Abstract

Digitalization is a process of changing data, information, or activities from manual form into digital form so that it can make work more efficient. Digitalization also aims to increase accessibility and effectiveness in various aspects of life, for example from the business world, education, government, banking or even in daily activities so that what is currently done can be easily accessed and done. This study aims to analyze the implementation of digitalization in managing the performance of village officials in Hilihambawa Village, identify factors that are challenges in implementing digitalization in village government, evaluate the impact of digitalization on effectiveness, efficiency, and transparency in village governance. The method used in this study is a descriptive research method with a qualitative approach. The results of the study show that the implementation of digitalization in the Hilihambawa Village office shows a positive side and is very helpful in the performance of village officials, although faced with several challenges in implementing digitalization, the Hilihambawa Village government continues to strive to adapt to technology. The application of digitalization in Hilihambawa Village has been proven to increase effectiveness, efficiency, and transparency.

Abstract

This study aims to analyze employee responsiveness in the implementation of the National Health Insurance Contribution Assistance Recipient (PBI JKN) program during the Integrated Social Welfare Data (DTKS) verification process at the Gunungsitoli City Social Service. The research focuses on factors influencing employee responsiveness and efforts made to overcome technical service constraints. The study uses a qualitative descriptive approach with data collection techniques through observation, in-depth interviews, and documentation. Research informants consisted of leaders and employees directly involved in the issuance of PBI JKN reactivation certificates. The research results indicate that employee responsiveness in providing JKN PBI services is not yet optimal, primarily due to limited human resource quality, unstable internet networks, limited facilities and infrastructure, and the complexity of the bureaucratic structure. On the other hand, internal communication, leadership, and employee commitment are supporting factors in accelerating the service process. Efforts to address technical challenges include coordination between employees, maximizing the use of information technology, and providing assistance to the community during the DTKS verification process. This study concludes that increasing employee responsiveness requires strengthening human resource capacity, improving technological infrastructure, and simplifying bureaucratic procedures. These findings are expected to provide evaluation material for local governments in improving the quality of public services, particularly in the implementation of social assistance programs.

Abstract

This research is entitled "Analysis of the Effectiveness of the Personnel Administration Information System in Supporting Employee Performance at the Moro'o Sub-district Office, West Nias Regency". The background of the research is based on the phenomenon of the implementation of the personnel administration information system that is not optimal, characterized by delays in data input, inconsistencies in employee information, and minimal utilization of system features. The purpose of this research is to analyze the effectiveness of the personnel administration information system in supporting employee performance, as well as to identify supporting and inhibiting factors for its implementation. This research uses a qualitative approach with data collection techniques through interviews, observations, and documentation. The results show that the personnel administration information system has provided benefits in increasing work efficiency, accelerating data access, increasing the timeliness of task completion, and encouraging employee discipline. However, the effectiveness of the system is not fully optimal due to limited facilities, lack of training, and the absence of regular evaluations. Thus, the personnel administration information system has a positive contribution to improving employee performance, although improvements are still needed in technical and human resource aspects.

Abstract

This study analyzes the implementation of online attendance policies to improve employee discipline at the JNE Gunungsitoli Branch Office. Using descriptive qualitative methods through interviews, observations, and documentation, it was found that the online attendance policy was able to improve employee compliance with working hours, attendance transparency, and supervision effectiveness. However, its implementation still faces technical obstacles such as internet network disruptions and application errors, as well as behavioral obstacles such as late attendance and low awareness of discipline among some employees. The positive impact of this policy is seen in increasing discipline and work professionalism, although improvements are still needed. This study recommends improving technological infrastructure, optimizing socialization and training, and consistent supervision with strict sanctions so that the implementation of online attendance can run more optimally.
