Abstract

The 2024 regional head election (Pilkada) in Kupang City represents a significant political event reflecting the dynamics of local democracy within a socially, culturally, and educationally diverse society. The victory of the CS'an candidate pair (dr. Christian Widodo and Serena Francis) is noteworthy because the pair secured broad support across community groups despite not originating from the conventional political elite or the city's dominant ethnic group. This study aims to identify and describe the winning strategy employed by the CS'an pair and to analyze public perception of their victory. A descriptive qualitative approach was used, with data collected through in-depth interviews, field observation, and documentary study involving eleven key informants, including the elected candidates, the winning team, supporting political party officials, community and religious leaders, women's and youth representatives, first-time voters, and academics. Data were analyzed descriptively-thematically through data reduction, data display, and conclusion drawing, using Rational Choice Theory (Weber, Coleman, Downs, and Ritzer) as the primary analytical framework. The findings indicate that the CS'an pair's winning strategy was built through strengthening personal candidate image, consolidating the supporting political parties and winning team, inclusive two-way political communication, and a community-based approach sensitive to socio-cultural diversity. Public perception of the CS'an pair was generally positive and legitimizing; the public viewed both candidates as figures of integrity who were close to the people and capable of bringing hope for change. The study concludes that the CS'an victory resulted from a synergy between planned political strategy and positive public perception, and that Kupang City voters' choices reflected rational considerations more than mere emotional mobilization.

Abstract

Kajian ini diarahkan untuk melihat pengembangan Pariwiwsata Berbasis Desa di Kabupaten Alor studi Di Desa Bampalola, karena Desa Bampalola masuk dalam kriteria alasan penetapan Desa Pemajuan Kebudayaan tingkat Nasional tahun 2025 karena memiliki kelebihan dan keunikan serta masih terpeliharaannya situs dan juga ritus serta masyarakat yang masih taat menjalankan tradisi dan warisan budaya dari leluhur, dengan segala konsekwensinya. Tujuan Penelitian untuk mengetahui dan mendeskripsikan Pengembangan Pariwisata Berbasis Desa Adat Di Desa Bampalola Kecamatan Alor Barat Laut Kabupaten Alor Dan Hambatan internal masyarakat dalam Pengembangan Pariwisata Berbasis Desa Adat Di Desa Bampaloka Kecamatan Alor Barat Laut Kabupaten Alor. Metode yang digunakan dalam penelitian ini adalah metode penelitian Kualitatif dengan pendekatan dalam kontruktivisme dalam melihat secara aktif pemahaman pemerintah Desa dan masyarakat adat Bampalola. Penelitian ini bersifatnya deskriptif analitis, komparatif, dengan menitik beratkan pada makna, dan data yang diperoleh dapat melalui hasil pengamatan dan analisis dokumen. Temuan dalam penelitian ini adalah Pengembangan Pariwisata Berbasis Desa Adat Berhasil dikembangkan sebagai desa wisata adat Bampalola yang potensial atas inisiatif pemerintah desa bersama masyarakat khususnya tokoh adat berhasil membuat keputusan yaitu pengembangan dimulai dari wisata budaya yang berfokus pada pelestarian dan penonjolan acara adat serta kehidupan tradisional masyarakat setempat, termasuk penyewaan pakaian adat dan pembelian pernak-pernik khas. Hambatan internal masyarakat dalam Pengembangan Pariwisata Berbasis Desa Adat Pemerintah Desa Bampalola belum memiliki Peraturan Desa. Keterbatasan yang lain adalah Sumber Daya Manusia (SDM) dan Kelembagaan, Kuantitas dan kualitas SDM pengelola, Sistem pengelolaan sampah dan Ketergantungan pada Sektor Budaya

Abstract

This study aims to examine strategies for improving digital literacy among students at SMK Negeri 6 Kupang through a digital sociology approach. Digital literacy is viewed as a 21st- century competency that is essential for vocational students' work readiness. The research method used a descriptive qualitative approach with observation, in-depth interviews, and documentation techniques. The research subjects were 21 informants consisting of students in grades XI-XII, teachers, and school policy makers. Data analysis followed the Miles, Huberman, and Saldana model with validity testing through source and method triangulation. The results showed: (1) students' digital literacy profiles were divided into three categories—active-critical users (23%), active-consumptive users (45%), and passive users (32%); (2) determinant factors included infrastructure, teacher competency, school policies, and the social environment; (3) school strategies implemented through curriculum integration, e-learning, IDUKA collaboration, teacher development, and digital competitions; and (4) real impacts on improving critical thinking, information verification skills, and technology-based work readiness. The findings confirm that digital literacy is a social construct shaped by the educational ecosystem as a whole. The implications of this study highlight the importance of ecosystem-based digital literacy policies in vocational education through curriculum integration, teacher capacity development, infrastructure strengthening, and collaboration with industry to support students’ critical thinking, digital identity formation, and work readiness in the digital era.

Abstract

This study evaluates the effectiveness of the Gerindra Party's digital campaign during Indonesia's 2024 Legislative Election in Kupang City and identifies the factors supporting and constraining its implementation, amid the growing strategic role of digital campaigning and rising social media use among young voters. Using a qualitative case-study design, data were collected through in-depth interviews, social media observation, and documentation, then analyzed with the Miles, Huberman, and Saldaña interactive model. Informants included Gerindra officials, the digital campaign team, millennial and Gen Z voters, a political observer, and a Bawaslu Kupang City representative. Applying the AIDA model, the campaign was highly effective at the attention and interest stages, reflected in sustained engagement and visual recall; moderately effective at the desire stage, where positive party image coexisted with reliance on candidates' records; and limited at the action stage, as votes were shaped by family discussion and face-to-face interaction rather than online exposure. This uneven distribution across AIDA stages is the study's central finding, revealing a conversion gap between digital engagement and electoral behavior rarely noted in prior studies. Building on this gap, the study proposes an "interrupted AIDA" model, in which digital media generate attention and shape agenda, while final decisions are mediated through interpersonal, two-step-flow-like communication rooted in local context. Supporting factors included widespread youth social media use, a structured digital team, and cost flexibility, while inhibiting factors included digital literacy gaps, persistent face-to-face culture, limited resources, and weak content oversight. The study concludes that digital campaigning complements rather than replaces conventional campaigning, extending the AIDA model for future research.
