Abstract

This study aims to determine the influence of discipline on employee performance at the Personnel and Human Resources Development Agency (BKPSDM) of Central Maluku Regency. The research method used is quantitative, with a sample size of 36 people. The types of data used in this study include primary data and secondary data. Data collection was carried out through literature studies and field studies. Data analysis was conducted using regression analysis tools with the help of SPSS version 20 software. The results of the study show that discipline has a significant influence on employee performance at BKPSDM Central Maluku Regency. Good and consistent discipline can improve overall employee performance. These findings emphasize the importance of implementing strict and systematic discipline in the workplace to achieve optimal performance. Based on regression analysis, there is a positive relationship between the level of discipline and the improvement in employee performance. The implications of these research findings are the need to strengthen the influence of discipline on employee performance at BKPSDM Central Maluku Regency. This can be done through the implementation of more effective disciplinary policies, employee training and development, as well as increased supervision and evaluation of the execution of the duties and responsibilities of employees. Thus, it is expected that employee performance at BKPSDM Central Maluku Regency can continue to improve and provide a positive contribution to the achievement of organizational goals.

Abstract

The study focuses on the quality of human resources used by village government officials in managing village funds in Central Maluku Regency. This research uses a quantitative method with a sample size of 60 people. There are two types of data used: primary data and secondary data. Data collection was carried out through questionnaires, observations, and documentation. Sociometric analysis tools were used to analyze the data. The analysis results show that the quality of human resources of village government officials in managing village funds in Central Maluku Regency has not yet met expectations, thus requiring improvement according to priorities, namely: If training and mentoring are conducted properly, village funds will be better managed. If the formation of village fund management groups is carried out well, effective village fund management will take place. If supervision and control are optimally implemented, adequate village fund management will be achieved. If cooperation between the government and the community is well established, the desired village fund management will be created. If the social and cultural aspects of the community are well considered, they will support village fund management. Village fund management can run well if village government officials carry it out transparently, accountably, and participatively, thus supporting the achievement of quality management as a tangible manifestation of the quality of human resources of village government officials in managing village funds. The results and findings of this research have implications for improving the quality of the human resources of village government officials in managing village funds in Central Maluku Regency.

Abstract

This study uses a quantitative method with a sample size of 60 people, utilizing primary and secondary data. Data collection was conducted through questionnaires, observations, and documentation, with data analysis performed using sociometric analysis tools. The results reveal that the implementation of the pharmacist practice permit service policy at the Health Department of Central Maluku Regency is evident through dimensions of consistency, transparency, accountability, fairness, participation, effectiveness, and efficiency, all showing high percentage levels. However, maximization is still needed to achieve the highest standard percentages. The implementation of this policy is influenced by factors such as communication, resources, disposition, and bureaucratic structure. These factors cumulatively contribute significantly to the implementation process. The remaining percentage for improvement can be targeted for follow-up maximization while prioritizing these influencing factors. The findings successfully explore and synergize theoretical and practical approaches, revealing the quantitative achievement levels of policy implementation. This has implications for strengthening and maximizing the implementation of the pharmacist practice permit service policy at the Health Department of Central Maluku Regency. In summary, the research demonstrates that the pharmacist practice permit service policy's implementation at the Health Department of Central Maluku Regency is highly effective in key dimensions but requires further optimization. Influencing factors such as communication, resources, disposition, and bureaucratic structure play a significant role in the successful implementation. The study's findings provide valuable insights for improving policy implementation, ensuring a more effective and efficient service delivery in the future.

Abstract

This research was conducted at the Leihitu Sub-District Office, Central Maluku Regency, with the aim of understanding how the leadership role of the Sub-District Head affects public services at the office. To achieve this objective, data analysis was carried out quantitatively using the Spearman Rank correlation formula as the measurement tool. The results of the analysis using Spearman Rho or Spearman Rank correlation showed a positive correlation between the Sub-District Head's leadership role and the quality of public services, with a correlation coefficient of 0.601. This figure indicates that the relationship between these two variables is strong, as it falls within the coefficient value range of 0.60-0.799. The strength of this relationship suggests that the better the leadership role performed by the Sub-District Head, the higher the quality of public services at the Leihitu Sub-District Office. Furthermore, the hypothesis test on the correlation coefficient revealed that the ρ-calculated value of 0.601 is greater than the ρ-table value of 0.388. This result indicates that the null hypothesis (Ho), which states that there is no relationship between the Sub-District Head's leadership role and public services, is rejected, while the alternative hypothesis (Ha), which asserts that there is a relationship between the two variables, is accepted. Thus, this study concludes that there is a significant and meaningful relationship between the Sub-District Head's leadership role and public services at the Leihitu Sub-District Office, Central Maluku Regency. This highlights the importance of effective leadership in improving the quality of public services at the sub-district government level.

Abstract

Penelitian ini membahas penerapan Standar Operasional Prosedur (SOP) dalam meningkatkan efektivitas administrasi publik, khususnya di sektor pelayanan pemerintah daerah. SOP berperan penting dalam menciptakan standar kerja yang konsisten, meminimalkan risiko kesalahan, dan meningkatkan akuntabilitas. Penelitian ini menggunakan pendekatan kualitatif dengan mengacu pada studi literatur dan data empiris yang relevan. Hasil penelitian menunjukkan bahwa penerapan SOP yang efektif dapat meningkatkan efisiensi proses kerja, memberikan kejelasan peran bagi pegawai, dan meningkatkan kepuasan masyarakat terhadap pelayanan publik. Namun, terdapat hambatan seperti kurangnya pemahaman pegawai terhadap SOP dan resistensi terhadap perubahan. Oleh karena itu, diperlukan pelatihan berkelanjutan dan evaluasi berkala untuk memastikan SOP diimplementasikan secara optimal. Penelitian ini memberikan rekomendasi kepada instansi pemerintah untuk memperkuat kebijakan terkait SOP melalui pendekatan partisipatif dan penggunaan teknologi informasi sebagai sarana pendukung. Implikasi dari penelitian ini diharapkan dapat menjadi acuan dalam memperbaiki tata kelola administrasi publik guna mencapai good governance.Kata Kunci: Standar Operasional Prosedur, Administrasi Publik, Efektivitas

Abstract

Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis pengaruh implementasi analisis jabatan terhadap peningkatan kinerja pegawai di Sekretariat Daerah Kabupaten Maluku Tengah. Analisis jabatan mencakup beberapa aspek penting seperti identifikasi tujuan analisis, pengumpulan data, penentuan tanggung jawab, serta pembuatan deskripsi jabatan yang relevan dengan kinerja pegawai. Hasil penelitian menunjukkan bahwa implementasi analisis jabatan memiliki kontribusi yang signifikan dalam meningkatkan kinerja pegawai, yang dapat diukur melalui kuantitas, kualitas, ketepatan waktu, efektivitas, dan kemandirian. Dengan menggunakan analisis regresi, ditemukan bahwa setiap peningkatan 1% dalam implementasi analisis jabatan akan meningkatkan kinerja pegawai sebesar 0.876 poin. Secara keseluruhan, implementasi analisis jabatan dapat menjelaskan 35.8% variansi dalam kinerja pegawai. Hasil ini mengonfirmasi bahwa implementasi analisis jabatan yang baik dan terstruktur dapat meningkatkan kinerja pegawai secara signifikan. Penelitian ini juga memberikan kontribusi terhadap pemahaman pentingnya analisis jabatan dalam organisasi pemerintahan dan dapat menjadi dasar bagi kebijakan pengelolaan sumber daya manusia yang lebih efektif.Kata Kunci: implementasi analisis jabatan, kinerja pegawai, Sekretariat Daerah

Abstract

Program penghargaan (Reward) adalah untuk menarik orang yang cakap untuk bergabung dalam organisasi, menjaga pegawai agar datang untuk bekerja dan memotifasi pegawai untuk mencapai kinerja. Reward yaitu kompensasi/hadiah yang berbentuk ekstrinsik dan instrinsik dalam situasi kerja, dimana kompensasi ekstrinsik merupkan balas jasa yang diberikan kepada pegawai baik dalam bentuk finansial maupun non finansial sedangkan kompensasi Instrinsik merupakan kompensasi atau imbalan yang berbentuk non finansial. Diharapkan dengan adanya penerapan reward ekstrinsik dan instrinsik ini, kinerja pegawai dapat ditingkatkan. Olehnya itu penulis ingin meneliti dan mengetahui sampai sejauhmana “Pengaruh Reward terhadap Kinerja Pegawai Satuan Polisi Pamong Praja dan Kebakaran Kabupaten Seram Bagian Barat Provinsi Maluku”.Dalam penelitian ini data dianalis dengan menggunakan analisis regresi linier berganda dengan menggunakan Program SPSS (statistical Product and service Solutoins)16 For Windows. Penelitian ini sendiri menggunakan variable reward ekstrinsik dan reward instrinsik sebagai variable bebas dan kinerja sebagai variable terikat.Hasil penelitian menyebutkan bahwa reward ekstrinsik dan reward instrinsik memiliki Pengaruh secara simultan terhadap kinerja Pegawai Satuan Polisi Pamong Praja dan Kebakaran Kabupaten Seram Bagian Barat Provinsi Maluku. Reward ekstrinsik memiliki Pengaruh secara parsial terhadap kinerja Pegawai Satuan Polisi Pamong Praja dan Kebakaran Kabupaten Seram Bagian Barat Provinsi Maluku, sedangkan reward instrinsik dominan memiliki Pengaruh secara parsial terhadap kinerja Pegawai Satuan Polisi Pamong Praja dan Kebakaran Kabupaten Seram Bagian Barat Provinsi Maluku.Kata kunci : Reward Ekstrinsik, Reward Instrinsik, Kinerja pegawai

Abstract

Penelitian ini bertujuan untuk mengetahui seberapa besar pengaruh budaya kerja pegawai terhadap pelayanan publik pada Kantor Dinas Sosial Kabupaten Seram Bagian Barat. Populasi yang diambil dalam penelitian ini menggunankan penelitian populasi yaitu dengan menggambil semua data dari Pegawai Negeri Sipil (PNS) yang berjumlah 31 orang. Analisis data yang digunakan dalam penelitian ini adalah korelasi statistik parametris, yaitu koefisien korelasi product moment dan analisis regresi linier sederhana.  Berdasarkan analisis data yang pengujian hipotesis diketahui bahwa kedua variabel yaitu budaya kerja (X) dan pelayanan publik (Y) mempunyai hubungan yang positif dan cukup kuat. Dari hasil penelitian yang telah dilakukan oleh penulis, Pengaruh Budaya kerja pegawai terhadap pelayanan publik pada Kantor Dinas Sosial Kabupaten Seram Bagian Barat temasuk dalam kategori cukup. Oleh karena itu budaya kerja yang telah baik sebaiknya dipertahankan dan ditingkatkan lagi.

Abstract

The objective of this research is to understand how the stunting reduction policy is implemented by the Health Office in West Seram Regency. The issue to be addressed in this research is: How is the implementation of the stunting reduction policy by the Health Office in West Seram Regency? This research involved eight informants. Data were collected through in-depth interviews, observation, and documentation. The collected data were analyzed using a descriptive qualitative analysis technique with a case study approach. Based on the policy implementation theory by Edward III, which includes four variables: Communication, Resources, Disposition, and Bureaucracy. The findings of this research indicate that the implementation of the stunting reduction policy has been carried out, but it is not yet optimal. In terms of communication, policy communication has been conducted through various media, but it has not reached the entire community. Limited resources, especially nutrition personnel and supporting facilities, are the main obstacles. The disposition of implementers is fairly good, but the lack of incentives hampers work motivation. Regarding bureaucracy, the appointment process of bureaucrats is carried out based on competence with reporting systems through the e-PPGBM application, but cross-sectoral coordination remains ineffective.

Abstract

This study was conducted to enrich the literature and scientific understanding of the phenomenon of poverty, especially in urban contexts such as Ambon City. The method applied in this study is Qualitative with in-depth interview techniques. Based on the results of the research that has been done, it can be concluded that the Evaluation of Poor Family Protection Policy in Ambon City. shows that although the poor family protection policy in Ambon City provides benefits, there are obstacles in accessibility, coordination between agencies, and budget limitations that hinder program optimization. In addition, dependence on assistance and lack of community participation in policy planning are factors that inhibit its effectiveness. This study suggests improving the reporting and evaluation system, increasing coordination between agencies, and empowering the community to support the sustainability off the program.
