Keberhasilan pembangunan yang dilaksanakan oleh pemerintah sangat dipengaruhi oleh tersedianya infrastruktur. Salah satu infrastruktur yang mendapat perhatian besar pemerintah adalah infrastruktur jalan. Salah satu material khususnya lapis permukaan jalan beraspal adalah Aspal baik yang berasal dari jenis Aspal minyak maupun aspal alam yang tersedia dan diproduksi dari pulau Buton sebagai lapis Penutup Permukaan Jalan beraspal. Sayangnya hal itu tidak berbanding lurus dengan pemanfaatan secara maksimal Aspal Buton. Aspal Buton adalah jenis aspal alam yang sudah dikenal dengan sejumlah karakteristik uniknya. Kegiatan pengabdian ini dilakukan dalam upaya pihak kampus (Universitas Sulawesi Tenggara) yang ingin mendorong pemanfaatan Aspal Buton secara maksimal demi peningkatan kesejahteraan masyarakat di Kab Buton secara khusus dan Provinsi Sulawesi Tenggara secara umum dan tentu berdampak signifikan terhadap Provinsi Sulawesi Tenggara. Kegiatan pengabdian ini dilakukan dengan pemaparan pemateri yang berkompeten lalu dilanjutkan dengan diskusi. Kegiatan ini dihadiri oleh seluruh Satuan Kerja Perangkat Daerah (SKPD) lingkup Pemkab Buton dan pihak Swasta di bidang Aspal Buton. Dari hasil kegiatan sosialisasi sebagai bentuk pengabdian ini menghasilkan tambahan pemahaman yang benar mengenai potensi Aspal Buton dan pemanfaatan berbagai jenis olahan Aspal Buton dan diharapkan mampu ditindaklanjuti oleh SKPD terkait di Kab. Buton untuk memanfaatkan potensi Aspal Buton untuk bahan pembentuk Lapis Perkerasan jalan beraspal buton terutama di Kabupaten Buton.

Kelurahan Benu-Benua, terletak di Kecamatan Kendari Barat, Kota Kendari, merupakan kawasan urban dengan pertumbuhan pesat yang memicu kebutuhan akan perencanaan dan pengelolaan infrastruktur sederhana. Tantangan utama yang dihadapi meliputi penyediaan akses jalan lingkungan, saluran drainase, fasilitas sanitasi, dan ruang publik yang mendukung aktivitas warga. Untuk menjawab kebutuhan ini, kegiatan pengabdian kepada masyarakat bertajuk "Peningkatan Kapasitas Masyarakat Dalam Perencanaan Infrastruktur Sederhana di Kelurahan Benu-Benua Kota Kendari" dilaksanakan dengan tujuan meningkatkan kapasitas masyarakat dalam merencanakan, melaksanakan, dan memelihara infrastruktur sederhana berbasis kebutuhan lokal. Melalui pelatihan, pendampingan teknis, dan simulasi perencanaan, kegiatan ini berhasil menciptakan dampak positif berupa peningkatan pemahaman masyarakat terhadap perencanaan berbasis teknologi sederhana. Selain itu, partisipasi aktif masyarakat bersama aparat kelurahan dalam proses perencanaan dan pelaksanaan pembangunan menunjukkan keberhasilan dalam membangun kolaborasi yang efektif. Hasil kegiatan ini memberikan kontribusi jangka panjang terhadap pembangunan berkelanjutan di Kelurahan Benu-Benua melalui peningkatan kapasitas masyarakat untuk terlibat aktif dalam pembangunan secara mandiri dan partisipatif.

Abunawas Street in Kendari City is an urban route that serves as a secondary collector. This road section is located in the city center and experiences a high volume of motor vehicle traffic, comprising both public and private vehicles. Furthermore, this area contains trip generation centers such as eateries, cafes, and schools, which have the potential to increase traffic flow and induce noise pollution. This study aims to analyze the influence of degree of saturation on traffic noise on Abunawas Street in Kendari City. Observations of traffic and noise levels were conducted during peak morning, afternoon, and evening hours over a two-day period, specifically on Monday (representing typical workday routines) and Saturday (representing the weekend). The findings of the research reveal that the average noise level on Abunawas Street is 72.4 dB. This value surpasses the established environmental noise threshold in Indonesia. The degree of saturation demonstrates a significant influence on the traffic noise level, accounting for 57.9%. This influence is characterized by its positive and proportional nature, indicating that as the saturation degree of the road increases, so will the corresponding traffic noise level.

Pelaksanaan Pengabdian kepada masyarakat dalam tridharma perguruan tinggi merupakan salah satu upaya untuk meningkatkan kesadaran dan partisipasi masyarakat di Kelurahan Benu-Benua, kecamatan Kendari Barat, Kota Kendari, perihal pentingnya pemanfaatan sumur resapan di pekarangan rumah masyarakat sebagai salah satu alternatif dalam upaya pencegahan atau banjir, mengurangi durasi terjadinya genangan air atau mengurangi limpasan air hujan. Genangan air atau banjir sering terjadi pada kawasan lingkungan dataran rendah, jadi genangan air banjir merupakan suatu hal yang sulit di hindari karena faktor topografi suatu kawasan, hal yang perlu dilakukan adalah melakukan pengendalian agar banjir itu tidak meluas atau atau menggenangi kawasan yang menggangu aktifitas manusia sehari hari, Dengan semakin meningkatnya curah hujan dan perubahan iklim, banjir menjadi masalah yang serius di daerah perkotaan. Dalam melaksanakan kegiatan Pengabdian kepada masyarakat metode yang digunakan dapat berupa bimbingan teknis meliputi sosialisasi, pelatihan dalam merencanakan kebutuhan, pembuatan dan pemeliharaan sumur resapan. Melalui bimbingan teknis ini dan kerja sama dengan masyarakat setempat, program ini diharapkan dapat memberikan pemahaman yang lebih baik tentang cara merencanakan sumur resapan dan manfaatnya dalam pengelolaan air hujan. Pembuatan sumur resapan pada suatu kawasan tidak hanya bertujuan untuk mencegah banjir, tetapi juga untuk meningkatkan kualitas lingkungan dan mengedukasi masyarakat tentang pentingnya konservasi air. Dengan penerapan sumur resapan secara luas, diharapkan dapat meningkatkan kapasitas infiltrasi air ke dalam tanah dan mendukung keberlanjutan lingkungan dikawasan itu.

Based on several previous studies, it was found that there were differences in justifications regarding the influence of volume, speed, and traffic density on the level of noise on the highway. The aim of this research was to analyze the influence of volume, speed, and density on the noise level. The research method used a descriptive and parametric statistical approach. The results of the study indicated that the influence of vehicle volume on noise was 46.6% with a direct relationship. The influence of speed on noise was 5.6% with an inverse relationship. The influence of traffic density on noise was 64.8% with a direct relationship. The traffic density variable had the greatest impact on the noise level on the highway. The relationship between vehicle speed and noise was inverse only up to a speed of 70 km/h. If the average vehicle speed exceeded 70 km/h, it was possible for there to be a direct relationship, meaning that as the vehicle speed increased, the noise level also increased.

Improving accessibility to tourist areas is one of the key priorities in supporting the development of sustainable tourism. This study aims to evaluate the road performance leading to the Toronipa Beach tourist area in Kendari City and to assess user perceptions of its accessibility quality. The research employs a quantitative approach through technical analysis based on the Indonesian Highway Capacity Guidelines (PKJI) 2023 and user perception analysis using the Customer Satisfaction Index (CSI) method. Data were collected through traffic volume surveys and questionnaires distributed to 100 road users on weekdays and weekends. The analysis results indicate that the Level of Service (LOS) falls under category C on weekdays with a degree of saturation (DS) of 0.63, and category D on weekends with a DS of 0.81. The CSI analysis shows a satisfaction score of 74.2%, which is classified as “satisfied.” The dominant factors influencing user satisfaction include road physical condition, driving comfort, travel time, and the availability of supporting facilities. This study concludes that the improvement of road infrastructure between Kendari and Toronipa has significantly enhanced transportation performance and fostered positive user perceptions of accessibility to this coastal tourist destination

By analyzing the implementation of this project work is expected to know the comparison between the plan and the realization, the effectiveness of the time executor and factors affecting the effectiveness of implementation on road reconstruction work. The medhod used in this research is to take data in the form of curve S, RAB, back up data, weekly report, montly report and questonnaire data for factors that influence the implementation of extreme weather factors, coordination factor between agencies, factors of delay in material testing, experience of executor and tool availability factor with analysis using SPSS mean rank application. Based on the result of reviewing and data analyzing, the time that occurs in the implementation of the road reconstruction work has been delayed due to get minus deviation value, than is in February – 0,225 %, March – 4,855 %, April -10,118 %, May – 20,606 %, June – 37,379 %, July – 57,111 %, August – 55,379 %. Data for the value of the effectiveness of work on aggregate class B in April 0,4 months Mei 0,87, June 0,90, July 0,87, August 0,87. Aggregate of class A in May 0,13, June 0,17, month of July 0,35, month of August 0,90 and work of asphalting AC-BC its effectiveness value is 0,4. Noise is unwanted sound, which can impair the health and comfort of the environment, have a source and propagates through a medium. Provincial Civil Service Agency of Southeast Sulawesi’s Office is located at the intersection of Drs. H. Abdullah Silondae Street, Laute Street and Malik Raya street with dense vehicle traffic, which Drs. H. Abdulah Silondae Street is the route of public transportation to the downtown to UHO Campus. The purpose of this research is to analyze the noise level due to the activities of the traffic in the area of Provincial Civil Service Agency of Southeast Sulawesi’s Office, analyzing the annoyance perception employees due to the traffic noise and the characteristics of respondents, and analyze the influence of noise level against the employees annoyance level. Data analysis of obtained that the average noise level in the area of Provincial Civil Service Agency of Southeast Sulawesi’s Office has passed the quality standards of noise to the office area. The perception of employees due to interference noise is 44% of the respondents who stated not bothered by noise in the area, 24% of respondents who stated a bit distracted, 24% stated quite disturbed, and 8% declared disturbed. As for the noise have significant influence towards employees level of annoyance.

This study aims to evaluate the current performance of urban transportation within the province and analyze the need for urban transportation modes within the province. The data analysis technique uses mathematical equations with the help of Microsoft Excel Software. The observation point is at the Baruga Terminal of Kendari City. The results showed that the return trip time of the 8 study routes was only 6 routes that met World Bank standards, namely Torobulu, Andoolo, Lainea, Tinanggea, Palangga and Motaha routes. For vehicle frequency, only 4 routes meet World Bank standards, namely Bambaea, Lainea, Tinanggea and Palangga routes. From the aspect of the loading factor, the highest is on the Torobulu, Lainea and Palangga routes, while the lowest is on the Boepinang route. From the aspect of time difference, none of them meet the World Bank's standard values. From the aspect of cycle time, only 1 route does not meet the standard, namely the Boepinang route. The need for city-in-province transportation modes at the Baruga Terminal has not met the standard because the number of vehicles operating is far less than the number of vehicles set by the Southeast Sulawesi Provincial Transportation Service.

The durability of the road flexural pavement structure is largely determined by the performance of each layer. One of these factors is the strength and resilience of the subbase. Compaction in accordance with applicable standards will produce roads with good quality so that the road life is longer and there is less damage. The purpose of this study is to analyze the carrying capacity using CBR, the value of the field density with the sand cone test and the correlation of the CBR value and the Sand cone value of the B grade foundation layer on the Tugu Munajah network. The research method used is laboratory and field testing combined with a descriptive statistic approach. The results of the study indicate that the carrying capacity using the CBR amounted to 55.02% <60%, the density value field with sand cone test of 72.50% <90%. Correlation of CBR and Sand cone value at the base layer (sub base course) is very strong at 0.998.
