Abstract

Penelitian ini bertujuan untuk mengevaluasi kebijakan dukungan industri pelayaran yang telah diterapkan untuk meningkatkan daya saing ekonomi maritim di Indonesia. Pelayaran memegang peran strategis dalam perdagangan dan konektivitas maritim, dan kebijakan dukungan yang tepat dapat membantu meningkatkan kinerja dan daya saing industri ini dalam skala nasional maupun global. Metode penelitian yang digunakan adalah analisis kebijakan dan studi kasus. Data primer akan dikumpulkan melalui wawancara dengan para pemangku kepentingan, seperti perusahaan pelayaran, asosiasi industri, dan pemerintah terkait. Selain itu, data sekunder seperti undang-undang, regulasi, dan laporan ekonomi maritim akan dianalisis untuk mengevaluasi dampak dari kebijakan dukungan yang telah diterapkan. Penelitian ini akan mengevaluasi berbagai kebijakan dukungan industri pelayaran yang telah ada, seperti insentif fiskal, pembiayaan, pengembangan infrastruktur, pelatihan tenaga kerja, dan dukungan riset dan inovasi. Analisis akan difokuskan pada efektivitas kebijakan dalam meningkatkan daya saing ekonomi maritim Indonesia, serta mengidentifikasi potensi perbaikan dan penyesuaian kebijakan yang lebih baik sesuai dengan perubahan lingkungan ekonomi dan maritim yang terjadi.

Abstract

This community service project, conducted by Politeknik Pelayaran Banten, focused on providing sailing safety counseling to fishermen at Cituis Port in Karang Serang village. The initiative sought to address the challenges faced by local fishermen by improving their awareness of safety practices, alleviating economic constraints, and mitigating the risks associated with navigating and operating in demanding marine environments. Through participatory workshops and practical demonstrations, fishermen were educated on effective safety practices and emergency responses. The distribution of life jackets further emphasized the importance of preparedness. The project also involved collaborating with local governments and organizations to enhance sustainability. By increasing safety awareness and equipping fishermen with critical resources, this program protected lives and fostered a safer and more resilient maritime community. This effort aligns with the institution's mission of contributing to sustainable marine development and community empowerment. Kegiatan pengabdian masyarakat ini, yang dilaksanakan oleh Politeknik Pelayaran Banten, bertujuan memberikan penyuluhan tentang keselamatan berlayar kepada para nelayan di Pelabuhan Cituis, Desa Karang Serang. Kegiatan ini dirancang untuk mengatasi tantangan yang dihadapi nelayan lokal dengan meningkatkan kesadaran mereka tentang praktik keselamatan, meringankan kendala ekonomi, dan mengurangi risiko yang terkait dengan navigasi serta operasi di lingkungan laut yang menantang. Melalui lokakarya partisipatif dan demonstrasi praktis, para nelayan diberikan edukasi tentang langkah-langkah keselamatan yang efektif dan respons darurat. Pembagian jaket keselamatan juga menjadi penekanan penting akan kesiapan menghadapi keadaan darurat. Proyek ini melibatkan kerja sama dengan pemerintah setempat dan organisasi terkait untuk memastikan keberlanjutan program. Dengan meningkatkan kesadaran keselamatan dan menyediakan sumber daya yang penting, program ini tidak hanya melindungi nyawa, tetapi juga membangun komunitas maritim yang lebih aman dan tangguh. Upaya ini selaras dengan misi institusi dalam mendukung pembangunan kelautan yang berkelanjutan dan pemberdayaan masyarakat.

Abstract

The maritime industry must constantly adjust seafarer training to meet evolving operational demands and ensure compliance with new regulations. This study addresses the challenge of assessing the relevance of Certificate of Proficiency (COP) services by categorizing them to determine which qualifications are essential for marine professionals. The goal is to identify obsolete or misaligned training programs that need updates or enhancements to better serve industry needs. To this end, the study employed two clustering algorithms, K-Means and Agglomerative Clustering, on data from 2021 to 2023. K-Means was chosen for its efficiency in processing large datasets and creating clear, non-overlapping groups. Agglomerative Clustering was selected for its ability to offer a detailed, hierarchical view of data, which helps in understanding the complex structure of certification demands more comprehensively. The analysis identified three main clusters; notably, Cluster 2 indicated a high demand for critical certifications, while Cluster 1, containing the majority of certifications, received little interest, suggesting they may be less relevant. This insight encourages training providers to consider refining their offerings. Although comprehensive, the study's three-year timeframe suggests extending this period in future research for a more detailed trend analysis and forecasting in maritime training adaptations.

Abstract

The Bali Strait is one of the busiest sea crossing routes in Indonesia, characterized by high intensity of ship movements and dynamic traffic patterns throughout the day. These conditions require comprehensive analysis to understand the characteristics of vessel movements, identify density zones, and determine peak periods that potentially increase navigation risks. This study aims to analyze ship traffic patterns in the Bali Strait using a combination of K-Means Clustering and Traffic Flow Model based on Automatic Identification System (AIS) data. The dataset consists of 790 AIS records collected during the period of 20–26 June 2025. The research stages include data preprocessing, determination of the optimal number of clusters using the Elbow method, classification of vessel movement behavior using the K-Means algorithm, and analysis of traffic parameters comprising volume, speed, density, and traffic flow. The results reveal the formation of three main clusters: low-speed vessels concentrated around port areas, medium-speed vessels operating on main trajectories, and high-speed vessels dominating the crossing lanes. Evaluation of clustering quality using the Silhouette Coefficient produced a value of 0.3040, indicating a reasonably good level of cluster separation. Furthermore, a consistent peak hour pattern was identified at 12:00, along with two high-density zones located near Ketapang Port and Gilimanuk Port. These findings demonstrate that AIS-based analysis is capable of providing measurable representation of the dynamics of ship traffic in the Bali Strait and has the potential to support operational optimization, enhancement of navigation safety, and consideration for the implementation of a Traffic Separation Scheme (TSS)
