Abstract

This study aims to analyze the dynamics of political and environmental conflicts in the development of the Ropa Coal-Fired Power Plant (PLTU Ropa) in Maurole District, Ende Regency, and to identify the factors influencing conflicts among the local community, the government, and the company. Although the construction of PLTU Ropa was intended to support electricity supply and regional development, its implementation has generated various social, political, and environmental issues that have led to prolonged conflicts within the community. This research employed a qualitative approach using a descriptive research design. Data were collected through interviews, observations, and documentation, and were analyzed using Ralf Dahrendorf's Conflict Theory, which emphasizes unequal distribution of power and authority as the primary source of social conflict. The findings indicate that the conflict originated from two major issues, namely land acquisition and environmental impacts resulting from the plant's operation. Political conflict emerged due to the community's dissatisfaction with the land acquisition process, which was perceived as lacking transparency, public participation, and fairness in compensation. Environmental conflict was driven by air pollution caused by coal dust and fly ash, which affected environmental quality, agricultural productivity, fisheries, and public health. The factors influencing the conflict include unequal power relations, weak communication and transparency, limited community participation in decision-making, and differing interests between economic development and environmental protection. The study concludes that resolving the conflict requires strengthening dialogue among stakeholders, improving transparency, and enhancing public participation to achieve a more equitable, inclusive, and sustainable development process.

Abstract

Penelitian ini bertujuan untuk menganalisis negosiasi kekuasaan antara pemerintah, tokoh lokal, dan pihak swasta dalam pengelolaan lahan di Kawasan Wisata Pantai Lasiana, Kota Kupang dengan menggunakan pendekatan kualitatif dan jenis penelitian studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi lapangan, dan studi dokumentasi dengan melibatkan informan dari pemerintah daerah, pengelola kawasan, tokoh lokal, pihak swasta, serta pelaku UMKM. Analisis data menggunakan model interaktif Miles dan Huberman yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan, dengan kerangka analisis teori Power Cube dari John Gaventa yang mencakup dimensi bentuk kekuasaan, ruang kekuasaan, dan level kekuasaan. Hasil penelitian menunjukkan bahwa pengelolaan lahan di Pantai Lasiana merupakan hasil dari negosiasi kekuasaan yang kompleks dan multipolar antara ketiga aktor, di mana pemerintah memiliki kekuasaan formal melalui regulasi dan kebijakan namun tidak sepenuhnya dominan karena dibatasi oleh kekuasaan tersembunyi dan tidak terlihat yang dimiliki oleh tokoh lokal dan pihak swasta; tokoh lokal memanfaatkan legitimasi sosial dan historis untuk mempertahankan kontrol atas lahan, sementara pihak swasta menggunakan kekuatan modal dan akses perizinan untuk memperkuat posisinya dalam pengelolaan kawasan. Dalam dimensi ruang kekuasaan, interaksi antara ruang tertutup, ruang undangan, dan ruang klaim menjadi arena utama negosiasi antaraktor, sedangkan pada level kekuasaan, praktik pengelolaan menunjukkan bahwa dinamika lokal sangat memengaruhi implementasi kebijakan pemerintah daerah. Interaksi antaraktor cenderung berlangsung dalam bentuk kompromi, toleransi, dan penyesuaian kepentingan dibandingkan konflik terbuka. Dengan demikian, penelitian ini menyimpulkan bahwa pengelolaan Kawasan Wisata Pantai Lasiana tidak hanya ditentukan oleh kebijakan formal, tetapi juga oleh relasi sosial, praktik informal, dan strategi aktor dalam mempertahankan kepentingannya, sehingga kawasan ini menjadi arena politik lokal di mana kekuasaan terus dinegosiasikan dalam praktik pengelolaan ruang wisata pesisir. ABSTRACT This study aims to analyze power negotiation among the government, local figures, and private actors in land management within the Lasiana Beach Tourism Area, Kupang City, using a qualitative approach with a case study method. Data were collected through in-depth interviews, field observations, and documentation involving informants from local government, site managers, local figures, private sector actors, and MSME participants. Data analysis employed the interactive model of Miles and Huberman, including data reduction, data display, and conclusion drawing, guided by John Gaventa’s Power Cube theory, which consists of dimensions of forms of power, spaces of power, and levels of power. The findings reveal that land management in Lasiana Beach is the result of complex and multipolar power negotiations among the three actors, where the government holds formal authority through regulations and policies but is not entirely dominant due to the presence of hidden and invisible power exercised by local figures and private actors; local figures rely on social and historical legitimacy to maintain control over land, while private actors utilize capital strength and licensing access to reinforce their position in managing the area. In terms of spaces of power, the interaction between closed spaces, invited spaces, and claimed spaces becomes the main arena of negotiation, while at the level of power, local dynamics significantly influence the implementation of regional government policies. Actor interactions tend to occur through compromise, tolerance, and adjustment of interests rather than open conflict. Therefore, this study concludes that the management of the Lasiana Beach Tourism Area is not solely determined by formal policies but is also shaped by social relations, informal practices, and actor strategies in maintaining their interests, positioning the area as a local political arena where power is continuously negotiated in the practice of coastal tourism space management.

Abstract

This study wants to explain the injustice of women's rights in the habit/practice of capture marriage in Waimangura Village, West Wewewa District, Southwest Sumba Regency. This study also wants to identify whether women's helplessness in the practice of capture marriage is their choice or because of power pressure The purpose of this study is to find out how the existence of women in the practice of capture marriage. This research uses Simonne De Beauvoir’s existentialist feminisms theory This research uses a qualitative approach with a descriptive approach, while the data collection technique uses interview techniques, the subjects in this study consist of Waimangura Village women, Waimangura Village Government, PERUATI community and traditional leaders. The methods used are the interview method, and the documentation method. Based on the results of this study existentialist feminism, influenced by the thought of Simone de Beauvoir, has a keen view of the practice of capture marriage "Wenda Mawine". This view is based on ideas about freedom, autonomy, and dignity of individuals, especially women. Women's Backwardness Existentialist feminism sees the practice of capture marriage as a form of oppression against women that hinders their ability to reach their full potential. This can result in underdevelopment in women's lives, both personally and professionally.

Abstract

This study aims to analyze forms of community resistance to the confiscation of the traditional alcoholic beverage moke in Sikka Regency, the factors underlying such resistance, and community efforts to preserve moke as a cultural identity and source of livelihood. This study employs James C. Scott’s theory of resistance, which distinguishes resistance into open resistance (public transcript) and hidden resistance (hidden transcript). Moke holds significant cultural, social, and economic value for the people of Sikka. The confiscation of moke by police officers in 2025 generated community opposition because it was perceived as threatening local culture and livelihoods. This research uses a qualitative method with a descriptive approach. Data were collected through interviews, observation, and documentation involving traditional leaders, moke producers, members of the Sikka Regency Regional House of Representatives, local government officials, and PMKRI Maumere student organization members. Data analysis involved data reduction, presentation, and conclusion drawing. The findings indicate two forms of resistance. Open resistance included demonstrations, advocacy, public demands, and efforts to establish regulations protecting moke as cultural heritage. Hidden resistance involved silent non-compliance, informal criticism, and continued production and distribution. Resistance was driven by cultural, economic, social, policy, and law enforcement factors.
