines the crucial significance of e-government in the restructuring of agile governance in Indonesia. Qualitative research methods are employed for this research. Data related to the E-Government Development Index (EGDI) are collected through the United Nations website. After successfully retrieving the data and presenting it in a suitable format, the authors analysed Indonesia’s overall EGDI score and examined individual EGDI indicator levels. The findings show that the Indonesian government has accelerated the implementation of e-government, catalysing the digitalisation of governance and improving efficiency, transparency and public engagement. The report asserts that e-government can revolutionise governance in Indonesia, rendering it more agile and responsive. Nevertheless, a requirement remains to enhance and augment the e-government infrastructure and implement policies that foster digital inclusivity to bolster Indonesia’s governance capabilities. By bolstering e-governance, the government will enhance its efficacy in addressing forthcoming crises and augment citizen participation in policy formulation.
