Abstract

Management of Building Permit Retribution (IMB) in increasing Local Revenue in Central Maluku Regency. This research is a descriptive qualitative research that aims to analyze the management of Building Construction Permit (IMB) retribution in increasing local revenue in Central Maluku Regency. This research was conducted at the Public Works and Spatial Planning Office of Central Maluku Regency. Primary data was collected through interviews with a number of informants involved in the Management of Building Permit Retribution (IMB) in Central Maluku Regency. The results showed that in the planning stage of building permit retribution (IMB), a target is determined for each year which is influenced by whether or not the target was achieved in the previous year, and in 2022 according to preliminary research the target was not achieved. The reason is that the community is still indifferent about IMB so it must be followed up. In the management team itself, there is a division of tasks for each member, and there is a Standard Operating Procedure (SOP). Although in its implementation, to carry out the SOP, there are still obstacles. As for the fulfillment of the target itself, due to public indifference to IMB, officers must go directly to the scene. In line with this non-compliance, patrols are carried out by a joint team of a number of parties to see and control whether or not there are IMBs on buildings that are being built. And based on local regulations that regulate there are a number of sanctions that can threaten those who violate it. So it is actually necessary to conduct a thorough socialization to the community related to IMB, its management, and other technical matters. .

Abstract

Penelitian ini bertujuan untuk mengetahui evaluasi kebijakan QRIS (Quick Response Code Indonesian Standard) dalam upaya mendorong digitalisasi Sistem Pembayaran di Provinsi Maluku. Dengan banyaknya keunggulan QRIS penggunaan QRIS tersebut diharapkan dapat meningkatkan kegiatan ekonomi masyarakat berkelanjutan bersamaan dengan pergeseran pola kegiatan ekonomi dari konvensional menjadi digital. Penelitian ini menggunakan pendekatan kualitatif dimana peneliti menggunakan wawancara untuk memperoleh data dari para responden. Polusi penelitian ini dalah pengguna Pegawai BI dan pengawai pada bank – bank komersial serta masyarakat yang menetap di Provinsi Maluku. Variabel pada penelitian ini terdiri dari 6 Variabel yaitu Efektivitas, Efisiensi, Ketetapan, Kecukupan, Pemerataan, dan Responsivitas. Berdasarkan analisis data dihasilkan bahwa evaluasi kebijakan memiliki pengaruh positif dalam mendorong digitalisasi system pembayaran di Provinsi Maluku secara persial. Dan fitur QRIS tersebut sangat membantu system pembayaran secara non tunai dengan mudah.

Abstract

This research is a qualitative descriptive study that aims to find out the role of the Fisheries Service in Empowering Seaweed Farmers in Matakus Village. This research was conducted in Matakus Village, South Tanimbar District, Tanimbar Islands Regency. Primary data collection was carried out through interviews with a number of informants who were considered to be directly involved in the Process of the Fisheries Service's Role in Empowering Seaweed Farmers in Matakus Village. The research results show (1). In providing training, the Fisheries Service focuses on determining the location, providing seeds and designing cultivation methods that really help seaweed farmers in dealing with existing problems. For example in dealing with pests. (2). Providing tools to seaweed farmers is very helpful because most of the seaweed farmers have old tools and are damaged.(3). Providing funds to seaweed farmers can assist farmers in completing cultivation infrastructure such as buying stakes, cork, main rope and also increasing the enthusiasm of seaweed farmers in cultivating existing seaweed. Based on the results of the research above, it is suggested to the Department of Fisheries to continue to conduct training for seaweed farmers to improve the ability of farmers in seaweed cultivation. It is hoped that the Fisheries Service will continue to provide tool assistance to farmers so that during the cultivation process the farmers do not lack the tools needed. It is hoped that the Fisheries Service will continue to provide funds to seaweed farmers in meeting all the needs of farmers and can increase seaweed production in Matakus Village.

Abstract

This study aims to analyze the Implementation of Fish Auction Implementation Policy in Ambon City. Fish auction place (TPI) is one of the main functions in fisheries activities which is also one of the driving factors in improving the welfare of fishermen. This type of research is a qualitative research that aims to find out the implementation of Fish Auction Implementation Policy in Ambon City based on the problems discussed, namely the problems that occur at the research location. The informants in this study were 13 people. Data collection was done by interview, observation and documentation. Data analysis through data reduction, data presentation and conclusion drawing, while data validity uses triangulation of sources, techniques and time. The results showed that the implementation of the policy of organizing fish auctions in Ambon City was not optimal because of the interests that occurred more to personal interests, lack of facilities, the role of implementers/staff who were less effective.

Abstract

The focus of this research is the issue of public service administration of the islands in Central Maluku Central is less proficient in complying with the demands and requirements of the public for efficient and effective public service. Moreover, the main problem for the community is the operational costs, transportation, and accommodation required to access public services. To date, there has been no effective policy or action by the local government to shorten the range of controls. It will be a strategic step in the administration of the islands to provide a public service that meets the needs and demands of the community of Central Maluku Regency. The purpose of this study is to explain how public service is in the administration of Central Maluku and to identify the aspects that affect it. Considering policy elements, scope of control, operationalization, responsibility, and quality, its conceptual approach is based on real problems and situations. The research involved 105 samples, and quantitative analysis was done using a frequency table. The results of the analysis are expected to produce a clear and relevant sociogram on the development and improvement of public services in the administration of the islands in the Central Maluku Regency. This research is also expected to provide empirical evidence that is beneficial for the advancement of science and improving the quality of public service in the region.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana kualitas pelayanan administrasi di Rumah Sakit Khusus Daerah (RSKD) Provinsi Maluku.Penelitian ini adalah penelitian deskriptif kualitatif, yaitu penelitian yang bertujuan untuk menggambarkan dan mendeskripsikan peristiwa maupun fenomena yang terjadi di lapangan dan menyajikan data secara sistematis, faktual dan akurat mengenai fakta-fakta atau fenomena yang terjadi di lapangan. Teknik pengumpulan data dilakukan dengan teknik observasi, wawancara dan dokumentasi. Adapun informan penelitian dalam penelitian ini adalah 10 orang pasien/keluarga pasien sebagai informan kunci, 2 orang petugas pendaftaran dan 1 orang petugas kasir sebagai informan pendukung. Analisis data dalam penelitian ini menggunakan tiga komponen yang terdiri dari reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa terdapat empat dimensi yang sudah diterapkan sesuai dengan standar pelayanan, yaitu dimensi Bukti Fisik, Keandalan, Jaminan, dan Empati. Adapun dimensi yang belum sepenuhnya memenuhi standar pelayanan yaitu dimensi Responsif. Hal ini disebabkan karena mayoritas pasien mengalami waktu tunggu yang sangat lama sebelum bertemu dengan dokter.

Abstract

Salah satu Kota Ambon yang melaksanakan Program Rehabilitas Rumah Tidak Layak Huni adalah Kota Ambon Pemerintah Kota Ambon meluncurkan Program Rehabilitas Rumah Tidak Layak Huni berdasarkan Peraturan WaliKota Nomor: 12 Tahun 2018` Tentang Petunjuk Teknis Rehabilitasi Rumah Tidak Layak Huni dan Alasan Kota Ambon melaksanakan Program Rehabilitas Rumah Tidak Layak Huni adalah sebagai upaya untuk mengurangi tingkat kekumuhan, menanggulangi dan menurunkan angka kemiskinan. Penelitian ini bertujuan untuk mengetahui tingkat kesusaian dan standar Implementasi Rumah tidak Layak Huni di Negeri Rumah 3 .adapun teknik pengumpulan data yang dilakukan adalah obesrvasi dan wawancara. Hasil penelitian ini menunjukkan bahwa penerimaan bantuan program rumah tidak layak huni ini bermanfaat bagi masyarakat miskin untuk memenuhi kebutuhan tempat tingal yang layak untuk dihuni serta memberikan kesan semangat bagi masyarakat kurang mampu dalam kehidupan dan fungsi sosial.

Abstract

Penelitian ini mendasari pada masalah efektivitas pelayanan publik di Kecamatan Kairatu Kabupaten Seram Bagian Barat, bertujuan menganalisis dan mendeskripsikan Efektivitas Pelayanan Publik dan faktor-faktor yang mempengaruhinya, serta capaian pelayanan publik yang efektif di Kecamatan Kairatu Kabupaten Seram Bagian Barat. Desain penelitian ini bersifat klasik dengan menggunakan metode kuantitatif dengan model persentase dan sampel penelitian berjumlah 30 orang. Analisis data dilakukan secara kuantitatif ditunjang dukungan kriteria standar interprestasi sesuai dengan hasil perhitungan persentase yang dicapai dan dikonversikan secara sosiometrik dan hasilnya sebagai tindak lanjut dalam memacu Efektivitas Pelayanan Publik di Kecamatan Kairatu Kabupaten Seram Bagian Barat. Hasil penelitian menunjukan bahwa konversi data persentatif yang diwujudkan secara tepat melalui sosiometrik berhasil mengungkap efektivitas pelayanan publik di Kecamatan Kairatu Kabupaten Seram Bagian Barat ditentukan oleh ketepatan pencapaian tujuan, ketepatan pencapaian sasaran, ketepatan pencapaian target, dan ketepatan pencapaian misi organisasi. Konversi data persentatif dihasilkan sebagai fakta konkrit yang bersifat empiris dan dijadikan informasi aktual bahwa efektivitas pelayanan publik secara persentatif dari sosiometrik terbukti dengan jelas dipengaruhi oleh waktu pelayanan publik, kecermatan pelayanan publik, dan gaya pelayanan publik. Terbuktikan bahwa akan tercapai pelayanan publik yang efektif apabila dilaksanakan dengan baik sehingga memberikan kontribusi positif bagi efektivitas pelayanan publik di Kecamatan Kairatu Kabupaten Seram Bagian Barat.

Abstract

This research is a qualitative study aimed at evaluating the quality of information technology-based administrative services and identifying influencing factors at the Ambon Religious Training Center. The background of this research stems from constraints in human resources, limited management of administrative technology, and inadequate information technology infrastructure. Involving seven key informants, the research utilizes data collection techniques such as interviews and observations. The findings reveal that information technology-based administrative services at the Ambon Religious Training Center have not yet reached an optimal level of satisfaction. Evaluation is conducted using indicators of transparency, participation, and efficiency. Inhibiting factors involve limitations in human resources management of administrative technology, while supporting factors include efforts to improve information technology infrastructure. The implications of these findings can serve as a basis for designing strategies to enhance information technology-based administrative services in similar institutions, with the hope of improving transparency, participation, and efficiency in such services. This research provides a significant contribution to understanding the dynamics of implementing information technology in the context of religious administration.
