Abstract

The aims of the research is to identify the obstacles were faced in encouraging tourism development in Southeast Sulawesi Province and finds Strategy in Strengthening Infrastructure and Transportation Facilities to Support Tourism in Southeast Sulawesi Province. The method used in this research is exploratory descriptive, utilizing primary and secondary data as sources of information. Based on the research results, it can be concluded that several obstacles were faced in encouraging tourism development in Southeast Sulawesi Province include damaged roads and limited connectivity, inadequate sea transportation and local ports, the unoptimized role of airports in several districts/cities in Southeast Sulawesi Province to support tourism development, limited transportation modes for many existing tourist destinations, and limited supporting tourism infrastructure in several tourist destinations in Southeast Sulawesi Province

Abstract

Occupational Safety and Health (K3) issues in general in Indonesia are often neglected. This is indicated by the still high number of work accidents. This general problem regarding K3 also occurs in construction operations. The construction service sector is one of the sectors most at risk of work accidents. Loss of life, material, money and time are the consequences which of course will directly hinder the implementation of construction projects. Occupational safety and health aims to create conditions that support work comfort for workers. Occupational Health and Safety (K3) is often neglected, because it is considered a waste of time, moreover it costs a lot of money for (K3). Therefore, planning for Occupational Safety and Health Costs in Building Construction Projects is required. The total cost for the construction of the Poleang Central Market in Bombana district is IDR 39,927,000,000. Meanwhile, the cost allocation for the application of occupational safety and health (K3) required in the Development of the Poleang Central Market in Bombana Regency is Rp. 84,150,000.00 (0.211%). Abstract

This research wants to examine the level of public satisfaction with the services provided by the Southeast Sulawesi Provincial Transportation Service through its service units. The research implementation was only focused on 4 Ferry Port UPTDs, namely the Baubau-Waara Ferry Port UPTD, the Torobulu-Tampo Ferry Port UPTD, the Amolengo-Labuan Ferry Port UPTD and the Kendari-Langara Ferry Port UPTD, where the implementation time took place from March-August 2023. The research sample was 384 passengers who had received services at the 4 UPTD ferry ports. The research results concluded that the level of community satisfaction was 77,050 or in the good category.

Abstract

Concrete is a construction material consisting of cement, fine aggregate, coarse aggregate which is mixed and added with sufficient water to form a dough which then hardens into hard concrete. This study aims to determine technical feasibility, the cost and the difference to the unit price based on the 2021 Regent's Regulation and to analyze the unit cost of construction of local Wakatobi materials and materials outside Wakatobi based on Analisa Harga Satuan Pekerjaan (AHSP). The method used in this study to determine the compressive strength of concrete refers to SNI 1974; 2011 and carried out observations and measurements in the laboratory with 60 specimens in the form of a cylinder with a diameter of 10 cm and a height of 20 cm with a concrete age of 28 days for each mixture variation. The results of the study obtained the compressive strength of aggregate variations on 100% Moramo coarse aggregate on crushed stone and sand with several variations. Comparison of the unit price of the Wakatobi local fine aggregate material with the outer Wakatobi fine aggregate material is 32.40% higher, the Wakatobi local coarse aggregate material unit price and the outer Wakatobi coarse aggregate material unit price is 52.17% higher. The construction unit cost for making 1 m3 of concrete using local Wakatobi materials is Rp. 1,916,756, and the construction unit cost for making 1m3 of concrete using non-wakatobi materials is Rp. 2,678,889. With a large construction unit, making 1m3 of concrete using external Wakatobi materials is 28.45% higher.

Abstract

In today's modern era, the construction of buildings stands as a crucial element in the development of infrastructure. Among the various methods utilized for managing such construction projects, the Work Breakdown Structure (WBS) has emerged as an effective tool. WBS serves as a project management technique, breaking down complex tasks into smaller, manageable components, thereby facilitating efficient planning, execution, and monitoring throughout the project lifecycle.This research employs the Earned Value Method (EVM) approach, chosen for its adeptness in quantifying project cost and time performance. By integrating three key dimensions - scope, schedule, and budget - EVM offers a comprehensive framework for evaluating project performance.The findings of this study reveal subpar cost and time performance in the construction of the BPBD Warehouse and Military District Commander's office building. Conversely, the construction of the Veterans Building demonstrates stable performance in both cost and time aspects.The observed impact of implementing WBS standards, particularly in the construction of the Veterans Building, proves instrumental in enhancing project control. The detailed breakdown of work items and the clearer identification of required resources streamline the planning of Purchasing Orders (PO), thereby facilitating cost management efforts.

Abstract

The development of transportation grow, thus affecting the motorized vehicles number, especially motorbikes. This has consequences, namely traffic accidents. This provides encouragement for many parties to continue to socialize community service activities in order to encourage increased awareness of drivers in orderly traffic and also orderly parking of vehicles. The implementation of this traffic safety and orderly parking socialization activity was carried out for four days (February 10-13, 2025) in Bombana Regency with 80 service users who received socialization in the form of brochures and flyers by the socialization team. The results of the socialization evaluation obtained through the distribution of questionnaires showed that there was an increase in understanding of service users by 55.4% after socialization event, which indicates the effectiveness of understanding the contents of the material in encouraging increased understanding and awareness in safe, comfortable, safe traffic and obeying traffic rules.

Abstract

Air transportation is an important element in supporting regional development, especially in archipelagic areas such as Southeast Sulawesi Province. This study aims to analyze the role of local government in improving air transportation connectivity in the region. The method used is a qualitative approach with purposive sampling techniques of informants who understand air transportation management policies and practices. Data were obtained through interviews, observations, and document reviews during August–November 2024. The results show that the Southeast Sulawesi Regional Government plays a significant role in supporting air transportation connectivity through four main functions, namely as a regulator, dynamizer, facilitator, and catalyst. As a regulator, the local government establishes policies and provides support for land acquisition; as a dynamizer, it encourages collaboration with the private sector; as a facilitator, it bridges cooperation between regions and airlines; and as a catalyst, it accelerates infrastructure development and creates a conducive investment climate. These roles have proven to have a positive impact on increasing mobility, economic growth, and the development of the tourism sector in Southeast Sulawesi. Strengthened collaboration among stakeholders is needed so that air connectivity can function optimally.

Abstract

The Zero Over-Dimension and Over-Loading (ODOL) program is a strategic government effort to improve transportation safety and maintain the sustainability of road infrastructure. However, the effectiveness of its implementation depends heavily on cross-agency synergy and the participation of various stakeholders. This article analyzes the role of collaborative governance in strengthening oversight of public freight transportation to align with the Zero ODOL goal. This research employed a qualitative method, with informants selected purposively, considering their understanding of the challenges posed by the local government in promoting air connectivity in Southeast Sulawesi Province. The research was conducted from August to November 2025. The results concluded that effective oversight of public freight transportation is key to the success of the Zero Over-Dimension and Over-Loading program in maintaining safety and infrastructure sustainability. Collaborative governance, as a multi-stakeholder governance model, provides a strategic solution to address the complexity of oversight.
