Abstract

ASBTRACT This research discussed international influences, especially G20 member countries in accelerating the national energy transition to realizing national energy resilience, according to the mandate of the established rules. The approach used in this study is an intermestic model approach which provides a pattern of the influence of international interests and global ideas in mapping the domestic political agenda, namely the energy transition as a priority issue.  The research method used is a qualitative approach with data collection techniques and in-depth interviews with the Directorate General of Multilateral Cooperation, Ministry of Foreign Affairs of the Republic of Indonesia.The results of the study show that the acceleration of the Net Zero Emission (NZE) 2060 Roadmap is related to the intermestic idea that international support and assistance patterns have an impact on national energy resilence.

Abstract

Peran pemuda dalam menggunakan hak pilihnya menjadi sangat penting untuk kemajuan bangsa Indonesia, terutama kalangan mahasiswa. Potensi generasi muda sebagai  sangat besar di Indonesia sehingga penting untuk generasi muda melek politik sebagai dasar Pemilu 2024 mendatang. Komisi Pemilihan Umum (KPU) memperkirakan 60% pemilih adalah dari kelompok pemuda atau sekitar 110 juta orang. Pengabdian ini diselenggarakan dalam bentuk penyampaian materi dan diskusi dengan tujuan meningkatkan melek politik di kalangan mahasiswa. Sosialisasi pendidikan politik dihadiri 40 orang terdiri dari Universitas Teknologi Yogyakarta, Universitas AMIKOM Yogyakarta, dan Universitas Pembangunan “Veteran” Yogyakarta. Materi yang disampaikan terkait teknis tentang pengecekan data calon pemilih di masalah , ujaran kebencian, politik identitas, dan oleh media massa.

Abstract

Abu Sayyaf is a separatist group originating from the Philippines with headquarters in Western Mindanao, Basilan, Jolo and Sulu. The existence of the Abu Sayyaf is trying to build the Islamic Mindanao Islamic State (MIS). Abdurrajak Janjalani is the leader of the Abu Sayyaf which is affiliated with the Al Qaeda terrorist network. The Abu Sayyaf's actions are considered extreme and disturbing the people of the Philippines and the Southeast Asian region. The footprints built by the Abu Sayyaf tend towards radicalism and acts of terrorism. The Abu Sayyaf carries out many bombings and kidnappings and has expanded into maritime areas by pirating ships. Indonesia became one of the countries that fell victim to piracy in 2016 when the barge Anand 12 and tugboat Brahma 12 were hijacked while traveling to Batangas, Southern Philippines. The aim of the piracy was so that the Abu Sayyaf could receive ransom money to fund their struggle. The Indonesian government has made various efforts to free Indonesian citizens who are being held hostage. The Indonesian government is prioritizing the negotiation route in this case. Indonesia is coordinating with the Philippine government, involving non-state actors in carrying out a social approach. The involvement of non-government actors is an opening to build dialogue with the Abu Sayyaf until the negotiation process is successful.

Abstract

ABSTRACT The role of women in the peace building process is very crucial both at the conflict prevention stage, during the conflict, and after the conflict. This article focuses on analyzing the role and empowerment of women in overcoming post-conflict especially the issue of gender-based violence in Poso. The women’s movement is Mosintuwu Institute. The author will use a gender-responsive peacebuilding approach with guidelines prepared by the United Nations Development Program (UNDP) to analyze it. The author uses qualitative research methods by collecting data from various secondary sources, like journal articles, news and related official websites. From the case study analysis of the Mosintuwu women's movement in Poso based on the concept of gender-responsive peacebuilding, it was found that: First, this movement has a main agenda of protecting and assisting gender-based violence (GBV) victims. Second, this movement massively and innovatively uses various media for education and aspirations related to the GBV issue in Poso. Third, women in Poso who come from various backgrounds have a central role in this movement, especially building peace in stopping the GBV in Poso.Keywords: Mosintuwu Women’s Movement, Post-Poso Conflict, Peacebuilding, and Gender-Responsive Peacebuilding ABSTRAK Peran perempuan dan pemberdayaan perempuan dalam proses pembangunan perdamaian adalah hal yang sangat krusial baik pada tahap pencegahan konflik, saat terjadinya konflik, hingga pasca konflik. Tulisan ini memfokuskan untuk menganalisis peran dan pemberdayaan perempuan dalam mengatasi kekerasan berbasis gender pasca konflik dengan mengangkat sebuah gerakan di Poso, yakni gerakan Mosintuwu. Penulis akan menggunakan pendekatan gender-responsive peacebuilding dengan panduan yang disusun oleh United Nations Development Programme (UNDP) untuk menganalisisnya. Penulis menggunakan metode penelitian kualitatif dengan mengumpulkan data dari berbagai sumber sekunder yakni artikel jurnal, berita, dan website-website resmi terkait. Dari analisis studi kasus gerakan perempuan Mosintuwu di Poso berdasarkan konsep gender-responsive peacebuilding ditemukan bahwa: Pertama, gerakan ini memiliki agenda utama dalam perlindungan dan pendampingan korban KBG. Kedua, gerakan ini secara masif dan inovatif menggunakan berbagai media untuk jalur edukasi dan aspirasi terkait isu KBG di Poso. Ketiga, Perempuan-perempuan di Poso yang berasal dari berbagai latar belakang memiliki peran yang sentral dalam pergerakan ini, khususnya membangun perdamaian dalam menghentikan KBG di Poso.    Kata Kunci: Gerakan Perempuan Mosintuwu, Pasca Konflik Poso, Pembangunan Perdamaian, dan Gender-Responsive Peacebuilding

Abstract

This study aims to determine the role of Non-Governmental Organizations (NGOs) in managing the eruption of Mount Sinabung. The eruption of Mount Sinabung in 2010 and another eruption in 2013 had a major impact on the people living around Mount Sinabung. The role of various parties was carried out, including the presence of an international Non-Governmental Organization (NGO) in Karo Regency. This paper will describe the role of NGOs using the concept of disaster management which consists of pre-disaster, emergency response, and post-disaster stages. In this study, it was found that during the pre-disaster stage the international NGOs present were FM Yoboseyo Yumen (FMYY) Japan and Mercy Malaysia. During the emergency response stage, the World Food Program (WFP) was present in Karo District. At the post-disaster stage are the United Nations Development Program (UNDP), the International Labor Organization (ILO), and the Food and Agriculture Organization (FAO). This research method used a qualitative approach with descriptive research types, and data collection through interviews and secondary data.

Abstract

Abstract Political participation in democratic countries, such as Indonesia, is still not considered high during general election. Influenced by various factors, many people choose not to vote “golput” during election. One way to reduce the number of golput is to provide political education to the public. Generation Z, as first-time voters in the 2024 election in Indonesia, should be given political education to reduce the golput-rate during the democratic process. Generation Z is expected to become politically aware of the political situation, the consequences of golput, and the importance of participation in the 2024 election. At the same time, strengthening political education aims to ensure that Generation Z not only becomes political objects but also political subjects. Therefore, the International Relations Program at Universitas Teknologi Yogyakarta carried out a project to provide political education in preparation for the 2024 election at a senior high school, Sekolah Menengah Atas Negeri (SMAN) 4 Yogyakarta.   Keywords: Political Participation, Election, Political Education, Golput, Generation Z.   Abstrak   Partisipasi politik pada waktu pemilihan umum di negara demokrasi yakni Indonesia masih belum bisa dikatakan tinggi. Dipengaruhi oleh beberapa faktor, banyak masyarakat yang memilih golongan putih (golput) pada waktu pemilu. Salah satunya upaya menguranginya adalah dengan diadakannya pendidikan politik kepada masyarakat. Generasi Z sebagai calon pemilih pemula untuk pemilu 2024 adalah generasi yang patut diberikan pendidikan politik guna mengurangi tingkat golput pesta demokrasi tersebut. Generasi Z diharapkan menjadi generasi yang melek politik terhadap situasi politik, sanksi atas golput, dan pemahaman mengenai pentingnya partisipasi dalam Pemilu 2024. Di sisi yang sama, penguatan pendidikan politik juga dimaksudkan agar generasi Z tidak hanya menjadi objek politik tetapi juga berperan sebagai subjek politik.  Oleh sebab itu, prodi Ilmu Hubungan Internasional, Universitas Teknologi Yogyakarta melakukan pengabdian mengenai pendidikan politik menyongsong pemilu 2024 di Sekolah Menengah Atas Negeri (SMAN) 4 Yogyakarta.

Abstract

Indonesia is experiencing a mental health emergency. Mental health has long been an international norm thatratified by countries, including Indonesia. Global data and cases in Indonesia show that women suffer from more mental disorders than men. The causes of mental health disorders experienced by women come from biological factors due to hormonal changes, psychological reasons, social relationship, and the impact of environmental damage. So it is time for women's mental health to be given serious attention. Unfortunately, in this research found that Indonesia does not yet have specific regulations regarding mental health for women, only general rules that are implicitly stated in Law Number 17 of 2023 Article 76 that “everyone has the right to access mental health services that are safe, quality and affordable” also psychiatric research regarding mental disorders in Indonesia is still limited. Second, this research found that the contents of Article 76 do not match the reality on the ground which is still far from the goals. Third, the role of actors from femocrats, women's activists, and academics have built collaborative relationships through the formation of a cross-sector coordination forum, namely the Community Mental Health Steering Team (TPKJM) from the provincial, district/city and sub-districtlevels. Abstract

Letusan Gunung Merapi di tahun 2010 telah menewaskan ratusan jiwa. Bencana tersebut telah memberikan dampak buruk terhadap berbagai aspek, termasuk kawasan wisata Merapi. Padahal wisata Merapi adalah sumber penghasilan warga sekitar. Upaya pemulihan dilakukan oleh berbagai pihak dari pemerintah dan sektor swasta dengan revitalisasi langsung melalui berbagai program. Penelitian ini akan memfokuskan seperti apa peran Penta Helix dalam pemulihan pasca bencana erupsi di kawasan wisata Merapi tahun 2010 hingga 2014. Penta Helix terbagi atas lima aktor: pemerintah, pihak swasta, akademisi, komunitas, dan media. Data penelitian diperoleh dari wawancara dengan pemerintah yakni Badan Penanggulangan Bencana Daerah dan komunitas organisasi Tim Reaksi Cepat (TRC) di DIY dan salah satu korban erupsi. Penelitian ini juga di dukung dengan data-data sekunder seperti website pemerintah, berita di internet, dan jurnal. Hasil penelitian menunjukkan bahwa peran dari model Penta Helix dilakukan melalui beragam festival, donasi, dan promosi yang melibatkan: Badan Penanggulangan Bencana Daerah di DIY dan Sleman, Dinas Kebudayaan dan Pariwisata DIY and Sleman (pemerintah), Tim Reaksi Cepat dan Merapi Rescue Community (komunitas), Universitas Gadjah Mada (akademis), Kedaulatan Rakyat (media massa), juga Metro TV dan TV One (sektor privat) dan beberapa aktor lainnya. Sehingga upaya-upaya tersebut berkontribusi dalam peningkatan jumlah wisatawan yang membantu percepatan pemulihan wisata Merapi. Kata kunci: Penta Helix, Pasca Bencana, dan Wisata Merapi

Abstract

The author's dedication carries a very important theme, namely the dangers of hoax news and hate speech on social media. This theme was chosen because fake news has had a negative impact on the nation's generation and hate speech is an action that can damage national unity. So the awareness of the younger generation to wisely use social media and receive information is very crucial. This agenda was held at SMK Negeri 6 Yogyakarta City. The aim of this service activity is to increase awareness of Indonesia's young generation, especially among students, to be wise in using social media. The method of service activities is education through face-to-face socialization at SMK Negeri 6 Yogyakarta City, followed by discussions and questions and answers with activity participants. This service was attended by around 15 students from classes X and XI. This activity runs smoothly and students are very enthusiastic about participating.

Abstract

This paper will discuss the debt negotiation of PT. Garuda Indonesia. PT. Garuda Indonesia has been declared bankrupt at least three times. The first was in 1968, the second in 1998, and the third in 2021. This study will focus on negotiates debt of PT. Garuda Indonesia with lessors and creditors in 2021. In September 2021, Garuda Indonesia was threatened with bankruptcy with a recorded $9.75 billion or equivalent to Rp138.93 trillion. As the only state-owned air transportation service company, the Ministry of State-Owned Enterprises (BUMN) decided negotiates with lessors and creditors. This study will use a qualitative method with secondary data from literature studies. This study will use “ICON” model negotiation models to analyze PT Garuda Indonesia’s debt negotiations. “ICON” is four interrelated elements, namely Interests, Criteria, Choices, and Alternatives Without Agreement, which help prepare negotiations so that it is expected to provide a greater chance of success in negotiations. This study finds that the accuracy interest of PT. Garuda Indonesia is the restructuring of the application or Postponement of Debt Payment Obligations (PKPU). The most sensible option with the Suspension of Debt Payment Obligations (PKPU) negotiation in court chosen by Garuda. Then, the criteria standard is from the regulation has been stated in Article 222 paragraph (3) of Law Number 37 of 2004 become a fair process to each party by law. Lastly, the Non-Agreement Alternative are conducting a merger, liquidation, or state capital participation if homologation PKPU is not achieved. From the results of this negotiation process, all parties agreed to accept the debt restructuring peace proposal and Garuda avoided bankruptcy. The total votes that approved the peace plan represented 97.46% of the votes.
