Abstract

This study aims to find out (1) The Role of Lurahs in Fostering Community Empowerment Institutions in the Titian Antui Village Office in Pinggir Bengkalis District, (2) The inhibiting factor of the role of the Lurah in fostering community empowerment institutions in the Titian Antui Village Office in Pinggir Bengkalis District. This research method is descriptive research with a qualitative approach. This descriptive qualitative research is a study that aims to describe. Researchers use source triangulation to check the validity of research data. Data analysis in research II uses three components consisting of data reduction, data presentation, and drawing conclusions. Kelurahan Titian Antui, Pinggir District, Bengkalis Regency, social norms/status have been applied, individuals as organizations in society, individuals in social society. (2) The inhibiting factor of the role of the Lurah in fostering community empowerment institutions in the Titian Antui Village Office in Pinggir Bengkalis District is that it has not been coordinated with the sub -district head and vertical agency in its work area

Abstract

This research is motivated by the complex problems of street children, vagrants, and beggars in Jambi City, which are influenced by poverty, urbanization, and weak social protection. This phenomenon not only impacts public order but also reflects the suboptimal social welfare system at the regional level. Although local governments have implemented various policies through social order and rehabilitation approaches, their effectiveness still faces various structural and cultural challenges. This study uses Bryson's Policy Implementation Mapping theoretical framework, which includes indicators of interests, resources, channels, potential participation, level of influence, implications, and actions as the main analysis. The research approach used is a qualitative case study design to understand the dynamics of policy implementation in depth. Data collection techniques were carried out through in-depth interviews, participant observation, and documentation, with informants selected using purposive sampling until data saturation was achieved. The results show that policy implementation mapping has been carried out through collaboration between the Social Service and the Public Order Agency (Satpol PP) with a structured preventive, repressive, and rehabilitative approach. However, implementation has not been optimal due to limited rehabilitation facilities, lack of coordination between agencies, low community participation, and high mobility of beggars from outside the region. Furthermore, there is a gap between high administrative achievements and the reality on the ground, which still shows a high rate of returning to the streets. This study concludes that mapping policy implementation requires a more holistic, sustainable approach based on economic empowerment and strengthened cross-sectoral coordination to address this social issue more effectively and effectively.

Abstract

This research aims to analyse claims in the conflict after the joint stipulation of TNBD management policy and its background. The zoning-based forest area management policy has caused multidimensional conflict between the government and the Orang Rimba. The results showed that the conflict became multidimensional because the involvement of other actors who previously had no interest in forest resources penetrated the forest area, causing the problem to become more complex. Conflicts that continue to occur are caused by policies agreed upon that do not impact those living in the area to reaccess forest resources freely. In addition, the contradiction between formal regulations and local customary law is also a cause of conflict. The policies implemented are considered inappropriate to the existing conditions because they do not feel the existence of indigenous peoples living in the area. Therefore, in forest management with regions with specificities, such as indigenous peoples, there needs to be a comprehensive policy accompanied by a deep understanding of local values. Differences in understanding the policy context are the root cause of conflict.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas fungsi inspektur tambang dalam melaksanakan pengawasan lingkungan pertambangan timah di Kabupaten Bangka Tengah. Pertambangan timah di wilayah ini telah berlangsung selama puluhan tahun dan menimbulkan berbagai dampak lingkungan yang signifikan, mulai dari kerusakan lahan, pencemaran sungai, hingga degradasi ekosistem pesisir. Inspektur tambang sebagai ujung tombak pengawasan teknis pertambangan memiliki peran strategis dalam meminimalisasi dampak negatif tersebut. Penelitian menggunakan metode penelitian hukum normatif-empiris dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa efektivitas fungsi inspektur tambang di Kabupaten Bangka Tengah masih belum optimal. Hal ini disebabkan oleh keterbatasan jumlah inspektur tambang yang tidak sebanding dengan luasnya wilayah tambang yang harus diawasi, minimnya sarana dan prasarana pendukung pengawasan, serta lemahnya koordinasi antar instansi terkait. Selain itu, sanksi administratif yang diberikan kepada pelanggar ketentuan lingkungan cenderung tidak memberikan efek jera yang memadai. Penelitian ini merekomendasikan peningkatan kapasitas dan jumlah inspektur tambang, penguatan regulasi sanksi, serta pengembangan sistem pengawasan berbasis teknologi informasi untuk meningkatkan efektivitas pengawasan lingkungan pertambangan timah di Kabupaten Bangka Tengah.

Abstract

Penelitian ini bertujuan untuk menganalisis kecenderungan pemberitaan mengenai implementasi smart city di Kota Jambi berdasarkan enam dimensi smart city, yaitu smart governance, smart mobility, smart economy, smart environment, smart people, dan smart living. Penelitian menggunakan pendekatan kualitatif dengan metode analisis isi (content analysis). Data penelitian berupa 42 berita mengenai smart city di Kota Jambi yang dipublikasikan oleh media daring. Pengumpulan data dilakukan melalui teknik dokumentasi dengan menelusuri berita menggunakan kata kunci yang berkaitan dengan smart city dan digitalisasi kota. Data kemudian dianalisis melalui teknik coding dengan bantuan perangkat lunak NVivo 12 untuk mengidentifikasi kecenderungan dimensi smart city yang muncul dalam pemberitaan media. Hasil penelitian menunjukkan bahwa pemberitaan smart city di Kota Jambi cenderung didominasi oleh dimensi smart governance, terutama pada aspek akuntabilitas dan pelayanan publik berbasis teknologi. Dimensi smart mobility lebih banyak menyoroti pengelolaan lalu lintas dibandingkan transportasi publik. Pada dimensi smart economy, pemberitaan lebih menekankan aktivitas bisnis masyarakat dibandingkan perkembangan ekonomi digital. Sementara itu, dimensi smart environment didominasi oleh isu pengelolaan sampah, dimensi smart people lebih banyak berkaitan dengan pengembangan pendidikan, dan dimensi smart living terutama menyoroti aspek inklusi sosial. Temuan ini menunjukkan bahwa representasi implementasi smart city di Kota Jambi dalam pemberitaan media masih berfokus pada penguatan tata kelola pemerintahan, sementara dimensi lain belum memperoleh perhatian yang seimbang. Oleh karena itu, diperlukan penguatan kebijakan yang lebih komprehensif agar pengembangan smart city dapat mencakup seluruh dimensi pembangunan perkotaan secara berkelanjutan.
