Abstract

One of the efforts taken by the company to improve morale is to meet the promotion appropriately, because when promotions are met then the employee will contribute optimum morale. The purpose of this study is to investigate the implementation of a promotion, the condition of employee morale and job promotion role in improving employee morale at PT. Asuransi Jasa Indonesia (Persero) Branch Garut Retail. The analytical method used in this research is descriptive and verification method. Descriptive method used to determine the implementation of promotion and conditions of employee morale at PT. Asuransi Jasa Indonesia (Persero) branch of Garut Retail, the verification method used to determine the role of promotion in improving employee morale at the office of PT. Asuransi Jasa Indonesia (Persero) branch Retail Garut. The method used is survey explanation. The process of sampling carried out by random sampling technique. The sample size is 65 people. The data collection was conducted using questionnaires, interviews, and literature. These results indicate that the promotion included in the category of good, as well as morale is also high. It is seen that the coefficient of determination variable X amounted to 16.56%, and the remaining 83.44% is the influence of other factors. Spearman Rank Correlation promotion variables play a role in improving employee morale with a yield of 0,407 and have a relationship and the variables that are significant

Abstract

Public policy management is a vital area in government decision making that affects society at large. In an effort to understand the latest developments in this domain, bibliometric studies are a relevant and effective approach. This article aims to explore current research trends in public policy management through bibliometric analysis of documents indexed in the Scopus database. Through careful searching and application of strict inclusion criteria, we identified 111 documents relevant to this topic. Our analysis includes mapping collaboration networks between researchers, identifying the most frequently cited publications, as well as analyzing the keywords that most commonly appear in the literature. The results provide in-depth insight into recent research trends, dominant research focuses, and contributions of leading researchers in the field of public policy management. It is hoped that this article will be a valuable reference source for researchers, practitioners and decision makers who are interested in understanding and developing effective and sustainable public policies.

Abstract

Tujuan kajian ini menganalisis kebijakan penataan daerah melalui strategi formulasi kebijakan dalam perumusan Desain Besar Penataan Daerah (Desertada) di Provinsi Sumatera Utara (Sumut) berdasarkan Undang-undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah. Penataan daerah tersebut dianggap penting dalam rangka meningkatkan pelayanan publik, meningkatkan kesejahteraan, pemerataan pembangunan, dan mendekatkan rentang kendali. Kajian ini menggunakan metode penelitian kualitatif deskriptif. Hasil penelitian menunjukkan bahwa Provinsi Sumut masih belum memiliki regulasi yang mengatur khusus tentang Desertada sebagai wujud dari proses peningkatan pelayanan publik, kesejahteraan, pemerataan pembangunan, dan mendekatkan rentang kendali di 33 kabupaten/kota Provinsi Sumut. Kami merekomendasikan salahsatu strategi mengatasi disparitas pelayanan publik tersebut melalui paradigma baru (new paradigm) formulasi kebijakan perumusan Desertada di Provinsi Sumut. Perumusan Disertada dapat berimplikasi pada proses identifikasi masalah kebijakan; penyusunan agenda seting; perumusan kebijakan; pengesahan kebijakan; implementasi kebijakan; dan evaluasi kebijakan sehingga dapat membantu mempermudah pemerintah (pusat dan daerah) dan para pemangku kepentingan dalam proses pembentukan calon daerah otonom baru (CDOB).

Abstract

Social policy evaluation in West Nias Regency is important, considering the phenomenon shows that the district is still a disadvantaged area, experiencing budget political inequality, and lack of governance innovation. This article aims to evaluate the problem from the social demension and social policy dimensions. This study uses a qualitative descriptive method with data sources from the Ministry of Home Affairs of the Republic of Indonesia (Ministry of Home Affairs of the Republic of Indonesia, 2023) and the Central Statistics Agency (BPS, 2023) as well as the results of previous research. The results of the study show that the evaluation of social policies in West Nias Regency -- as a disadvantaged area -- can be seen from the social dimension and the social policy dimension: (1) From the social dimension, it is important to prioritize equity and justice considering that there is still a high disparity in budget allocation and is below the provincial average, with the lowest Regional Original Revenue (PAD), Transfer Funds, Other Revenues, and Regional Budget (2022). PAD's contribution to the regional budget is only 2%. However, internally, this district has been relatively able to improve its social problems, winning the Innovative Government Awards (IGA Awards) in the category of Innovative Disadvantaged Areas (2022); and (2) from the social policy dimension, this district is important to innovate, such as local governance innovation and public service innovation with the target of developing government service digitalization activities; poverty alleviation; ease of investment; and stability, security and social life. The novelty of this research can have implications for quality and innovation in governance and public services so as to accelerate the improvement of West Nias Regency's status as a disadvantaged area

Abstract

This research focuses on the influence of e-government implementation on employee performance in the Department of Population and Civil Registration of Bandung City. Using a quantitative associative method, the study involved 71 respondents as the sample. The results show a very strong influence of e-government on employee performance, with a correlation coefficient of 0.994. Supporting factors include adequate infrastructure and an efficient work culture. The researchers recommend recruiting IT-background human resources and conducting more intensive training to improve employees' understanding and performance related to e-government. Abstract

Dasar hukum tatakelola pemerintahan daerah di Indonesia telah mengalami 9 kali perubahan. Yang pertama kalinya adalah Undang-undang Nomor 1 Tahun 1945 Tentang Peraturan Mengenai Kedudukan Komite Nasional Daerah (KND). Sesuai dengan pilihan politik hukum, undang-undang tersebut diubah beberapa kali, dan terakhir – yang berlaku saat ini – adalah Undang-undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah. Perubahan-perubahan tersebut antara lain bertujuan untuk meningkatkan sistem tatakelola pemerintahan di daerah. Namun dalam pelaksanaan desentralisasi, dekonsentrasi, tugas pembantuan (medebewind), dan otonomi daerah masih banyak menemukan kendala mendasar, antara lain kemandirian daerah; seperti kemandirian anggaran yang masih tergantung pada pemerintah pusat (sentralisasi). Fenomena ini mirip dengan sitem sentralisasi di era Orde Baru. Penelitian ini bertujuan untuk menganalisis fenomena tersebut. Metode kualitatif digunakan dalam enelitian ini dengan pendekatan studi literatur. Hasil penelitian menunjukkan (1) Pengaturan tatakelola daerah telah mengalami 9 kali perubahan sejak Indonesia merdeka (1945), terakhir Undang-undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah. (2) Beberapa asas sudah digunakan sejak tahun 1945; terutama asas otonom (otonomi), namun pengertiannya lebih luas daripada otonomi di era penjajahan Belanda, yakni kemerdekaan untuk mengatur (vrijheid van regeting) sebagaimana lazimnya negara merdeka. (3) Kedudukan eksekutif dan legislatif mengalami penyempurnaan menuju sistem triaspolitika dan checks and balances. Sebelumnya (1948), mekanisme sistem pengawasan – misalnya – eksekutif (Kepala Daerah) mengawasi DPRD dan DPD (legislatif). (4) Pelaksanaan desentralisasi, dekonsentrasi, tugas pembantuan, dan Otda selama lebih dari 25 tahun sejak reformasi (1998) masih belum memandirikan daerah sebagai hakikat dari Otda. Kebaruan penelitian dapat berimplikasi pada perbaikan kemandirian daerah menuju otonomi seluas-luasnya, otonomi nyata, dan otonomi yang bertanggungjawab.

Abstract

West Java is a province in Indonesia that has sister province relations with several provinces, including the Educational Cooperation with South Australia. However, there are still several obstacles, including the unpreparedness of the Regional Revenue and Expenditure Budget (APBD). The purpose of this research is to find out how the sister provinces of West Java and South Australia cooperate in improving education in West Java. This study uses qualitative methods. Data was collected through observation, interviews and documentation. Data validation was carried out through triangulation techniques. The results of the study show that the sister province cooperation has been running, but it has not been optimal due to factors that hinder the cooperation process of the sister provinces of West Java and South Australia.

Abstract

The implementation of social policies for Concurrent Government Affairs in the Nias Archipelago Area, Sumatera Utara Province, is still experiencing inequality, especially from the aspect of budget allocation. This article aims to analyze these problems, using a qualitative descriptive method, data sourced from the Ministry of Finance of the Republic of Indonesia (2022). We use data analysis techniques through data reduction, data presentation, and drawing conclusions. The results showed that (1) out of 33 regencies/cities in Sumatera Utara Province, 5 regencies/cities in the Nias Archipelago Area, namely Nias Regency, Nias Selatan Regency, Nias Utara Regency, Nias Barat Regency, and Gunungsitoli City experienced significant imbalances in budget extreme allocations with 28 non-island (mainland) regions and below the provincial average. The lack of social policies will have a significant effect on the implementation of Optional Concurrent Government Affairs in the archipelago; and (2) Conceptually, it is important to pay attention to the principles of accountability, efficiency, externality, and national strategic interests in treating archipelagic areas through increased transfer funds – including the General Allocation Fund (DAU) and the Special Allocation Fund (DAK) - as specifically regulated in Law Number 23 of 2014 concerning Local Government. It is hoped that the novelty of this research can become material for evaluating policies of the central and provincial governments. This research can have implications for accelerating development, especially in island areas.
