Abstract

Protocol ethics are an important aspect in government management that significantly influences the image of a leader. This study focuses on the Mayor of Banjarbaru and how protocol ethics contribute to public perception. The data shows that leaders who implement good protocol ethics tend to have a positive image in the eyes of the public. The research method used is qualitative with interviews, observations, and literature studies as data collection techniques. This study aims to identify the principles of protocol ethics and their impact on the image of the Mayor of Banjarbaru and provide recommendations for protocol practices in government.

Abstract

This study aims to evaluate the performance of the protocol and leadership communication division of the regional secretariat of Hulu Sungai Utara Regency in 2025, focusing on the effectiveness of the protocol and communication functions in supporting responsive and transparent governance. This study uses a qualitative descriptive approach with a case study method, involving one researcher and six informants, consisting of one Head of Section, one Head of Subsection, two protocol staff, and two aides. The study was conducted from September to October 2025. The data were collected through in-depth interviews, observations, and literature studies and validated using source triangulation, member checks, and audit trails. The results of the study indicate that performance is in the good category in the aspects of productivity, responsiveness, and accountability, but is still weak in service quality and responsibility due to limited human resources, infrastructure, and budget. These findings confirm that improving bureaucratic performance is determined not only by the availability of resources but also by the effectiveness of internal coordination and managerial support. Theoretically, this study enriches the literature on public bureaucratic performance evaluation and recommends improving employee competency, providing adequate infrastructure, and implementing digital evaluation to strengthen the effectiveness of public services. The results of this study can be a basis for local governments in formulating policies to improve the performance of bureaucratic organizations that are more adaptive, efficient, and oriented toward quality public services.

Abstract

Talent management is a strategic instrument in the development of civil service human resources, particularly in realizing a planned, transparent, and merit-based career development system for civil servants (PNS). This study aims to analyze the implementation of talent management as a strategy for civil service human resource development, focusing on career development for PNS in Banjarbaru City. The research method applied is descriptive qualitative with a case study approach at the Personnel and Human Resource Development Agency (BKPSDM) of Banjarbaru City. The Banjarbaru City Government already has a clear legal foundation through Mayor Regulation Number 49 of 2023 concerning the Implementation of PNS Talent Management, which refines Mayor Regulation Number 56 of 2022 and is a follow-up to Ministerial Regulation of Administrative and Bureaucratic Reform (PermenPAN-RB) Number 3 of 2020. Since the regulation was enacted, the City Government has conducted talent management assessment centers for 2,282 civil servants during the 2023–2025 period, which were then mapped into 9 talent boxes. Out of a total of 2,282 civil servants who were mapped, the results have not yet been fully followed up through promotions, rotations, or succession planning, indicating that the implementation is still at an early stage. Theoretically, this study emphasizes the role of talent management in PNS career development as a sustainable strategy for civil service human resource development. Practically, this study recommends strengthening the merit system, expanding access to competency development, and digitizing the talent management process to support transparency and effectiveness in PNS career development in Banjarbaru City.

Abstract

The implementation of electronic parking retribution (e-retribution) represents a digital innovation supporting the realization of Smart Governance and Smart Mobility at the local government level. This study aims to analyze the strategy and effectiveness of e-retribution implementation in Kotabaru Regency as part of the Smart City program. The research employed a descriptive qualitative approach, collecting data through in-depth interviews, field observations, and document analysis, and analyzed using the Miles, Huberman, and Saldaña (2023) interactive model. The findings reveal that e-retribution contributes positively to transparency, efficiency, and accountability in local revenue management. However, its effectiveness remains limited due to unequal digital infrastructure, low technological literacy, and weak inter-agency coordination. These challenges indicate the need for adaptive strategies and digital ecosystem strengthening to expand program success. This study contributes both empirically and theoretically to the development of Smart Governance and Smart Mobility concepts, particularly in the context of archipelagic local governments.

Abstract

BUMDesa (BUMDes) menjadi salah satu instrumen pembangunan ekonomi desa yang berfungsi sebagai penggerak usaha masyarakat, penyedia layanan ekonomi, serta pendorong Pendapatan Asli Desa (PADes). BUMDes Enceng Gondok yang berlokasi di Desa Babirik Hulu telah mengembangkan unit usaha berbasis kerajinan enceng gondok serta beberapa layanan ekonomi lain yang potensial untuk dikembangkan. Namun, dalam realitas pelaksanaannya, BUMDes masih menghadapi kendala pada aspek tata kelola keuangan, manajemen usaha, kapasitas sumber daya manusia, serta perencanaan strategi pengembangan jangka panjang. Penelitian ini bertujuan untuk merumuskan strategi pengembangan BUMDes Enceng Gondok dengan pendekatan analisis SWOT (Strengths, Weaknesses, Opportunities, Threats) dalam perspektif tata kelola keuangan desa. Metode penelitian menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data berupa wawancara mendalam, observasi lapangan, dan kajian dokumen. Hasil analisis menunjukkan bahwa kekuatan utama BUMDes mencakup potensi bahan baku lokal, dukungan pemerintah desa yang kuat, serta keterlibatan masyarakat. Kelemahannya terletak pada sistem pencatatan keuangan yang belum profesional, keterbatasan akses pasar, serta keterbatasan modal. Peluang eksternal berasal dari meningkatnya pasar produk kerajinan, dukungan regulasi, dan perkembangan teknologi digital desa. Ancaman meliputi persaingan produk sejenis, perubahan tren pasar, serta rendahnya literasi digital masyarakat. Penelitian ini merekomendasikan strategi prioritas berupa penguatan tata kelola keuangan berbasis digital, peningkatan kapasitas SDM, perluasan jejaring kemitraan usaha, serta diversifikasi produk dan pemasaran digital. Studi ini menegaskan bahwa tata kelola keuangan desa merupakan fondasi keberlanjutan pengembangan BUMDes Enceng Gondok secara jangka panjang.

Abstract

This study analyzes the implementation of collaborative governance in the operation of the One Data Indonesia (SDI) Forum of South Kalimantan Province using the Collaborative Governance Regime (CGR) approach. Employing a qualitative case study through interviews, documentation, and policy analysis, the study finds that collaboration within the SDI Forum is supported by an adaptive institutional structure, regulatory backing through Presidential Regulations, Governor Regulations, and Circular Letters, as well as facilitative leadership among stakeholders. The South Kalimantan SDI Forum has demonstrated positive achievements, including national recognition as 4th place in the 2022 provincial SDI evaluation and strengthening data governance through monthly and quarterly reporting. Interviews were conducted with five SDI administrators during July–October 2025. However, collaboration still faces challenges such as data system fragmentation, rotation of structural positions, and dependence on specific individuals. Based on CGR analysis, the Forum has fulfilled the principles of principled engagement, shared motivation, and capacity for joint action, but it is not yet fully institutionalized. The Forum is in a transitional phase from individually driven collaboration toward sustainable, system-based collaboration. This study contributes to refining the CGR model in the context of provincial government data governance in Indonesia.

Abstract

This study analyzes the implementation of public funding policy in the sport sector in South Kalimantan Province as part of local government performance and public governance. Sport funding is positioned as a public policy instrument aimed at achieving policy outcomes through regional sport development programs. Using a qualitative case study approach, data were collected through document analysis of regional planning and budgeting reports, local government financial documents, and provincial sport performance data. The findings indicate that although public funding for the sport sector is formally allocated in the regional budget, its implementation effectiveness remains constrained by several structural challenges. These include budget fluctuation and uncertainty, delays in fund disbursement, concentration of funding in selected sport branches, weak inter-organizational coordination, and limited technical capacity. As a result, the relationship between budget inputs and policy performance has not functioned optimally. This study highlights that financial allocation alone does not guarantee effective policy performance without transparent governance, strong accountability mechanisms, and sustained institutional coordination. Theoretically, the research contributes to public policy implementation literature at the local level, particularly in the context of public sector funding. Practically, it recommends performance-based funding mechanisms, strengthened inter-agency coordination, and institutional capacity building to improve the effectiveness of public funding policies in the sport sector.
